A Study on the Policy of New Government Science and Technology and the R&D Policy of Government Departments Related to Geoscience and Mineral Resources (신정부 과학기술 및 지질자원 관련 정부부처 R&D정책 분석)

  • With the launch of the new government in 2017, National Planning and Advisory Committee (NPAC) announced the five-year plan for the government administration and the 100 national tasks. The Ministry of Science and ICT (Information & Communication Technology) (MSIT) and other government agencies issued work plans for 2018, including R&D plans. Analyzing the changes in government policy will be a major task of public research and development institutions. This study analyzed the changes of the R&D policy of the new government and the R&D policy direction and strategic plan of the government departments related to the geoscience and mineral resources in 2018. The results of the analysis are as follows: 1) to lead the innovation growth through the 4th industrial revolution, 2) to supply clean energy and to cope with climate change in the environment and energy field, 3) to improve the quality of life through problem solving in the life of the people and disaster prevention. Considering the investment direction of the government, it is necessary to lead the geoscience and mineral resources R&D to solve problems of the society and to grow by the science and technology.

  • The survey of network firewall system has been focused on the deny policy that protects information from the unlicensed and the intrusion detection system. Government has solved several firewall problems as building the intranet separated from the intranet. However, the new firewall system would been satisfied both the denialpolicy and information share with the public, according as government recently emphasizes electronic service. Namely, it has to provide the functions such as the information exchange among divisions, partial share of information with the public, network connection and the interception of illegal access. Also, it considers the solution that protects system from hacking by inner user and damage of virus such as Worm. This Paper suggests the protects information system using the intrusion prevention system and role-based security policy to support the partial opennessand the security that satisfied information share among governments and public service.

  • COVID-19, a highly infectious disease, has affected the globe tremendously since its outbreak during late 2019 in Wuhan, China. In order to respond to the pandemic, governments around the world introduced a variety of public health measures including contact-tracing, a method to identify individuals who may have come into contact with a confirmed COVID-19 patient, which usually leads to quarantine of certain individuals. Like many other governments, the South Korean health authorities adopted public health measures using latest data technologies. Key data technology-based quarantine measures include:(1) Electronic Entry Log; (2) Self-check App; and (3) COVID-19 Wristband, and heavily relied on individual's personal information for contact-tracing and self-isolation. In fact, during the early stages of the pandemic, South Korea's strategy proved to be highly effective in containing the spread of coronavirus while other countries suffered significantly from the surge of COVID-19 patients. However, while the South Korean COVID-19 policy was hailed as a success, it must be noted that the government achieved this by collecting and processing a wide range of personal information. In collecting and processing personal information, the data minimum principle - one of the widely recognized common data principles between different data protection laws - should be applied. Public health measures have no exceptions, and it is even more crucial when government activities are involved. In this study, we provide an analysis of how the governments around the world reacted to the COVID-19 pandemic and evaluate whether the South Korean government's digital quarantine measures ensured the protection of its citizen's right to privacy.

Tacit Knowledge in Government-led R&D Project Selection

  • This paper explains that tacit knowledge is a critical component for the success of government-led R&D project selection, where rapid and accurate decision making need to be made under lack of information circumstances. It also explores ways to fully exploit the tacit knowledge of experts participating in the Korean government's R&D project selection process. Some of these include: (1) strategic attention from the top officials, (2) forming self-organizing teams, (3) establishing a horizontal and risk-taking culture, (4) encouraging a sense of responsibility in creating and sharing tacit knowledge, and (5) providing a seamless monitoring system and training.

  • Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.

  • In 2012 many cooperatives have been establishing operations with the enactment of the Basic Law Cooperative. This study was carried out with Government support formed arround cooperatives by focusing on international practices, and the Korea Case. The purpose of this study is to derive what is important in the support of the government for future cooperatives.

  • 정보통신기술의 발전과 그에 따른 사회경제적 수요 변화에 따라 기존 인터넷 기반의 전자정부가 접근성(accessibility), 활용성(availability) 및 개인화(personalization) 제고차원에서 무선 기반의 전자정부(Mobile-Government), TV 기반의 전자정부(TV-Government), Ubiquitous-Government, (이하 U-Gov) 등으로 빠르게 전환되고 있다. 이와 같은 전자정부서비스의 전환점에서 본 연구는 TV기반 전자정부 서비스 제공 전략에 대한 시론적 연구이다. 따라서 본 연구에서 T-거버먼트의 기술적.사회적 환경변화와 미국, 영국 등 해외 사례와 우리나라의 T-거버먼트 서비스 제공 현황을 분석하였다. 그리고 이러한 거시적 기술적 환경분석과 국내외 사례분석을 토래로 향후 T-거버먼트 개발시 고려사항과 추진전략을 제시하였다.

  • Developing user success metric will make it possible to evaluate the effectiveness of different electronic government systems and will help produce empirical data relating user success to task performance in electronic government environments. The purpose of this study is that combining output-oriented and interaction-oriented variables together into a single model might explain more of the variance in the dependent variable user success in a electronic government than either type of variable could have explained alone. The hypothesized reason is that user success is the result of the reciprocal effects of the properties of the information system and several facets of psychological functioning. Thus, the complex interplay between the system and the user in certain situational contorts may produce different degrees of user success with electronic governments.

  • It is well known that SaaS(Software as a Service) changeover gives several advantages to organization. One of the advantages is the cost reduction effect of IT resources as well as IT human resources. Another one is the curtailment of software development workload in the field of informatization promotions. Nonetheless, it is hard to find comparison cases regarding the quantitative measurement of the introduction of SaaS before and after. Accordingly, when the Government IDC tries to adopt SaaS, it absolutely needs the empirical study whether SaaS is cost-effectiveness or not. In this study, we focus on variation in the Government administration common tasks, processes and labor costs. Using the Man-Month(MM) estimation methods, We verify that how much TCO(Total Cost of Ownership) is reduced per year.

A Study on Simyak of Medical Bureaucrat in Joseon Dynasty (조선시대 의관직(醫官職) 심약(審藥)에 대한 고찰)

  • Simyak (審藥) was a government officer to lowest, but it was appointed and dispatched directly by officials from the central government. Simyak played a role in mediating between the provincial and central health care. Therefore, understanding Simyak is necessarily required in the researches on the local health care in Joseon dynasty. Preceding researches of Simyak only have contained superficial information causing many errors. The purpose of this paper is to understand Simyak correctly through the historical literature review. The author found the following facts in this study. First, Simyak was succeeded to the government officer of Uihakgyoyou (醫學敎諭) in the previous period. Second, through the change of the name of Simyak, it can be presumed that the main task of Simyak was changed from the role in local medical education to the officer sending the herbs to the central government. Third, in the later Joseon dynasty Simyak was monopolized by some families just like any other medical officials. Fourth, Yangdowollyengui (兩都月令醫) and Tongyeongguryogwan (統營救療官) can also be put in the category of Simyak.
