Centralized Smart Government Architecture based on Trust Manager

  • The rapid growth and development of ICT (Information and Communication Technology) and internet services has boosted the adoption of Mobile Government services all around the globe. There is a huge increase in the adoption of government services during COVID-19 pandemic. Existing Mobile Government (MG) solutions are not trustworthy and secure. This paper provides secure and trustworthy solution for mobile government, proposes a centralized smart governance architecture which is based on trust manager. Our proposed work has Wireless Bridge Certifying Authority (WBCA) and Wireless Public Key Infrastructure (WPKI) thereby ensuring security and privacy. Our proposed work ensures trust with WBCA as WBCA acts as a Trust Manager (TM). Proposed protocol has less computational cost and energy cost

Language Choice in Philippine Government Websites: Sociolinguistic Issues and Implications

  • Government websites provide useful and timely information to the public such as government's history, organizational values, codes of ethics, public services, facts about public official, among others. Using language choice as framework, the study seeks to examine what language is used, in what contents, and in what kind of website. The study employed online observation in 235 Philippine government websites (.gov.ph) via content analysis. As a result, English is overwhelmingly used; while Filipino, the Philippines' national language, and only a handful of regional languages, are minimally used in the contents. Discussion will follow how multilingualism can improve the dissemination of information and communication more conveniently and efficiently from the government to its citizens.

  • The concept of e-Government was first developed and implemented in industrialised countries. Consequently, it should not be assumed that this concept is automatically appropriate for developing countries. This study aims to examine the roles of perceived support quality and support satisfaction in the context of government-to-citizen (G2C) transactions towards behavioural intention and usage in developing countries. To test the proposed model, the official website of Kuwait Government Online Services (KGOS) was selected. A survey with a total of 628 responses was analysed using Structural Equation Modelling (SEM) to investigate the goodness of fit of the model and the underlying indicators. The findings confirm the significance of support quality perceived by citizens and provide insights to explain citizens' intention to use e-Government systems.

  • This study looked into the whole features and problems about depreciation system of government capital assets in the way of the government accrual basis accounts and bookkeeping by double entry and then, tries to find a scheme to improve depreciation system for effective and efficient treatment about assets and expenses. In government accounts, depreciation system has been carried out turning around the entire accrual basis accounts be recognized government assets and applied capital asset accounts from 2011. Therefore, if depreciation system can be facilitated in order to retrench administrative expenditure and utilize assets and resources effectively under the accrual basis accounts, it would be good use of achievement evaluation in government accounts and information providing on the ground of more effective use to government's financial information.

  • Study and analysis on the digital certification of the world today, and census on how digital signature is being used or considered for the government will be used to sum of what can be the difficulties and Problems in operating digital signature certifications for the government administrations at this research, and of course the answers to these problems will be provided too. This research suggests practical ideas on how to interoperate between Government PKI (GPKI: Administrational Digital Certification for the Government) and National PKI (NPKI: Digital Certification for General Public &Business), how to make use of Standard Security APIs, how to manage (e.g. issue, reissue, update, revoke) digital certificate, how to improve technical side of security and reliability, and how to improve political issues on public education for information security. Digital certification will become more popular and widely used in government administrations in the future. Therefore, census and research on demands md satisfactions of digital certification for public and government will be regularly performed. Of course, continuous maintenances and improvement in this field will be necessary to obtain firmer way of information security.

  • As a society of knowledge and information has been developed rapidly, because of changing from web environment to ubiquitous environment, a lot of countries across the world as well as S. Korea for national information with electronic Government have a variety of changes with big data. So this study is about development for national information and e-government of S. Korea with public data as big data analysed by the application of scenario planning. And then this research focused on the strategy consulting of national information with e-Government of S. Korea for utilization of public data as big data analysed by the application of 'scenario planning' as a foresight method. As a result, the future policy for utilization of public data as big data for national information with electronic government of S. Korea is to further spur the development of technology for linked data with semantic web for 'understanding of machine' than 'understanding of man'.

  • A digital platform government without boundaries between the public and private sectors and between government ministries is impossible without national data management. Logical verification was carried out in this study following the definition of the national data management system's purpose, elements, and mode of implementation. Specifically, it was broken down into three dimensions in an effort to review different aspects: the management subject, the management method, and the designation target of national data. Finally, a description of the national master data management system and organization was given. The direction for the implementation of the digital platform government will be presented by this study.

A Socio-Technical Model for Open Government Data Research

  • National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.

  • This study investigated the effect of PR communication of local government on the relationship between the local government and the public and the image of the local government, focusing on the official blog of Busan Metropolitan City, 'Cool Busan.' It also examined the mediating role of organization-public relations. As a result, 'interactivity' and 'interest' among the characteristics of social media information have a statistically significant effect on organization-public relationship and municipal image. And balance' was found to affect the image of local government. In addition, the mediating role of the organization-public relations subfactors has been proved in the influence of the local government social media information characteristics on the local government image.
