Overview of Environmental Impact Assessment and Environmental Protection Technology in Tunnel Construction (터널 건설에 따른 환경영향 평가 및 대응기술 개발 방향)

  • The environmental influence in tunnel construction is the drying of the ground water, the drop of the ground water level, and noise and vibration by tunnel excavation. The environmental influence can cause the change of natural ecosystem and the source of popular complaints. In case of popular complaints, the tunnel construction can be stopped or the construction period can be extended. Also, the financial loss may be reached to hundreds of billions won. The technology development to minimize the environmental influence in the tunnel construction is very important in order to control popular complaints and to preserve ecosystem. It should be required the investigation, the evaluation, and the assessment of environmental impact to reduce environmental influence in the tunnel construction. The objective of this research is to review the environmental impact assessment in Korea and to introduce the environmental protection technology which minimizes the environmental influence generated in the tunnel construction.

Development and Application of Natural Ecosystem Value Assessment Model in Land Development (개발사업지구 내 자연생태계 가치평가모델 개발 및 적용)

  • The goals of this study were to development Natural Ecosystem Value Assessment Model, to suggest the practical applicability of the Natural Ecosystem value assessment for development areas, and to assess natural ecosystem quantitatively using GIS. The Model can evaluate Natural Ecosystem Value between before and after land developments. To select indicators for the model, we conducted the literature reviews. and six indicators and the standard of evaluation had been developed through the expert interviews and literature reviews. the relative importance of the evaluation index throught two times expert questionnaires was found out. the Natural Ecosystem Value Assessment Model has been established, The results demonstrate that although the suggested six indicators are arranged by priority, to maintain quantitative and qualitative the natural ecosystem value, all indicators are desirable to be maintained complementarily. The findings of this study suggest that the natural ecosystem value assessment model appears to be effective an assessment for damaged natural environment value and possible to assign a score value. Also, this model can be applied to research areas and has implications to help maintain the natural ecosystem in land development districts.

  • Ecosystem service accounting must measure ecosystem supply functions, demand, and the actual service flows that occur between them. In order to measure flows, supply and demand relationships must be defined, and a methodology that can objectify complex connections is needed. Although various studies on ecosystem services have been conducted in Korea, but researches on accounting for ecosystem services are not enough. The purpose of this study is to evaluate flood control ecosystem services by applying the EU methodology studied in the Experimental Ecosystem Account (EEA) of System of Environmental Economy Account (SEEA) and explore ways to introduce ecosystem account. To conduct the study, the ecosystem's runoff retention potential, social and economic demand for flood control, and actual service benefit flows formed from the relationships between them were modeled and quantified on a spatial basis. As a result of calculating the actual flow of flood control ecosystem services, the total domestic service amount was calculated to be 165,595 (ha), and it was confirmed that much of it was concentrated in agricultural land. In order to account for domestic flood control services in the future, key spatial data such as land cover maps must be continuously established and managed, and researches on input data and methodologies applicable to various spatial scopes such as national, regional, and unit watersheds are expected to be necessary.

  • 보전전략은 규모가 큰 지역을 설정하여야 하는 데 그 이유는 광역보전지역은 다양한 생물지리학적인 분포를 포함할 수 있기 때문이다. 이런 관점에서 본 보고서는 우리 나라의 다섯 개의 중요한 생태계에 대하여 기술하였다. 다섯 개의 생태계는 산림생태계, 담수생태계, 연안 및 해양 생태계와 도서생태계 그리고 비무장지대생태계이다. 각각의 생태계 보전전략에 대해 물리적인 측면과 생물지리적 측면에서 기술되었으며 생태계 보전방안은 생태계의 기능과 가치뿐만 아니라 자연시스템을 유지하고 복원하는 데 매우 유리하다. 생태계 보전을 위해 1) 지역주민에게 인센티브를 제공하고, 2) 연구와 교육 및 홍보의 기능을 강화하며, 3) 지역정보와 기술을 상호 교환하고, 4) 국제협력 증진을 도모, 5) 보전지역을 조성하기 위한 예산확보를 제안하였다.

A Study on Eco-village Planning in Chindo-ri, Muju-kun (무주군 진도리의 생태마을 조성계획에 관한 연구)

  • This paper proposes the planning and design of the Eco-village centering around Chindo-ri, Muju-kun. The Eco-village project has three basic objects the Eco-village residents' lives adapting to ecological principles such as regeneration and circulation, life agricultural techniques based on organic cycle, and residents' harmonious lives with the surrounding nature. For constructing of the Eco-village, first, the subject area was analyzed in terms of the natural and cultural environment and then, on this analytic ground the concrete concept and the specific plan were set up. The following details also should be considered: the scale of the residential household, the population, the space arrangement of the village, the material cycling structure, the waste treatment, the purification of the sewage, the energy supply, the landscape architecture, the production activity, the conservation of the ecosystem and so on.

The Suitable Types and Measures of Wildlife Crossing Structures for Mammals of Korea (국내 포유동물에 적합한 생태통로의 유형과 규격)

  • In this study, suitable types and measures of Wildlife Crossing Structures (WCS) for mammals of Korea were analyzed to suggest basic information for design guidelines of WCS. In order to find the types and measures, we conducted field surveys on 79 WCS and literature reviews on 159 WCS. The results of our study were as follows; Small-medium sized carnivores usually use all measures of wildlife underpass, meanwhile large sized herbivores as water deer need lager measures than 0.7 Openness Index(OI). Furthermore, we found that wildlife overpasses were usually used at the measure of 6.8 m width by every mammal. Therefore, we concluded that the proper measures should be lager than 0.7 OI for underpass and 7 m width for overpass.

  • Environmental specimen banks provide the baselines for the scientists and decision makers to do research using the past and present specimens to expect the possible contaminant implications of the future. Many chemicals that are considered harmless now but not found may be found and pose threats in the future. Collected specimens of animals and plants should be conserved without contamination for future analysis. To ensure the availability of samples for the retrospective analysis, the establishment and maintenance of specimen banks in the developing and developed nations has become absolutely necessary. National Environmental Specimen Bank (NESB) established at National Institute of Environmental Research (NIER) in 2009. For the application of NESB, several activities such as standard operating procedures (SOPs) development have been prepared. This study applied the guidelines for sampling and sample treatment of five environmental specimens which had been prepared from 2007 to 2009. The target species were shoots of red pine and Korean pine, leaves of Mongolian oak, eggs of domestic pigeon and muscles and livers of common carp. The NESB will enhance the quality of environmental assessment and environmental monitoring based on real time and retrospective analysis.

Improvement of the EIA for Land Reclamation Projects in the Coastal Areas of Korea (해양매립사업 환경영향평가의 개선방안)

  • In Korean coastal areas, land reclamations are main development projects that should be based on environmental impact assessment(EIA), because those human interventions can change coastlines, damage tidal flats, and pollute adjacent areas to threat seafood safety and devaluate overall ecosystem service value. Existing procedures of the EIA for land reclamation projects were diagnosed and evaluated to enhance them. Problems were identified in the designation of survey areas, the consistency in survey sites and periods, the standardization of survey methods and reports, the confidence of survey results and the verification of predictions. Lack of integration was noticeable and could be improved by synthesizing different assessments from topography geography, marine physics, marine chemistry and marine biology. We suggest that successful precautionary marine environment management requires readjusting the cost of EIA, recruiting experts in marine environment, constructing database and establishing specialized assessment system.

Assessing Habitat Quality and Risk of Coastal Areasin Busan (부산 연안역의 서식지 질 및 위험도 평가)

  • Busan, where the coastal ecosystem health is deteriorating due to high development pressure and intensity of use, needs ecosystem management that considers humans and the natural environment together for sustainable use and ecosystem preservation of the coastal areas. In this study, the InVEST model was applied to assess the habitat status of the coastal land and coastal sea to manage the ecosystem based on habitats. As a result of the assessment of the coastal land, the habitat quality of Gadeok-do, Igidae, and Sinseondae, Gijang-gun are high, and Seo-gu, Jung-gu, Dong-gu, and Suyeong-gu are low. In the case of the coastal sea, the habitat risk of the Nakdong river estuary is low, and some areas of Yeongdo-gu, Saha-gu, Gangseo-gu are high. Therefore, for the sustainable use and preservation of coastal ecosystems, it is necessary to prepare ecosystem-based management measures to improve damaged habitats and reduce threats. In addition, the impact on coastal seas should be fully considered when planning coastal land development. The results of the InVEST habitat quality model in coastal land show similar tendencies to the biotope and environmental conservation value assessment map. The results of the habitat risk assessment in the coastal sea are expected to be utilized to identify habitats in the coastal sea and management of threat factors.

The Impact of Abrupt Climate Change on the Marine Ecosystem in the East Sea

  • Environmental changes caused by the abrupt climatic change are one of the important issues in the scientific community. In the East Sea, abrupt climatic shift, called Younger Dryas, is identified. The age of the Younger Dryas cold episode occurred at 11.2 ka. Overall, changes in circulation and bottom water conditions occurred during the Younger Dryas cold episode in the study area. Especially, climatic transition from meltwater spike to the Younger Dryas cold episode is characterized by significant shifts of oxygen isotope values, the coiling ratios of Neogloboquadrina pachyderma, and the planktonic foraminifers abundances. The impact of abrupt climate change on the ecosystem is very significant. In the East Sea, the calcium carbonate secreting organism(foraminifers) is replaced by silicon dioxide secreting organisms(diatom, radiolarian) after the abrupt and severe cold climatic event. Based on the Doctrine of Uniformitarianism, at least climate change for the next 100 years would be severely influence on the marine ecosystem.
