Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.
Suture microvascular anastomosis is time-consuming and tedious and demands long and continuous training. Techinique of anastomosis of microvessel was presented interrupted suture and continuous suture. Recently the unilink instrument system is created as a fast and simple method to achieve high patency rates without long and continuous training in the anastomosis of small vessels. The author experimentally studied the femoral artery of 20 mice(0.5-1.0mm, av. 0.7mm), the femoral vein of 20 mice(0.8-1.6mm, av. 1.2mm) after anastomosis with interrupted suture in 20 cases and continuous sutre in 20 cases. For the unilink apparatus we used the carotid arteries of 15 cases in 14 rabbits(1.0-1.6mm, av. 1.3mm) and facial veins of 12 cases in 14 rabbits(0.9mm-2.2mm, av. 1.5mm). A total of 27 arterial and venous anastomoses were performed. We examined the postoperative patency at immediate, 2 weeks, and 8 weeks. The results were as followings, 1. In the arterial anastomosis the rate of patency was 90%(18/20) in interrupted suture, 90%(18/20) in continuous suture and 93%(13/15) in unilink apparatus. In the venous anastomosis the rate of patency was 90%(18/20) in interrupted suture, 80%(16/20) in continuous suture and 100%(9/9) in unilink apparatus. 2. The mean time for completion of the arterial anastomosis were 12.2 minutes in interrupted suture group, 10.3 minutes in continouous suture group and 8.5 minutes in unillnk apparatus group. The mean time for completion of the venous anastomosis were 13.6 minutes in interrupted suture group, 11.0 minutes in continuous suture group and 6.2 minutes in unilink apparatus group. 3. At the histological examination of suture group, hyperplastic reaction of middle layer and subintimal hyperplasia were observed. In unilink apparatus group, the endothelium layer was continued and the thickness of vessel wall was decreased due to moderate atrophy of the media and mild degree of nonspecific chronic inflammation were seen around the unilink apparatus. 4. No significants was noticied in foreign body reaction among the interrupted, continuous and unilink apparatus group. 5. A case of the arterial anastomosis was released with acting out at 15 minutes after operation. 6. The important factors in the technical problems were accurate apposition of the cut vessel edges in suture group and the proper selection of the ring size and optimal fitting between two rings in unilink apparatus group. Even though the outer diamater of vessel in suture group was different from that in unilink apparatus group the unilink method provides a very safe, fast, and simple way to perform microvascular anastomoses especially in anastomosis of vein. But howerver suture was needed in vessels below 1 mm outer diamater. In that situation continuous suture was benefit than the interrupted suture in operation time.
In this study, we reviewed a group of marine biotoxins, namely yessotoxins (YTXs), focusing on their causative organisms, contaminated shellfish, domestic and foreign management status, and analytical methods. Although YTXs have not yet been reported in any cases of seafood contamination in South Korea, it is necessary to implement preemptive measures through continuous monitoring because there is a potential risk, due to the introduction of toxic microalgae associated with climate changes and the introduction of contaminated seafood from various countries. YTXs are produced by dinoflagellates, such as Protecratium reticulatum, Gonyaulax polygramma, Gonyaulax spinifera, and Lingulodinium polyedrum, all of which are species found along Korea's coastal areas. Analysis of YTXs in shellfish samples is mainly performed by use of LC-MS/MS after methanol extraction and SPE cartridge clean-up (HLB or strata-X). In the case of lipophilic marine biotoxins, including YTXs, pectenotoxins, and azaspiracids, the extraction and purification procedures are similar. Thus, it seems that the simultaneous analysis of several lipophilic marine biotoxins in shellfish samples is possible, and optimization is necessary. In addition, continuous monitoring studies on causative marine microalgae for YTXs in Korean coastal waters and contaminations in domestic and imported seafood are needed.

The oversized and slotted holes are frequently required for the built-up in construction sites. The foreign provisions specify the reduction of the slip load subjected to the size of bolt holes and the direction of load. There are no domestic building codes and researches on the bolt holes. Therefore, it is necessary to evaluate a change of joint strength quantitatively according to the bolt-hole size and surface condition by means of experiment. This study was conducted to evaluate the slip load subjected to the size of bolt holes, and measured on a change of clamping force of high strength bolts during 168 and 800 hours to analyze the trend of relaxation after fastening bolts. Torque shear bolts defined on KS B 2819 was used for the specimen. Test results exhibit that the variation on the slip load of the others was below 10% by contrast with the standard hole and the highest rate of relaxation was 2.66% of the initial clamping force at the case of the long-slotted hole of 2.5D.

It has been passed $5\~6$ years since Construction Management introduced in Korea, but a few government projects have been presented as CM instances. We performed CM service, on behalf of the foreign Client, in the Insa-dong construction, I-Project. Even though there were many limits in cost, time and other aspects, we have attained satisfaction of the Client and successful businesses of all the construction parties as adopting the advanced management methods. Many advanced construction methods have been applied for the purpose of time reduce, cost save and quality assurance as well as to the webbased project management has been imported to overcome the limits of time and place. They have actualized to increase the productivity of the project by managing the floor to floor cycle and quality systemically pursuant to ISO 9002, and by adopting Real-name construction and completion system (or individual activity. While carrying out this project, it is possible to establish mutual reliability and understanding enable to resolve the issues occurring in the early stage due to insufficient understanding of CM, lack of communications and team work, indistinct work scope through continuos training and conferences. Additionally, we became to share business targets among the parties and promoted the project in confidence. We wish that the success of I- project to be rated as a standard model of CM in Korea.
This study estimated the long-run and the short-run price and income elasticity of crude oil demand by using the ARDL model in Korea. First, the long-run cointegration relationship existed between crude oil demand and price or income in the ARDL-bounds tests. Second, the long-run own price, the cross price elasticity and the income elasticity were both statistically significant elastic and sensitive in the ARDL. Third, there was autocorrelation of the residuals, but no misspecification errors and heteroscedasticity, and then the residuals showed a normal distribution. And the CUSUM & CUSUMSQ tests showed that the coefficients were stable. Fourth, the short-run own price, the cross price elasticity and the income elasticity were both statistically significant elastic and sensitive in the ARDL-RECM. The ECM with the short-run dynamics showed rapid adjustments in the long-run equilibrium of oil demand after the economic crisis. In the short-run, the sensitivity of crude oil demand to price and income changes has moved in the same direction as the long-run case. Korea, depending too much on foreign crude oil, is vulnerable to the shocks of oil prices, so rising oil prices can certainly have a negative impact on Korea's trade balance. And the elasticity of long-run oil prices may help to control and manage Korea's oil demand. The government needs to strengthen monitoring of the country's policies and market trends related to crude oil, establish strategies to customize national policies and market conditions, and strengthen active market dominance efforts through pioneering new market and diversification.
Since the end of the $19^{th}$ century, Korean English-language newspapers have been published in Korea to inform readers about Korea and Korean people's point of view concerning world problems. Among them was the Korean Republic (KR), the former name of the Korea Herald, founded on August $15^{th}$, 1953 (Korean Liberation Day from Japanese colonial rule). This newspaper was started especially to report on international affairs, just after the Armistice agreement was signed on July $27^{th}$, 1953, at the initiative of the first president of the Republic of Korea, Syngman Rhee. He vehemently expressed his and the Korean people's opinion about Korean problems in world politics where big powers were dominating and deciding small countries' destinies. This paper is written to show that Korean English-language newspapers were used as tool of public diplomacy not only for the readers of target countries but also for Korean readers, well before the media diplomacy theory became popular several decades later. In the deplorable world situation where Korea was colonized and divided into halves by the wills of the super powers, the Korean media participated actively via dialogue in English to solve the Korean problem. This paper studies the editorials of the KR for one year, the year just after its foundation. Vis-a-vis the United States, the KR defended its political system of free democracy by insisting on the Korean people's hopes, the reunification of the peninsula and acquiring American assistance in economic and military areas. Regarding Japan, Korea had doubt about its expansionist policy by way of rearmament. First, the Korean government tried to defend its territorial waters, including Dokdo Island. As for multi-lateral relationships, Korea was concerned about the spread of communism to its territory in the world where socialism was dominating.
This paper explores the formation of global responsibility discourses in the elite US media used in promoting NATO's military interventions in the post-Cold War era. The case study of global responsibility discourses surrounding the Bosnian War (1992-1995) and the Kosovo Conflict (1998-1999) offers an account of the roles of the elite US media in foreign policy. The construction and articulation of global responsibility discourses in the elite US media were closely related to the US government's policy and were formed within the framework of US national interest and domestic responsibility. The cases of military intervention in the post-Cold War period imply that there were more fundamental structure and patterns by which the elite US media approached the 'humanitarian crises': 'benevolent domination' and the subsequent construction of a 'melodramatic national identity' in the war narratives. Presuming that the elite US media's discourse is a primary site for the public for experiencing and understanding distant suffering, this paper concludes that global responsibility discourses within the media may have dangerous ramifications for global democracy because the discourse of responsibility can potentially absorb the creative, progressive energies created by the public's awareness of responsibility on a global scale in order to reinforce the relations of domination.

It has been a decade since argument and argumentation were introduced in science education literature in South Korea. The word "argument" has been translated into three different Korean terms in literature. The purpose of this study was to clarify those translated terms by examining how the terms were defined and used in Korean education research literature. From a philosophical perspective on the diversity of translation, we examined definitions of argument and argumentation, research topics in papers published in major international journals on science education, and reviewed relevant science education papers published in South Korean journals. We reviewed 79 papers published since the year 2000 in major international journals on science education, whose titles have terms argument and/or argumentation and 37 Korean science education papers whose titles have terms translated from the two English words. Findings showed that Korean researchers defined argument and argumentation either in a general sense or in a specific sense such as science investigation or group work aspects, depending on research contexts. Researchers in Korea rarely mentioned the diversity of translation. If they mentioned it, justification for a specific translation of the term was not provided except for in one case. When the same foreign literature was reviewed to define "argument" or "argumentation, different Korean words were used to translate the same two terms. This indicated to the researchers that the translation of the terms was not related to their definitions of them. On the other hand, each research group used a certain translation of the term consistently, indicating that translations might be based on research tradition. Based on the findings, a position on translation of the term is proposed in terms of professionalism and communication between research groups.
This study were to simulate major criteria air pollutants and estimate regional source-receptor relationship using air quality prediction model (TAPM ; The Air Pollution Model) in the Seoul Metropolitan area. Source-receptor relationship was estimated by contribution of each region to other regions and region itself through dividing the Seoul metropolitan area into five regions. According to administrative boundary, region I and region II were Seoul and Incheon in order. Gyeonggi was divided into three regions by directions like southern(region III), northern(IV) and eastern(V) area. Gridded emissions ($1km{\times}1km$) by Clean Air Pollicy Support System (CAPSS) of National Institute of Environmental Research (NIER) was prepared for TAPM simulation. The operational weather prediction system, Regional Data Assimilation and Prediction System (RDAPS) operated by the Korean Meteorology Administration (KMA) was used for the regional weather forecasting with 30km grid resolution. Modeling period was 5 continuous days for each season with non-precipitation. The results showed that region I was the most air-polluted area and it was 3~4 times more polluted region than other regions for $NO_2$, $SO_2$ and PM10. Contributions of $SO_2$$NO_2$ and PM10 to region I, II and III were more than 50 percent for their own sources. However region IV and V were mostly affected by sources of region I, II and III. When emissions of all regions were assumed to reduce 10 and 20 percent separately, air pollution of each region was reduced linearly and the contributions of reduction scenario were similar to those of base case. As input emissions were reduced according to different ratio - region I 40 percent, region II and III 20 percent, region IV and V 10 percent, air pollutions of region I and III were decreased remarkably. The contributions to region I, II, III were also reduced for their own sources. However, region I, II and III affected more regions IV and V. Shortly, graded reduction of emission could be more effective to control air pollution in emission imbalanced area.
