A Study on the Improvement of Evaluation Methods for Roadside Slope Revegetation - Focus on the Cut-soil Slope - (도로비탈면 녹화공사 평가방법의 개선 방안 연구 - 절토부 토사를 중심으로 -)

  • Despite the eco-friendly route plan, road slopes were collapsed due to road construction, resulting in human and property damage. To solve this problem, the Ministry of Land, Transport and Maritime Affairs established guidelines in 2009 to conduct a test-bed for slope recording considering the conditions of the site and the ecological environment, and divided them into recording quality and economic evaluation. The following results were obtained by analyzing 183 construction methods of cut-soil sections at 60 sites from 2012 to 2018 for road slope afforestation research. Straw net+seedspray, vegetation media spray method 1T, 3T were used the most, and vegetation media spray method 3T(patent) was excellent in quality, and straw net+seedspray was excellent in economics. As a result of analyzing the market unit price and the construction unit price, vegetation media spray method submitted the construction unit price at up to 60% lower than the market unit price. As a result of the analysis of the key factors of the greening method evaluation, the economic assessment had the greatest influence on all evaluation items. Problems in the evaluation method of revegetation were first identified as problems in the allocation of points and secondly as problems in the evaluation criteria. As for the improvement of the economic assessment criteria, the method was proposed to evaluate the same method based on market unit price when the same method was constructed, and not to conduct an economic assessment if there was a difference in market unit price between methods, or to add weight to the scores. Based on the monitoring data of 60 road slopes, this study drew up problems and improvement measures. However, with regard to scoring, research on appropriate scoring is needed by examining the current status.

Applicability Evaluation of Tetrapod Debris Barrier -A Case of Honggyeri Area in Sanchung County- (테트라포드 사방댐의 적용성 평가 -산청군 홍계리 지역을 대상으로-)

  • In order to connect eco-corridor and to harmonize with natural environment, it is necessary to construct small debris barrier. Therefore, we will evaluate applicability of small debris barrier which made of tetrapod utilized in construction of seashore protection facilities and breakwater. From result compared with the adaptation processes in fields, tetrapod were stabilized to critical tractive force. Stability evaluation method on sliding and overturn of tetrapod debris barrier was developed, and hereafter could be applied to similar debris barriers. According to results analyzed to continuity on sediment supply in debris barrier, boulders were deposited in upstream and gravels were deposited in downstream. Therefore, tetrapod debris barrier will be able to prevent in the long-term the erosion of river bed in down-stream, and the maintenance is easy because dredging is not necessary. Current were formed in between the tetrapod provided eco-corridors for fishes and shellfishes.

  • For the evaluation of the mobile robot performance in complex environments, the experimental approach in an actual physical environment has been commonly taken. In the physical experimental approach, however, it is quite difficult to define the proper environment for the evaluation due to the lack of commonly agreed characteristics of the test environment. Particularly the number of combinations of types and physical parameters of the obstacles that the mobile robot is expected to deal with is practically unlimited. In an effort to simplify and improve the effectiveness of the evaluation process, we propose an evaluation method using decomposed environmental elements, where we evaluated the performance of the robot for a small group of simple and decomposed obstacle components, for examples projection and slope, instead of a large group of complicated random obstacles. The paper describes a set of simple obstacle models and performance parameters that we have chosen for the effective evaluation process. As an alternative to the physical experimental evaluation approach, in this paper, we used a virtual evaluation environment where the robot and the physical test environment has been modeled using a commercial multi-body dynamics analysis packaged called RecurDyn.

Evaluation of Habitat Function of National Park Based on Biodiversity and Habitat Value (보호지역의 지정 및 관리를 위한 국립공원의 서식처 기능 평가 -생물종다양성과 서식처 가치에 기반하여-)

  • National parks are designated for the purpose of maintenance, conservation and utilization of different habitats. Therefore, it is necessary to select habitats of a high value as a protected area in order to balance conservation and development. However, the existing national park boundary adjustment and new designation criteria only focused on the endangered species and protected area, without proper evaluation of the habitat value of actual species. Therefore, this study aims to quantitatively evaluate habitat function in terms of biodiversity and habitat value, so that it can be referred to for the designation and boundary adjustment of national parks. We assessed species diversity and habitat values for each of the habitat types, for mammals only, as they are able to choose preferred habitats. In order to evaluate biodiversity, we used Maxent to derive species richness map and used InVEST's Habitat quality model to evaluate habitat value. As a result of evaluation, species richness was high in the national park boundary area. Also, even if the same edge is adjacent to the development area depending on the land cover, the species richness is low. Compared with Wolaksan and Sobaeksan National Park, the species richness and habitat value of the northern area, which is connected with other forests, were higher than those of the southern area where roads were developed. Therefore, it is expected that the use of the result of this study for the national park boundary adjustment and management will enhance the function of the national park as a habitat.

  • The purpose of this study are to develop a SDSS (Spatial Decision Support System) that can incorporate diverse opinions of stakeholders related the designation of protected areas (PA), and to employ the model for the readjustment of the boundary line of the Jirisan National Park of Korea. The SDSS would lead to more rational and less controversial decision-making during the expansion or removal of PA in Korea. Research methods are as follows. Firstly, to select evaluation criteria for SDSS for PA designation by using expert interview and literature survey. Secondly, to measure their preferences on the designation of additional PA or the removal of a part of PA based on the opinions of various stakeholders such as local residents, environmental groups, or public officials. Thirdly, to produce conservation priority maps based on a multi-criteria decision making technique. The SDSS would be used to rational decision making for the expansion of PA or the release of a certain part of PA by reflecting diverse preferences on biodiversity conservation and economic interest of residents. The visualization of conservation priority maps would also increase the efficiency of such decision making processes. The evaluation criteria for the expansion of PA for biodiversity conservation includes vegetation conservation value, wildlife conservation value, and the habitats of key species. The evaluation criteria for the removal of PA includes the proximity to roads and the boundary of PA, land use types, and conservation zoning of the PA. Preference weights are based on data collected from the Jirisan National Park. Both the conservation priority and removal priority maps are based on land parcels so that property rights of all parcels would be correctly represented.

Evaluation on Field Application of Controlled Low-Strength Materials Made of Coal Ash in Reclamation Site (석탄회를 활용한 저강도고유동화재의 공유수면매립현장에 대한 적용성 평가)

  • This paper presented the strength and environmental characteristics of reclaimed-ground filled with controlled low-strength materials (CLSM) made of coal ash, small amounts of cement, and water in a reclamation site and evaluated the possibility of the use of coal ash on reclamation materials for beneficial use. Three-month period of SPT, CPT, environmental effects evaluation etc. were conducted. N values and cone resistances in ground filled with CLSM were greater than or similar to those in dredging sand. In case of land filled with coal ash except cement these values were lower than those in dredging sand. The results of soil and seawater pollution were lower than test criteria without high pH. Also the values of PH test were measured between pH 5.0~9.0, the criteria of industrial water in the Law for the Underground Water of Korea.

Investigation and Evaluation of Algae Removal Technologies Applied in Domestic Rivers and Lakes (국내 하천/호수에 적용된 조류저감기술의 조사 및 평가)

  • Commercial 28 algae removal technologies that have been applied in domestic rivers and lakes with green tide were investigated, analyzed and classified. The classification of algae removal technologies was based on the three criteria (i.e., principle, flow rate of water body, and application period). Also, algae removal technologies were evaluated in terms of cost effectiveness, field applicability, effect durability, and eco friendliness. From the analysis results, technologies using physical, chemical, biological, and convergent controls were 32.2%, 25%, 21.4%, and 21.4%, respectively. The 75% of technologies have been applied to stagnant water body (${\leq}0.2m/s$). Also, algae harvesting ship with dissolved air flotation, conveyor belt and filtration processes and natural floating coagulant were found to have better field applicability, compared to other technologies. However, proper algae removal technology in specific rivers and lakes should be chosen after the evaluation of long-term pilot scale field test. Also, development of energy and resource recovery technologies from algae biomass is warranted.

  • The technology of the SWG (Smart Water Grid) as one of most important national projects results in significant assignment that is closely associated with systematic management and effective operation. The individual component technics are required to establish directory and classification for the purpose of effectively managing their information related to research and development (R&D). The national science technology (S&T) standard classification tree which results in the representative example has been established with an intention to manage R&D information, human resource, and budget. It has been also revised every five years and then used in the various fields related to the evaluation, administration, and prediction of the national R&D projects. In addition, the standard classification system for R&D projects has been widely used in the UNESCO (United Nations Educational, Scientific and Cultural Organization) and EU (European Union) since the Frascati Manual was established in the Organization for Economic Cooperation and Development (OECD). Therefore, it is necessary for SWG techniques to develop the standard S&T classification tree for research management and evaluation. For this, it is essential to draw the core techniques for the SWG, which are incorporated with IT (Information Technology), NT (Nano Technology), and BT (Biology Technology).
