  • Considering the high needs of recipient countries and the regional biases of Korean Official Development Assistance (ODA) policy, increases in the total amount of ODA and allocation to the forest sector are needed for Central Asia. In Tajikistan, illegal harvesting and grazing cause a gradual decrease in forest area. The Tajikistan government conserves forests by requesting international cooperation and establishing a policy for sustainable management of forest resources and prevention of further damages. To suggest suitable strategies and plans, the current statuses of forests and forestry were investigated, and ODA projects that can illustrate successful Korean experiences of forestation were conceived based on various geographical features and local conditions of Tajikistan in this study. Forest resource creation type projects (fuelwood and Tugai forest restoration) could result in energy independence and enhancement of ecosystem service such as a climate regulation and an increase in biodiversity. Community development type projects (introduction of ecotourism, agroforestry, and planting of fruit trees) can contribute to job creation and encourage participation of local residents, thus improving their incomes. In addition, establishment of a project foundation, including education, training, and a national forest inventory, would help those projects be sustainable in the long-term.

  • The objective of this study was developing dynamic stand growth model to predict diameter at breast height (DBH) growth by thinning intensity and cycle for major tree species of South Korea. The yield table, one of static stand growth models, constructed by Korea Forest Service was employed to prepare dynamic stand growth models for 8 tree species. In the process of model development, the thinning type was designated to thinning from below and equations for predicting the DBH change after thinning by different intensities was generated. In addition, stand density (N/ha), age and site index were adopted as explanatory variables for DBH prediction model. Thereafter, using the model, DBH growth under various silvicuture through integrating such equations considering thinning intensities, and cycles. The dynamic stand growth model of DBH developed in this study can provide understanding of effectiveness in forest growth and growing stock when thinning practice is performed in forest. Furthermore, results of this study is also applicable to quantitatively assess the carbon storage sequestration capability.

  • Forest investigation is the basic data for forest preservation and forest resource development, and periodical data acquisition and management have been performed. However, most of the current forest investigations in Korea are surveys to grasp the current status of forests, and various applications have not been made as geospatial information. In this study, the unmanned aerial scanner was used to acquire and process data in the forest area and to present an efficient forest survey method through analysis of the results. Unmanned aerial scanners can extract ground below vegetation, effectively creating DEM for forest management. It can be used as geospatial information for forest investigation and management by generating accurate topographical data that is impossible in conventional photogrammetry. It can also be used to measure distances between power lines and vegetation or manage transmission lines in forest areas. The accurate vertical distance measurement for vegetation surveys can greatly improve the accuracy of labor measurement and work efficiency compared to conventional methods. In the future, the use of unmanned aerial scanners will improve the data acquisition efficiency in forest areas, and will contribute to improved accuracy and economic feasibility compared to conventional methods.

  • The purpose of this study is to investigate the causes of the dramatic process in forest policies from July of 1972 to June of 1973. In 1972, the core forest problem calling for an immediate solution was the severe forest degradation such as a low growing stock ($11m^3/ha$) and lots of non-tree forest land corresponding to 12% of total forest land. There could have been various approaches to solve the problem at that time. By the end of 1972, the Korean government was afoot to choose the management-oriented approach to carry out reforestation as a part of forest management. In order to implement this approach, the Korean government established the Forest Development Law enforcing establishment of the Forest Management Corporation as a public organization to carry out forest management in the special development land. However, the Korean government changed the management-oriented approach into the administration-oriented approach to carry out reforestation as a part of forest greening in order to rehabilitate severe degraded forests as soon as possible in early 1973. The Forestry Administration (refer to Forest Service) was transferred from the Department of Agriculture and Forestry to the Department of Interior for the efficient rehabilitation in advance, before the 1st 10-year National Greening Project. After the organization's transfer, the government established the 1 st 10-year National Greening Project aiming to reforest one million ha from 1973 to 1982 to use activities like the national greening campaign and the administrative organization mobilization including police force. Reforestation policy as a part of forest management lost effect due to the greening-oriented approach choice. Moreover, the Government struggled to provide 20 billion won for the establishment of the Forest Management Corporation. After all, on March 5th of 1973, the management-oriented approach dropped a curtain deleting the clauses defining the establishment of the Forest Management Corporation. Park, Chung-hee who was the then president of Korea might have felt the 'time restriction' to lose no time to habilitate degraded forests. Due to his awareness, the approach regarding reforestation was changed into administration-oriented activities. The president's awareness was considered as an invisible cause at that time.

  • For policies and actions associated promotion of social and environmental benefits of forest in Korea, various polices have been progressed based on newly established ordinances along with full progresses of subdivision of the Forest Law since reorganization of regulatory system by functions focused on the Basic Forestry Act. In these policies, water resource conserving function and national land conserving function which have little close relation to the people's daily life including formation of forest for conservation of water supply and erosion control have continued to be promoted since 1970s. Especially in recently years, the policy of biodiversity conserving function according to importance of health and recreation function and conservation management of forest ecosystem and animal and plant are being promoted actively. Among them, the health and recreation functions is featured for various policies to be promoted in spite of small budget for responding actively to various forest recreation demands after settlement of 5-day workweek system. It seems because the health and recreation function could obtain visible results of governmental investment and high responses from the peoples as a function having close relationship with the people's daily life.

  • This study was conducted to identify the usage characteristics of the DMZ Punchbowl Trail (DPT) as a national forest trail (NFT) and to estimate its ripple effects on the local economy. The objective of this study is to provide policy implications for sustainable operational management. Out of the 500 questionnaires distributed, 215 respondents provided their complete travel itineraries and expenditures. The respondents, mainly aged 50 and above and residing in the Seoul Metropolitan Area, spend 3.5 hours of travel time to the DPT. Together with their families, the respondents typically spend approximately 4 hours for leisurely activities, primarily appreciation of scenic views and relaxation by visiting the "O-yubatgil." Furthermore, they extend their travels to other parts of Gangwon Province, where the DPT is situated. Within Gangwon Province, Yanggu County is the most visited destination. The respondents reported a notably higher average expenditure per visitor compared with the typical local walking tourists. Estimates show that the DPT generates an annual average of KRW 2.1 billion in direct expenditure (based on an average of 10,000 visitors for over five years), KRW 2.8 billion in production, and KRW 1.3 billion in added value, and it has created 40 jobs in Gangwon Province. The results of this study lies in empirically determining the specific economic scale and ripple effects of DPT as an NFT in the major sector, which occupies a significant portion of the Gangwon Province's local economy. The results will be instrumental in validating NFT policies and informing policy making for sustainable forest utilization.

  • The objectives of this study were to establish the slope criteria and analyze the forest land restoration plan in North Korea. Reviewing the literature of the countries, the relationships among the climate, erosion controls, and slope criteria with forest restoration programmes, implemented were analyzed. Comparison of forest land management policies was conducted between South and North Korea. The soil erosion controls using biological barriers were at $15{\sim}20^{\circ}$slopes in arid climate regions and $25{\sim}30^{\circ}$ in humid climate regions. In the case of South Korea, an afforestation policy from the "Act on Clearance Project of Slash-and Burn Agriculture" of 1966 was enforced on mountains with slope greater than $20^{\circ}$, however, at present, the "Marginal Cropping Land Policy" recommends cropping lands with slope bigger than $8.5^{\circ}$ to forest land. In 1961, in "Land Reclamation of One Million Hectare", North Korea reclaimed additional cropping lands with slope bigger than $8.5^{\circ}$, and currently, the "Act on Forestry" states to enforce reforestation with slope bigger than $20^{\circ}$. This study recommends that South Korea aids for forest land restoration in North Korea based on the different stages of their development on reconciliation and cooperation between South and North Korea.
