Analysis and Evaluation of Local Agenda 21 of Daegu City (대구광역시 지방의제 21의 분석과 평가)

  • The main purpose of this study was to comprehensively evaluate the local agenda 21 of Daegu City based on the evaluation model and propose important measures to solve its problems and improve the limitations. As a whole, the evaluation result of the local agenda 21 of Daegu City showed very low score, only 151 points out of 500 points and revealed it was below the level in all three domains of making process, designed content, and evaluation of implementation. The making process got only score below the half in all large indicators of under-standing, driving, and rationality. This unsystematic and irrational process inevitably resulted in ambiguous and proclamatory content mainly expressing willingness to do. This fact means that the local agenda 21 of Daegu City has not served as the comprehensive local environmental plan containing visions, policies, ends and means. It did not suggest evaluation system and institutionalization of evaluation. These results of evaluation suggested that the existing local agenda 21 of Daegu City was neither useful nor effective and thus the totally new local agenda 21 should be prepared. Finally, important measures in making process, designed content and evaluation of implementation were proposed for the remaking.

A Study on Lighting Environmental Evaluation Based on Biophilia (바이오필리아 이론에 기초한 빛 환경 평가 연구)

  • The purpose of study developing Development evaluation methods of light environment for indoor of middle school based on 'Biophilia'. This study is mainly based on literary review and survey research. To construct structural questionnaire based on 'Light and Space' of Biophilic Design for well being lighting environmental evaluation. We construct structural questionnaire that have 10 evaluation factors and 60 detail evaluation items to evaluate lighting environment for indoor of middle school based on biophilia theory. To survey students' subjective evaluation, the participant of study has been selected with the total number of 232 middle school students. The data were analyzed using Multiple Regression Analysis by IBM SPSS statistics 21. The result of pearson correlation analysis between satisfaction of indoor light environment and school life satisfaction, satisfaction of the whole indoor light environment was found showing positive relationship with school life satisfaction. The results of light environmental evaluation were factor 3,6,8,9 was lower than others. This study was designed to suggesting an evaluation method of light environment of the school. Biophilia theory said when 10 evaluation factor are in harmony, light environment can be well-being. So, factor 3,6,8,9 that are important elements to increase the satisfaction of lighting environment are consider carefully for the plan of indoor lighting environment.

A Study on the Sensibility Evaluation Criteria of a Spatial Environment - Focusing on an interior spatial environment - (공간환경의 감성평가척도에 관한 연구 - 인테리어 공간 환경을 중심으로 -)

  • The purpose of this study is to select and analyze words that represent various emotional states towards a spatial environment. Selecting appropriate words for the sensibility evaluation of a spatial environment is a process of constructing sensibility indicators, so that an accurate selection of sensibility words is very important. To collect basic words for this study, words for expressing sensation, emotional states, and sensibility regarding a spatial environment have been collected first via free association and a literature review of previous studies. In the second stage, the selected words are refined. Fifteen evaluators have participated in the first process of refining words, 140 college students participated in the second process, and than the final list of 277 refined words has been selected. During the third stage, 15 specialists were asked to evaluate the appropriateness of sensibility evaluation words, for that 7 point-scale has been applied. Then, 99 words with an average point of 4.55 or more and a standard deviation of 1.55 or lower were selected. After investigating the similarity in the meanings of the selected words, 55 pairs of contrasting words have been selected as a final list of sensibility evaluation words. During this last stage, 307 college students majoring in related fields were asked to evaluate the appropriateness of sensibility evaluation words for a spatial environment, and 7 point-scale was obtained. A factor analysis, cluster analysis, and multidimensional analysis have been conducted on the data obtained from these survey. According to the results of the factor analysis, the eight important factors are obtained from the sensibility evaluation criteria of a spatial environment(form, texture, function, value, comfort, aesthetics, atmosphere, and affinity). The factors obtained from this study can be used in the beginning stage of evaluating the sensibility factors of a spatial environment. In addition, the results of this study can be used as basic data when constructing a list of evaluation indicators to select various complex sensibility words for a space; or as general indicators when evaluating various spatial design factors.

Comparison of a Qualitative and a Quantitative Approach to Evaluate the Performance of R&D Projects: A Case Study (연구개발 프로젝트 정성·정량평가 비교 분석을 통한 성과평가 발전방향 연구 : K연구원 사례를 중심으로)

  • This study measures and compares the performance of research and development (R&D) programs in government-funded research institutes (GRIs) in terms of qualitative and quantitative approaches to find out strategic insights for improving performance evaluation policy. In particular, we adopt the evaluation results from the real data of K institute in 2015 for a qualitative evaluation and the results of data envelopment analysis (DEA) for a quantitative evaluation. Comparative analysis of the R&D performance of 14 programs finds that the difference between the evaluation results of qualitative and quantitative approaches is significant. From this finding, we suggest several strategic directions to complement two approaches each other.

A Study on the Awareness and Interest Level of the Performance Evaluation Book List in Middle and High School Students (교과별 수행평가 도서목록에 대한 중고교생들의 인식 및 관심 수준에 관한 연구)

  • The purpose of this study is investigate the level of awareness and interest of middle and high school students on performance evaluation book list, and regarding the correlation analysis of general satisfaction and academic achievement. For this purpose, each of the two middle schools and high schools in Seoul were selected, a total of 200 people were surveyed for each 50 students in each gender and grade. Research results, First, the analysis of gender and school level showed that there were differences in level of interest in performance evaluation books. Second, the analysis of differences in the level of interest in the list of performance evaluation books showed that students interested in the list of performance evaluation books spend more time evaluating performance. Third, the analysis of differences in level of awareness in the list of performance evaluation books showed that the relationship between knowledge acquisition and academic achievement was high depending on whether they were ware. There was also a significant relationship between selection criteria and general satisfaction.

An Exploratory Study on Advertising Effectiveness Using Linguistic Analysis: Focused on KLIWC (언어분석을 이용한 광고효과 탐색연구 : KLIWC를 중심으로)

  • The purpose of this study is to explore the possibility of measuring advertising effectiveness through the ad evaluation text. The 384 university students were asked to evaluate the positive and negative evaluation ads of high and low involvement products by self-report method and to write ad evaluation text online. The written ad evaluation text were analyzed by KLIWC and to examine the difference between the comment of positive and negative advertising. The results of the analysis are as follows. First, there were differences between positive and negative ads in 17 psychosocial variables. Second, there were differences between positive and negative ads in 9 linguistic variables. Third, there was a significant correlation between KLIWC variables(Positive & negative emotions, inhibition, conviction, physical condition & function and sleep/dreams) and advertising effect variables. This study suggests that the advertising evaluation comment reflects the consumer's psychological reaction to advertising and the possibility of measuring the advertising effectiveness using advertising evaluation text.

A Study on Construction Evaluation Criteria for Securing the Objectivity in Public Construction (공공공사 시공평가 항목의 객관성 확보를 위한 주요 개선 항목 도출에 관한 연구)

  • The government introduced the comprehensive evaluation bidding system with the goal of pursuing the best value and the global standard in 2016. However, for the evaluation criteria on the construction evaluation reflected to the comprehensive evaluation bidding system, the problems of the objectivity insufficiency, the inclusion of multiple subjective evaluation items, and the irrationality of the weight for each evaluation item are continue to be presented. The central office group, the local government, the relevant industry, and the expert group share recognition, but the solution is not derived. Hence, the major evaluation items to be improved were derived with the characteristics analyzed to secure the objectivity of the construction evaluation. For the analysis method, the standard deviation and the Fleiss Kappa analysis method were used by utilizing the characteristics that the construction evaluation criteria consist of all 4-point measures (good, average, insufficient, and poor). According to the result, the 10 evaluation items of the total 25 construction evaluation items were derived as the evaluation items to be improved. It was found in the analysis on the major characteristics of the derived evaluation items that the qualitative evaluation criteria such as 'Very Suitable' and 'Suitable' were commonly included in the detailed evaluation guidelines. Hence, as far as the future construction evaluation standards are concerned, the qualitative evaluation standards are sublated, and the improvement should be made mainly for the quantitative evaluation criteria enabling the objectivity assurance.

A Case Study on Teacher's Process-centered Evaluation Competency(T-PEC) : Focused on the Case of a Middle-School/a High-School Science Teacher (교사의 과정 중심 평가 역량에 관한 사례 연구 -중·고등학교 과학 교사 사례를 중심으로)

  • This study conducted a case study on the process-centered evaluation competency of a middle-school/high-school science teacher using Teacher's Process-centered Evaluation Competency (T-PEC) measurement tool. The case analysis shows that teacher A in a middle school represents high competency of process-centered evaluation planning and cooperative communication while the competency of utilizing process-centered evaluation results is low owing to the characteristics of non-standardized areas. Teacher B in a high school shows high level of cooperative communication competency whereas low level of process-centered evaluation execution competency because the freedom given to students is not enough during the process of evaluation. The teacher also shows very low level of utilizing process-centered evaluation results due to the lack of time and the school culture not giving feedback to the students. According to cross-case analysis, teacher A and B both represent the highest level of collaborative communication competency and the lowest level of utilization process-centered evaluation results competency. And the lack of clear criteria for process-centered evaluation leads to different understanding of process-centered evaluation between the two teachers, and teacher B shows low the level of utilizing process-centered evaluation affects results due to the students not being concerned on feedback, security problem, and the reality focusing on the university entrance examination in high schools. Based on the results, this study suggests providing clear guidelines of process-centered evaluation to teachers, introducing an application in order to solve the time-lack problem pointed out as the biggest problem of process-centered evaluation, ensuring objectivity and security about process-centered evaluation results, and building the school culture such as the expanded application of standardized areas in order to implementing process-centered evaluation.

  • This paper shows the case study of risk analysis in an weapon system research and development project. For risk analysis, an advanced stochastic networking technique-VERT (Venture Evaluation and Review Technique) is used. Assumptions for activities of network diagram and conversion methods from PERT ( Program Evaluation and Review Technique) to VERT are discussed. Also, simulation result is presented and discussed.

A Study on the Evaluation Method of Close-to-Nature Stream Improvement Works (자연 친화적인 하천 정비사업의 평가방법에 관한 연구)

  • In the area of such a nature-friendly stream improvement, it is not established yet which engineering method is suitable for stream environment, due to lack of technology. Therefore, although nature-friendly stream improvement was done with expensive engineering method, the effect has not been fully confirmed, which results from the absence of overall valuation tool of stream improvement. In this regard, it is necessary to develop and apply comprehensive and diverse valuation methods covering stream functions to the analysis of stream improvement. In this study, we collected data from years' of monitoring on the Gyeongcheon river, which is located in Sunchang-eup, Jeollabuk-do and recently underwent an nature-friendly stream improvement work. Based on the data, we developed a series of valuation methods such as stream naturalness evaluation, life cycle evaluation, amenity evaluation, and economic benefit analysis to consider the environmental function of stream from a comprehensive perspective. Stream naturalness evaluation is a quantitative analysis of how natural a stream is, and includes additional valuation items such as ecosystem and water quality for the purpose of overall valuation, unlike existing research focusing on physical elements and structural characteristics of a stream. We developed a method of stream valuation with life cycle assessment to river reorganization project. Amenity evaluation method was developed as a means to analyze residents' satisfaction with stream improvement through questionnaires. Economic benefit analysis was developed as a means to determine the attributes of environmental water supply, ecosystem, river maintenance, and water quality and predict economic benefits using contingent valuation method (CVM) and multi-attribute utility analysis (MAUA) method in order to analyze economic benefits brought in by stream improvement. It is considered that the four methods developed in this study make possible to conduct an overall and quantitative analysis of stream improvement.
