A Study on PCB's Latch-up Phenomenon by External Electrical Surge (외부 전기서지에 의한 전자회로기판 Latch-up 현상 고찰)

  • There are many cases that interrupt the production process because of malfunctions caused by electronic circuit boards which control equipment, but it is difficult to distinctly identify the causes in many cases. Especially, CMOS devices with the control logic circuit return automatically to normal state after their own faults. Therefore it is not easy to analyze the problems with electronic circuit boards. Recently, nuclear power plant experienced a failure due to the malfunction of electronic circuit boards and it was identified that the reason of the malfunction was because of latch-up phenomenon caused by external surge in electronic devices. This paper presents the causes and the phenomenon of latch-up by experiment and also a way using counter EMF diodes, noise filters and surge protective devices to prevent latch-up phenomenon from electronic circuit boards, finally confirms the effectiveness of the result by experiment.

Survey and Improvement Scheme for Safety Certification System of Temporary Equipment and Materials (가설기자재 관련 안전인증제도 실태조사 및 개선방안)

  • In this study, the systems and standards for temporary equipment and materials established in domestic and foreign countries are examined to provide improvement schemes and to insure their safety. Statistical analyses of the data obtained from the internet and/or field visit surveys of employees working in manufacturing, leasing, and construction companies related to temporary equipment and materials and improvement schemes were conducted to evaluate the implementation of a safety certification system for currently used temporary equipment and materials. This safety certification system has been enforced since 2009, but the number of accidents at construction sites, which are reported by the 'serious accident cases and measures in construction sites' group of the Korea Occupational Safety & Health Agency (KOSHA), has increased. The respondents' answers regarding the suitability of the items, which are required for the safety certification of the equipment and materials, were 'yes (36%)', 'no (30%)', and 'unknown (35%)'. Less than half of the answers regarding the current system were positive and most of the respondents answered that the current system does not reflect the evolution of the construction environment. A system is needed to approve items certified in foreign countries and newly developed materials and items, in addition to the (automatic) registration for the reuse of temporary equipment and materials, and improvements are needed in their safety. In this study, after examining the size and practicability of the items requiring approval from the current system, the certification methods are reevaluated and improvement schemes are provided for the system.

Analysis of the Leading Cases of Nurses charged with Involuntary Manslaughter (간호사 업무상과실치사상죄 판례분석)

  • Purpose: This study aims to present nurses' legal conflicts and legal basis through the precedent analysis of a crime of professional negligence resulting in death and injury for the past 20 years and provide vital references to cultivate the correct and high-level legal consciousness of nurses. Methods: This study was conducted in five stages of the systematic content analysis method. It amalyses the precedents of a crime of nurses' professional negligence resulting in death and injury from 2000 to 2020. The application system for the provision of the written judgment was used to collect precedents. A total of 67 cases were analyzed in this study, and they were classified according to the type of nursing error, and the contents were systematically analyzed. Results: A total of 52 cases (77.5%) of nursing errors were caused by independent nursing practices. They were classified as 38 cases (A1) in the violation of patient supervision obligations, 12 cases in the violation of progress observation obligations (A2), one case in the violation of medical equipment inspection obligations (A3), and one case in the violation of explanation and verification obligations. Among the non-independent nursing practices (code B), B1 was 10 cases related to administrative acts, one blood transfusion accident (B2), and one anesthesia accident (B3). Conclusion: To prevent nurses from being involved in legal confits, the advocation of systematic training such as nurses' legal obligations and judgment grounds through case-based learning from the recent precedent analysis and promote nurses' legal perspective, and preventive activities are essential.

A Study on the Development of Safety Management Checklist Using Accident Case adjacent to Railway Operation (철도운행선 인접공사 사고분석과 체계적인 체크리스트 개발 등 안전대책 수립에 관한 연구)

  • Purpose - This thesis is to develop a management plan and checklist by analyzing the prevention of accidents in advance by presenting the management plan for the major causes of railway accidents. Research design, data and methodology - In recent 5 years, we have analyzed the cases of railway accident, presented the management plan for the accident, and made a practical safety checklist focusing on the main measures according to the management plan. Results - The analysis of the cases of near-railway accidents suggests more concrete and practical safety management measures because the similar accidents are continuously occurring due to formal safety management. Conclusions - It is more valuable to apply to the adjacent construction of the railway line by creating a detailed checklist based on cases rather than the existing checklist. This study is written only as a human factor. For future real - time safety management, it is necessary to study more precisely cause analysis and safety equipment as a big data - based safety control system for more systematic safety management.

Analysis of Energy Performance and Green Strategies in the Foreign High-Performance Buildings

  • Purpose: In this study, we analyzed the energy performance levels and high-performance technology trends through the case studies of foreign high-performance buildings. Method: Buildings built within 10 years were selected for the analysis of recent trends. we analyzed the buildings of U.S.A, Germany and Japan using LEED certified buildings, Passive House certified buildings and CASBEE certified buildings database for the case study of foreign high-performance buildings. A total of 20 high-performance buildings including 14 cases in U.S.A, 4 cases in Germany and 4 cases in Japan were selected. Annual energy consumption levels for 20 high-performance buildings were collected with the actual energy consumption data or data from simulation programs officially recognized by DOE. Annual energy consumption were compared with the energy performance standard of the office buildings in the CBECS database, ASHRAE Standard 90.1-2004 and Building Energy Efficiency Rating System in Korea. Result: The order of the green strategies applied in the main categories are Renewable Energy(63%), Indoor Environment Control(51%), Envelope Improvement(44%) and HVAC System & Control(28%). Specified strategies most widely used in the sub-categories are high-performance Insulation (70%), High Efficiency Heating, Cooling Source Equipment(85%), Photovoltaic&Solar Thermal(80%) and Daylighting(80%).

  • In this study, appropriate preventive measures are suggested as follows by analyzing industrial accident cases occurred for five years of company J and workers' survey. First, personnel management including meticulous shift work and rotation task for older workers should be made strictly in terms of safety and health management. Second, Industrial disasters occurred more in spring than in other seasons, so safety management will have to be enhanced in spring. That is, to reduce industrial disaster various occupational safety and health activities to prevent spring fatigue are needed. Third, to improve safety consciousness of workers, penalties for those who have not received safety training and for people without protective equipment are required. Also, hazard prediction training such as Tool Box Meeting shall be proceeded. Fourth, building of proactive safety culture that the workers themselves handle risk factors is urgent. Fifth, the company-wide safety and health programs including safety awards and cases presentation are needed to be planned.

  • The analysis about cases which does not correspond in electric equipment technical standard and judgement standard while doing pre inspection, it improves the technical specifications and the draft of construction plan. The analysis of the reform cases prevents the electric disaster and propagates the electrical safety. Hereafter the reform cases will improve the electric technical ability and help the electrical safety of the yard.

The Study on Measures for Reducing Safety Accidents of Excavator (굴삭기 안전사고 저감방안 연구)

  • Safety accident resulting from construction projects getting larger and complex day by day has occurred more often than ever. Particularly, the accident caused by construction equipment, among others, has been on the rise. To prevent such accidents, it's necessary to come up with the measures for reducing the accident. In this study, the cause of safety accidents was analyzed, reviewing the cases of safety accident maintained by Korea Occupational Safety & Health Agency, and the measures for reducing the accident was suggested with computerized safety checklist. The scope of study was limited to excavator, and the result is summarized as below. 1) Investigation was conducted to identify the cases of accident by excavator with the primary causes. 2) Reduction measures were suggested by category of cause of excavator-caused accident. 3) Checklist to prevent the safety accident, which was based on primary causes, was suggested. 4) The measures to stir up safety consciousness and monitor the safety were suggested, making use of computerized system. This study is expected to lay the foundation for further study in future as well as make a great commitment to reducing the safety accident.

A Study on the Using Drone Images in Cadastral Resurvey (지적재조사 드론 영상 활용방안 연구)

  • At a time when the demand for drones is increasing, a plan to utilize drone images was sought for efficient promotion of cadastral resurvey. To achieve the purpose of this study, the technical and legal status of drone images was reviewed, and through this, the possibility of using it for cadastral resurvey was primarily reviewed. subsequently, an experiment was conducted targeting the project district to examine whether drone images were applied to boundary extraction, which is the primary process of cadastral resurvey. As a result of the experiment, it was found that boundary extraction from images is possible. However, in some cases, it is impossible due to field conditions or image quality. Therefore, it is necessary first to apply cases where boundary extraction is possible to cadastral resurvey and seek solutions for some impossible cases. In particular, the image quality problem may have problems with the current technology, but it will also have problems with the existing drone equipment. So, standard for drone calibration should also be established. Finally, the cadastral resurvey surveying procedure using drones was also presented

Utilization of Body Computed Tomography Scanners in Non-Metropolitan Area (비수도권(非首都圈) 지역(地域)에서의 전신용(全身用) X선(線) CT의 이용(利用))

  • Computed Tomography Scanner (CT) is highly expensive in operation as well as purchasing. That reason may cause not only to increase the burden of patients but also to waste the capital resources leading to financial difficulties. However the numbers of CT installed throughout the country is increasing, because of efficiency in medical care, patient's concern, competitions among the hospitals within the same area. In the non-Metropolitan area the scanners were expected to be less utilized and less profitable. Nine hospitals equipped with the CT were studied on the utilization of that equipment during the period from November 1984 to February 1985 in non-Metropolitan area and break-even point in one hospital was analyzed for estimating profitabilities. The results were as follows ; 1. Among those nine hospitals, four hospitals had less than 400 beds, which is one of the restrictive minimum standards on the installation of Whole-body Computed Tomography Scanner. 2. The operating time during the normal operation period was longer than those of any other studies, but the accumulated down time was also longer than those of any other studies. The average number of scanning per week for each CT was 45, while the estimated number of for the break-even point was 56.7 cases. 3. When the downtime was excluded in calculating the average operation would be much closer to the cases for the break-even point. Therefore the break-down of the equipment was to be a main cause of the low profitability. 4. The average scanning rate for head area was 33.6%, however three of the nine hospitals showed about 20%. 5. If scanning ratio for the body parts excepting head was increased, the number of scanning for the break-even point would be diminished. 6. The small size hospital especially located near the Metropolitan area showed largest loss in the CT operation. In purchasing the highly expensive equipments in hospitals, demand should be taken into account and planning is recommended.
