건설공사의 환경관리비용 계상 및 운용 실태 분석 (The Fact-finding and Analysis of the Environmental Management Cost in Construction Projects)

  • 본 연구의 목적은 건설현장을 대상으로 환경오염방지시설의 설치 및 환경보전비의 운용 실태를 파악하고, 제도 개선 방안을 제시하는 것이다. 192개 건설현장을 대상으로 조사한 결과, 총 공사비 대비 환경보전비의 계상 비율은 0.59%, 그리고 실제 소요 비용은 총 공사비의 0.94% 수준으로 나타났다. 공사 규모나 현장 입지 조건 등에 따라 유의할 만한 차이점은 없었다. 환경보전비 계상 방식을 보면, 표준품셈 등에 의한 원가 계산 방식 33.6%, 총 공사비 대비 일정 요율 적용 33.7%, 미계상 14%로 나타났다. 건설현장에 설치된 환경오염방지시설을 보면, 소음 진동방지시설보다는 세륜기 방진망 등과 같은 대기 오염방지시설에 대한 투자가 더욱 높았다. 총 공사비와 환경보전비의 상관성은 r2값이 0.23 수준으로 매우 낮게 나타났다. 따라서 환경보전비 계상 방식으로는 일정 요율에 의한 방식보다는 원가 계산 방식이 확대될 필요성이 있다. 이를 위하여는 공사 종별로 설계 적산 단계에서 필수적으로 검토해야 할 환경오염방지설비에 대하여 법적인 기준을 마련하고, 시설별로 적산 기준의 제정 보급이 필요한 것으로 나타났다.

  • 건설공사에서 사전 환경조사는 시공 전 현장 조사 서비스뿐만 아니라, 계획 및 설계에서도 매우 중요한 요소이다. USN과 결합된 지형공간정보의 적용은 사전에 건설 현장의 진행 단계마다 조사 및 연구에 매우 경제적인 방법이기 때문에 건설 환경 계획 및 기본 설계의 건설을 위하여 매우 중요한 역할을 수행하여 불필요한 시행착오를 줄일 수 있다. 본 연구에서는 공간위치를 기반으로 환경 센서와 무선통신 기술을 융합하여 건설현장을 디지털 공간정보 환경으로 전환하고, 현장에 설치된 무선의 소형 환경 센서를 이용하여 각 유비쿼터스 센서에서 측정된 환경 데이터를 싱크 센서가 데이터 수집 처리하고 초소형 Tiny OS 기반의 PC 출력 이미지를 전송하는 방식으로 현재 진행되고 있는 건설 현장의 여러 환경정보를 3차원 지형공간에서 실시간으로 그 환경변화를 모니터링 할 수 있도록 하였다.

군집분석을 통한 공공 건설사업 갈등 유형화 연구 (A Research for Clustering of Conflict in Public Construction Project)

  • 공공 건설사업에서 발생하는 갈등은 공사비 증가, 공기 지연뿐만 아니라 사회적 비용의 낭비를 초래하며 성공적이지 못한 사업으로 이어진다. 따라서 갈등의 유형을 진단하여 선행사례를 통해 적절한 해결방안을 모색하는 것이 중요하다. 본 연구에서는 국내외 많은 문헌들을 고찰하여 갈등의 원인이 되는 갈등 요인을 도출하고 평가할 수 있도록 평가 기준을 수립하여 갈등을 유형화하였다. 30개의 사례에 대해 갈등 요인을 평가를 받고 군집분석을 통해 유사한 사례들을 군집화 하였다. 3개의 군집으로 구성되었으며, 각 군집의 특성에 따라 사례를 분석하여 '유해성 및 님비 시설물 갈등 군집', '환경 및 공해 갈등 군집', '핌피 및 소형 갈등'이라고 명명하였다. 추후 공공 건설사업에서 갈등 발생 시 본 유형화 기준에 따라 갈등을 평가하고 어떤 유형의 갈등인지 파악한 후 해당 군집의 선행 사례를 통한 효과적인 선행사례를 모색하여 빠르고 효과적인 갈등 해결에 도움이 되고자 한다.

GIS를 이용한 서식지적합성지수(HSI)의 생태영향평가 활용방안연구 - 삼장-산청 국도건설공사를 사례에서 삵을 중심으로 - (A Study on Ecological Evaluation of Habitat Suitability Index using GIS - With a case study of Prionailurus bengalensis in Samjang-Sanchung Road Construction -)

  • For biodiversity conservation, Biological Impact Assessment is very important. The focus of the study is to enhance efficient Environment Impact Assessment(EIA) based on collecting existing information of endangered species covering the status survey, estimation of effects and reducing methods. Habitat Suitability Index(HSI) can be applicable to Ecological Impact Assessment and finding various reducing methods based on estimating effects. For this study, the EIA report of Samjang - Sanchung highway construction was chosen as an example and Prionailurus bengalensis euptilura as an endangered species was chosen to assess the ecosystem impact on road construction. Water, road, ground coverage, slope, altitude as variables of habitat were weighted and final HSI map was calculated using Arc map and Arc view. Through comparing of before and after HSI, quantitative estimating on effects was possible to minimize impact of road construction to wildlife habitat.

지속가능한 도시기반시설 건설을 위한 잠재적 환경영향 발생 특성 평가 - 하수처리시설, 하수관거, 방수로를 중심으로 - (The Environmental Impact Assessment for Sustainable Urban Infrastructure Construction - A Case Study on Wastewater Treatment Plant, Sewerage System and Tailrace -)

  • In this study, environmental impact assessments of wastewater treatment plant (WWTP), sewerage system, and tailrace were performed using LCA methodology. The life cycle stages were divided into 3 categories; construction stage, maintenance stage and demolition & disposal stage. As a tool of impact assessment, Ecoindicator99 containing fate analysis, exposure & effect analysis and damage analysis, was used. As tile results of WWTP LCA, more than 80% of environmental impact was produced from maintenance stage. On the other hand, most of environmental impact was produced from construction stage in the case of tailrace and sewerage system construction.

A System for Evaluating the Overseas Business Capability of Small & Medium Construction Companies

  • Because of the recession of the Korean construction market, many construction companies are expediting overseas business. Despite the rapid growth of international markets, the polarization of profit with SMCCs (Small and Medium Construction Companies) and large construction companies in the international construction market has become more serious. This problem causes competition to provide the lowest prices, which makes the future of overseas business for the SMCCs uncertain. Thus, the SMCCs require a reasonable capability evaluation system for overseas business. However, the existing evaluation methods focus on large construction companies. To address this problem, this study proposes a system to evaluate the overseas business capabilities. The 27 indicators to evaluate the overseas business capabilities are derived from a literature review and are verified through expert interviews. The indicators are classified into 4 large categories, and a questionnaire-based survey of 50 Korean SMCCs is conducted to analyze the correlation between overseas business capability and the indicators. The system expects to provide the effect of the indicators on the overseas business capability and the chance to evaluate the capability for overseas business.

APPLICATION OF USN TECHNOLOGY FOR MONITORING EARTH RETAINING WALL

  • In construction operation, the temporary structure is used to support designed facilities or to provide work spaces for construction activities. Since the structure is used only during the construction operation, the operation may be given insufficient attention. The contractor is likely to try to save cost on the material and labor cost. This contractor's behavior frequently leads to construction accidents. In order to prevent accidents from the failure, the operation should be carefully monitored for identifying the effect of dynamics in the surrounding site area. Otherwise, any unexpected adversary effect could result in a very costly construction failure. This study presents the feasibility of the ubiquitous sensor network (USN) technology in collecting construction data during the construction operation of earth retaining walls. The study is based on the result at the Construction System Integration Laboratory (CSIL) at the Pusan National University. A USN-based system has been developed for monitoring the behavior of the temporary structure of earth retaining walls. The data collected from the sensors were used to understand the behavior of the temporary structure. The result of this study will be used in increasing the safety during the construction operation of retaining walls.

Applying Lean, Green, and Six-Sigma Framework to Improve Exterior Construction Process in Saudi Arabia

  • Over the last decade, Saudi Arabia has experienced significant economic increases as evidenced by the 30% growth in its gross domestic product; furthermore, the construction industry has increased 10% in the same time period. Due to this significant growth, the construction industry is encountering issues related to construction quality resulting in significant waste and associated environmental impacts. In this research, we applied our previously developed framework that integrates three different methods-Lean, Green, and Six-sigma - to a residential construction complex in Saudi Arabia. Our aim of this case study was to explore the application of the framework in practice to glean quantitative results and further validate the framework. In the case study, we used the developed framework to identify a significant issue related to quality and delays - final completion of 53 residential units was delayed because of failed exterior buildings surfaces. We then used the framework to define the causes behind the defects via a field investigation of the 53 units. Of the defect, construction execution was responsible for 43% of the defect, 31% untrained workers, 19% unfavorable construction weather condition, with 7% accounting for other issues. A procedure was developed in concert with the construction manager and overall developer reducing the amount of rework and waste causes revealed by the field examination and the framework. Although two steps were added to the original construction process to overcome waste causes, still save a lot of resources and reduces environmental impact. In summary, we found that the Lean, Green, Six-sigma framework increased productivity, quality, and reduced waste.

A Study on Analyzing the Factors Affecting Environmental Loads in the Planning Stage of Korean National Highway Projects

  • Carbon emission calculation guidelines provided by the Korean Ministry of Land, Infrastructure and Transportation (MOLIT) and existing environmental load assessment studies have suggested a method for estimating based on the volume determined after the design development. Therefore they are not being helpful in the decision making of the environmental economics of road facilities in the planning stage in which specific information on construction output volume is lacking. Based on literature analysis of existing studies and consultation from a group of construction environmental professionals, 12 types of property information considered to be related to environmental load were selected from an inventory of information that will be available in the road planning stage. In addition, multiple regression analysis was performed based on the environmental load computed through the life cycle assessment (LCA) of 40 national highway project cases of Korea to deduce five impact factors of environmental load in the road facilities planning stage.
