New Construction Method for Quaternary Aperiodic, Periodic, and Z-Complementary Sequence Sets

  • Based on the known binary sequence sets and Gray mapping, a new method for constructing quaternary sequence sets is presented and the resulting sequence sets' properties are investigated. As three direct applications of the proposed method, when we choose the binary aperiodic, periodic, and Z-complementary sequence sets as the known binary sequence sets, the resultant quaternary sequence sets are the quaternary aperiodic, periodic, and Z-complementary sequence sets, respectively. In comparison with themethod proposed by Jang et al., the new method can cope with either both the aperiodic and periodic cases or both even and odd lengths of sub-sequences, whereas the former is only fit for the periodic case with even length of sub-sequences. As a consequence, by both our and Jang et al.'s methods, an arbitrary binary aperiodic, periodic, or Z-complementary sequence set can be transformed into a quaternary one no matter its length of sub-sequences is odd or even. Finally, a table on the existing quaternary periodic complementary sequence sets is given as well.

Emergency Medical System based on GIS (GIS(Geographic Information System ) 을 이용한 응급의료 진료관리 시스템 개발)

  • The purpose of this study is to provide GIS application to the emergency medical service management system in the Seoul area. Two wards, Kangnam-Gu and Songpa-Gu, were selected for a pilot study subject. The main focus of the study was to develope the network system using GIS which could select the most available hospital from the site being emergency case and advise the minimum path to the hospital. ARC/INFO pc version was need to implemeni an indexing system for automated mapping and data storage. The developed system, "Emergency Medical System based on GIS ${\ulcorner}$EMS/GIS${\lrcorner}m$", consists of the cartographic database and vehicle transportation system. The results suggest that EMS/GIS network are needed to connect the local transportation network between major emergency care hospitals and central conirol tower in the near future. If the EMS/GIS system could be more developed based in further analysis, it would be the most useful economical and efficient for emergency medical service with mutual aid system.al aid system.

Curriculum development and operation methods based on national competency standards (NCS) in the department of emergency medical technology (전문대학 응급구조과의 국가직무능력표준(NCS) 기반 교육과정 개발 및 운영방안 연구)

  • Purpose: Although appointed as a national competency standards (NCS) based reserves department, the department of emergency medical technology, an NCS-based emergency department, is mainly focused on subject deduction for a NCS-based curriculum. Methods: Job models were formed and verified by combining the competency unit of NCS and the duty of Developing a curriculum (DACUM) based on the development procedure indicated in the guidelines for a NCS-based curriculum. The mapping method of the subject was performed by deducting necessary competency units (duty) and competency unit elements (task) by connecting with the composition items of NCS and DACUM. Results: Job models combined with job analysis for the NCS and DACUM were reduced to 13 competency units (duty) and 79 competency unit elements (task). A modified method such as the 1:N method was mainly applied as a subject-matching method with consideration of the competency level and size of the competency unit. Conclusion: It would be a desirable direction to develop a NCS-based curriculum in the center of the practice subject in consideration of the size of the competency unit and competency level of the competency unit element. The existing curriculum should be promoted as a field-oriented curriculum at the complementary level.

Modeling and simulation of large crowd evacuation in hazard-impacted environments

  • Every year, many people are severely injured or lose their lives in accidents such as fire, chemical spill, public pandemonium, school shooting, and workplace violence. Research indicates that the fate of people in an emergency situation involving one or more hazards depends not only on the design of the space (e.g., residential building, industrial facility, shopping mall, sports stadium, school, concert hall) in which the incident occurs, but also on a host of other factors including but not limited to (a) occupants' characteristics, (b) level of familiarity with and cognition of the surroundings, and (c) effectiveness of hazard intervention systems. In this paper, we present EVAQ, a simulation framework for modeling large crowd evacuation by taking into account occupants' behaviors and interactions during an emergency. In particular, human's personal (i.e., age, gender, disability) and interpersonal (i.e., group behavior and interactions) attributes are parameterized in a hazard-impacted environment. In addition, different hazard types (e.g., fire, lone wolf attacker) and propagation patterns, as well as intervention schemes (simulating building repellent systems, firefighters, law enforcement) are modeled. Next, the application of EVAQ to crowd egress planning in an airport terminal under human attack, and a shopping mall in fire emergency are presented and results are discussed. Finally, a validation test is performed using real world data from a past building fire incident to assess the reliability and integrity of EVAQ in comparison with existing evacuation modeling tools.

  • We investigate the current situation and development trend of domestic smart city and emergency vehicle priority signal control system analyzing the existing effectiveness of 1) emergency vehicle priority signal control system and 2) control emergency vehicle priority signal, based on domestic and foreign prior research for signal control system security. The effectiveness of time reduction was analyzed through actual application and test operation to emergency vehicles after establishing the system. In addition, for security management and stable service of real-time signal system control we propose improvement for the technical control items of the ISMS-P certification system to secure golden time to protect citizens' precious lives and property in case of emergency by classifying and mapping the existing ISMS-P certification system and the Korea Internet & Security Agency's cyber security guide according to the items of security threats.

Emergency Room access by Population Density and distance of Daegu Metropolitan city (대구광역시의 인구밀집과 거리에 따른 응급실 접근성)

  • This study examined the accessibility of emergency rooms according to the population density and distance in Daegu Metropolitan City to help improve the quality and emergency medical accessibility problems in Daegu Metropolitan City. To observe the geographical requirements, the number of population in eup, myeon, dong, available emergency, and available emergency compared to the population were mapped through the S-GIS of Statistics Korea to visualize the data based on the 3km radius. To determine the difference in accessibility to emergency rooms for each district in Daegu Metropolitan City, the data were analyzed by ANOVA and Scheffe. According to the average number of emergencies available in Daegu Metropolitan City within a 3-kilometer radius were 5.7 in Jung-gu, 5.0 in Nam-gu, 1.6 in Buk-gu, 0.4 in Dong-gu, 2.4 in Seo-gu, 0.9 in Suseong-gu, 3.5 in Dalseo-gu, and 0.1 in Dalseong-gun; there was a statistically significant difference (p<.001). The available emergency within a 3km radius and available emergency per 1,000 people were concentrated in the center. Therefore, it may be necessary to institute an urban emergency medical network by establishing a point that serves as an intermediate hub to provide emergency medical care to citizens far from the center.

  • Emergencies and disasters can happen any time without any warning, and things can change and escalate very quickly, and often it is swift and decisive actions that make all the difference. It is a responsibility of the building facility management to ensure that a proven evacuation plan in place to cover various worst scenario to handled automatically inside the facility. To mapping out optimal safe escape routes is a straightforward undertaking, but does not necessarily guarantee residents the highest level of protection. The emergency evacuation navigation approach is a state-of-the-art that designed to evacuate human livings during an emergencies based on real-time decisions using live sensory data with pre-defined optimum path finding algorithm. The poor decision on causalities and guidance may apparently end the evacuation process and cannot then be remedied. This paper propose a cloud connected emergency evacuation system model to react dynamically to changes in the environment in emergency for safest emergency evacuation using IoT based emergency exit sign system. In the previous researches shows that the performance of optimal routing algorithms for evacuation purposes are more sensitive to the initial distribution of evacuees, the occupancy levels, and the type and level of emergency situations. The heuristic-based evacuees routing algorithms have a problem with the choice of certain parameters which causes evacuation process in real-time. Therefore, this paper proposes an evacuee routing algorithm that optimizes evacuation by making using high computational power of cloud servers. The proposed algorithm is evaluated via a cloud-based simulator with different "simulated casualties" are then re-routed using a Dijkstra's algorithm to obtain new safe emergency evacuation paths against guiding evacuees with a predetermined routing algorithm for them to emergency exits. The performance of proposed approach can be iterated as long as corrective action is still possible and give safe evacuation paths and dynamically configure the emergency exit signs to react for real-time instantaneous safe evacuation guidance.

Risk Perception of Fire Fighters Responsible for Nuclear Power Plants : A Concept Mapping Approach (원자력발전소 관할 소방관의 위험인식 개념도 연구)

  • The perception of risk that firefighters have is closely related to their performance and emergency preparedness in nuclear power plant accidents. This study investigated the unique risk perception among firefighters working in nuclear power plants (NPPs) using a concept mapping method. Thirty three firefighters in NPPs participated in this study. Two core axes, "fear and control" and "coping resource", emerged in the firefighters' risk perception. In particular, the risk perception consisted of six clusters: fear of radiation exposure and low controllability; anxiety caused by the lack of control and authority; lack of trust and cooperation; lack of authority and professionals; lack of equipment, manual, and information; and lack of knowledge and training. Catastrophic expectation and a low sense of control caused by the lack of responsive resources were the main factors that increase the risk perception. The theoretical and practical contributions of this study were discussed.

Seismic vulnerability assessment of masonry facade walls: development, application and validation of a new scoring method

  • This paper approaches the issue of seismic vulnerability assessment strategies for facade walls of traditional masonry buildings through the development of a methodology and its subsequent application to over 600 building facades from the old building stock of the historic city centre of Coimbra. Using the post-earthquake damage assessment of masonry buildings in L'Aquila, Italy, an analytical function was developed and calibrated to estimate the mean damage grade for masonry facade walls. Having defined the vulnerability function for facade walls, damage scenarios were calculated and subsequently used in the development of an emergency planning tool and in the elaboration of an access route proposal for the case study of the historic city centre of Coimbra. Finally, the methodology was pre-validated through the comparison of a set of results obtained from its application and also resourcing to a widely accepted mechanical method on the description of the out-of-plane behaviour of facade walls.

  • In this paper, range measurement performance of LRF (Laser Range Finder) module and image contrast of color CCD camera are evaluated under the aerosol (high temperature steam) environments, which are simulated severe accident conditions of the LWR (Light-Water-Reactor) nuclear power plant. Data of LRF and color CCD camera are key informations, which are needed in the implementation of SLAM (Simultaneous Localization and Mapping) function for emergency response robot system to cope with urgently accidents of the nuclear power plant.
