  • In recent years, international migration of professional workers is significantly increasing as globalization has been deepened more and more. South Korea is not an exception for this case. Immigration of professional workers have steadily increased since 2000 in Korea, and the number reached approximately to 50,000 in 2009. In addition, it is a major trend that immigrants of short-sojourn are decreasing and ones of long-sojourn increasing. Our research shows that foreign language instructor has the greatest number of foreign professional immigrants. The next is professional immigrants related to business-activities. There are considerably entertainers, but they have greatly decreased since 2003. Majority of foreign professional immigrants settle down in a few metropolises. Especially, they reside in Seoul Metropolitan Area and Southeast coastal region. Professional immigrants trend to do with Korean on the base of their offices rather than residental communities in terms of adaptation, and they do not have strong will to reside permanently in Korea. Moreover, they are located at a blind spot of Korean government's foreign immigrant policy, comparing to foreign workers and female marriage immigrants.

  • Since the Act on Punishment of Serious Accident has been implemented, the role of construction companies in safety and health and the responsibility of CEO are strengthened. However, serious accidents still occur. Due to population decline and young people's reluctance into the construction industry, the ratio of elderly workers and foreign workers is increasing at construction sites. In this study, a survey was conducted to identify differences in the perception of importance of smart safety technology among vulnerable groups such as foreign workers, elderly workers, and workers with health conditions. Vulnerable workers recognize the importance of smart technology in the fields of foreign language support, risk warning, and body wear monitoring, and the conclusion was drawn that smart technology should be expanded for vulnerable groups in the future.

  • Due to the change in the demographic structure, the problem of low birth rate and aging population leads to a serious decrease in human resources, and the necessity of introducing foreign workers is increasing. This study believes that the introduction of foreign workforce is the most effective to expand the working-age population in the era of low birthrate and aging, when demographic changes begin in earnest, and to this end, it sought to devise measures to improve the legal system for migrant workers. As a result of this study, first, the legal system for migrant workers should be unified and improved. It is necessary to establish or unify management agencies so that the 「Immigration Control Act」 and the 「Labor Act」 can establish a cooperative relationship. Second, the 「Immigration Control Act」 should be revised to make it easier for migrant workers to find employment. It is necessary to positively review the employment permit system and acquisition of nationality. Third, there should be no equity or discrimination against migrant workers. Under the principle of mutual benefit, employers and migrant workers should not be equally discriminated against. Fourth, the social insurance system must be added to the legal system of migrant workers. Therefore, the legal system should be reorganized so that migrant workers are not discriminated against in various insurance systems including the four major social insurance systems. In conclusion, the problem of low birthrate and aging population has become a serious social problem due to changes in the demographic structure, and the decrease in the possible generation population has reached a level of concern. The importance of migrant workers' employment and work environment is increasing. Nevertheless, related legal and institutional problems still exist, and measures to improve the legal system for migrant workers are needed.

To analyze the factors that determine working life satisfaction, regression analysis was conducted. Satisfaction level of working hours(t=2.469), living environment(t=2.140), post offices/banks (t=3.024) showed a statistically significant. Also these variables, working hours, living environment, post office/banks are verified to be very important for improving the level of their working life. Through these findings we can understand that employee support activities, providing user-guide of bank and post office, compliance with standards for working hours, improvement of the living conditions (accommodation, meals, etc.), the leisure time program support, the children care support and active utilization of foreign workers and strengthen the educational program, are necessary to improve the satisfaction level of foreign laborers' working life in Korea. It is recommended that managers need to recognize that careful consideration of living and working condition could contribute to stable settlement and increase working life satisfaction for the foreign workers at company level.

  • The construction industry is a labor-oriented and quality, cost, and schedule performance is effected by technicians. However, the construction industry have faced a labor shortage problem. Therefore, technician graying and no new workers inflow cause labor shortage and decline of worker's skill level. The utilization of foreign technicians instead of domestic technicians has been increased in the construction industry. This paper performed questionnaire survey for 43 managers on 14 project fields to determine the current status and problems of construction technicians and to propose a improvement plan. As a result, most foreign technicians are carpenters and iron workers, but the skill levels are generally lower than domestics. The major problems for foreign technicians are communication and non-skilled. Then, labor productivity and accident rates of foreign technicians are higher than domestics. This paper proposes that skill training programs, language lessons, and multi-cultural programs are effective to improve foreign workers' problems.

  • Foreign outsourcing, otherwise known as off-shoring, has become a matter of intense public debate and great concern in both developed countries and developing countries. Yet, there is a lack of good data on foreign outsourcing since the early 1990's. This paper presents updated measures of foreign outsourcing for the recent period. Its main findings are that the share of foreign-sourced goods in total manufactured inputs almost doubled-from 12.4 percent to 22.7 percent between 1987 and 2003. I then look at the relationship between the measure of foreign outsourcing activity and wages in US manufacturing industries in recent years from 1998 to 2003. The results show that for all workers, the outsourcing level is statistically significantly and negatively associated with industry wage premiums. The estimate suggests that a magnitude of 0.9 - a 9% decrease in industry wage premiums tends to accompany a 10% increase in industry outsourcing level. Outsourcing has a bigger effect on the less-skilled workers-industry outsourcing level increases by 10% and industry wage premiums decrease by about 11% in the case of less-skilled workers.

  • The purpose of this study is to classify the attitudes of Korean people regarding foreign workers and to analyze the influence factors. Analysis of the attitude difference and the influential factors utilized the SPSS ${\chi}^2$ test and multinomial logistic regression analysis using 2016 data obtained from the 'Koreans' Consciousness and Values'. Socio-demographic variables, national identity, and socioeconomic variables were used as explanatory variables. The attitude types (friendly, negative, and dual) of respondents were identified, and the influence of explanatory variables influencing these attitudes was identified. Analysis found they have a relatively generous stance on granting legal rights, while they are negative regarding the economic and social threats from foreign workers. As a result of analyzing the factors affecting attitudes, there are significant differences in each influence. However, negative attitudes and dual attitude concerning with negative legal rights found common to the influence of the factors of national identity. Gender and ratio of foreign workers were influential factors for dual attitudes with a high economic threat. On the other hand, socioeconomic factors reflecting the realistic conflict theory were not found to have any effect. The negative attitude of foreign workers in our society can be regarded as cognitive threats rather than realistic experiences or conflicts.

  • Objectives: The objective of this study is to investigate oral health behavior, PHP index and OHIP, awareness, attitude and behavior toward oral health in the foreign factory workers. Thsi study will provide the basic data for the improvement of the foreigners' quality of life. Methods: A self-reported questionnaire was completed by 126 Sri Lankans and 76 Chinese over 20 years old in Daegu and Gyeongbuk from January to April, 2012 through man to man interview after receiving informed consent. The questionnaire included oral health status, PHP index and OHIP. Results: OHIP was closely related to sex, marital status, and medical expense burden. PHP index was closely related to religion and income. The averages of OHP and PHP were 4.36 and 3.7, respectively and very bad. OHIP was influenced by number of toothbrushing, time of toothbrushing, use of oral hygiene device, and dental visit within a year. PHP index was influenced by the area of toothbrushing, time of toothbrushing, and the dental visit within a year. Regression analysis of PHP index according to OHIP and oral care conditions showed the equation. Y(OHIP)=2.999+0.103(area of toothbrushing)+0.346(the use of oral hygiene article)+ 0.077(visiting to the dentist during the past one year)-0.173(PHP index)(p<0.05). Conclusions: Low PHP index in the foreign workers affected quality of life. So the company must provide the continuing oral health care for the foreign workers every year. The concern for the health care for the foreigners will improve oral health behavior in the future.

  • Even though there is no fit test regulations in Korea, in many developed countries, respirator fit testing is required before entering specific work environment to ensure that the respirator worn satisfies a minimum of fit and that the user knows when the respirator fits properly. Due to no regulation for fit test, a lot of Korean workers wearing respirators may be potentially exposed to hazards. Anthropometric test panels for testing the fit of respirators are very important to develop respirators fitted properly for Korean workers. To evaluate the fitting performance, 304 workers (272 males, 32 females) and 536 students (268 male, 268 females) were fit tested for 4 full-facepieces (2 domestic-made S, C, and 2 foreign-made T, N), 2 half masks (1 domestic-made S, and 1 foreign-made T) and 3 quarter masks (2 domestic-made S, C, and 1 foreign-made T) with PortaCount 8020. Fit factors of foreign-made masks were higher than those of domestic-made masks in all types. Males were fitted more properly than females. A facial dimension survey of 364 workers (339 males, 25 females) and 158 students (69 males, 89 females) was conducted to develop test panels for fit testing. Subjects were selected on the basis of face length and face width to wear full-facepiece masks in test. For testing half- and quarter masks, face length and lip length were used. Test panels containing 25 male-and-female subjects and 16 male subjects were respectively developed for full-facepiece, and half-and quarter masks to represent a majority of population surveyed.
