A Study of Redesigning Electronic Records Management Policies (전자기록관리정책의 재설계에 관한 연구)

  • In consideration of the drastic transformation of records management environments, this study aims to suggest the directions for redesigning the electronic records management policies at a national level. First, it clarifies the four implicit objectives of electronic records management policies since the 2006 amendment of the Public Records Management Act, such as comprehensiveness for ensuring the appropriate management of any type of digital records, digital-friendly processes for records management, proper management for guaranteeing the evidential value of digital records, and long-term preservation of digital records. Second, it examines the challenging environmental factors in the areas since 2006. Third, it reviews the achievement of the policies as well as failures based on analyzing the policy documents and data from the National Archives of Korea. Fourth and finally, it suggests core areas and directions for redesigning the electronic records management policies, emphasizing the inclusiveness for data-type electronic records.

  • This study was intended to investigate the long-term preservation policy of electronic records published abroad to derive and compare the policy elements necessary for policy establishment. The U.S., Canada, United Kingdom, Australia, and Switzerland archives were selected, which officially announced the e-Record Preservation Policy. Research and analysis of the long-term preservation policies of the five selected countries resulted in six main policy elements. These six policy elements are preservation scope, long-term preservation strategy, risk management, integrity assurance methods, preservation infrastructure, and reference models. We compared and analyzed five long-term preservation policies through policy elements and found six implications as a result. The implications were focused on establishing a long-term preservation strategy in line with the actual state of the institution and using long-term preservation policies outside of the country as advanced cases for various types of electronic records.

  • Electronic records created by Korean Government Agencies in the course of their business activities have been increased rapidly since e-Government had been implemented. With more government business being, conducted electronically, the importance of managing electronic records effectively, appropriately, and trustily has never been greater. For managing electronic records accountably and trustily, it to necessary to develop relevant and detail electronic records management regulation. For that reason, this study is to analyze Korean Acts and Foreign(USA, UK, Canada Australia) Acts, Regulations, or Policies related to electronic records management and to suggest legislative requirements which could guide to develop regulation or Act of electronic records management.

  • This study aims to analyze the current policies and problems associated with the electronic records disclosure and to suggest the access paradigm for electronic records management. For this, Act on Disclosure of Information by Public Agencies. Public Records Management Act, and Electronic Government Act are analyzed in the light of public access to electronic records. The analysis lays special emphasis on the scope of public records to be disclosed, time to disclosure of public records. computer editing for pubic service. records dissemination through Internet, and the role of records centers and public libraries. Based upon the analysis, policy directions for electronic records management are suggested.

  • The work environment that produces and preserves records is changing in the digital transformation era, going beyond the new technologies of the Fourth Industrial Revolution. The electronic records management strategy in the archives must be prepared according to the technology, policy, and environmental changes related to overall records management of the era. Based on this, the basic environment in which the public can access records can be created by preserving the value of records. This study analyzes the direction of changes and strategies of records management in the digital environment and the direction of electronic records management strategies of the National Archives & Records Administration (NARA) in the United States, the National Archives of Australia (NAA), and the National Archives of Korea (NAK). Based on the analysis, the study suggests policies, facilities, and personnel elements as the core of the national electronic records management strategy and direction in the digital era.

  • The greatest mission of archival community lies in collecting records to document past and present Korean society and in safeguarding them to pass over to the next generation. For the last decade, Korean archival community has actively pursued this mission and accomplished it to the certain extent. A series of events occurred during the last year urged the community to regretfully accept that the so-called accomplishment was by no means satisfactory. The present study aims to review what has been achieved against what should be if the community is to be truthful to the fundamental mission. It begins with addressing attributes of electronic records. To be specific, attributes of electronic records as 'records' are compared against those as 'digital objects.' Current state of long-term preservation of electronic records is reviewed. Suggestions follow in terms of four directions: establishing a policy framework based on principles of electronic records management, building integrated electronic records management system, researching and developing functionalities for long-term preservation, and finally, knowledge transfer and coordination.

Management of the Preservation Media for Electronic Records (전자기록물을 위한 보존매체의 관리)

  • Traditional paper records have two aspects such that the paper records are information, and are information media itself. The preservation media for the paper records seems to be another forms for original ones including microfilm and optical disks. On the other hand, new-coming electronic records lack the aspect of information media. To guarantee the existency of the original electronic records we need the preservation media for the electronic records, different from the media for the traditional paper records. The preservation media helps the Authenticity, integrity, and usability as well. This paper describes the need for the preservation media, identifies problems on the existing concept for them, derives the principles to resolve the problems, and suggests the management policy based on the principles.

A study on the Economic Analysis of Electronic Records & Archival Management in the Public Institutions (공공 전자기록관리의 경제성 분석을 위한 연구)

  • This study aims to propose a tool for a comparison of public electronic records management in a public institution and a private records management facility and to reveal the considerations prior to decisions on the way of management. For developing a tool, it chooses CoMMPER as a basic model and modifies it after reviewing existing cost models, because only CoMMPER can over public records management. Modified-CoMMPER is added a new cost area[Aquisition], and is modified and extended cost elements and generic cost factors for the comparison. Public institutions which consider whether commission the management of public electronic records can use Modified-CoMMPER for comparing economic impacts in terms of long-term preservation. To make a rational decision on the way of management based on the economic analysis, this study proposed 3 main task. Fist, the scope of the activities has to be defined, second, the cost-effectiveness has to be estimated base on the cost model, for example Modified-CoMMPER, third, policy-making for the management of public electronic records must be proceeded based on the various researches on the cost of records management.

  • According to a recent survey, over 18,000 government information systems have numerous different functions and characteristics. Although every dataset that is created and maintained in government information systems is declared as a collection of records according to the Public Records Management Act, current electronic records management policies cannot cover dataset records management. This study suggests the policy directions for dataset records management at the national level. It emphasizes the necessity to preserve the appearance and behavior (function) of database systems to ensure the authenticity of dataset records. In addition, this study investigates "emulation" as a representation and long-term preservation methodology for dataset-type records. It also suggests a dataset records model.

  • Externally, business environment in public institution has being changed as government business reference model(BRM) appeared and business management systems for transparency of a policy decision process are introduced. After Records Automation System started its operation, dissatisfaction grows because of inadequacy in system function and the problems about authenticity of electronic records. With these backgrounds, National Archives and Records Service had carried out 'Information Strategy Planning for Reform to Records Management System' for 5 months from September, 2005. As result, this project reengineers current records management processes and presents the world-class system model. After Records and Archives Management Act was made, the records management in public institution has propelled the concept that paper records are handled by means of the electric data management. In this reformed model, however, we concentrates on the electric records, which have gradually replaced the paper records and investigate on the management methodology considering attributes of electric records. According to this new paradigm, the electric records management raises a new issue in the records management territory. As the major contents of the models connecting with electric records management were analyzed and their significance and bounds were closely reviewed, the aim of this paper is the understanding of the future bearings of the management system. Before the analysis of the reformed models, issues in new business environments and their records management were reviewed. The government's BRM and Business management system prepared the general basis that can manage government's whole results on the online and classify them according to its function. In this points, the model is innovative. However considering the records management, problems such as division into Records Classification, definitions and capturing methods of records management objects, limitations of Records Automation System and so on was identified. For solving these problems, the reformed models that has a records classification system based on the business classification, extended electronic records filing system, added functions for strengthening electric records management and so on was proposed. As regards dramatically improving the role of records center in public institution, searching for the basic management methodology of the records management object from various agency and introducing the detail design to keep documents' authenticity, this model forms the basis of the electric records management system. In spite of these innovations, however, the proposed system for real electric records management era is still in its beginning. In near feature, when the studies is concentrated upon the progress of qualified classifications, records capturing plans for foreign records structures such like administration information system, the further study of the previous preservation technology, the developed prospective of electric records management system will be very bright.
