의료기관 대상 평가통합 및 효율화 방안 (Integration and Efficiency Strategies of Evaluations for Medical Institutions)

  • Objectives: In Korea, there are many kinds of evaluations for medical institutions. However, evaluations are increasingly burdensome for medical institutions because evaluation agencies, evaluation timing, and evaluation methods are different. The purpose of this study is to improve the efficiency of evaluation for medical institutions and ultimately to provide quality medical services to patients. Methods: In this study, 2,310 indicators of 19 kinds of evaluation for medical institutions were analyzed. Results: 1,424 indicators were available for on-site surveys and 886 indicators were not available for on-site surveys. There were 4 kinds of evaluation that can be integrated in total, 12 kinds of evaluation that can be integrated partially, and 3 kinds of evaluation that need to maintain the current evaluation system. Conclusion: In order to provide patient-centered quality medical services through reduction of burden due to the evaluation for medical institutions, it is necessary to deeply discuss the efficiency of evaluation integration and result utilization.

Efficiency Evaluation of PMASynRM versus SynRM Using a Coupled Finite Element Method and Preisach Modeling

  • This paper deals with the efficiency evaluations in a synchronous reluctance motor (SynRM) versus a permanent magnet assisted SynRM (PMASynRM), using a coupled transient finite element method (FEM) and Preisach modeling, which is presented to analyze the characteristics under the effects of saturation and hysteresis loss. We herein focus on the efficiency evaluation relative to hysteresis loss and copper loss on the basis of load conditions in a SynRM and PMASynRM. Computer simulation and experimental results for the efficiency, using a dynamometer, show the propriety of the proposed method and the high performance of the PMASynRM.

대학조직의 성과관리를 위한 계층분석과정의 적용 (Application of Analytic Hierarchy Process to the Performance Management of University Organization)

  • This study is to apply of AHP to the performance management of university organization. Especially, in the present study, the authors modeled performance evaluations for S university administration hierarchically and analyzed the weights of those. The domains of performance evaluations were divided in five domains: strategy, resource management, process, finance management, and customer management, referred to the viewpoints of BSC. The results of analysis revealed that strategy was the most important element of evaluation in the first stage and except for strategy and finance management which consist of the single element of evaluation respectively in the second stage, the efficiency of administration supporting service was the important element of evaluation. The weights of performance evaluations, however, revealed in different as the class of position. Finally this study showed that the weights of performance evaluations computed in the present study can be used as those of evaluation indices for S university administration.

A Systematic Review of the Economic Evaluation of Telemedicine in Japan

  • Objectives: There is no systematic review on economic evaluations of telemedicine in Japan, despite over 1000 trials implemented. Our systematic review aims to examine whether Japan's telemedicine is cost-saving or cost-effective, examine the methodological rigorousness of the economic evaluations, and discuss future studies needed to improve telemedicine's financial sustainability. Methods: We searched five databases, including two Japanese databases, to find peer-reviewed articles published between January 1, 2000 and December 31, 2014 in English and Japanese that performed economic evaluations of Japan's telemedicine programs. The methodological rigorousness of the economic analyses was assessed with a well-established checklist. We calculated the benefit-to-cost ratio (BCR) when a reviewed study reported related data but did not report the BCR. All cost values were adjusted to 2014 US dollars. Results: Among the 17 articles identified, six studies reported on settings connecting physicians for specialist consultations, and eleven studies on settings connecting healthcare providers and patients at home. There are three cost-benefit analyses and three cost-minimization analyses. The remaining studies measured the benefit of telemedicine only, using medical expenditure saved or users' willingness-to-pay. There was substantial diversity in the methodological rigorousness. Studies on teledermatology and teleradiology indicated a favorable level of economic efficiency. Studies on telehomecare gave mixed results. One cost-benefit analysis on telehomecare indicated a low economic efficiency, partly due to public subsidy rules, e.g., a too short budget period. Conclusions: Overall, telemedicine programs in Japan were indicated to have a favorable level of economic efficiency. However, the scarcity of the economic literature indicates the need for further rigorous economic evaluation studies.

High Efficiency Design Considerations for the Self-Driven Synchronous Rectified Phase-Shifted Full-Bridge Converters of Server Power Systems

  • This paper presents a high frequency design approach for improving efficiency over a wide load range in the self-driven phase-shifted full-bridge converters for server power systems. In the proposed approach, a detailed ZVS analysis of the lagging leg switches in both the continuous conduction mode (CCM) and the discontinuous conduction mode (DCM) is presented. The optimum dead time and the determination of the appropriate operation mode are given for high efficiency according to the load conditions. Finally, the optimum operation conditions are defined to achieve a high-efficiency. A laboratory prototype operating at 80 kHz, rated 1 kW (12 V-83.3 A), is built to verify proposed theoretical analysis and evaluations. The experimental results show that the maximum efficiency is achieved as 95% and 83.5% at full load and 5% load conditions, respectively.

Packet Size Optimization for Improving the Energy Efficiency in Body Sensor Networks

  • Energy consumption is a key issue in body sensor networks (BSNs) since energy-constrained sensors monitor the vital signs of human beings in healthcare applications. In this paper, packet size optimization for BSNs has been analyzed to improve the efficiency of energy consumption. Existing studies on packet size optimization in wireless sensor networks cannot be applied to BSNs because the different operational characteristics of nodes and the channel effects of in-body and on-body propagation cannot be captured. In this paper, automatic repeat request (ARQ), forward error correction (FEC) block codes, and FEC convolutional codes have been analyzed regarding their energy efficiency. The hop-length extension technique has been applied to improve this metric with FEC block codes. The theoretical analysis and the numerical evaluations reveal that exploiting FEC schemes improves the energy efficiency, increases the optimal payload packet size, and extends the hop length for all scenarios for in-body and on-body propagation.

  • We undertook the quantitative evaluations of Industrial Accident Prevention Program (IAPP). The six parameters, such as relevance, efficiency, consistency, sustainability, effectiveness, coherence, were chosen by expert plenary sessions. Two stage of Analytic Hierarchy Process were used to determine the weighted value of assessment criteria. This expert plenary suggests that the six parameters and its weight values are useful for quantitative evaluations of IAPP. Additional researches regarding the real world application of this assessment tool should be initiated.
