  • The global surge in maritime traffic has resulted in an increased number of ship collisions, leading to significant economic, environmental, physical, and human damage. The causes of these maritime accidents are multifaceted, often arising from a combination of crew judgment errors, negligence, complexity of navigation routes, weather conditions, and technical deficiencies in the vessels. Given the intricate nuances and contextual information inherent in each incident, a methodology capable of deeply understanding the semantics and context of sentences is imperative. Accordingly, this study utilized the SentenceBERT model to analyze maritime safety tribunal decisions over the last 20 years in the Busan Sea area, which encapsulated data on ship collision incidents. The analysis revealed important keywords potentially responsible for these incidents. Cluster analysis based on the frequency of specific keyword appearances was conducted and visualized. This information can serve as foundational data for the preemptive identification of accident causes and the development of strategies for collision prevention and response.

  • As the frequency of extreme rainfall events increase due to climate change, climate change adaptation measures have been proposed by the central and local governments. In order to reduce flood damage in urban areas, various flood response policies, such as low impact development techniques and enhancement of the capacity of rainwater drainage networks, have been proposed. When these policies are established, regional characteristics and policy-effectiveness from the cost-benefit perspective must be considered for the flood mitigation measures. In this study, capacity enhancement of rainwater pipe networks and low impact development techniques including green roof and permeable pavement techniques are selected. And the flood reduction effect of the target watershed, Gwanak campus of Seoul National University, was analyzed using SWMM model which is an urban runoff simulation model. In addition, along with the quantified urban flooding reduction outputs, construction and operation costs for various policy scenarios were calculated so that cost-benefit analyses were conducted to analyze the effectiveness of the applied policy scenarios. As a result of cost-benefit analysis, a policy that adopts both permeable pavement and rainwater pipe expansion was selected as the best cost-effective scenario for flood mitigation. The research methodology, proposed in this study, is expected to be utilized for decision-making in the planning stage for flood mitigation measures for each region.

  • In recent times, the sharp increase in extreme flood damages due to climate change has posed a challenge to effectively address flood-related issues solely relying on conventional flood management infrastructure. In response to this problem, this study aims to consider the effectiveness of nature-based flood management approaches, specifically levee retreat and relocation. To achieve this, we utilized a 1D numerical model, HEC-RAS, to analyze the flood reduction effects concerning floodwater levels, flow velocities, and time-dependent responses to a 100-year frequency flood event. The analysis results revealed that the effect of creating a flood buffer zone of the nature-based solution extends from upstream to downstream, reducing flood water levels by up to 30 cm. The selection of the flow roughness coefficient in consideration of the nature-based flood buffer space creation characteristics should be based on precise criteria and scientific evidence because it is sensitive to the flood control effect analysis results. Notably, floodwater levels increased in some expanded floodplain sections, and the reduction in flow velocities varied depending on the ratio of the expanded cross-sectional area. In conclusion, levee retreat and floodplain expansion are viable nature-based alternatives for effective flood management. However, a comprehensive design approach is essential considering flood control effects, flow velocity reduction, and the timing of peak water levels. This study offers insights into addressing the challenges of climate-induced extreme flooding and advancing flood management strategies.

  • Drought risk is expected to increase as the frequency, intensity, and duration of droughts increase due to climate change. Drought risk is related to not only hydro-meteorological factors, but also water supply and demand. Recently, along with climate change, socioeconomic factors have also been recognized to increase drought risk. Therefore, it is necessary to outlook the drought risk considering various conditions for coping with future extreme droughts in a timely manner. In addition, considering various drought scenarios help reduce the uncertainty in future drought outlook. In this study, drought scenarios considering climate change scenarios, population, and water demand were created to outlook drought risk for 160 administrative districts in Korea, then new levels of drought risk were assigned based on the results of drought risk outlook to suggest drought management measures. The results showed that the drought risk will increase in the future in 2020, 2025, and 2030, compared to past. Especially the drought risk is likely twice as high in 2030 under the baseline and high scenarios. Applying the drought outlook results from this study to the new methodology for setting the risk levels shows that most regions are in Response (V) in 2020 and 2030 for baseline and high scenarios.

  • Korea prepares for potential floods by designating June 21st to September 20th as the flood season. However, many dams in Korea have suffered from extreme floods caused by different climate patterns, as in the case of the longest consecutive rain of 54 days in the 2020's flood season. In this context, various studies have tried to develop novel methodologies to reduce flood damage, but no study has ever dealt with the validity of the current statutory flood season thus far. This study first checked the validity of the current flood season through the observation data in the 21st century and proved that the current flood season does not consider the effects of increasing precipitation trends and the changing regional rainfall characteristics. In order to deal with these limitations, this study suggested seven new alternative flood seasons in the research area. The rigid reservoir operation method (ROM) was used for reservoir simulation, and the long short-term memory (LSTM) model was used to derive predicted inflow. Finally, all alternatives were evaluated based on whether if they exceeded the design discharge of the dam and the design flood of the river. As a result, the floods in the shifted period were reduced by 0.068% and 0.33% in terms of frequency and duration, and the magnitude also decreased by 24.6%, respectively. During this period, the second evaluation method also demonstrated that flood decreased from four to two occurrences. As the result of this study, the authors expect a formal reassessment of the flood season to take place, which will ultimately lead to the preemptive flood response to changing precipitation patterns.

  • Plant regeneration protocols for adventitious shoot organogenesis from apple (Malus domestica 'Fuji') leaf explants were developed in the present study. The effects of dark incubation periods in the early stages of culture, pre-treatment methods, the number of explants per culture container, the type of culture containers, and the orientation of the explants on culture media were evaluated to determine the optimal shoot regeneration conditions for 'Fuji' apple leaf explants. Light incubation of explants produced minimal response. However, dark incubation of explants for 4 weeks during the initial culture period enhanced shoot regeneration frequency. Comparing the number of explants per container, a higher percentage of shoot regeneration was obtained with nine explants per container compared with four explants per container. Pre-treatment, before culture, by dipping explants in a liquid regeneration medium containing 40 g/L of sorbitol for 2 hours produced the highest shoot formation rate, and the time of shoot formation was accelerated. The percentage of shoot regeneration and number of shoots per regenerating explant reached a maximum of 87.5% and 4.7, respectively. The regenerated shoots were elongated and rooted on a rooting medium of 1/4 MS with 0.2 mg/L IBA. The plantlets were successfully acclimatized, and the regenerated plants produced normal phenotypes.

  • This study aims to compare the awareness of the social value of public libraries between users and non-users to materialize the abstract concept of social value and, thereby, to present measures that can be applied to the library field. For this purpose, a survey was conducted in person or online for 15 days from May 7, 2023, targeting Paju citizens. Frequency analysis, factor analysis, independent samples t-test, and one-way analysis of variance were conducted on 206 valid response copies using SPSS 25.0. In the results, it is shown that, first, for awareness of the social value of public libraries according to socio-demographic characteristics, there were significant differences depending on age, with in particular, awareness among those in their 10s and 40s being higher than other age groups. For awareness of community development, the awareness of the female group was higher than that of the male group, while, for the awareness according to occupation, it is shown that awareness was highest in the following order: student, others, housewife, self-employed, and office worker. Second, for the awareness of the social value of public libraries, the awareness of the user group was higher than that of the non-user group in all areas. Third, for awareness of the social value of public libraries according to the level of library use, there was no significant difference between groups. In conclusion, it is suggested that measures to encourage non-users to become users, develop new content and services targeting male group and those in their 60s, and 20s, and strengthen community activities are needed to raise awareness of the social value of Paju City public libraries in the future.

  • This study was conducted in response to the global trend of emphasizing the importance of "everyday landscapes", focusing on the perspective of those who have returned to rural life. With a focus on the case of Gokseong-gun in Jeollanam-do, 460 diaries written by these individuals were collected and analyzed using text mining techniques such as "frequency analysis", "topic modeling", and "sentiment analysis". The analysis of noun morphemes was interpreted from a cognitive aspect, while adjective morphemes were interpreted from an emotional aspect. In particular, this study applied semantic network analysis to overcome the limitations of existing sentiment analysis, and extracted a word network list and examined the content of nouns connected to adjectives that express emotions to identify the targets and contents of sentiments. This method represents a differentiated approach that is not commonly found in existing research. One of the intriguing findings is that the urban-to-rural migrants identified everyday landscapes such as "flowers on neighborhood walking paths", "harvest of a garden", "neighborhood events", and "cozy cafe spaces" as important. These elements all contain visual and enjoyable aspects of everyday landscapes. Currently, many rural villages are attempting to add visual elements to their everyday landscapes by unifying roof colors or painting murals on walls. However, such artificial measures do not necessarily leave a lasting impression on people. A critical review of current policies and systems is necessary. This research is significant because it is the first to study everyday landscapes from the perspective of urban-to-rural migration using diaries and text mining. With a lack of domestic research on everyday landscapes, this study hopes to contribute to the activation of related research in Korea.

  • The COVID-19 pandemic highlighted the importance of remote education, yet the adoption rate of AI in the educational sector remains relatively low, and studies into learners' familiarity with using AI learning robots are scarce. In response, this study analyzes the factors influencing users' familiarity with AI learning robots in a smart learning environment tailored to the untact era. To this end, social big data analysis was used to examine changes in public perception and the frequency of mentions of smart learning and AI learning robots. The results showed that positive perceptions of smart learning significantly outweigh negative ones, reflecting the convenience and improved accessibility that technology brings to education. However, there is also a considerable negative perception attached to smartphone use, which is interpreted as reflecting concerns that smartphones may disrupt learning and bring other negative aspects of technology dependence. These results indicate mixed social concerns and expectations regarding the educational use of smart learning and AI technologies. The effective introduction and use of AI learning robots, especially in smart learning environments, necessitate considering these social perceptions. This study provides foundational data for the effective implementation and use of AI learning robots in smart learning environments and suggests the need for approaches that primarily consider users' familiarity and social perceptions in the development of educational technologies.

  • Recently, the frequency and intensity of torential rains caused by climate change are increasing, and the damage to reservoir collapse in local governments continues to occur. Most local government reservoirs are aged reservoirs that have been built for more than 50 years, and there is a high risk of collapse due to recent heavy rainfall. In order to prevent reservoir collapse or overflow caused by heavy rainfall, a decision-making support system that can judge risks due to changes in storage capacity is needed. In this study, a reservoir discharge simulation model was constructed using a system dynamics technique that can dynamically represent causal relationships between various variables. Through discharge simulation, the change in storage capacity due to rainfall was analyzed, and the operation time and termination time of the discharge facility to prevent overflow of the reservoir were analyzed. Using the results of this study, it is possible to determine the timing of the overflow of the reservoir due to torrential rain, and also the capacity and operation timing of the discharge facility to prevent overflow can be known. hrough this, it is expected that local governments will be able to judge the risk of damage to reservoirs and establish a preliminary response plan to prevent damage.
