Planetary global localization is necessary for long-range rover missions in which communication with command center operator is throttled due to the long distance. There has been number of researches that address this problem by exploiting and matching rover surroundings with global digital elevation maps (DEM). Using conventional methods for matching, however, is challenging due to artifacts in both DEM rendered images, and/or rover 2D images caused by DEM low resolution, rover image illumination variations and small terrain features. In this work, we use train CNN discriminator to match rover 2D image with DEM rendered images using conditional Generative Adversarial Network architecture (cGAN). We then use this discriminator to search an uncertainty bound given by visual odometry (VO) error bound to estimate rover optimal location and orientation. We demonstrate our network capability to learn to translate rover image into DEM simulated image and match them using Devon Island dataset. The experimental results show that our proposed approach achieves ~74% mean average precision.

신자유주의적 세계화가 강화되면서 문화시장 개방을 둘러싼 국제사회의 논쟁 역시 강화되고 있다. 시장개방 촉진자들은 문화영역의 생산물 역시 타 상품과 같은 조건에서 다루어져야 한다고 강변한다. 이의 반대자들은 문화란 개인과 공동체의 의식과 정체성에 영향을 주는 것이기에 상품교역에 있어서도 예외성이 인정되어야 한다고 강조한다. 이 같은 문화시장 개방을 둘러싼 국제 관계의 흐름은 국제사회의 의사결정과 관리에 대한 규범 창출의 이론적 틀을 제시하는 '글로벌 거버넌스(Global Governance)'의 중요성을 부각시킨다. 이에 본 논문은 문화시장 개방을 둘러싸고 서로 다른 입장을 취하고 있는 국제규범과 이의 행위자들에 대한 고찰을 글로벌 거버넌스라는 관점을 통해 살펴보고 있다. 구체적으로 문화시장 개방을 촉진하는 WTO, GATT, GATS와 같은 국제협약 및 행위자들을, 그리고 그 반대편에 위치하면서 '문화적 다양성' 논의를 이끌고 있는 국제협약 및 행위자들을 글로벌 거버넌스라는 틀 속에서 검토하고 있다. 이를 통해 본 논문은 문화시장 개방을 둘러싼 논쟁과 충돌은 패권국가의 힘에 기반한 국제질서가 아니라 다양한 국제사회의 행위자들이 참가하는 글로벌 거버넌스의 구축을 통해 그 해결책이 모색되어야 한다는 것을 강조하고 있다.

1990년대 초반 이후부터 한국 시장에 본격적으로 등장하기 시작한 글로벌 여성잡지는 다른 글로벌 미디어 상품과는 달리 라이선스 계약이나 조인트 벤처를 통한 국내 출판사와의 파트너십을 통해 국내에서 제작 출판되고 있다. 이러한 소유구조의 특성으로 인해 글로벌 여성잡지에서는 글로벌 요소와 지역 요소가 혼재되어 나타나고 있는데, 다양한 글로벌/지역 요소들의 이해관계가 나타나는 글로벌 여성잡지는 단순히 글로벌 미디어라고 보기보다는 다양한 지역 요소들을 반영하고 이와 관계를 맺으며 새로운 콘텐츠를 생산해내는 글로컬(glocal)화된 미디어라고 할 수 있다. 따라서 본 연구에서는 글로벌 여성잡지에 나타나는 글로벌과 지역의 역동적 상호작용의 이해를 위해 제작과정에 나타나는 글로벌/로컬 요소를 살펴보고, 이러한 요소들이 서로 어떻게 상호작용하고 있는가를 현업 종사자들과의 인터뷰를 통해 알아보고자 하였다. 연구결과, 글로벌 여성잡지의 현지화 과정은 글로벌 미디어의 일방향적 동질화 과정이 아니라 지역 현실을 반영하는 글로벌과 지역의 상호작용 과정임을 보여주었으며, 글로벌 여성잡지 종사자들은 본사의 방침을 따라 기사의 콘셉트와 형식을 유지하면서도 한국 실정에 적합한 기사를 생산하고자 노력하고 있음을 볼 수 있었다.

After the THAAD crisis, Goyang city's Global Medical Service performance is showing a sharp decline compared to other cities and provinces. In particular, the contraction of participants who can create policy outcomes such as Medical Institutions and Attracting companies has emerged as the biggest problem. Therefore, Goyang City wanted to derive effective marketing policies and establish marketing policies according to their priorities in order to prevent the deaths of the future patient visitor market as well as performance. In order to examine such policy needs more closely, this paper reviewed the Global Medical Service policies of Goyang City based on AHP analysis, and derived a ranking of 28 major policies and preferred policies for each participant. In the future, Goyang City is expected to derive major policy effects by applying the results of this study to the establishment of marketing policies through customized policies for each medical institution type and Patient attraction company.

스마트폰의 사용이 크게 활성화됨에 따라 거의 모든 사람들이 항상 휴대하고 있으며, 실외에서는 GPS 위성시스템을 이용하여 자신의 위치를 인식하고 관련된 응용 서비스를 제공받을 수 있다. 그러나 실내에서는 스마트폰의 위치를 인식하기도 어렵고 TDOA 방식의 상대 위치를 측정하는 방식에서는 글로벌 좌표를 인식할 수 없다. 본 논문에서는 음향 신호를 이용한 TDOA 방식의 상대 위치 추정 시스템에서, GPS 수신기와 지자기 센서를 이용하여 실내에서 스마트폰의 글로벌 좌표를 인식하는 시스템이 제안되었고, 그 성능과 실험 결과가 기술되었다.

In this paper, we propose a map alignment method for maps generated by point-line monocular SLAM. In the proposed method, the information of feature lines as well as feature points extracted from multiple maps are fused into a single map. To this end, the proposed method first searches for similar areas between maps via Bag-of-Words-based image matching. Thereafter, it calculates the similarity transformation between the maps in the corresponding areas to align the maps. Finally, we merge the overlapped information of multiple maps into a single map by removing duplicate information from similar areas. Experimental results show that maps created by different users are combined into a single map, and the accuracy of the fused map is similar with the one generated by a single user. We expect that the proposed method can be utilized for fast imagery map generation.

본 논문은 글로벌 클립보드 시스템을 제안하고 초기 단계의 연구에 대해 기술한다. 클립보드는 윈도우 운영체제에서 프로그램 사이에 복사-붙여넣기를 위해 일시 저장해두는 저장 공간이다. 글로벌 클립보드는 기존의 클립보드를 인터넷 범위로 확장하여 여러 응용프로그램들이 데이터를 주고받을 수 있는 데이터 전송 시스템이다. 글로벌 클립보드는 2단계로 작동한다. 한 컴퓨터의 사용자가 Ctrl-C와 Ctrl-Shift-C 키를 입력하여 선택한 콘텐츠를 글로벌 클립보드에 올리면, 다른 컴퓨터의 사용자가 Ctrl-Shift-V와 Ctrl-V 키를 입력하여 글로벌 클립보드에 들어 있는 콘텐트를 받아 활용할 수 있다. 글로벌 클립보드는 텍스트, 스크린 캡쳐 이미지, 파일, 디렉터리 등을 모두 다룬다. 본 논문에서는 글로벌 클립보드 서버와 글로벌 클립보드를 활용하는 윈도우 응용프로그램과 안드로이드 앱을 작성하고 시험하였으며, e-mail, 카카오톡, 구글드라이브 등과 사용자의 편리성을 비교한 결과, 높은 편리성을 가지는 것으로 분석되었다.

The objective of this study was to explore a specific method and strategy for 'Global Leadership Program Model' in order to enhance global leadership, which will emphasize the aspect of open mind and attitude toward diversity, cross-culture, communication, and global manner. This research explored the concept and characteristics of global leadership and competency based education, and analyzed effectiveness of satisfaction and participation on global leadership programs implemented in K University and analyzed the learners' recognition on the experience. Also, the research integrated the values of global leadership with the strategies of competency-based education, and finally developed 'Global Leadership Program Model'. As a result, 'Global Leadership Program Model' might be able to help students use knowledge and skill in various contexts, and serve in the community with responsibility. It is expected that students could be facilitated to perform task and role communicating with others, and they might know exactly what learning outcome they are required to establish and what standard is used to evaluate the performance, so that this environment might motivate them and encourage them to follow the learning process more effectively.

오폐수 처리에 있어서 용존산소량을 장기간, 연속측정이 가능한 DO 센서의 개발이 요구되어, 형광검출 특성을 이용한 광학식 DO 센서를 개발하고 특성을 분석하였다 (OS-100, 글로벌광통신주식회사). 형광 센서막은 GA를 이용하여 졸-겔 방법을 이용하여 $Ru(Dpp)_3{^{2+}}$(tris(4,7diphenyl-1, 10-phenanthroline) ruthenium(II)) 형광물질을 제작하였고, 용액과 혼합하여 스프레이 방법으로 석영기판위에 증착하였다. 증착된 형광막은 용존산소 농도 3 mg/L에서 10 mg/L 사이의 넓은 영역에서 ${\pm}1%$ 이하의 오차를 보였다. 제작된 광학식 DO 센서의 성능평가를 위하여 대구염색단지의 오폐수처리장 폐수의 실시간 용존산소를 장기간 측정하였다. 6개월간의 장기간에 걸쳐 실시간 측정된 용존산소의 결과는 염색공단 폐수의 악조건 하에서도 ${\pm}2%$ 이하의 오차를 나타내었다.

Air pollution is a global challenge that not only threatens public health, but also takes away lives. Strategic communication, in other words, public relations, is an essential way of tackling air pollution and managing the risks involved. Engaging global citizens into the public sphere requires the building of a sense of collectivity and duty on achieving clean air. Strategies and policies on an international scale that are based on the theoretical framework (Behavior Procedure Model) and focus on leading citizens into the mature and unified Collectivity during the observance of the 'International Day of Clean Air for blue skies' are crucial. Notably, the Asian continent has inevitably found itself at the crossroad between economic growth and environmental protection, and has even been observed to be pursuing a passive response to air pollution. The key communication strategies are supported by the three goals, which include: expanding existing communities and building a new Collectivity, supporting international solidarity and individual member state activities, and implementing systems and structures. The key goals can be further specified into six strategies. This paper has analyzed global problems and discussed possible communication strategies to increase public engagement for the observation of the 'International Day of Clean Air for blue skies.' It will be the responsibility of all nations to implement the aforementioned strategies and policies as well as promoting global action.
