On-Site Earthquake Early Warning System Design and Performance Evaluation Method (현장 지진조기경보시스템의 설계 및 성능평가 방법)

  • Recently, in order to improve the performance of the Earthquake Early Warning System (EEWS) and to supplement the effects of earthquake disaster prevention in epicenters or near epicenters, development of on-site EEWS has been attempted. Unlike the national EEWS, which is used for earthquake disaster prevention by using seismic observation networks for earthquake research and observation, on-site EEWS aims at earthquake disaster prevention and therefore requires efficient design and evaluation in terms of performance and cost. At present, Korea lacks the necessary core technologies and operational know-how, including the use of existing EEWS design criteria and evaluation methods for the development of On-Site EEWS as well as EEWS. This study proposes hardware and software design directions and performance evaluation items and methods for seismic data collection, data processing, and analysis for localization of On-Site EEWS based on the seismic accelerometer requirements of the Seismic and Volcanic Disaster Response Act.

  • This paper describes the development trends and service provision examples of disaster occurrence and spread prediction technology for various disasters such as tsunamis, floods, and fires. In terms of fires, we introduce the WIFIRE system, which predicts the spread of large forest fires in the United States, and the Metro21: Smart Cities Institute project, which predicts the risk of building fires. This paper describes the development trends in tsunami prediction technology in the United States and Japan using artificial intelligence (AI) to predict the occurrence and size of tsunamis that cause great damage to coastal cities in Japan, Indonesia, and the United States. In addition, it introduces the NOAA big data platform built for natural disaster prediction, considering that the use of big data is very important for AI-based disaster prediction. In addition, Google's flood forecasting system, domestic and overseas earthquake early warning system development, and service delivery cases will be introduced.

  • Although many researches related to monitoring and automatic measuring devices for early warning system during slope failure have been carried out in Korea and aboard, most of the researches have installed measuring devices on the slope surface, and there are only few researches about warning systems that can detect and warn before slope failure and disaster occurs. In this study, slope failure simulation experiment was performed by attaching sensors to rock bolts, and initial slope behavior characteristics during slope failure were analyzed. Also, the experiment results were compared and reviewed with varied slope conditions, i.e. shotcrete slope and natural slope, and varied material conditions, i.e. GFRP and steel rock bolt. This study can be used as a basic data in development of warning and alarm system for early evacuation through early detection and warning before slope failure occurs in steep slopes and slope failure vulnerable areas.

  • In the previous research, the research on the development of subway disaster detection system that discovers the disaster early warning of the subway station disaster and the evacuation to the passengers based on the Internet of things. This paper as a follow-up study analyzes the sensor data installed in the station in real time to quickly detect the disaster. In particular, we developed a statistical methodology based on the Mahalanobis distance in consideration of the environment that varies depending on the installation location of the sensor during initial system construction.

  • North Korea's discharge of water from a dam into the Imjin River that flows through the inter-Korean border swept away a riverside camping site early Sunday morning, killing six people. This tragic incident might have been prevented if the North had given prior notice of the release from its Hwanggang Dam to the South. Investigations are under way to determine the reasons behind the unexpected act. This incident was a man-made disaster not least death of six people. A water level monitoring system(WLMS) of the Imjin River was installed the bridge of Pilseung that operate three public institutions. The WLMS of the A institution set up warning siren and broadcasting as the water level has been rising the bridge of Pilseung in the Imjin River. But the A institution's system was already out of side before discharged of water a dam into the Imjin River and the operators were culpable negligence. The B institution's office employee on charges of negligence that might have contributed to the tragedy and one of the A institution's employees ignored 26 warning messages on the WLMS. This tragic incident was a man-made disaster not least death of six people and might have been prevented if the WLMS was normally operated and the system operators must be worked a tight.

Proposal of Early-Warning Criteria for Highway Debris Flow Using Rainfall Frequency (1): Proposal of Rainfall Criteria (확률 강우량을 이용한 고속도로 토석류 조기경보기준 제안 (1) : 강우기준 제안)

  • In this study, we propose rainfall frequency criteria for the development of early-warning system based on the evaluation of the highway debris flow that includes the contents of the rainfall recurrence cycle. The rainfall criterion was recommended based on the results of previous researches and the recommended rainfall criterion was 1 hour, 6 hours, and 3 days. At this time, the study subjects were located in Gangwon area and the probability rainfall of 8 stations in Gangwon area was collected. Also, the probabilistic distribution of the 1 hour, 6 hour, and 3 day rainfall criteria to be used for the early warning for the highway debris flow in Kangwon area was estimated through the probability analysis. In addition, we analyzed the correlation between 3 types of rainfall criteria selected from the rainfall data and the actual destructive damages of debris flow at 12 points in 7 lines of Gangwon highways. At this time, the rainfall criterion on the probability distribution was divided into an average value and a lower limit value. As a result of the review, it was found that the case of using the lower limit value of the rainfall according to the recurrence intervalwell simulates the situation of actual debris flow hazards.

  • In the previous study, the rainfall data of 1 hour, 6 hours and 3 days were used as the rainfall criterion according to the grade to trigger the debris flow in the highway area, using the rainfall data of Gangwon area and the rainfall time-series data at the spot where the debris flow occurred. In this study, we propose an early warning criterion of the highway debris flow triggering through appropriate combination of three rainfall criteria selected through previous studies and adjustments of rainfall criterion in the highway debris flow triggering. In addition, simulations were conducted using the time-series rainfall data of 2010~2012, which had a large amount of precipitation for the five sites where debris flows occurred in 2013. As a result of the study, the criteria for the early warning of highway unsteadiness on the highway were prepared. In case of the grade-based adjustment, it is preferable to apply the unified rating to the grade B. Also, if the fatigue of the monitoring is not a problem, adjusting it to A or S may be a way to positively cope with the occurrence of highway debris flow.

  • Early detection in real-time response of slope movements ensures tremendous saving of lives and repair costs from catastrophic disaster. Therefore, it is essential to constantly monitor the performance and integrity of slope-stabilizing structures such as Rock bolt, Nail and Pile during or after installation. We developed a novel monitoring system using Fiber Bragg Grating (FBG) sensor. It's advantages are highly sensitivity, small dimension and electro-magnetic immunity. capability of multiplexing, system integrity, remote sensing - these serve real-time health monitoring of the structures. Real-time strain measurement by the signal processing program is shown graphically and it gives a warning sound when the monitored strain state exceeds a given threshold level so that any sign of abnormal disturbance on the spot can be easily perceived.

Water Level Tracking System based on Morphology and Template Matching

  • In this paper, we proposed a river water level detection and tracking of the river or dams based on image processing system. In past, most of the water level detection system used various water sensors. Those water sensors works perfectly but have many drawbacks such as high cost and harsh weather. Water level monitoring system helps in forecasting early river disasters and maintenance of the water body area. However, the early river disaster warning system introduces many conflicting requirements. Surveillance camera based water level detection system depends on either the area of interest from the water body or on optical flow algorithm. This proposed system is focused on water scaling area of a river or dam to detect water level. After the detection of scale area from water body, the proposed algorithm will immediately focus on the digits available on that area. Using the numbers on the scale, water level of the river is predicted. This proposed system is successfully tested on different water bodies to detect the water level area and predicted the water level.

Experimental and Analytical Study on the Water Level Detection and Early Warning System with Intelligent CCTV (지능형 CCTV를 이용한 수위감지 경보시스템에 대한 실험 및 해석적 연구)

  • In this research, we developed video analytic algorithms to detect water-level automatically and a system for proactive alarming using intelligent CCTV cameras. We applied these algorithms and a system to test-beds and verified for practical use. We made camera-selection policies and operation plans to keep the detection accuracy high and to optimize the suitability for the ever-changing weather condition, while the environmental factors such as camera shaking and weather condition can affect to detection accuracy. The estimation result of algorithms showed 90% detection accuracy for all CCTV camera types. For water level detection, NIR camera performed great. NIR camera performed over 95% accuracy in day or night, suitable in natural weather condition such as shaking condition, fog, and low light, needs similar installment skills with common cameras, and spends only 15% high cost. As a result, we practically tested water level detection algorithms and operation system based on intelligent CCTV camera. Furthermore, we expect the positive evidences when it is applied for public use.
