한국경제개발 계획년도별 가계소비지출 구조분석 (An Analysis of the Household Consumption Expenditure Structure by the Korean Economic-Development Plan Years)

  • The purpose of this study is to consider the socio-economic development and policy in each five-year economic development plan influences of urban households and to seek a plan of household stability and reasonable consumption expenditure on the aspect of Family economics. Data is based on the "Annual Report on the Family Income and Expenditure survey" of the National Bureau of Statistic Economic Planning Board, Republic of Korea and analyzed as follows: First, in analysis to the structure of consumption expenditure, the averaged percentage of each item to total consumption expenditure is estimated by each Economics Development Plan year. Second, in order to analyze the relative importance value of household consumption expenditure, priority correlation order is derived from comparison of characteristics of household consumption expenditures by multiple regression analysis. Third the patterns of consumption expenditure of salary and wage earner's households in all cities are estimated by the household consumption function, marginal propensity to consume, and income elasticity, according to socio-economic variable, and demographic variable. In the recent Korean economy, income level of household is increased and consumption expenditure level is largely increased because of the execution of economic development plan. But the improvement of income derives the increasment of the consumption needs and over-consumption trend is spread due to the import liberization. And above all, the reasonable household management and economic life are needed.

필리핀 방사모로 이슬람 자치지역의 개발정책수립을 위한 제언 (Some Advises for Building Development Plan of the The Bangsamoro in Mindanao)

  • We have examined its current economic conditions and status of the Bangsamoro in Mindanao and derived some important policy recommendation to build the future development plan. For this purpose, we first estimate the economic size and GRDP per capita and investigate next several economic and social indicators such as poverty rate and industrial structure. We find that the Bangsamoro is the least developed region in Philippines whose average income is the lowest and whose poverty rate is the highest in the Philippines. In addition, its industrial structure is very falling behind. Applying simple theory of economic growth, we find that several economic reasons such as lack of private and public investment caused by the political instability, high illiterate rate and less education, incapability of local government account for it. As a result, several policy recommendations are suggested to make the development plan of the Bangsamoro. First, the plan should be very comprehensive and second, it should be a very sustainable one equipped with the long run one and short run one. Third, the plan should be harmonized with that of the central government and those of neighboring local governments. Fourth, it should exploit the assistance of international development organization.

Strategic Environmental Assessment for the Master Plan of Tonkin Gulf Coastal Economic Belt Development: Lesson Learnt

  • Methodology and application of Strategic Environmental Assessment (SEA) for policies, plans, and programs are still new approach in Vietnam. With a support from Vietnam-Swedish Project (SEMLA) and Ministry of Natural Resources and Environment (MONRE), SEA for the Tonkin Gulf Coastal Economic Belt Development Plan was conducted in 2008. Lessons obtained from this SEA may contribute to improving methods and practicing SEAs for regional development. The main lessons summarized in this paper are: (i) close cooperation between the planning and environmental teams from the beginning phase of a master plan; (ii) SEA should focus not only on impacts to the natural environment but also on main issues of socio-economic aspects; (iii) approaches and methods used in SEA should be appropriate to properly predict the impacts at regional-levels and cumulative impacts; (iv) a good SEA study may be achieved when detailed data on the environment and socio-economy of the study area are available and have active engagement of stakeholders, including project affected sectors, ecologists, planners, policy makers, etc. This paper is useful for whom, those work in SEA in regional development.

중국 제14차 5개년 계획 산업 정책 및 한중 협력에 관한 연구 - 글로벌 가치사슬 측면으로 - (Research on the Industrial Policy in China's 14th Five-Year Plan and China-Korea Cooperation: Based on Global Value Chains)

  • China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.

Integrated Development Planning for the Mongolian Economic Development Planning

  • This paper deals with challenges of Mongolian government regarding Economic Development Plan (hereafter EDP). EDP has a long history, appearing first in the socialist countries, then in European countries following the European Reconstruction Plan after the Second World War, and then in many developing countries after they gained independence from the colonial rule. Major challenges of the Mongolian EDP are largely related to the absence or lack of integrated approach. We will propose a new integrated framework based on the approach suggested by UNDP. The new framework consists of 5 core areas; 1) institutions and governance, 2) evidence-based and empirically backed policy options, 3) development of budgeting and financial system, 4) and monitoring and evaluation (M&E), 5) capacity development. In order to identify challenges in Mongolia, the new integrated approach was applied to diagnose current states. To understand current states of EDP in Mongolia, survey regarding EDP in Mongolia was conducted for the 43 officials of Ministry of Finance. The same approach was applied for Five-Year Economic Development Plans in Korea to compare performances with EDP in Mongolia. On the basis of comparative analysis of EDPs in Mongolia and Korea, some lessons are suggested.

A Technology for Water Pollution Diffusion Prevention based on Web Map

  • An integrated water environment management system is necessary in improving water quality, properly allocating water resources, and supporting socio-economic development. Specifically, water quality management system using web map can be an efficient approach to accomplish this system. This paper aims to construct a dynamic water quality management system to reflect a water environment management system which includes three sub-models with consideration of their interrelationships (a socio-economic model based on dynamic Input-Output model, a water resources cycle model, and a water pollutants flow model). Based on simulation, the model can precisely estimate trends of water utilization, water quality, and economic development under certain management targets, and propose an optimal plan. This study utilized the model to analyze the potential of using reclaimed water to accomplish local water environment management and sustainable development plan while exploring the applicable approaches. This study indicates that the constructed water environment management system can be effective and easily adopted to assess water resources and environment while improving the trade-off between economic and environment development, as well as formulate regional development plan.

인천 경제자유구역의 현황과 발전방향 - 중국 경제특구와의 비교를 통해 - (Status and Development Direction of Incheon Free Economic Zone - Through comparison with the Special Economic Zone of China -)

  • Abstract: Korea has designated free economic zones to build the foundation for national economic development by setting up special economic zones to be more competitive in cities. On August 5, 2003, the government designated Songdo, Yeongjong and Cheongna districts in Incheon as free economic zones. But while the development should have been completed nearly three years before the end of the development, the development has been slow and the population, foreign direct investment and other business results are far from the initial plan. Therefore, in this study, we will investigate the various problems occurring in the Incheon Free Economic Zone, investigate the causes of the problem, and then compare and analyze the Incheon Free Economic Zone and China's special economic zones. The two institutions share similar characteristics in many areas, but the Incheon Free Economic Zone system has yet to be settled, as the special economic zone has played a significant role in economic development in China. Therefore, the study is expected to find a solution to the problems of the free economic zones in Incheon and provide directions for future development.

Development of Science and Technology Park (STP) in Indonesia to Support Innovation-Based Regional Economy: Concept and Early Stage Development

  • Science and Technology Park (STP) is perceived to be a vehicle in promoting innovation-based economic growth within the framework of regional and national innovation systems. STP is a tool to encourage regional innovation and competitiveness in increasing contribution of science and technology in economic development. STP can also be a leading sector in creating conducive environment for local community's technopreneurship. In relation to the vision outlined in the 2025 Indonesian Master Plan of Acceleration and Expansion of Indonesia's Economic (MP3EI), STP is stated to be an important element in creating innovation within the framework of Special Economic Zone among six Economic Corridors. Hence, the government of Indonesia continues to encourage the development of STPs in Indonesia by involving local governments, universities, business players and stakeholders surround the area. Ultimately, STP is a platform in developing National Innovation System (NIS) and Regional Innovation System (RIS).

The Surrey Research Park: A Case Study of Strategic Planning for Economic Development

  • The development of the Surrey Research Park by the University of Surrey is an addition to a number of existing strategies to collaborate with industry that it has developed over its 120 year history. The potential to undertake this development was based on owning a substantial land holding that the University acquired when the Borough Council for the town of Guildford invited the University to relocate from Battersea in London to its new location in 1966. Initial plans for the Park in 1979 were accelerated in 1981 in response to plans by the then government to reduce funding for Higher Education in the UK. Beyond a broad master plan for the site that was based on topography and access to the site the plans that were developed were based on a survey of 100 companies that were deemed to be in the target market for the site and a review of the other 7 science parks that were being developed in the UK in 1981. The findings from this proved to be important in developing the master plan for the site. Another important influence on the project was the objectives that were defined for the 3 stakeholders in the project of the University, the tenant companies and the planning authority relate to economic development, a competitive advantage of tenant companies, knowledge transfer, the profile for the University and the capacity to generate income proved to be a valuable framework on which to develop a master plan. These details were underpinned by five objectives which served the three stakeholders in the site. Those for the University included commercial potential, knowledge transfer and image and reputation; those for the town primarily related to economic development and the plan was to help tenants gain a competitive advantage by locating on the site. In addition a number of success indicators were defined for the project against which to measure performance and have remained as a useful set of parameters on which to base the assessment of the performance of the site. In combination with these indicators a further analysis deals with the success factors that are considered as important in influencing performance. The paper sets details the history of the park and covers the success indicators and factors and reviews these in the context of the original objectives for the site.
