Many e-learning programs in Korea use lecture as a main instructional method. A meta-analysis study reports that e-learning programs using lectures were the most ineffective. In addition, many researchers in the field of distance education contend that the active participation of learners is the key to the success of e-learning. These imply why we can easily find many people who don't have good impression about e-learning. The quality of e-learning depends on the application of appropriate pedagogy. This study aims to present the implications for the improvement of e-learning programs in the Republic of Korea by analyzing the psychological characteristics reflected on the e-learning programs in the U. S. that have been improved through design research for a long time. The result shows that the e-learning programs in the U. S. have five major psychological aspects, i.e., reflective thinking, collaborative interaction, knowledge construction, situated action, and utilizing multiple representations. Consequently, this study suggests that e-learning programs in the Republic of Korea need to reflect learning principles such as learning by doing, situated learning, collaborative learning, learning with multiple representations in order to improve the quality.
The purpose of this study is to increase the level of learning achievement by on-line learning instruments and self-regulated learning. The study were to investigate the 3 learning instrument-lecture, homework, participation-self related learning strategy, learning achievement. This Survey was conducted 226 responses of e-learning social welfare education learners. For this research, Amos 18 is used. The research findings can be summarized as the following. Lecture, homework and participation is indicated significantly affecting self-regulated learning and self-regulated learning is indicated significantly affecting learning achievement. And learning instruments has not statically significant direct effect on the learning achievement but learning instruments has statically significant indirect effect on the learning achievemen and the self-regulated.

Background: Outdoor workers are at risk of high ultraviolet radiation exposure, and may have difficulty using sun protection. The objectives were to determine the prevalence of sun protection behaviors in a sample of outdoor construction workers, and to assess which factors predict better sun protection practices. Methods: Participants were recruited via construction unions. Workers answered a questionnaire on demographics, skin cancer risk, sun protection behaviors, and job. Sun protection behavior scores (from questions on sunscreen use, sleeved shirt, hat, shade seeking, sunglasses) were calculated by converting Likert-scale answers to scores from 0 to 4, and taking the mean (separately for work and leisure). Determinants of sun protection behavior scores were examined for work and leisure using generalized linear models. Results: Seventy-seven workers had complete questionnaire data (participation 98%). Sun protection behaviors used most often were hats (79% often/always) and sleeved shirts (82% often/always); least prevalent were shade-seeking (8% often/always) and sunscreen (29% often/always). For both work and leisure scores, the strongest predictor was skin type, with fairer-skinned individuals having higher sun protection behavior scores. Workers had higher scores at work than on weekends. Workplaces that required hats and sleeved shirts for safety purposes had higher protection behavior scores. Conclusion: This high-participation rate cohort helps characterize sun protection behaviors among outdoor workers. Workers practiced better sun protection at work than on weekends, suggesting that workplace policies supportive of sun protection could be useful for skin cancer prevention in the construction industry.
Recently, public participation in government policy design has been further expanded and public services perceived by users are expanding. At this time, the role of the digital government and the direction of the service to be pursued are user-centered, and above all, it is necessary to focus on the keywords of pre-emptive, preventive, and customized. In order to propose service quality improvement in the public sector, service user-centered classification and monitoring are integrated and the usability of government documents is improved. It is necessary to identify the needs of whether to provide a path for public participation. In the post-corona era, people are accessing quarantine information from the digital government every day. The government should proactively respond to the acceleration of digital transformation and the non-face-to-face demands of the people who experience non-face-to-face daily life. In order to evolve into a smart organization along with the innovation promotion plan and to provide customized services, it is necessary to use existing guides for institutional and technical improvement, along with new technology and data-based analysis, to strive for change management. The government should seek counter-measures that have advanced one step ahead by incorporating new high-tech IT with user-centered necessary services. This study aims to derive improvement plans to provide user-centered digital government service design when designing public services and collecting public opinions. Based on the e-government development model research and the existing research on user-centered service design in the public sector, institutional and technical measures are provided for the improvement of digital government service design.
In this paper, I explored the direction of ICT used learning that can improve the access ability of e-learning to activate a neglected class's lifelong education by e-learning. I had a good grasp of a neglected class's actual condition of the access ability of e-learning and presented the direction of basic ICT used learning for the adults that can improve the access ability for the lifelong education by e-learning. According to the result of this research, it was found that the adult learners had a considerable disparity by age group. Therefore, it is desirable that they had to learn ICT used learning with considering the actual condition by age. Teenagers and 20 years of age need to be learned in order of an Internet club, word processor, moving picture and etc. It needs to be teamed for the $30{\sim}40$ age bracket lil order of a chat, an Internet club, searching engines and etc and for the $30{\sim}40$ age bracket in order of a chat, an Internet club and moving picture and etc. And also it needs to induce a neglected class to develope participation abilities for themselves by activating an internet club activity.
Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.
This research began by recognizing the development of telecommunication skill in a short period of time as one achievement of launching the national research and development (R&D) project for the diversification of telephone service and for the solution of telephone holdup rate. Under this concern, this research is focusing on searching the influential elements on successful outcome by analyzing the case of Time Division Exchange R&D Project carried out by Korea. Those variables for analyzing the case is limited to 7 definite variables, which are "willingness of policy making organization", "participation of manufacturers and buyers", "support from research and development group", "economy of operating methods and selection of machinery", "rate of technology transfer", "support from Fixer", and "quality management". Summarizing the result of analysis, in order to bring about technological innovation, knowledge creation activity leading to upward efficiency through competition and cooperation making a harmony should be done in one mechanism. I.e., launching an innovative policy should be done in an arena of competition and cooperation, where stability of implementing system is achieved, the entity of "Fixer" is an adequate operator, and competition and cooperation is efficiently managed, among where agreement on purpose and professional opinions are reflected.

This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.
The purpose of this study was to understand how consumers perceive the costs of couponing by coupon types and to suggest ways in which coupons should be developed to contribute to consumers' welfare. Costs/benefits of coupons as the most close antecedent variable included the following 8 constructs: searching costs, clipping costs, storing costs, extra expenses, substitution costs, pressure of holding, uncomfortable feelings, and regrets. Since it was hypothesized that the cost of couponing differs by coupon type, four coupon-types were examined: homepage coupon, E-mail coupon, DM coupon, and newspaper/magazine coupon. Data for this research were collected through 732 responses to a self-administered survey of consumers who had used all four types of coupons requesting participation from members of Internet survey firm. The conclusions of this research can be summarized as follows: (1) Women preferred off-line coupons but men preferred on-line coupons. In addition, consumers in Seoul were more familiar and satisfied with on-line coupons than consumers in other regions. (2) Among constructs of costs, consumers perceived regrets, pressure of holding, and substitution costs highly. Differently from previous studies, consumers perceived searching costs and clipping costs to be less important than other costs. (3) Storing costs, pressure of holding, and uncomfortable feelings were higher in off-line coupons, whereas clipping costs, extra expenses, and substitution costs were higher in on-line coupons. (4) In general, most constructs of costs in using homepage and newspaper/magazine coupons were higher than those of E-mail and DM coupons. (5) Cost perception was negatively related to coupon satisfaction at coupon, except newspaper/magazine coupon which was the least satisfactory coupon, regardless of costs (6) Consumers were more satisfied with direct-distribution coupons such as E-mail and DM coupons than public-distribution coupons such as homepage and newspaper/magazine coupons.

This study focuses on the criteria for lessons that develop secondary students' creativity and character in mathematics classes. Literature used in this study is related to the future direction of education (e.g., Core competencies, Information and Communication Technology, Constructivism education) and intent of the revised mathematics curriculum. Lesson criteria for developing students' creativity and character include educational content associated with the real-world contexts, use of tools and resources, active participation and interaction, problem-solving skills, teachers' attitudes, and the classroom environment. This study suggests ways to implement mathematics lessons that build students' creativity and character.
