A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.

This study proposed to derive important aspects of developing a policy information mentoring service by analyzing the consumers' needs. To do this, we conducted a survey targeting civil servants in policy-related ministries, researchers at policy research institutes, and policy information service representatives, who will all participate in the policy information mentoring service. The results are as follows. First, the need for a policy information mentoring service the desire to participate was very high. Second, the policy information mentoring service requirements that must be considered during development were, by order of importance, the expertise of the policy information service, quantitative and qualitative improvement, and policy information sources. Requirements for a successful policy information mentoring service were to sign an agreement with organizations to participate in the service, and to then enable partner organizations to recommend their staff to act as mentors and mentees. Conditions required on the operator side of the service were securing a pool of mentors and mentees, training for both groups, financial support cooperation guarantee from the affiliated organizations for professional mentoring activities, and links to policy areas in related institution.

Unmanned Aerial Vehicles (UAV) that are piloted without human pilots can be commanded remotely via frequencies or perform pre-inputted missions. UAVs have been mainly used for military purposes, but due to the development of ICT technology, they are now widely used in the private sector. Teal Group's 2014 World UAV Forecast predicts that the UAV market will grow by 10% annually over the next decade, reaching $ 12.5 billion by 2023. However, because UAVs are primarily remotely controlled, if a malicious user accesses a remotely controlled UAV, it could seriously infringe privacy and cause financial loss or even loss of life. To solve this problem, a secure channel must be established through mutual authentication between the UAV and the control center. However, existing security techniques require a lot of computing resources and power, and because communication distances, infrastructure, and data flow are different from UAV networks, it is unsuitable for application in UAV environments. To resolve this problem, the study presents a lightweight UAV authentication method based on Physical Unclonable Functions (PUFs) that requires less computing resources in the ground Control and Non-Payload Communication (CNPC) environment, where recently, technology standardization is actively under progress.
Since the reform and opening up in 1978, Chinese economy has been increasing rapidly with a high growth rate, but after 2012 the growth rate decreased as the reform of economic system. While economy in Africa began booming since 2000. Influenced by Global Financial Crisis and European Debt Crisis, economy in Africa slightly slowed down, but it was rebounding apparently from 2010. The urgent demand for energy and the sharp increasing in foreign exchange reserve pushes China to seek overseas markets. As Africa keeps a well relationship with China and the complementarity between China and Africa economy, Africa becomes one of the target markets for China's foreign development. Recently more and more enterprises begin to invest in Africa market. But till now the study on Africa mainly focuses on theoretical research based on real cases, and empirical research are very few and need to be increased. This thesis studies the influence of enterprise feature; local market feature and investment in foreign market on the result satisfaction of Chinese enterprises that invest in Africa markets. At the same time this thesis also studies and analyzes the market access strategy and marketing strategy for Chinese enterprises after entering overseas markets and put forward effective recommendation and suggestion for these enterprises. In order to proceed this study, 317 Chinese enterprises which invest in Africa have been investigated by me. And frequency analysis, reliability analysis, factor analysis, and simple regression analysis have also been conducted by SPSS18.0 APP to verify the hypothesis. The study result suggests that onlu investment in foreign market affects the Performance satisfaction of Chinese enterprises. And the market access strategy and marketing strategy play a role of the mediational effects when Chinese enterprises are investing in Africa.
With globalization and the development of information and communication technology, the supply chain is becoming more widespread and complex, which increases the occurrence and damage caused by supply chain risks. Supply chain risk management has a great impact on corporate performance through the analysis of risk factors and proactive and strategic approaches. This study aims to analyze the effects of supply chain risk factors on risk management strategies and corporate performance empirically. In the research model for empirical analysis, supply chain risk factors were classified into supply, demand, operation, network, and external environment, while the risk management strategies were divided into active and passive strategies, as well as financial and operational performance for corporate performance. The data obtained via the questionnaire were analyzed for the path of the structural equation model. As a result of the analysis, companies are actively pursuing risk management for internal risk factors, rather than external factors, in terms of internal and external risk factors, and it was found that these strategies have a significant effect on corporate performance. Therefore, in the future, companies should conduct risk management strategies more proactively and preemptively through a thorough analysis of various risk factors affecting business operations.

The existing HiPassPlusCard system is composed of the HiPassPlusCard, a Purchase SAM, a Purchase terminal, a settlement system and OBU. However, this system is confronted by the problem with its incompatibility. This problem occurred because the technology companies made cards in their own ways in respect of the parts which were not yet set by KS standard. Thus if existing HiPassPlusCard user wants to use any other public transportations, user would have to buy other cards and have to bring all them. Also if the HiPlusCard wants to extend their business to apply its technology into infrastructure of the other companies, the HiPlusCard has to construct infra independently so that it causes the such problems of duplicated investment. To solve these problems, we have analyzed and upgraded the existing HiPassPlusCard system, and we designed and developed the Nation-wide Interoperable HiPassPlusCard system. Then the conformity test demonstrated that it is efficiency-oriented and technically performs well. Also we, the HiPlusCard, the Korea Financial Telecommunications & Clearings and the KORAIL NETWORKS, run the Test-bed in Gwangju for 6 months. The test-bed indicated that Nation-wide Interoperable HiPassCard system practically works well.

The existing K-CASH system doesn't allow compatible between different regions, different public transportations and the technologies made by different operators. If a K-cash user wants to use public transportation charged not by K-CASH but other operator, then he or she would have to get other type of card available for that transportation. Also, the incompatibility of the existing K-CASH might cause unnecessary expense because similar systems would have to be doubly constructed if the K-CASH operator would like to install the K-CASH system on the same infra as the other operators already did. As a result, a system which allows people to use just one card for their convenience regardless of regions, types of transportation and operators has been strongly demanded. In this paper, we developed Nation-wide Interoperable K-Cash system, Nation-wide Interoperable K-CASH Card, Purchase terminal, Purchase SAM and Settlement system that were updated from the existing K-CASH system. And we performed a conformity test to confirm performance. Also Korea Financial Telecommunications & Clearings and the KORAIL NETWARKS and the HiPlusCard joined for the testbed in Gwangju for 6 months. This result of testbed finally proved that the Nation-wide Interoperable K-CASH system is completely compatible.

The aim of this research is to analyze the items of the Secondary School Teacher's Placement Test(SSTPT) which was submitted for 8 years from 2009 to 2016 according to' detailed criteria of SSTPT'. The results of this study are summarized as follows. First, according to the analysis of items which were covered for the last 8 years, it was found that there was little difference between the evaluation area, the evaluation content elements, and the questionnaires since the questions presented in the 12 items of 12 evaluation areas and 42 of 43 evaluation contents. Second, each of the items in the 8-year questionnaire are as follows. Home economics and education 93 times (32.7%), dietary life 43 times (15.2%), family life 41 times (14.4%), clothing 41 times (14.4%), housing life 34 times (12.0%), consumer life 31 times (11.3%). This shows that there is not a large difference between the basic curriculum subjects of the content education and the ratio of question items. Third, the content elements of evaluation categorized by frequency of questionnaires for 8 years are as follows. Home economics and education mainly covers 'the methodology of teaching and learning,' Family life, 'human development,' Consumer life, 'the understanding of household economics and financial management' and 'consumer decision making,' Dietary life, 'cooking principle and practice' and 'management of dietary life,' Clothing life, 'clothing and household goods production,' Housing life, 'the understanding if residential living.' Based on these results, all the areas set in the evaluation area and content should be treated equally, and qualitative item analysis is necessary from a microscopic point of view.
This empirical study, activity-based costing, a newly introduced approach that has proved to be an improvement over the conventional costing system in product or service costing, is applied at department of clinical pathology in K university hospital. The study subjects were 233 test procedures done in clinical laboratory of K university hospital. Activity analysis was done by interview, questionnaires, and time study, and the amount of resources consumed by each activity and their costs are then traced and applied to the laboratory tests. The main purpose of this study were to compare the test costs of activity-bases costing with those of conventional costing, and test fees of medical insurance, and to provide accurate cost informations for the decision makers of hospital. The major findings of this study were as belows. 1. The cost drivers for application of activity-based costing at clinical laboratory were cases of sample collection, case of specimen, cases of test, and volume-related allocation bases such as direct labor hours and total revenue of each test. 2. The profits of each clinical laboratory fields analyzed by conventional costing were different from the profits analyzed by activity-based costing, especially in the field of Urinalysis(approximately over estimated 750%). 3. The standard full costs by conventional costing were quite different from the costs computed by using activity-based costing, and the difference is most significant with the tests of long labor time. 4. From the comparison between costs computed by using activity-based costing and medical insurance fees, some test fees were significantly lower than the costs, especially in the non-automated fields. As described in this study, activity-based costing provides more accurate cost information than does conventional costing system. The former approach is especially important in the health care industry including hospitals in which planning and controlling the costs services provided are the key to maintaining a healthy financial status for the organization. Despite the contribution of activity-based costing the economic as well as technical feasibilities of implementing such a cost accounting system in an organization must be evaluated. In the development of activity-based costing systems, an activity analysis has to be conducted to identify activities that consume resources. This involves a detailed study of the organization's logistics and accounting information systems, and it is an expensive project in itself. Besides, it can be quite difficult and time consuming to identify and trace resource consumption to a specific activity. Thus the activity-based costing system should be implemented only when the decrease in cost of error far exceeds the increase in cost of measurement. By combining activity-based costing with standard costing, health care administrators can better plan and control the costs of health services provided while ensuring that the organization's bottom line is healthy.

The educational policy of a nation should be based on the results of nation-wide studies and their analyses. This study is the third one in a series of research on "development of improvement plan and monitoring system for secondary school science", focusing on the three major areas, such as students' achievements, science instruction and conditions for science education in vocational high schools. In general, the results showed that science achievements in vocational high schools were significantly lower than those of general high schools. While the achievement level in physics was lower by one percent, the achievement levels in chemistry and biology were significantly lower by more than 5 percents. In the case of scientific inquiry, the results showed much lower scores compared to those of general high schools. Concerning the inquiry abilities, most of the students did not possess the formal operational thinking skills such as controlling variables and combinatorial thinking. The ability of experimental skills seemed to be closely related to the students' majors. Students in industrial arts schools could measure electric resistance very well, while students in agricultural high school students failed completely. In the area of students' attitude toward science, the greater part of the students had the experiences of using scientific equipments (68.6 %), experimentation (54.3 %), and extracurricular science activities (56.9 %). They also showed positive attitude towards the nature of science (59.8%). The results of the survey on science instruction and school conditions for science education showed the needs for improvement In general, the priority of science education in vocational high schools was very low compared to their major subjects. The teachers as well as students thought science text books nor to be difficult These responses and the low achievement levels seemed to be contradictory to each other. The facilities for science experiments were better equipped and installed to general high schools. However. the lack of budget was a major problem for performing experiments uning the facilities. Therefore. science education in vocational high school have many things to be improved For the improvement of science education in vocational high schools, financial support as well as the intention for the improvement must be the essential factors.
