유해·위험물질 취급 화학실험실 관리 기준 정립 및 체계 개선에 관한 연구 (Study on Establishment of management standards of Chemistry laboratory handling harzadous substances and improvement of system)

  • There are more than 30,000 chemical substances handled in domestic university laboratories. Among them, hazardous materials are selected and managed as designated substances by the standards of 19 Ministries and 16 Acts. However, domestic safety-related laws and regulations are used to manage industrial risk factors based on industrial activities. In case of installing a university chemical laboratory in accordance with the installation standards applicable to general workplaces. It is not suitable to use as a laboratory installation standard that can be applied to a chemical laboratory installed at a university such as a problem occurs in applying to a university using a small quantity of dangerous substances in a small amount. In order to establish the laboratory structure and facility standards that are appropriate for the laboratory characteristics and apply systematic laboratory safety, the National Security Administration shall apply the special handling standard of chemical experiment to places where handling less than 30 times the designated quantity of chemical substances for chemical experiments. On August 2, 2016, the regulations for the enforcement of the Dangerous Goods Safety Management Act and the standards for the structure and facilities of the university chemical laboratory were enacted. In this study, we investigated the domestic chemical substances laws and regulations to determine the chemical substances that are over-regulated in the relevant laws, and define them as substances against accidents. The management criteria for the substances were analyzed. The R value for the designation of the designated quantity by the concept of the space in the management standard was calculated.

  • 최근 우리 사회는 인구의 도시집중화와 외국인의 이민 유입으로 범죄의 유형 및 형태가 다변화 되어가고 있다. 기존의 살인, 납치, 성폭력 등의 강력 범죄이외 학교폭력, 데이트 폭력, 가정폭력, 노인폭력을 비롯한 사회증오형 범죄, 묻지 마 범죄 등 다양한 범죄는 국민 생활 전반으로 확산되고 있다. 이러한 국내 실태에 따라 신변보호에 대한 수요가 급증하면서 민간경비 산업의 규모는 지속적으로 확장 되어가고 있다. 민간경비 산업의 발전에 수반하여 그에 대한 법 제도적인 측면이 체계적으로 정비되고 개선되어야 함에도 불구하고 국내 경비업법상 신변보호 관련 규정은 수차례의 개정에도 불구하고 1995년 법 규정이 현재까지 유지되고 있어서 사회의 변화 및 민간경비업의 현실과 괴리되어 본래의 취지에 부합하지 못하고 있다. 특히 신변보호업과 시설경비업은 경비업법상 법체계 및 구성요건이 동일하여 경비업자 및 종사자 또는 관리 감독 기관인 경찰까지도 경비업무의 범위와 임무에 대해 혼란을 갖는 문제점이 제시되고 있다. 이러한 문제들을 개선하기 위해서는 경비업법상 신변보호 관련 규정의 체계적인 법 제도적 정비가 필요하다. 본 연구에서는 현행 경비업법상 신변보호 관련 규정을 검토하고, 이에 따른 문제점을 도출하여 법 개정을 하는데 있어 현실적인 근거가 될 수 있도록 개선 및 발전방안을 제시하였다.

사서교사와 타 비교과 교사의 배치 비교를 통한 사서교사 배치 개선방안 연구 (A Study on Improvement Plan of Teacher Librarians' Placement by a Comparison between Teacher Librarian and Other Teachers Not-teaching the Subject Matter)

  • 본 연구의 목적은 사서교사 자격 제도가 가진 한계와 개선방안을 고찰하는 데에 있다. 이에 본 연구에서는 사서교사와 다른 비교과 교사의 배치기준과 현황을 비교하는 문헌연구의 방법으로 연구를 수행하였다. 사서교사 배치 관련 문제점의 핵심은 사서교사 배치를 위한 정원 산정 기준에 사서교사 실기교사나 사서 모두를 포함한 인원을 기준으로 학생 1,500명당 1명의 학교도서관 운영 인력을 배치한다는 데에 있다. 이로 인해 교원 정원을 산정하는 기준인 국가공무원 정원 배정 기준에 공립학교 사서교사 1인당 학생 수가 5,616명으로 배정되어 있다. 타 비교과 교사의 정원은 사서교사에 비해 많게는 9배 가까이 높게 배정되고 배치율도 사서교사와는 극명히 대비된다. 이를 개선하기 위해 첫째, 사서교사와 사서의 정원 분리와 역할 명확화가 필요하다. 둘째, 현재 교당 학생 수가 500명 내외인 점, 타 비교과 교사 배치기준이 학교 규모와 학교 수에 있다는 점을 고려해야 한다. 셋째, 사서교사 임용시험에 예측가능성을 확보해야 한다. 또한 사서교사 자격 양산이 보다 활발히 이뤄질 수 있도록 양성기관에 대해 융통성을 인정하여야 한다. 마지막으로 사립학교에도 사서교사 배치가 될 수 있도록 사서교사 정원을 증치해야 한다. 사서교사 배치의 문제점과 개선방안을 고찰한 본 연구를 통해 안정적인 사서교사 배치를 위한 이론적 토대를 마련할 수 있을 것이다.

소비자보호를 위한 자동차결함제도의 개선연구 (A Study of Korean Vehicle Recall System Reforms)

  • In the United States, when NHTSA initiates the vehicle defect investigation, the most of automotive manufactures voluntary start their vehicle's recall campaign immediately. However, in the domestic market, NGOs, medias and even the National Assembly complaint the attitude of domestic and foreign makers tendencies of retardation of recall campaign. Also there were criticism for the manufacturer's concealing or downsize of their vehicle defects to the publics. In general, the manufactures may wait until MLIT's decision to recall orders. Therefore, in this study, from the survey of foreign countries legal recall systems and it is recommended reinforcement of the current vehicle management law to promote more frequent voluntary recall campaign from makers. In this study, it is also includes summarize all previous recall related research works and proposes the more stringent regulations to punish of concealing or downsize their vehicle safety defects.

철도안전 이러닝 운영체계 구축방안 연구 (A Study on e-Learning Model to Support Railway Safety Training)

  • According to the Railroad Safety Act and section 42 of the Enforcement Ordinance, railway operators should conduct railway safety training regularly(6 or 3 hours per three months). But Overall Railroad Safety Audit conducted 2006 pointed out nonfulfillment of a regulations on railway worker's safety training to each of every 4 railway operators, which proved that the training management had not carried out properly. E-learning is used in various fields with development of Internet and IT technologies. It might be a good alternative tool for railway workers who is in shift working of the company 24 hours a day. Because it is difficult to collect those employees for training, e-learning could overcome obstacles of time and distance. In order to find out suitable e-learning model to railway sector, e-learning system for railway safety training has been researched through investigating e-learning technology and present railway safety training condition.

개인정보 영향평가 수행 사례에 기반한 기관의 개인정보보호법 대응방안에 관한 연구 (A Research on Institution's Countermeasure for Personal Information Protection Act Based on the Examples of Performing the Privacy Impact Assessment)

  • According to the enforcement of Personal Information Protection Act as of September 2011, the laws and regulations for the protection of personal information that were applied only to the certain sectors such as information & communication network, financial institutions, public sector etc. for the time being has been expanded to apply to all public and private sectors to process personal information. In particular, because the public institutions are obliged to be mandatorily conducted of the Privacy Impact Assessment, it will be enforced in earnest for each agency's informationization business that handles personal information. In this paper, I examine the most derived vulnerability and set up the improvement measure to supplement it with the examples of 10 of all the institutions conducting the Privacy Impact Assessment in the year 2011. And, I suggest the measures to be prepared by the institutions to observe the Personal Information Protection Act.

넷 중립성의 경제적 특성과 시사점 (Economic Characteristics and Implications of Net Neutrality)

  • In this paper I examined economies and implications of "Net Neutrality" and Internet Freedom. It is argued that mandating Net Neutrality would be likely to reduce economic welfare. Instead, the government should focus on creating competition in the broadband market by liberalizing more spectrum and reducing entry barriers created by certain local regulations. In cases where a broadband provider can exercise market power the government should use its antitrust enforcement authority to police anti-competition behavior. To assure Net Neutrality, it is needed to make sure of fair competition and to facilitate flexible prices. Especially it is needed to invest consistently to the sector of Network.

A Study on s-INS for Small and Medium-Sized Ships

  • With regard to a marine safety system, large vessels are generally loaded with INS (Integrated Navigation System). But although small and medium-sized ships are exposed to safety accidents in the sea, they are not carrying proper navigation devices and equipment. Accordingly, in order to develop INS for small and medium-sized ships(s-INS), an existing INS has newly been organized and integrated. Recently, more strict enforcement of INS-related regulations is expected at home and abroad, and the scope of their applications is being broadened. To keep up with this global trend that ships are being loaded with digital devices and equipment, this study has tried to develop s-INS, broadening its applications, and suggesting a future research plan.

자동차 안전기준 체계 정비방안 연구 (A Study on Improvement Scheme for Korea's Motor Vehicle Safety Standards System)

  • The Korea's safety standards for vehicle have been strengthened to reduce casualties from traffic accidents since 1962. The standards have a rather complicated structure. The safety standards are composed of the main text and asterisks, and the safety standard implementation rules are composed of the main text, asterisks and appendices, and items of the same name are stipulated in other chapters within the safety standards. This study is to suggest improvement measures such as simplifying the structure of these safety standards and integrating safety standard items with the same name. Through this, users' understanding of the standards will be improved, and it is expected that the system will be more efficient such as securing safety quickly through harmonization with international standards following the development of rapidly changing new technologies such as automated vehicles.

  • The Korea's automobile safety standards consist of standards for automobiles, automated vehicles, two-wheeled vehicles and auto parts, and there are 157 articles. In connection with the safety standards, the implementation rules stipulated for detailed test methods and procedures are composed of the main body, asterisks and annexes, and have a rather complicated structure. In addition, the test items in the asterisk are specified with the same or similar name as the test items in other asterisks. In this study, the structure of these implementation rules is simplified and the same test items are integrated. This is expected to increase the user's understanding of laws and regulations and efficiency.
