능력기반전력구조를 위한 통합능력프레임워크 연구 (A Study on the Integrated Capability Framework for Capability Based Force Structure)

  • 미 국방성은 플랫폼중심전의 상향식소요제기에서 네트워크중심전의 하향식소요제기로 변화하고 능력기반전력구조개발에 힘쓰고 있으며, 한국군도 다변화하는 안보위협과 전시작전권전환을 앞두고 능력기반전력구조로의 전환을 시도하고 있으나 통합능력의 개념과 개발방법이 부족한 상태이다. 따라서 이 연구는 능력기반전력구조 개발을 위해 상 하위 조직 전체의 능력과 현재의 전력운용관점과 미래의 전력개발관점을 동시에 포함하는 통합능력프레임워크를 제시한다.

  • Defense minister of the ROK, Kim Bong-sin suggested that the ROK′s military build-up policy will change from "scenario-based" to "capability-based". Entering the 1990s the ROK′s military build-up policy met difficulties to accomplish its goal, modernizing and strengthening of its force structure and weapon systems because of limited budget. The concept of capability-based military build-up could commit a fault in estimating total amount of defense resources required for force planing. This is because that the total amount of defense resources related to force plan for the 15 years is fixed to embody military strategy. The concept of capability-based military build-up plays a role as a constraint in choosing a military strategy. This has no connection with military build-up. Therefore the resources of mid-term military build-up program and scale of annual defense budget could be affected by the situations of its national economy. In this respect, the scale of annual defense budget and resources could be changed in accordance with national economic condition, however, the total amount of resources required to build-up military force for 15 years, namely resources of military force planing requirement for 15 years, is given already for the accomplishment of military strategy. The purpose of this study is to seek a direction of the ROK′s military build-up policy in a viewpoint of capability-based military build-up.

Intelligent fuzzy weighted input estimation method for the input force on the plate structure

  • The innovative intelligent fuzzy weighted input estimation method which efficiently and robustly estimates the unknown time-varying input force in on-line is presented in this paper. The algorithm includes the Kalman Filter (KF) and the recursive least square estimator (RLSE), which is weighted by the fuzzy weighting factor proposed based on the fuzzy logic inference system. To directly synthesize the Kalman filter with the estimator, this work presents an efficient robust forgetting zone, which is capable of providing a reasonable compromise between the tracking capability and the flexibility against noises. The capability of this inverse method are demonstrated in the input force estimation cases of the plate structure system. The proposed algorithm is further compared by alternating between the constant and adaptive weighting factors. The results show that this method has the properties of faster convergence in the initial response, better target tracking capability, and more effective noise and measurement bias reduction.

Force Distribution Algorithms For Singularity-Free 3-DOF Parallel Haptic Device With Redundant Actuation

  • The parallel-type mechanism provides more accurate and stiff motion than the serial-type mechanism. However, in case of using the haptic device, the performance of the force reflection can be deteriorated due to the singular points existing in workspace. In this paper, we propose a redundantly actuated parallel 3-DOF haptic device, which is singularity-free in the workspace and has an improved force reflection capability. In addition, we propose a new force distribution algorithm, which can reflect force of both high and low resolution, using two sets of actuator with different size. Redundant actuators are attached to the base frame in order to minimize the inertia of the system. Moreover, a wire and gear reduction system is employed to achieve high force reflection along with soft feeling. We confirm the performance of the force reflection capability throughout simulation.

  • 본 논문에서는 철심형 영구자석 선형동기전동기(PMLSM, Steel-Cored Permanent Magnet Linear Synchronous Motor)에서 운전 특성을 고려한 설계 특성 및 전략 등에 대한 내용을 다룬다. 특히 반송장치의 운송궤적에서 요구하는 동적특성과 전동기의 동적용량(Dynamic Capability)을 고려한 동적제약조건(Dynamic Constraints) 규정을 통하여, 짧은 변위의 급가감속 왕복운전을 위한 철심형 PMLSM의 최적설계 전략을 살펴본다. 이와 더불어 동특성이 두드러진 PMLSM의 설계특성으로 열적인 특성, 디텐트력 해석 및 저감, 그리고 자계의 포화특성에 대하여 추가 고찰한다.

미래형 예비군 훈련체제 정립에 관한 연구 (Thinking about the training system of R.O.K. reserved force in the future)

  • Reserved force's training(RFT) is undoubtedly the critical component to increase the national capability in case of emergency. It is because RFT plays an important role in maintaining the peace for the Korean peninsula as the key deterrence force power for more than 40 years. Considering the reserved force reform linked with the goal and the plan of Korean Defense Reform 2020', we can expect the utility of the reserved force as the potential combat power to make national defense resources more efficient and useful. In that sense, this study suggests some solutions to promote the reserved force's competency to demonstrate the ROK Armed Force's combat power as the equivalent partner with the active force as well as the future deterrence power. This study also analyzes the present training system including law and regulation, identifies some implications through the literature review, and designs the future ROK reserved force's training system by extracting new variables forecasting the future environment for national defense. In addition, this study includes its concerned systems generally without limiting the scope into the reserved force. Therefore we try to seek to prepare for mobilization readiness and to promote regional hometown defense capability in order to cope with the enemy's threat in case of emergency.

서북도서에 대한 요구능력 우선순위 결정방법에 관한 연구 (A Study on Priority Decision Method of Required Capability for North West Islands)

  • 북한의 예측 불허의 공격에 대비하기 위하여 서북도서에 대한 전력증강은 위협기반에서 탈피하여 적 능력, 작전환경, 기술발전 등을 충분히 반영한 능력기반의 전력기획을 요구하고 있다. 이를 위하여 본 논문에서는 서북도서에 대한 요구 능력 식별단계로부터 결정된 전력에 대한 투자단계까지의 능력기반 프로세스 중에서 식별된 능력들에 대한 획득 우선순위 결정단계에 대한 방법을 제안하였다. 식별된 능력들에 대하여 조직, 작전, 능력의 관계를 설정하고, 가중치를 부여함으로써 순위 결정의 모호성을 제거하고 세부적인 우선순위 결정이 가능하도록 하였다. 다른 우선순위 결정방법과 비교할 때, 서북도서에 대한 다양한 작전과 요구능력을 동시에 식별하고, 우선순위를 명확하게 구분하는 결과를 획득하였다. 능력기반 전력기획은 상대적으로 많은 전력들을 필요로 하고, 부족한 국방예산에 의하여 제한을 받기 때문에 세밀한 우선순위의 결정방법은 효율적인 전력증강에 기여할 것으로 기대된다.

  • Permanent magnet movers with three different magnetization patterns were applied to a linear eddy current braking system. By using a two-dimensional analytical technique, this paper deals with the comparison of the design guidelines, magnetic field, required magnet volume, and force capability for three types of linear brakes. The analytical results are also verified by finite element analyses.

Force Distribution of a Six-Legged Walking Robot with High Constant Speed

  • For a walking robot with high constant body speed, the dynamic effects of the legs on the transfer phase are dominant compared with other factors. This paper presents a new force distribution algorithm to maximize walkable terrain without slipping considering the dynamic effects of the legs on the transfer phase. Maximizing the walkable terrain means having the capability of walking on more slippery ground under the same constraint, namely constant body speed. A simple force distribution algorithm applied to the proposed walking model with a pantograph leg shows an improvement in the capability of preventing foot-slippage compared with one using a pseudo-inverse method.

  • 전쟁 패러다임이 플랫폼 중심 전에서 네트워크 중심 전으로 변화함에 따라 네트워크 중심 전을 보다 효과적으로 수행하기 위한 소요제기 방식 또한 기존 플랫폼, 무기체계 중심의 상향식 방식에서 능력 개념을 적용한 하향식 방식으로 변화하고 있다. 하향식 소요제기 방식은 능력기반기획 및 능력기반평가 등을 통해 수행되는 개념이다. 그러나 이러한 개념을 방법론에 적절하게 적용하는 것은 도전이다. 따라서 기 개발된 방법론의 시사점으로부터 능력기반평가를 기반으로 능력기반기획 시 적의 능력을 기준으로 아군이 확보해야 할 적절한 능력을 도출할 수 있는 새로운 방법론을 제안한다. 본 논문에서 제안하는 방법론은 군사작전 분야 뿐 아니라 치안확보, 자연재해 분야의 능력기반평가기반 능력기반기획 시 적용 할 수 있다.
