Way of Trust Restoration through Uplifting Police Integrity (경찰공무원 청렴성제고를 통한 신뢰도 회복방안)

  • Recently, Police integrity has been issued on the media, which cause discredit of police organization. Although high level of morality and integrity are required compared to other occupational groups due to their authority to exert legal force to the citizens and a variety of policies have been enforced by the National Police Agency for the purpose of uplifting the integrity of the officers, in reality, corruption had not yet been eradicated. At this point in time, this study attempted to draw implications for uplifting integrity by utilizing domestic and foreign preceding studies and statistical data related to police corruption and uplifting integrity. The inspection system through whistle-blowing was pointed out as a problem in the institutional framework that hinders uplifting integrity of the police officers and the perception in which police officers are regarded as potential criminals was also pointed out as a problem. Also, vague standards of disciplinary action in examining an offense of a police officer and lack of care for those who were disciplined in the past which affects loyalty to the organization were presented as problems. Based on such suggested concerns, policies for uplifting integrity and restoring citizens' trust in the policies officers were proposed. The proposed agenda were warning the police officers by presenting clear and specific category of corruptive behaviors, expressing the necessity of devising a system that prevents the officers from committing serious crimes by discovering problematic officers earlier through introduction of Early Warning System(EWS) of US and Australian police in order to break away from exposure-oriented inspection system, and reinforcing the testing of integrity in the new employment process.

A Study on the Noxious Materials in the Waste Shipped into Solid Recovered Fuel(SRF) Facilities and Their Influence (고형연료(SRF)시설로 반입되는 폐기물의 영향 및 유해성물질 등에 관한 연구)

  • This study carried out first a component survey on the domestic waste shipped into a waste disposal facility in B city, and then heavy metal analysis of each component according to the SRF standards. Based on this, this study explored the problems with domestic waste and measures to improve them. The results are as follows. The result of the survey of physical components show that paper accounted for the largest proportion with 20.5 %~59.9 %, metals (including batteries) among incombustibles accounted for 0.0~8.3 %, other inorganic substances, glass and ceramics accounted for 0.0~43.7 % and 0.0 %~19.6 % respectively. However, the proportion of coated viny and plastics, which have high lead and cadmium content, was rather high with 2.9 %~30.9 %. This suggests the possibility that actual concentration of lead and cadmium within SRF is likely to be higher. Among the 15 components contained in the waste brought into the waste disposal facility, 10 components (food waste, textiles, vinyl, plastics, wood, rubber and leather, paper, metals, electronic substrates, and nail polish) were analyzed according to assay samples (approximately 0.1 g and 0.3 g). The result of analysis shows that the amount of Cd and Pb detected in coated vinyl for 0.109 g of assay sample was 98.6 mg/kg and 20.6 mg/kg respectively; 117.0 mg/kg and 29.0 mg/kg respectively for 0.313 g of assay sample. This is high contents exceeding the Cd standard. As for wooden component, the amount of Pb was 480.0 mg/kg for 0.3 g of assay sample. This suggests that there always exists the possibility of exceeding the exposure level of heavy metals (Cd and Pb) in SRF as long as coated wood and vinyl plastics with high contents of Pb and Cd are shipped into the waste disposal facility; and the local government and the residents need to work hard to improve the situation including development of the machine to sort electronic substrates and batteries for separate collection of the waste of coated vinyl and plastics within domestic waste.

Evaluation of Foodservice Managers' Perception on Safety Management in Childcare Centers and Kindergartens (보육시설 및 유치원 급식 관리자의 위생관리 인식도 조사)

  • The purpose of this study was to investigate the perception of foodservice managers in childcare centers and kindergartens for identifying the vulnerable areas of safety management. The foodservice managers in 1,144 of nationwide childcare centers and kindergartens were surveyed from May to October 2007 to answer a total 72 questions in areas of general characteristics, actual practice of foodservice management and safety management perception. Meals were served in 97.7% of surveyed facilities and 91.0% among them were self-operated. The hiring rate (27.8%) of dietitians in childcare centers was significantly lower than the rate (82.0%) of kindergartens. The needs of dietitian employment between childcare centers and kindergartens differed as 44.9% and 87.5%, respectively. In knowledge on food-borne illnesses, they have the wrong information in the field of season for frequent outbreak, major pathogens and foods causing food-borne illnesses. The food-borne illnesses (36.2%) were indicated as the major problem in foodservice facilities and the degree of risk exposure was considered as safe (70.1%). More than 70% of both facilities answered as sanitary in the status of personal hygiene. Only 38.0% recognized the Facility and Equipment Standard in the Childcare Law and Early Childhood Education Law. In preparation of meals and management of cooking processes, kindergarten scored significantly high compared to childcare centers (p < 0.05 or p < 0.01) while the necessity of standards was not different in both facilities. Among managers surveyed, 28.8% had taken food safety education from professional institutions and more than 80% in both facilities indicated the need of professional educations. These results suggest that it is necessary for the systematic sanitary education of foodservice managers by developing the sanitary management standard as well as the amendment of laws related foodservice in childcare centers and kindergartens.

A Study on the Implementation of Dose Constraints in Occupational Dose According to ICRP 103 Recommendations in Korea (ICRP신권고에 따른 직무피폭에서의 선량제약치 국내 적용 방안 연구)

  • In 2007, the International Commission on Radiological Protection (ICRP) published Recommendations of the International Commission on Radiological Protection. Accordingly IAEA safety standards committees have reviewed and revised the BSS. The process of the implementation of the ICRP 103 into Korean radiation protection regulations has been continued. Although the new recommendations retain the fundamental protection principles, the impact of the new ICRP recommendations will necessarily be greater than ever before. ICRP recommends the application of dose constraint in planned situations and reference level in existing & emergency situations for strengthening of the principle of optimization. Dose constraints and reference level play a criterion on the level of individual dose as prospective and source-related values. Therefore it is necessary to apply dose constraints and reference levels to all nuclear and RI&RG facilities in Rep. of Korea. Dose constraints and reference level of occupational exposure will be set-up by the stakeholder itself with the cooperation of regulatory body. In this study, the implementation method was discussed to apply the dose constraints and reference level as the procedure for the optimization, not the tool of the regulation.

Monitoring of Heavy Metals in Vegetables in Korea (국내 유통 중인 채소류의 중금속 모니터링)

  • This study was carried out as a survey on the level of lead (Pb), cadmium (Cd), arsenic (As) and mercury (Hg) in 5 items of agricultural products (lettuce, pumpkin, head lettuce, cabbage and crown daisy) for which safety guidelines are not yet established in Korea. The 407 samples were collected from local markets in 9 regional places and the levels of metals were measured by ICP-MS and mercury analyzer. The average levels of Pb, Cd, As and Hg were 0.026, 0.018, 0.008 and 0.003 mg/kg for lettuce, 0.002, 0.001, 0.001 and 0.0006 mg/kg for pumpkin, 0.002, 0.005, 0.001 and 0.0005 mg/kg for head lettuce, 0.001, 0.002, 0.0002 and 0.0006 mg/kg for cabbage and 0.022, 0.014, 0.006 and 0.004 mg/kg for crown daisy. For risk assessment, the daily dietary exposures of Pb, Cd and Hg by intake of these agricultural products were calculated and compared with PTWI (provisional tolerable weekly intake) established by JECFA. The daily dietary exposure of heavy metals by intake of these agricultural products were 0.13, 0.56 and 0.09% of PTWI, respectively. These monitoring results will be utilized as fundamental data for the establishment of Korean standards of Pb, Cd, As and Hg in 5 items of agricultural products and valuable source for DB construction for science-based safety control of heavy metals in foods including agricultural products.

Comparison of Noise and Doses of Low Dose and High Resolution Chest CT for Automatic Tube Current Modulation and Fixed Tube Current Technique using Glass Dosimetry (유리선량계를 이용한 관전류자동조절기법과 고정관전류기법에서 저선량 및 고해상 흉부CT의 노이즈 및 선량 비교)

  • To compare the radiation dose and image noise of low dose computed tomography (CT) and high resolution CT using the fixed tube current technique and automatic tube current modulation (CARE Dose 4D). Chest CT and human anthropomorphic phantom were used the RPL (radiophotoluminescence) dosimeters. For image evaluation, standard deviation of mean CT attenuation coefficient and CT attenuation coefficient was measured using ROI analysis function. The effective dose was calculated using CTDIvol and DLP. CARE Dose 4D was reduced by 74.7% and HRCT by 64.4% compared to the fixed tube current technique in low dose CT of chest phantom. In CTDIvol and DLP, the dose of CARE Dose 4D was reduced by fixed tube current technique. For effective dose, CARE Dose 4D was reduced by 47% and HRCT by 46.9% compared to the fixed tube current method, and the dose of CARE Dose 4D was significantly different (p<.05). Noise in the image was higher than that in the fixed tube current technique. Noise difference in the image of CARE Dose 4D in low dose CT was significant (p<.05). The low radiation dose and the noise difference of the CARE Dose 4D were compared with the fixed tube current technique in low dose CT and HRCT using chest phantom. The radiation doses using CARE Dose 4D were in accordance with the national and international dose standards. CARE Dose 4D should be applied to low dose CT and HRCT for clinical examination.

A Study on the Evaluation Method of Soil Treatment Termiticide (흰개미 토양처리제 효과 평가 및 시험방안 연구)

  • A Termiticide that is applied to the soil treatment method, one of the methods for preventing termites in Korea's wooden cultural properties, will be subjected to the leaching of the effective ingredient in treated soil by the moisture behavior of rain. As a result, termiticide is deteriorated and needs to be reprocessed, but the standards and evaluation methods are nonexistent in korea. Accordingly, a basic indoor evaluation measure was proposed for the evaluation of the effectiveness of the termiticide chamber and the calculation of the reprocessing period. First, avoidance and contact toxicity were assessed at two concentrations of the same termiticide as a method for assessing termiticide suitability. The evaluation of mortality revealed that the soil termiticide used in this experiment was non-repellent, and that death from contact was confirmed. Afterwards, artificial rainfall and soil penetration tests were conducted to determine efficacy of termiticide in soil and the approximate reprocessing period was calculated by comparing the weather data. Persistence evaluation revealed perforation by termites after continuous water exposure of more than about 160 to 170mm of water injection condition. Based on the results, compared with weather data for the last five years, the termiticide of concentration used in this experiment is expected to remain effective for about one year if treated after September. The purpose of this study was to provide basic data for the establishment of a manual for the selection of termiticide for soil treatment by calculating the efficacy for termite mortality and the duration of the leaching effectiveness by water behavior in soil.

Concentrations and Risk Assessment of Heavy Metal in Shellfish and Crustacean Collected from Vladivostok Area in Russia (러시아 블라디보스토크산 패류 및 갑각류의 중금속 함량 및 위해도 평가)

  • Exposure to heavy metals through the consumption of contaminated seafood poses a health risk to humans. In Korea, seafood imports are increasing with consumption, with the largest increase in imported seafood coming from Russia. Peter the Great Bay and the Razdolnaya River are both major fisheries and protected areas under the Northwest Pacific Action Plan located near Vladivostok, Russia. This study analyzed heavy metal [cadmium (Cd), lead (Pb), total mercury (tHg), and total (tAs), and inorganic (iAs) arsenic] concentrations in shellfish and crustaceans collected from these areas. Except for iAs, the major toxic heavy metal concentrations of the samples met the national standards (Cd, 0.024-0.982 and 0.003-0.379 mg/kg; Pb, 0.021-1.533 and 0.002 mg/kg; tHg, 0.006-0.015 and 0.036-0.097 mg/kg). The tAs concentrations of three samples exceeded the Russian standard (5 mg/kg, wet weight), whereas the iAs concentrations were extremely low (ND-0.033 mg/kg). Compared with the provisional tolerable weekly intake (PTWI) of the Ministry of Food and Drug Safety and Joint FAO/WHO Expert Committee on Food Additives, the percentages of PTWI of Cd, Pb, and tHg were 0.239%, 0.001-0.049%, and 0.013-0.302%, respectively. These findings reveal that there is no potential health risk by heavy metals through the consumption of Russian seafood obtained in the surveyed areas.

A Study on the Basic Physical Properties of Water-Soluble Rubber Asphalt-based Coating Waterproofing for Exterior Application (수용성 고무 아스팔트계 도막방수재의 실외 적용을 위한 기본 물성 연구)

  • Water-soluble rubber asphalt-based waterproofing material, which is one of the waterproofing materials for building structures, is mainly used indoors (toilet, kitchen, balcony, etc.). In general, asphalt-based materials are used for non-exposed installation, rather than as exposed type as they do not deviate from their usual basic black pigmentation, and water-soluble rubber asphalt-based coating waterproofing materials are basically limited to indoors because of their low physical properties. Accordingly, in order to improve the tensile and elongation properties, a silane coupling agent, an inorganic filler, and a processor oil w ere added to improve the physical properties, and accordingly, the basic physical properties of the outdoor coating waterproofing material quality standard were analyzed. As a result, the water-soluble rubber asphalt coating waterproofing material compared with the exposure quality standard showed a result that exceeded the basic physical property quality standard of silicone rubber in all items under test evaluation, but the tensile strength and tear strength of the first class of urethane rubber were chloroprene. It was found that the performance compared to the quality standards of rubber-based tear strength was about 34.2% to about 40.8%.

A Study on the Working Conditions of Agricultural Workers through a Comparison of Agricultural and General Workers: The 6th Korean Working Conditions Survey (농업군과 비농업군의 비교를 통한 농업취업자의 근로환경에 관한 연구: 제6차 근로환경조사 원시자료 이용)

  • Objectives: This study compared the characteristics of the work environment between agricultural and general workers and analyzed the effects of agricultural working characteristics on work-related health problems. Methods: The participants of this study were 2,347 agricultural workers and 48,042 general workers who were selected by applying standardized weights to the raw data of 50,538 respondents from the 6th Korean Working Condition Survey (KWCS). Variables applicable to both worker groups and related to exposure to hazardous risk factors in the working environment, working hours and intensity of work, health problems and work-related status, and satisfaction with the work environment were selected. Chi-square tests and independent sample t-tests were performed to evaluate the differences in the variables between the two groups. Multivariate logistic regression analysis was conducted to analyze the effects of work environment characteristics on work-related health problems. Results: Compared to general workers, agricultural workers were more exposed to hazardous environments, irregular work patterns such as working on Saturday/Sunday, and short repetitive tasks. They reported more work-related and general health problems, including back pain, upper extremity muscle pain, lower extremity muscle pain, and general fatigue. Agricultural workers showed lower satisfaction with their work environment than general workers. Factors affecting one or more work-related health problems included gender, working years, hazardous factors, irregular work pattern, working hours, and labor intensity. Conclusions: Our findings showed that agricultural workers were relatively more vulnerable to safety issues compared to other occupational groups. Therefore, it is necessary to establish standardized safety and health standards and strengthen systematic safety and health management policies and services for agriculture.
