The Chinese government and its agencies were trying in order to solve the unstability of resource supply and demand. Ministry of Land and Resources of China(MLR) carried out a lot of national-level policy and planning for estimating the domestic mineral and energy resources potential and recoverable reserves, as the Chinese land and resources survey plan(1999~2010), the Chinese mineral resource survey and exploration plan(2008~2020), announcement for shale gas industry policies of China, the Chinese shale gas resources evaluation and selection project for its development priority areas(2012), and the plan for Chinese shale gas development(2011~2015). The two large sedimentary basins of Chinese shale gas reserves are Sichuan and Tarim basins with excellent potential, accounting for majority of the estimated national reserves. Recoverable gas-bearing shale of China was surveyed to be widespread. The volume of recoverable shale gas reservoirs in China has been estimated to be around 31 trillion cubic meters(1,115 trillion cubic feet). China is one of only three countries with the US and Canada to produce shale gas in commercial quantities. China is concentrating on technology development to enhance commercial production of shale gas, and on survey and exploration activities to increase its recoverable reserves. The trends related to shale gas development and R&D activities in China to respond to changes in international oil market should be actively monitored based on analysis of Chinese policies and technology.

This study examines the effects of real exchange rate (RER) depreciation shocks on firm-level productivity and employment in Daegu-Gyeongbuk manufacturing industries during 2006-2012. In particular, the study focuses on a sharp and persistent RER depreciation of the Korean Won from 2007 to 2009, which is a situation akin to a natural experiment in Korea. We find that RER depreciation has positive effects on productivity for firms with high export exposure in foreign markets. However, these effects disappear when RER depreciation persists. In addition, we do not find evidence that RER depreciation affects employment of Daegu-Gyeongbuk firms significantly. Firms in Daegu-Gyeongbuk region should pursue core competency to obtain international competitiveness rather than depending on temporary better price condition driven by RER depreciation. Further, policy makers in a local government should provide firms with financial and investment support to encourage innovation and R&D.

In accordance with the government's expansion of solar power generation, the installation of solar panels is expected to expand in Korea. On the other hand, policy discussions on the establishment of a domestic post-management system for waste from photovoltaic power are insufficient. This study estimated the benefit-cost of solar PV Panel recycling and derived the implications for the photovoltaic waste policies in Korea. Overall, the profitability of the recycling project is very low when the project execution period is 10 years. On the other hand, the economic efficiency of the project can be sufficiently high when the duration of the solar panel recycling project is extended to 20 years. In the short term, it is challenging to expect voluntary companies to enter this recycling business because of low economic efficiency. Therefore, it is necessary to prepare various policies to improve the economic efficiency of the recycling business. In conclusion, the following policy implications for PV panel recycling activation are proposed: i) legislation for the recycling of waste solar photovoltaic panel, ii) designation of Association for Solar Panel waste monitoring, and iii) expansion of R & D and the development of various business models related to solar recycling.
Recently, due to the global economic crisis and prolongation of slow growth period, many countries have proposed creative economy as an important policy for economic growth. Korea has also progressed important policies such as development of creative industries, start-up activation and employment creation through creative economy as a key policy. However, each country has a different definition of creative economy and detailed field to promote, and there is a lack of research on creative economy of industrial complexes and activation plans of creative industries. This study derived the priority order and importance of development plans to develop into creative clusters through AHP analysis base on Gumi National Industrial Complex that have had a significant role in the national economy since the 1970s. As a result, the creativity enhancing factor was the highest priority, followed by creative infrastructure and network. These results mean that it is necessary to promote creativity in order national industrial complexes to continuously lead national economy and for this purpose it needs to prioritize the development of creative human resources and to extend the creative R&D. This study can be provided to government and local policy makers and innovation agencies as basis data and practical policy guide to establish a successful creative cluster by deriving the priority order in reflection of both hardware and software policies such as infrastructure to develop national industrial complex into creative cluster.

This study analyzes various aspects of the successful overseas expansion of SMEs that export consumer goods with their own brands. Through in-depth interviews with CEOs and marketing practitioners of fifteen SMEs that export consumer goods of their own brands, researchers examined the determinants of the decisions to export own-brand products, forms of expansion into foreign markets, firms' distribution networks, firms' technological and marketing capabilities, export barriers, and export support services offered by the government. The results indicate that these companies obtained competitiveness in the design and quality of their products through steady R&D investment, with a focus on niche markets. This study also shows that they established foreign branches, participated in overseas trade fairs, and tapped into foreign markets with Korean home shopping channels and department stores to build distribution channels and to find new buyers. However, the findings of this study reveal that many of those companies export both OEM/OEM products as well as their own-brand products due to the low level of brand awareness in foreign markets. Thus, efforts to improve their brand awareness in the global market are much needed. In addition, this paper demonstrates that the programs and services provided by state-run organizations need improvement in credibility and expertise. This research suggests recommendations for successful export programs, and provides meaningful insights for consumer-goods SMEs establishing foreign market entry strategies with their own brands.

This paper is on the policy proposal for venture ecosystem. First, one of the three secrets of the US venture ecosystem is the law of 50:50. Angel capital investment is as important as venture capital investment. Although professional angel investors and accelerators account for as much as VC in the venture ecosystem, they are ignored from policy considerations. We argue that the revision of related law is urgent. Second, large US firms invest more in M&As than in internal R&D. Therefore, accelerators and professional angel investors could make effective investment recovery after investing in a startup company. In other words, angel capital does not come in without secondary market development. Angel capital and secondary markets are the two pillars of the venture ecosystem. The government alone is difficult to develop a secondary market. This is why the private sector should come in and introduce corporate venture capital (CVC). Third, we believe the policy direction for national economic growth should be extended from the startup to scale-up. This is because the startup's sales and job creation will start in five years. While the previous study focused on funding (venture financing), this paper aims to balance all three stages of a venture: startup, growth, and recovery, which are the life cycle of a venture company or venture investment. In particular, we propose specific policies in each chapter to improve practical application.

The central government operates a Balanced National Development Special Account, and wants more regional development. Many local governments try various ways to establish a foothold for independent governments. Establishing a regional base center is one of the major plans for economic development, and Chungnam is proceeding with "establishing a platform for Chungnam high-tech metal materials." This paper analyzes the effects on the regional economy based on the expense that goes into a regional base center in Chungnam. For the analysis, an input/output table is used, and we present the effects of the annual input cost in detail. This study specifically analyzes the production-inducing effects, the value-added inducing effects, and employment-inducing effects using a demand-drive model. Furthermore, we suggest the effectiveness of this same business. The analyzed results give 32,230,000,000 in production-inducing effects, 13,820,000,000 in value-added inducing effects, and 101 in employment-inducing effects. These results can be used as reasonable evidence to promote the project, since the production-inducing effects and value-added inducing effects show high results, compared to input. The employment-inducing effects can also be used to create new jobs and figure out the number of people employed through this project.

Since 1980s, wastewater treatment facilities in Korea have been rapidly expanded by 90 percent as the government invested them continuously. Considering social and environmental factors such as the needs of alternative water resources for water shortages, energy saving and new energy production sources for decrease of greenhouse gases, and the demand for the improvement of the water quality in rivers and lakes, advanced technologies in wastewater treatment are essential in the 21st century. In this aspect, new conceptual technology is systematically combined with the advanced treatment technology such as the control and treatment technology of hazardous and toxic material, customized reusing skill, and energy saving/recovery technology. The new R&D project for advanced technology of wastewater treatment and reuse will focus on these advanced technologies which will improve the water quality and foster the competitiveness in world environmental markets, building a solid foundation particularly in the market of developing countries. The project will be divided up into high quality reusing of wastewater, energy self-sufficiency, and integrated management system. It will be carried out for five years, 2011~2015, as Phase I.
