실물옵션 모형을 이용한 RPS와 배출권거래제 연계의 신재생에너지 투자효과

  • 2012년부터 RPS 제도가 시행됨에 따라 신재생에너지 분야에서의 투자가 활발히 이루어질 것으로 예상된다. 신재생에너지를 통한 기업의 온실가스 감축투자는 장기적으로 기술진보와 국내 전력가격에도 영향을 미치는 중요한 요소이다. 한편, 국내에 온실가스 감축정책 수단으로 배출권거래제가 논의 중인 바, 유사한 성격의 두 제도가 기업의 환경투자 의사결정에 미치는 영향을 분석하도록 한다. 투자의 비가역성과 배출권 및 REC 가격의 불확실성을 고려하는 실물옵션 모형을 이용하여, 게이트웨이의 설정을 통한 배출권과 REC의 호환성이 보장될 때에 투자 인센티브를 분석하였다. 환경투자를 통해 온실가스 감축이 충분히 클 경우에는 투자에 대한 게이트웨이의 긍정적인 효과가 확인되는 것으로 나타났다. 신재생에너지 투자효과에 대한 보다 엄밀한 분석을 위하여 향후 발전사 데이터의 구축을 통해 실증분석이 추가로 이루어져야 할 것이다.

온실가스배출 감축사업(KVER) 제지목재 분야 인증 감축방법의 경제성 분석 (Economic Analysis of GHG Emission Reduction Methodology in Pulp, Paper and Wood Industry Approved by Korea Voluntary Emission Reduction Program)

  • The Energy and Green House Gas target management system was launched by the Korean Government in 2010. The Korea Emission Trading System will start in 2015. Therefore, simultaneous pursuit of energy saving and greenhouse emission reduction through energy use rationalization is an important obligation of Korean engineers, who import about 97% of domestic energy consumption. Economic analysis of the GHG emission reduction methodologies registered and approved by Korea Voluntary Emission Reduction (KVER) program was conducted. The results for waste heat recovery employed in an energy intensive pulp, paper and wood industry were reported. The emission reduction intensities were 9.7 kg $CO_2$/ton_pulp production. Net Present Value analysis showed that the GHG emission reduction was economically beneficial with an internal rate return of 60%. The results of exergy analysis indicated that the second law efficiencies of waste heat recovery system employed in KVER program were 77.3% and 53.6%. NPV decreased as the exergy decreased.

  • The cost-effective reduction of greenhouse gas(GHG) emission to avert the most severe impacts of climate change remains one of the widely accepted priorities for global action. In order to facilitate cost-effective abatement strategies, the Kyoto Protocol introduced three mechanisms, or flexible instruments, the Emissions Trading(ET), the Joint Implementation(JI) and the Clean Development Mechanism(CDM). The CDM enables Annex I countries to the Kyoto Protocol to partially meet cost-effectively their emission reduction commitments by undertaking GHG mitigation Projects in developing countries, which do not have any GHG abatement obligations and where the emission reductions are cheaper. One of the major barriers hampering the wide spread implementation of CDM is the high transaction costs associated with the initial identification of promising CDM projects. This paper presents development of a pre-validation program of CDM. The developed program may provide a useful aid to potential investors and project developers as a supportive pre-evaluation tool, and may become an effective tool for the promotion of renewable energy and fuel switching projects.

How does Voluntary Carbon Disclosure (VCD) Induce Changes in Carbon Performance? With the Role of Management Capability

  • While there a growing interest in Voluntary Carbon Disclosure (VCD), comparatively little is discussed whether the improved quality of voluntary carbon disclosure can lead to subsequent changes in a company's carbon reduction performance. Drawing on companies under the Korean Emission Trading Scheme (ETS) with the contents analysis of their sustainable reports, the present research seeks to address the existing knowledge gaps in the current literature on environmental disclosure. Findings empirically show that an increase in the voluntary carbon disclosure score is positively transformed into changes in carbon performance and further develop that the effect of voluntary carbon disclosure on carbon performance varies depending on changes in management capability with the moderation effect.

  • In this study, a methodology is investigated for the development of social responsibility program employed by major domestic companies under social pressure. It is true, however, that its infancy in history and lack of experience makes it difficult to run novel programs for the companies on their own and it naturally leads to copying and/or slight modification of what others do. Utilizing widely accepted SWOT analysis, stakeholders analysis and PDCA Cycle, a methodology for the successful programs with sustainability is proposed by reflecting business nature and strategic direction. Three real cases are analyzed. In addition, relationship and position with social welfare organizations is elucidated.

  • In this study, applicability of GHG ETS Offset Program in Korea for a refrigerant sector was analyzed by reviewing foreign management policy and project status in progress related to refrigerants in the disposal stage. In order to derive the implication of the domestic Offset Program, it was looked into approved offset projects and certified offset credits current state in Korea. Offset Program has approved 22 methodologies up to the present, so it is necessary to enhance the accessibility to GHG reduction in various industrial sector including the refrigerant sector by developing appropriate methodologies. In this study firstly, it was investigated that management regulation of countries are managing the refrigerants in the disposal stage such as United States, Japan, Australia. Secondly, of CDM methodologies there were two methodologies associated with the refrigerant reduction(treatment), which were decomposition HFC-23 and destruction of HFC-134a. Also there were a non-registered methodology about destruction of HFC-134a of end of life vehicles. Lastly, in California according to Compliance Offset Program, there was Compliance Offset Protocol in ODS Projects that provided eligible conditions. 탄소시장과 탄소펀드 개발에 관한 연구 (A Study on the Carbon Market and Carbon Funds Development.)

  • Kyoto Protocol is an international convention on concrete performance program for UNFCCC(United Nations Framework Convention on Climate Change), which regulate and prevent to global warming and officially came into effect on February 16, 2005. Kyoto flexible mechanisms, the agreed environmental system in March 1997 in the Third Conference of Parties in UNFCCC General Assembly, Emission Trading System(ETS), Clean Development Mechanism(CDM) and Joint Implementation(JI), are key policies related to environment. In advanced countries, greenhouse gas emissions should be reduced average 5.2% level compared to 1990 in total emissions during 2008-2012. World leading carbon market finished the trial on the EU ETS I greenhouse gas emissions trading system, EU ETS II is operated regularly after 2008. World Bank leads to make 'Prototype Carbon Fund(PCF)' in April 2004, which is the world first carbon fund and a representative public carbon fund type, World Bank operate various funds including present PCF. Thus, I would like to propose as follows in relation to this study: First, in the validity analysis of carbon funds, it would be needed to analyze the Emission Reduction Cost Efficiency(ERCE) of carbon. The ERCE is a break-even value which brings the Net Present Value(NPV) to zero. NPV approach is used among projects and it enables potential projects to be compared and evaluated the ERCE on the basis of the net present value of net future cash flows. Therefore, according to results of analysis, carbon funds should be developed and invested. Second, it would be necessary to allow of issuing bonds together with carbon funds, carbon finance etc. Third, carbon funds, it would be reasonable to have a relatively enough maturity in project and as a financial derivatives in the international financial markets, it is needed various types of transactions. Fourth, it would be needed to standardize the carbon emissions trading for more efficiently. Fifth, it would be necessary to establish and invest in various kinds of domestic and overseas global carbon funds, including governments, privates, governments and privates sectors. And it is also needed to establish the medium and long term plans for carbon funds. Sixth, it would be needed to foster the advanced trade mechanisms for carbon funds in the most effective ways. Finally, carbon funds should be used in harmony with international societies to reduce global warming as the social responsible investing funds and it should be contribute to sustainable development. In addition, it would seem that carbon funds should be studied on establishing the contributable standard of sustainable development in the future assignment.

다수 거래비율하에서의 SO2 배출권 거래 : 미국 사례 (SO2 Emission Permits Tradable under Exchange Rates : U.S. Case)

  • 본 연구에서는 다수의 교환비율을 가진 이산화황 배출허가권을 거래하기 위한 계획을 평가하였다. 이러한 비율들은 가상의 사회비용 최소화 과정 속에서 배출권자들의 한계 환경규제준수 비용에 기초하여 정해진다. 이러한 계획은 일대일 방식의 배출권거래로 알려진 현존하는 미국 환경국의 거래프로그램과 대조되어 고찰되었으며 두 정책들 모두 동일한 배출총량을 발생시키는 것으로 모형화하였다. 이산화황의 집중도와 건강피해 정도에 더하여 두 정책들 사이에서의 소비자와 생산자 잉여를 알아보기 위해 미국 환경산업에서의 부분균형을 수량화한 모형이 사용되었다. 그 결과 지역오염 수준은 두 정책에 따라 상당히 크게 변화되는 것으로 발견되었다. 다양화된 교환비율들의 구조는 단일비율하에서의 배출권거래보다 산업이익 측면에서는 22억 달러, 그리고 건강피해규모에서는 21억 달러만큼 능가하는 것으로 평가되었으나 소비자 잉여를 67억 달러만큼 감소시키는 것으로 추정되었다. 따라서 기대와는 달리 교환비율들은 25억 달러만큼 총후생을 감소시키는 것으로 추정되었다. 이러한 결과는 실증적인 문제일 수도 있지만 근본적으로는 메커니즘 디자인의 설정에 기인한다.

국내 온실가스 감축의 조기행동 인정 방안 (Consideration of the Early Action in the GHG Emission Reduction)

  • Enforcement Decree of the Framework Act on Low Carbon, Green Growth for achieving the country's GHG emission reduction goal of 30% was in effect. The remarkable content of the Act is the managements of targets for GHG reduction. So, the entities that have reduced voluntarily have much interest in the recognition of 'early action'. The recognition of early action is necessary to induce the fair competence of business entities and promote the voluntary GHG reduction. The definite and concrete guidance should be prepared. The important principles for this are the environmental integrity and the additionality. Based on this, the early action activities must be restricted to the voluntary, real, permanent, quantifiable, verifiable reduction. In the early action recognition, its credit should be allocated additionally set aside from the GHG target allocation in the national total allowance. Through this, the reward for the early reduction should be realized on market mechanism. The effective period to award the early action should be addressed. This can be the period after the enactment of framework on GHG reduction in effect and before the beginning year of GHG target control. It should be set with flexibility through the collection and consultation of the sector's opinions. The appropriate allowance reserve of early action was estimated as approximately 1~1.5% by using the data from the 'Pilot GHG Emission Trading Program' operated by Ministry of Environment. Also, the concrete and detail guidance to construct the necessary infra which is used to register the related information of early action activities should be prepared.

  • $CO_2$ 의무규제에 대비해 국내외의 대응방안 및 기술개발 동향과 국내 산업계 대처방안, 향후 발전분야에 미칠 영향 등을 분석하였다. 의무규제에 대비하여 가장 많은 준비가 된 유럽은 에너지 효율 개선 및 대체에너지 개발에 많은 투자를 하고 있으며, 일본은 에너지 절약 및 해외사업을 통해 감축의무를 준수하도록 하는 동시에, 장기 기술개발 계획에 따라 여러 분야에서 R&D 투자가 활발히 이루어 지고 있다. 또한, 미국은 에너지 절약 프로그램 및 배출권 거래제를 이용하여 감축의무에 대비하고 있으며 최근에 DOE(Department of energy)등을 중심으로 경제성 있는 신기술 분야에 집중 연구하는 경향을 보여주고 있다. 우리나라도 향후 의무부담을 받을 경우를 대비하여 그동안 정부 및 출연연구소 중심으로 연구가 수행되어 왔다. 한편, 감축의무 적용시 가장 먼저 이행이 예상되는 발전분야에 대해 선진국중 완화된 기준을 가지는 포르투갈 감축기준을 적용하였을 경우, 제5차 장기전력 수급계획에 따른 청정연료 등의 전환 등의 자발적 감축노력에도 불구하고, 2015년 이후 가동중인 발전소중 50여기를 가동 중지해야 하는 사태가 발생할 수 있음을 발전분야 감축의무량 분석결과를 통해 도출하였다.
