Hybrid Electric Vehicle(HEV) is driven by an internal-combustion engine and an electric motor. It is a combination of an internal-combustion engine and several electrical equipments which use a high voltage battery, an electric motors, an inverter and others. But there is not any separate detailed enforcement regulations for high voltage electric appliances in the existing vehicle-related safety standards. So, test standards suggestion as well as test technique development need to be done for ensuring electrical safety, for an electric motor, a high voltage battery, a(n) inverter/converter and an electric power transmission units and other equipments to ensure the safety of high voltage electric appliances which is the HEV key electrical component. In this paper, We are to provide helpful data to support test technique development and test standard establishment for HEV design and electrical safety security by the following methods; by measuring the voltage, the electric current, and the frequency of HEV, by analyzing electrical characteristics of high voltage electric appliances, and by analyzing temperature characteristics of the electrical current among the analyzed electrical characteristics by thermal imagining cameras.

The output voltage value of AC high voltage source has been usually measured by employing the high voltage divider of inductive or capacitive type. In the study, we have developed a new method for measuring the output voltage up to 60kV using parallel plates electrode and electric field sensor, which are constructed by home-made. Unlikely the conventional method using a high voltage divider, this developed method makes it possible to extend the range of output voltage from known low voltage measurement to high voltage measurement. From the linearity measured between electric field and applied voltage in the output voltage range of 1kV-30kV, the output voltage value up to 60kV can be obtained by the electric field measurement using the electric field sensor. The output voltage value obtained using the method is consistent with that obtained using high voltage divider within corresponding uncertainties.

In this paper, we analyze the errors associated with electric field interference for fiber-optic voltage sensors working in a three-phase electric system. For many practical conductor arrangements, the electric filed interference may cause errors unacceptable for the accuracy requirements of the sensors. We devised a real time compensation method for the interference by introducing geometric and weight factors. We realized the method using simple electronic circuits and obtained the real time compensated outputs with errors of 1 %.

The major causes of electrical fire are classified to short circuit fault, overload fault, electric leakage and electric contact failure. The principal factor of the fire is electric arc or spark accompanied with such electric faults. Earth Leakage Circuit Breaker (ELB) and Molded_case Circuit Breaker (MCCB), that is, Residual Current Protective Devices (RCDs) used on low voltage distribution lines cut off earth leakage and overload, but the RCD can not cut off electric arc or spark to be a major factor of electrical fire. As the RCDs which are applied in low voltage distribution panel are prescribed to rated breaking time about 30[ms] (KS C 4613), the RCDs can't perceive to the periodic electric arc or spark of more short wavelength level. To improve such problems, this paper studies on an arc fault circuit interrupter (AFCI) using the distorted voltage wave in electric arc faults. The proposed voltage sensing type AFCI is an electrical fire prevention apparatus of new conception that operates a circuit breaker with sensing the instantaneous voltage drop of line voltage at electrical faults occurrence. The proposed AFCI is composed of control circuit topology using some semiconductor switching devices. Some experimental tests of the proposed AFCI confirm practicality and the validity of the analytical results.
It has been known that D.C. breakdown Voltage is lower than A.C. breakdown Voltage in insulatingoil, but there are still many unvivid points at electric conduction in breakdown or under of high electric field. This study measured the electric current-electric field characteristics (I-E characteristics) and the breakdown Voltage under of D.C. electric field of insulating oil using the system of electrodes that are near the Uniform electric field with a result. I can study, electric conduction in area of high electric field depends upon the Schottky effect. The liquidity of breakdown electric field takes place by the local concentration of electric field. The longer gap is and the more electric current is the more breakdown Voltage decreased. There are not almost the change of electric current-electric field characteristics by materials of electrode.

The constraint conditions are the stator voltage and the stator current to operate the motor in the flux weakening region. The maximum current is limited by the inverter current rating and the machine thermal rating. Given DC link voltage to control the motor in the flux weakening the maximum voltage is determined by considering PWM strategy, dead time, voltage drop of the inverter switching device, and the margin of the voltage for current forcing. In this paper, the new method to determine the available maximum voltage is derived by the quantitative method and by considering the factors of the voltage drop. The proposed method to determine the maximum voltage is very useful to improve the stability of the motor system and to enlarge the speed operation region in the flux weakening operation. Therefore the utility of the maximum voltage is increased.

The load of electric railroad can generate voltage fluctuation in the electric railway system because of high speed of the electric railroad and frequent movement and stop. This voltage fluctuation of electric railway system can cause not only voltage imbalance but also harmonic in the utility grid. Therefore the electric railroad system is in need of the reactive power compensation, such as static synchronous compensator (STATCOM) and static var compensator (SVC). Especially, the battery energy storage system (BESS) can control the real and reactive power at the same time. In this paper, the electric railway system using BESS has been modeled to show its voltage compensation effect using Matlab/Simulink.

As electric shock accident take place frequently, electrical safety is extremely important to prevent them. This paper describes the characteristics of electric shock. In order to examine it, an experimental apparatus including a model of a human body is fabricated and the magnitude of the voltage held by the model is measured under several conditions as follows;(1) the model is not contacted to an electric pole and a step voltage does not exist. (2) the model is not contacted to an electric pole and a step voltage exists. (3) the model is contacted to an electric pole and a step voltage does not exist (4) the model is contacted to an electric pole and a step voltage exists. As a result of the experiment it is found that the voltage held by the model depends on the step voltage as well as the voltages applied to the electric pole.

In this paper, in order to analyze high electrical insulation and cooling performance using mineral oil, the liquid insulating oil was changed in electrode shape and distance between electrodes to compare and analyze electrical characteristics according to equal electric field, quasi-equivalent electric field, and unequal electric field. As a result, the breakdown voltages were 36,875 V and 36,875 V in the form of sphere-sphere and plate-plate electrodes with equal electric fields. The breakdown voltage was 31,475 V in the sphere-plate electrode type, which is a quasi-equilibrium field, and the breakdown voltage was 28,592 V, 27,050 V, and 22,750 V in the needle-needle, sphere-needle, and needle-plate electrode types, which are unequal fields. Through this, it is possible to know the difference in breakdown voltage according to the type of electric field. The more equal the field, the higher the breakdown voltage, and the more unequal field, the lower the breakdown voltage. The difference in insulation breakdown voltage could be seen depending on the type of electric field, the insulation breakdown voltage was higher for the more equal electric field, and the insulation breakdown voltage was lower for the more unequal electric field. Also, it was confirmed that the closer the distance between the electrodes, the higher the insulation breakdown voltage, the higher the insulation breakdown current, and the insulation breakdown voltage and the insulation breakdown current were proportional.

In electric railway system, potential of rail has been risen, for return-current flows through rail. The magnitude of rising voltage is different to railway feed system, ground admittance of rail and the load current. If rising voltage of rail is large, electric shock can be occurred to passengers and maintenance- worker, In this paper, we estimate the rising voltage of rail in high speed railway system and check the safety to human beings.
