The Reformation of Gas Technical Standards System

  • The current gas regulations have been reformed into a new technical standards system called as "KGS (Korea Gas Safety) Code" system. Korea Gas Safety Corporation has developed a new framework of technical standards classification method and will manage the new technical standards system in compliance with the mandatory requirements of gas regulations. This study will cover an overall view of the reformation and show "KGS Code" in detail.

Relationship between ICAC EP-7 and %RMS, Standards for Gas Flow Uniformity inside Electrostatic Precipitators (전기집진기 내부 유동 균일도 평가 기준인 ICAC EP-7과 %RMS 간 상관관계)

  • Gas flow uniformity is an important factor to guarantee particle removal performance of electrostatic precipitators (EP), and the gas flow uniformity is evaluated by a fraction of standard deviation to the mean of gas flow distribution (%RMS) or a technical standard, ICAC EP-7, provided by The Institute of Clean Air Companies. In this study, relationship between the ICAC EP-7 and %RMS in evaluation of gas flow uniformity was investigated in terms of flow velocity. The maximum values of %RMS for gas velocity distribution of normal distribution has been obtained, and the maximum values of %RMS with gas velocity distribution satisfying ICAC EP-7 standards were also evaluated. With gas flow distribution obtained from CFD analysis and physical model test of real EP, %RMS values were calculated and it was tested if those gas flow distribution satisfy the criteria specified in ICAC EP-7. The %RMS values satisfying criteria of ICAC have been appeared to have similar values with %RMS values calculated with normal distribution of gas velocities.

  • Fuel cell systems are a completely different form of electricity source that has been used so far and is an aggregation of multiple technologies with multidisciplinary features that can be operated safely only when gas and electrical safety are being considered. Since fuel cells generate through electrochemical reactions there are difficulties in ensuring electricity safety, power quality assessment, effective control and reliability standards for system faults using conventional inspection techniques and even though they are necessary as a primary means for reduction of CO2 owing to the Climate Convention, electrical safety assessment and measures are required for the prevention of faults in residential facilities. Although small-scaled distributed power supplies can be utilized as important means of peak control and energy management measures, research is required for observing the effects on the system and the development of inspection technology to ensure stable operation, and the electrical safety of residential fuel cell systems need to be assessed and the problems derived for establishing electrical safety standards. From the year 2002, Japan has established laws on technical safety standards and development and rules on the product specifications and standards for the industrialization of hydrogen fuel cells. Also, a lot of effort have been made for the commercialization of fuel cells by building one-stop certification services. Internationally, the IEC TC 105 has established international standards based on fuel cells. In order to protect the national interest, the country should be able to respond accordingly meet global standards. In fact, in Korea, to comply with the international trend, Korea Energy Management Corporation is establishing a certified agenda for fuel cells and Korean Agency for Technology and Standards is enacting technical standards for fuel cells. The current terms of fuel cells are that research has been focused more on the quality and performance of manufactured products rather than stable power operation and maintenance over time. In this paper, by considering the household fuel cell as a power device, the safety standards of the fuel cell system for a reliable operation with the existing power system is being proposed.

  • Hydrogen purification is generally performed through chemical and physical methods. Among various types of purification method PSA(Pressure Swing Adsorption) is widely used with its purification capacity and economic efficiency. In Korea, most of the hydrogen used in automobiles and power generation fuel cells is purified using PSA. Hydrogen produced in petrochemical complexes has difficulties in transportation. The government is planning to install hydrogen extractors that produce hydrogen directly from consumers in connection with the city gas supply chain, and companies are also installing related research and demonstration facilities one after another. Europe and others have recently established safety standards related to PSA and are making efforts for systematic safety management at the construction and operation stage, but domestic safety standards related to PSA are still insufficient. This study aims to identify problems of existing facilities through surveys and risk assessment by companies operating existing PSA, and to prepare domestic technical standards including them in overseas technical standards to promote the safety of new and existing PSA systems.

  • A compound agent that mixes inert gas agents and halocarbon agents and a complex fire suppression system using the compound agent have been developed. The ultimate goal of this study is to develop the extinguishing agent which doesn't destroy the ozone layer and has low GWP and to develop the fire suppression system. As a result of the test and research for inert gas agents and halocarbon agents, nitrogen and FK-5-1-12 were selected finally and have been tested and studies for three years. Thus, the optimal extinguishing agent and fire suppression system have been accomplished. The performance of the agent and system was tested according to KFI performance test technical standards for gas fire extinguishing system and the fitness of the agent and system for a fire was certified by Korea Fire Industry Technology Institute (KFI).

  • The computerization project for underground facilities in Korea began in earnest after the city gas explosion in Seoul in 1994, and the Daegu subway explosion in 1995. As such a large-scale gas explosion accident caused enormous economic loss including human casualties and potential benefits, the need for computerized for efficient management of underground facilities was greatly emphasized in society. Meantime, computerization of underground facilities has been carried out according to the basic plan for building national geographic information system. In this study, problems were identified based on the current status of construction and management of underground facility information, as well as laws and regulations, and directions for establishing quality standards were presented. In addition, construction work standards such as 「Public Survey Work Regulations」, design standards, standard specifications, and technical specifications, gas technology standards, design standards, and communication works so that underground facility information can be linked and utilized in construction work by examining the linkage of the underground facilities, the targets that can be used for quality level information on underground facilities were derived, and a proposal to revise the construction standards was presented. In the future, if the quality standards are established, it is expected that the accuracy and utilization in the construction field will be increased.

  • In this study, we analyzed risks of the fabrication process equipment and cleanroom for semiconductor/flat panel display (FPD) manufacturing facilities and studied the fundamental safety measures for the risk factors. We examined the explosion proof design models considering the specificity of equipment and environment, and planned to utilize the findings to provide technical standards and grounds for designing and manufacturing related equipment. We believe that this study will contribute to the establishment of technical standards for semiconductor/FPD industry and businesses in many different ways by providing optimized modeling of high-risk explosion site detection, developing safety standards and hazard countermeasures and voluntary activation of safety certification system for operation of fabrication process equipment.

A Study on the Gas-liquid Separation Effect of the Knockout Drum in the Flare System (플레어시스템에서 녹아웃드럼의 기·액 분리효과에 관한 연구)

  • Among the flare systems that handle discharged substances from safety valves, the knockout drum was a key facility for safety, but the installation standards were not clear, so it was necessary to review the standards acceptable to the workplace and regulatory agencies. After investigating the domestic and foreign technical standards of knockout drums and the deficiencies of previous studies, research was first conducted on the degree of mass discharge, the installation location of the intermediate knockout drum, and the effect of changes in the composition of the discharged material. As a result of the study under the process simulation conditions, the gas-liquid separation of the knockout drum was completed in a small amount of less than 7,500kg/hr. However, when more than that was released, the gas-liquid separation effect was small even with the addition of an intermediate knockout drum. In addition, when the composition ratio of the material easily condensed was increased (molar fraction 10%), the gas-liquid separation effect of the knockout drum increased in the case of mass release. The gas-liquid separation effect was analyzed to be greater when the knockout drum was installed adjacent to the stack than the knockout drum was installed adjacent to the process equipment.

  • In the ongoing debates over the need to identify new sources of energy and to reduce the emissions of greenhouse gases. Hydrogen has emerged as one of the most promising alternatives due to its emissions from the vehicle being virtually zero. The governments have identified the development of regulations and standards as one of the key requirements for commercialization of HFCV. Regulations and standards will help overcome technological barriers to commercialization. The development of Global Technical Regulation (GTR) for HFCV occurred under the World Forum for Harmonization of Vehicle Regulations. Development of a technique for safety assessment of HFCV include four tasks, research for regulation system and policy, hydrogen safety, vehicle operation safety and protection against high-voltage. The objective is to establish a technique for safety assessment and amend safety standards for HFCV and consequently reflect research results to vehicle management policy. We devised safety standards and evaluation techniques with regard to high-pressure gas and high voltage of hydrogen fuel cell vehicle. KMVSS for HFCV was amended to June 10, 2014. including the results of the safety assessment technology for high-voltage and hydrogen characteristics.

  • Currently, Hydrogen compressor is maintained and managed according to the safety management regulations of the operator. But it is not based on technical standards, so it is necessary to establish based on reliability. In this paper, hydrogen compressor taxonomy by ISO 14224 standard reviewed for hydrogen compressor operated by KOGAS-Tech hydrogen vehicle refueling station to establish 9-stage taxonomy, and FMEA was conducted to establish RCM strategy specified in SAE JA1011, and 1012. It is expected that results of taxonomy and RCM strategy will be used as basic data for development of standards for verifying the performance of compressors.
