The government supports the various systems on the premise of life-long education for improving the qualification of its people and supporting the lifelong career system. These systems help the educational activities for every generation from the teens. Each government department supports the learning activities for those who are related. In addition, each government department systemizes the regular education for advancing the performance of civil servant, by obliging a self-directed system to their member as well as by reflecting this educational activities in a promotion. This style of learning is provided not only offline but also online. However, not all necessary educational contents is furnished within the department. It is sometimes necessary to cooperate with the commissioned education and a professional educational institution. This thesis suggests three model systems while comparing one another. This paper suggests three system model. The first model is e-contents open place. The second model is e-contents open place. Finally, the suggest model is mixed form.
Along with the transformation of the knowledge-based environment, e-learning has become a main teaching and learning method, prompting various research efforts to be conducted in this field. One major research area in e-learning involves adaptive learning systems that provide personalized learning content according to each learner's characteristics by taking into consideration a variety of learning circumstances. Active research on ontology-based adaptive learning systems has recently been conducted to provide more efficient and adaptive learning content. In this paper, we design and propose an adaptive learning system based on the concept lattice of Formal Concept Analysis (FCA) with the same objectives as those of ontology approaches. However, we are in pursuit of a system that is suitable for learning of specific domains and one that allows users to more freely and easily build their own adaptive learning systems. The proposed system automatically classifies the learning objects and concepts of an evolved domain in the structure of a concept lattice based on the relationships between the objects and concepts. In addition, the system adaptively constructs and presents the learning structure of the concept lattice according to each student's level of knowledge, learning style, learning preference and the learning state of each concept.
For success in E-learning, support from a learning environment that enables learners to perform self-directed learning more effectively is assumed. However, most existing e-learning systems do not maximize the improvement in learners' self-regulated learning ability because they only partially accommodate factors that can facilitate self-directed learning. In this paper, a web-based e-learning system is designed and proposed that enables support of an enhanced self-directed learning environment by providing various learning methods, evaluation methods, learning content levels, and strategies for learning motivation in various conditions, and synthetically reflecting them. To validate the effectiveness of the proposed system, it was applied to the subject of data structures in a university course, and an online survey was conducted with the students. The results indicated that the proposed system can support a learning environment in which students can perform more effective self-directed learning, enhancing their learning ability.
The increase in demand for e-learning has created a need to explore the implications of the emerging paradigm shift on the learning environment. To utilize information technology to improve learning processes, the pedagogical assumptions underlying the design of information technology for educational purposes must be understood. However, little theoretical development or empirical research has examined the learning effectiveness in web-based distance learning. In this regard, the primary purpose of this study is to investigate which factors of E-learning influence the effectiveness of education and expectation. Based on the prior studies of the education and business training field, research model and research hypotheses were developed. Factors studied in this paper were student characteristics, system environment and teacher characteristics. The result showed that the student characteristics has the significant effect on the effectiveness of education and expectation. However, the system characteristics and the teacher characteristics have the partial significant effects. This result is partially due to the subject characteristics of this study, because the subjects of this study are the students and they have already the experiences in IT and e-learning.

This study describes the design and development of personalized e-Tutor to facilitate e-Learning. An e-Tutor was developed to provide personalized cognitive, emotional, and social learning supports automatically and integrated into an e-learning system. Fourteen learning supports selected in this study were consisted of eight cognitive, three emotional, and three social factors respectively. Participants were 202 adult learners in corporate training environments. The result indicated that e-Tutor was perceived useful in general. Amongst three, cognitive support was perceived as the most useful. Emotional and social supports of encouraging learners and facilitating interactions among learners were also reported useful to facilitate the desired learning outcomes.
Purpose - By designing a PEF(Personalized Education Feedback) system for real-time prediction of learning achievement and motivation through real-time EEG analysis of learners, this system provides some modules of a personalized adaptive learning system. By applying these modules to e-learning and offline learning, they motivate learners and improve the quality of learning progress and effective learning outcomes can be achieved for immersive self-directed learning Research design, data, and methodology - EEG data were collected simultaneously as the English test was given to the experimenters, and the correlation between the correct answer result and the EEG data was learned with a machine learning algorithm and the predictive model was evaluated.. Result - In model performance evaluation, both artificial neural networks(ANNs) and support vector machines(SVMs) showed high accuracy of more than 91%. Conclusion - This research provides some modules of personalized adaptive learning systems that can more efficiently complete by designing a PEF system for real-time learning achievement prediction and learning motivation through an adaptive learning system based on real-time EEG analysis of learners. The implication of this initial research is to verify hypothetical situations for the development of an adaptive learning system through EEG analysis-based learning achievement prediction.
Recently, as e-learning technology advances, interaction and data exchange between lecturers and learners have become very important. In addition, accuracy of data delivery and efficiency of system implementation should be ensured. Considering these aspects, SignalR is the most suitable communication method for constructing an audience response system in e-learning. Existing audience response systems require separate wireless devices and have problems with system compatibility. SignalR, on the other hand, is capable of operating in all environments including PC programs, web, Android, and iOS, and has an advantage of being easy to develop applications. As such, SignalR is widely used in chatting functions for small scale, real-time communication system, and it has never been used to implement an audience response system. Thus, for the first time in this paper, an audience response system using SignalR was proposed and an experiment was conducted on whether it was applicable at the e-learning education field. Therefore, from the results fo an experiment, a variety of e-learning environments can be built through the audience response system using SignalR proposed in this paper.

In this paper, we propose the standardized idea for learning environment of e-Learning 2.0 (originated from Web 2.0 paradigm) to overcome limitations of current passive e-Learning environment. Because current LMS/ LCMS which manages e-learning systems has the limitation of providing various interactive elements when people use video contents to study, it lacks real-timeness and interactivity between teacher-learner and learner-learner in the operation of video contents and has difficulty in measuring accurate progress rate of learners in the process of teaching-learning. Therefore, we designed multimedia contents(both-way learning requisite) to overcome limitations of current e-Learning system and to maximize the effect of learning of learners so that it makes possible to interact between learners and teachers in realtime. For this, this thesis designs the standardized idea based on expanded SCORM standard which is now used for manufacturing LMS/LCMS, and according to ideas we have proposed, it implements e-learning multimedia environment.

This paper presents a set of controlled simulated statical and engineering mechanical experiments accessible via the virtual world environment (VWE) and virtual physics lab S/W. Online courses of the university offering courses and/or programs online are growing and the number of students want education in ways which fit their personal places, e-learning is becoming more important and ubiquitous each year. In this study, first of all, question is rather 'How do we execute the learning effectiveness of e-learning courses?' than 'Why does they need e-learnig or VW-learning?'. In particular, is it possible to effectively teach mechanical engineering courses online? The answer was 'No'. So, there is little research on many of these questions. And another important question is 'Is e-learning cost effective?'. For the answer, This research provided that an instructional design model is used to 'How to think and apply the Newtonian forces' in the virtual physics lab S/W. Collected data from student are administered in the spring semester when students studied 'Introduction to Bio-resources and Systems Engineering'. Results show that a cadre of students can take highly interactively physical properties of mechanical engineering in the virtual laboratory environment. Those show that VWE is greater than that of a similar real world presentation or experimental lab, since most of students are delighted to modify and retry modeling works in the VWE.
It is difficult for mobile learners to maintain a high level of concentration when learning content for more than an hour while they are on the move. Despite the attention span issue, many m-learning systems still provide their mobile learners with the same content once used in e-learning systems. This has called for an investigation to identify the suitable characteristics of the m-learning environment. With this in mind, we have conducted a survey in hopes of determining the requirements for developing more suitable m-learning content. Based on the results of the survey, we have developed a content model comprised of two types: a segment type and a supplement type. In addition, we have implemented a prototype system of the content model for Apple iPhones and Android smartphones in order to investigate a feasibility study of the model application.
