Evaluation of the Forestry Mechanization Project Using LISREL Model (LISREL모형을 활용한 임업기계화 사업의 평가)

  • This study was conducted to provide the policy information on implementing forestry mechanization through analyzing the project results and policy effectiveness. Study method adopted LISREL (Linear Structural Relationships) model which is the covariance structural equation model. Data was collected by questionnaires on the executors who are actually executing the forestry mechanization project. The analysis results on project outcome, policy satisfaction, and education and training showed the average. But the policy consistency, the consolidation of law and system and the spreading of forest machines showed bellow the average. Therefore, it is necessary to implement the consistent policy through the consolidation of law and system, and to increase the spreading ratio of forest machines in the forestry mechanization. In forestry mechanization project, the policy basis, the spreading of forest machines, and the education and training showed the positive affect on the policy outcome, respectively. The policy outcome had the positive affect on policy satisfaction. Accordingly, although the forestry mechanization policy system is important, it is necessary to spread the forest machines and to increase the training and education of operators for the successful forestry mechanization in the future.

  • This study aims to analyze the current status of timber production operation and the effects of the forestry mechanization projects on timber production. In order to increase the domestic timber production, it is necessary to propel forestry mechanization project, improve policy and institution, broaden forest-road network, enlarge the number of forest workers, enhance timber production and supply system, provide forestry machines, establish forest operation system, and train forest workers. In addition, the reestablishment of policy goals, the consistency of policy, and the rearrangement of laws and institution are considered more important. To improve the results and effects of forestry mechanization project, it is necessary to drive of forestry mechanization project, the spread of forestry machines, the cultivation of trainer ability, the development of training materials, and the teaching of field skill. In order to meet timber buyersí preference, timber needs to be produced through whole tree logging operation system. Expanding the proportion of domestic timber among total timber demand in Korea requires price competitiveness, and the supply ability of high quality product from the perspective of length and width.

An Analysis of the Situation and Training Plan of Forestry Labor (임업노동력 현황 및 양성방안 분석)

  • This study was conducted to provide the fundamental data of the policy plan for the security of forestry labour and the revitalization of forestry mechanization by analysing the status of forestry labor and the training plan. In forestry, the total number of employer and the labour cost have slightly increased annually, but the number of employer for timber harvesting has decreased. Therefore, the organization of expert forestry mechanization unit and the training of operator will be necessary. The number and person of forest management unit, the working days of the year and income have increased in Korea. However, the working days per month of forest management unit were only 15 days, which are only 180 days per year. In the results of the calculated number and person of forest management unit for the Korean forest tending volumes, about 349 forest management units are required. In case of adjusting 12 persons per 1 unit, 4,185 persons are required. In calculated results of the optimum forestry mechanization unit and member's number by the adjusting of tower yarder harvesting system for annual timber harvesting production volume, it was known to necessary the 250 forestry mechanization unit and the 1,250 members which are calculated at 5 persons per 1 group.

  • This study was analyze the performance of Forest Work Team from 1999 to 2003. Following recommendations were come up by reviewing the performance of Forest Work Team. The volume of forest works should be increased in order to supply the constant daily work. This would provide the increase of their salary and maintain their salary and maintain their livelihood. The Forest Work Teams should be the members of registered business with highly trained manpower. Qualified Work Team should have extra financial incentive by comparing with general forest workers who did not have adequate skills. The percentage of the certified forest workers should be increased by providing the technical training. To increase the efficiency of forest work, the forest mechanization should be accomplished and the training of forest mechanization had to be offered regularly for the forest workers, and provided them with an education allowance.

  • In case an average accumulation of the investigated area is 200$m^{3}$/ha with cutting age of 80 years applied, annual workload will be 77ha and require 5 teams; each team consisting of 5 persons, enabling stabled supply of lumbers of 15,500$m^{3}$ every year. If one cutover is less than 2ha with cutting age of 80 years applied, it's possible to protect the peculiar ecology and secure stabled labor, workload and lumbering. It may become model forest out of tropical forest management which is controversial all over the world. Of course this presupposes construction of access roads.

Analysis of Policy and Status of the Logging Operation System for Forest Biomass (산림바이오매스 이용을 위한 임목수확작업시스템의 현황 및 정책 분석)

  • This study was conducted to analyze the current situation of the logging operation system and to suggest an effective policy plan to secure important raw materials for the use of forest biomass. The dissemination of forestry mechanization and the establishment of the logging operation are important tasks to establish a system and reduce costs of timber production by increasing the use of forest biomass; this includes increasing the supply of timber for domestic products and increasing the production of wood chips and wood pellets. In particular, the efficiency of steep-slopes catenary system machinery for yarding such as tower-yarder and swing-yarder should be urgently supplied to cope with forest production and supply of forest biomass energy resources. In addition, it is necessary to continuously promote the dissemination of high-performance forestry machinery as is being done in Japan. At the same time, instead of distributing or retaining the spread of forestry machinery to the state and local governments, it is necessary to distribute timber production work centered on forest cooperatives or private timber producers to be carried out by wood producers, forest cooperatives and individuals.

Selection Criteria of Harvesting and Logging Methods in Consideration of Forest Terrain Characteristics (산림지형특성(山林地形特性)을 고려한 산림수확방법(山林收穫方法) 및 집재방법(集材方法)의 선정기준)

  • The purpose of this study is to provide a basis for establishing regional harvesting systems that ist the prerequisites for the forest mechanization. The factors restricting to the forest harvesting and logging methods from topographical aspects are studied for this purpose. Three main harvesting methods studied in this paper are : shortwood method, longwood method and full tree method. This study shows : the shortwood method is suitable for low, the longwood method for medium, the full tree method for high topographical conditions. For the logging methods, the focus of the study is on various ground based logging systems by animalpower, manpower, gravitation, wheeled & crawler vehicle and cable. The factors limiting the coverage of logging operation are slope and logging distance. The cable crane logging methods are classified by logging distance into short distance(to 300 or 400m), middle distance(to 700 or 800m) and long distance cable crane methods (over 700 or 800m). The wheeled vehicle method shows serious damages to forest resources, whereas the logging by log-line of the gravitation logging method and cable crane method tend to minimize such damages. The wheeled & crawler vehicle method also shows difficult to apply in the high slope conditions, whereas cable crane method can be applied to maximum 120% steep slope and uphill conditions.

  • Modern society has required to make maximization of the public benefit for forests. The increased public interest and concern for forests have been resulted from high mechanization of industrial activity associated with development of national economy, expansion of urban population, and necessity of more Leisure time caused by improvement of standard living condition. Attention shifted to the managing of forest (and on the basis of multiple use concept, achieving both public benefit and economic function. Management standards and control must be strengthened on all operations to encompass the various forest resources; outdoor recreation, watersheds, wildlife and fisheries, timber, rangeland, and aesthetic values. Particularly, in order to determine public interests and balance the needs in relation to available resources, more research is essential to develope and activate quantification of these intangeble forest resource values.

A Study on Tractive Resistance Prediction of Logging machine (집재기계의 견인저항예측에 관한 연구)

  • This study was conducted to predict the tractive resistance for tree length logs being skidded by ground based logging machine. The mathematical models for predicting the tractive resistance of tree length log have been developed. The tractive resistance is expressed as a function of log weight, skidding coefficient, and ground gradient. The skidding coefficients for four species of Korean pine, Japanese larch, mongolian oak, and cork oak were determined under laboratory condition using universal testing machine and small soil bin, Three different tractive resistance models were applied to four species and compared with each other. The ratios (T/Wt) of skidding-line tensions to the skidding log weight increased linearly with increment in ground gradient. Semi-ground skidding generally required smaller tensions than ground skidding under given condition. Results of this study can be utilized as basic information for logging machine selection and power requirement of skidding winch.
