  • This study focuses on the use of competitive analysis to identify the effective benchmarking target through consulting techniques to derive improvements. After developed using DEA(Date Envelopment Analysis) the relative efficiency analysis tool for competitor analysis to apply in consulting on-site or within the organization, this study compared the new techniques and the existing techniques. This study was carried out as follows. First, through a review of the literature, consulting competitive analysis techniques and methodologies relative efficiency analysis technique DEA for research scholars examined. Second, DEA-based competitive analysis, multidimensional efficiency analysis is presented. Third, The case study was conducted to determine the suitability and practicality of this analysis method for public company "A".

Movie Popularity Classification Based on Support Vector Machine Combined with Social Network Analysis

  • The rapid growth of information technology and mobile service platforms, i.e., internet, google, and facebook, etc. has led the abundance of data. Due to this environment, the world is now facing a revolution in the process that data is searched, collected, stored, and shared. Abundance of data gives us several opportunities to knowledge discovery and data mining techniques. In recent years, data mining methods as a solution to discovery and extraction of available knowledge in database has been more popular in e-commerce service fields such as, in particular, movie recommendation. However, most of the classification approaches for predicting the movie popularity have used only several types of information of the movie such as actor, director, rating score, language and countries etc. In this study, we propose a classification-based support vector machine (SVM) model for predicting the movie popularity based on movie's genre data and social network data. Social network analysis (SNA) is used for improving the classification accuracy. This study builds the movies' network (one mode network) based on initial data which is a two mode network as user-to-movie network. For the proposed method we computed degree centrality, betweenness centrality, closeness centrality, and eigenvector centrality as centrality measures in movie's network. Those four centrality values and movies' genre data were used to classify the movie popularity in this study. The logistic regression, neural network, $na{\ddot{i}}ve$ Bayes classifier, and decision tree as benchmarking models for movie popularity classification were also used for comparison with the performance of our proposed model. To assess the classifier's performance accuracy this study used MovieLens data as an open database. Our empirical results indicate that our proposed model with movie's genre and centrality data has by approximately 0% higher accuracy than other classification models with only movie's genre data. The implications of our results show that our proposed model can be used for improving movie popularity classification accuracy.

  • Government Research Institutes(GRI), together with universities and private research labs, constitute the core of the Korea's national innovation system, The aim of this paper is to analyze the current system of GRIs and the National Research Councils(RC) in Korea, and suggest some policy recommendations conducive to achieving a world class competitive research system. To identify the problems and policy issues, we have conducted interviews (with executives staffs of RCs, GRIs and government ministries) and questionnaire surveys. For benchmarking purposes, we have visited 9 public research institutes in the USA, UK, Germany, and France. From the analysis of the problems revealed from the interviews and questionnaires, 6 policy variables are identified: three of them, which we call systemware variables, are governance structure, resources allocation system, and management control system; and the other three, which we call humanware variables, are visions and strategic goals, leadership, and research manpower, respectively. We have found that 1;he current GRI/RC systems are inefficient mainly due to the rigid and bureaucratic governance structure and inconsistent resource (i.e., government budgets) allocation systems. We reject the idea of replacing the current RC system with such radical alternatives as 're-governmentization'or 'privatization'. Instead we recommend that the government introduce a better system of governance and national budget allocations, which in turn would help induce a better management control systems, clear research visions and goals, strong leadership on the part of the RC chairman, and more creative and motivated researchers. These recommendations may provide opportunities and rooms for chairmen of RCs and presidents of GRIs to exercise more positive leadership in terms of fitting the visions and goal of GRIs to the national R&D strategy and creating a rational management control system as well as motivating researchers in GRIs to be more creative and productive.

Comparison of the MGISEQ-2000 and Illumina HiSeq 4000 sequencing platforms for RNA sequencing

  • Currently, Illumina sequencers are the globally leading sequencing platform in the next-generation sequencing market. Recently, MGI Tech launched a series of new sequencers, including the MGISEQ-2000, which promise to deliver high-quality sequencing data faster and at lower prices than Illumina's sequencers. In this study, we compared the performance of two major sequencers (MGISEQ-2000 and HiSeq 4000) to test whether the MGISEQ-2000 sequencer delivers high-quality sequence data as suggested. We performed RNA sequencing of four human colon cancer samples with the two platforms, and compared the sequencing quality and expression values. The data produced from the MGISEQ-2000 and HiSeq 4000 showed high concordance, with Pearson correlation coefficients ranging from 0.98 to 0.99. Various quality control (QC) analyses showed that the MGISEQ-2000 data fulfilled the required QC measures. Our study suggests that the performance of the MGISEQ-2000 is comparable to that of the HiSeq 4000 and that the MGISEQ-2000 can be a useful platform for sequencing.

A passive vibration isolator with bio-inspired structure and inerter nonlinear effects

  • This paper developed and examined a novel passive vibration isolator (i.e., "X-inerter") motivated by combining a bio-inspired structure and a rack-pinion inerter. The bio-inspired structure provided nonlinear stiffness and damping owing to its geometric nonlinearity. In addition, the behavior was further enhanced by a gear inerter that produced a special nonlinear inertia effect; thus, an X-inerter was developed. As a result, the X-inerter can achieve both high-static-low-dynamic stiffness (HSLDS) and quasi-zero stiffness (QZS), obtaining ultra-low frequency isolation. Furthermore, the installed inerter can produce a coupled nonlinear inertia and damping effect, leading to an anti-resonance frequency near the resonance, wide isolation region, and low resonance peak. Both static and dynamic analyses of the proposed isolator were conducted and the structural parameters' influence was comprehensively investigated. The X-inerter was proven to be comparatively more stable in the ultra-low frequency than the benchmarking QZS isolator due to the nonlinear damping and inertia properties. Moreover, the inertia effect could suppress the bio-inspired structure's super- and sub-harmonic resonance. Therefore, the X-inerter isolator generally possesses desirable nonlinear stiffness, nonlinear damping, and unique nonlinear inertia, designed to achieve the ultra-low natural frequency, the anti-resonance property, and a wide isolation region with a low resonance peak.

  • In a buyer-seller transaction process, 'value for money,' a measure of quality-price-ratio, is one of the most important criteria for buyers' purchasing decisions. The purpose of this paper is to suggest a method which helps online shoppers choose the best of several sellers offering homogeneous goods. We suggest FDH (free disposal hull) model, an applied model of data envelopment analysis (DEA), for online buyer-seller transactions and verify it with the data from an Internet comparison shopping site. For this purpose, we analyze consumer choice behaviors by examining how consumers respond to different sale conditions such as price, brand, or delivery time. Then, we implement a seller recommendation system to support buyers' purchasing decisions. We expect our FDH model to provide valuable information for rational buyers who want to pay the least price for high quality products/services and to be used in implementing automated evaluation processes in micro transactions. Moreover, we expect that our results can be utilized for sellers' benchmarking strategies which help sellers be more competitive by showing them how to attract buyers.

Implemention of the System-Level Multidisciplinary Design Optimization Using the Process Integration and Design Optimization Framework (PIDO 프레임워크를 이용한 시스템 레벨의 선박 최적설계 구현)

  • The design of large complex mechanical systems, such as automobile, aircraft, and ship, is a kind of Multidisciplinary Design Optimization (MDO) because it requires both experience and expertise in many areas. With the rapid development of technology and the demand to improve human convenience, the complexity of these systems is increasing further. The design of such a complex system requires an integrated system design, i.e., MDO, which can fuse not only domain-specific knowledge but also knowledge, experience, and perspectives in various fields. In the past, the MDO relied heavily on the designer's intuition and experience, making it less efficient in terms of accuracy and time efficiency. Process integration and the design optimization framework mainly support MDO owing to the evolution of IT technology. This paper examined the procedure and methods to implement an efficient MDO with reasonable effort and time using RCE, an open-source PIDO framework. As a benchmarking example, the authors applied the proposed MDO methodology to a bulk carrier's conceptual design synthesis model. The validity of this proposed MDO methodology was determined by visual analysis of the Pareto optimal solutions.

An Analysis on Management Efficiency of The Regional Public Hospitals Using D.E.A (DEA를 이용한 지방의료원 경영효율성 분석)

  • This study analyzed the relative operational efficiency and impact factors of regional public hospitals to present benchmarking points for enhancing the efficiency of inefficient regional public hospitals. The survey targets collected and utilized the internal resources and management performance data from 34 regional public hospitals in Korea over the past five years, from 2014 to 2018. The final 33 regional public hospitals were surveyed, excluding Jinan Regional Public Hospital, which opened in 2015, the middle of the survey period. The general characteristics and input/output variables were analyzed by frequency analysis and technical statistics analysis, and Data Envelopment Analysis was performed to measure the operational efficiency index and relative comparison. According to the study, there were 11 efficient hospitals (33.3%) and 22 inefficient hospitals (66.7%). Of the 22 inefficient hospitals, 13 (IRS: Increasing Returns to Scale) required scale expansion, and nine (DRS: Decreasing Returns to Scale) required scale reduction or rebalancing. The significance of this study was that an analysis of the relative efficiency and influencing factors presented specific alternatives or directions that could help enhance the efficiency of the growth of regional public hospitals, sustainable management, and expansion of publicness.

The Role of a Central Network Agent as an Encompassed Supporting System in the Innovative Cluster: The Case of Kanagawa Science Park in Japan (혁신 클러스터에서 일괄지원 시스템으로써의 중심연계기관의 역할: 일본 카나가와 사이언스 파크 사례연구)

  • The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.

Lessons from Haitai Distribution Inc's experience in Korea

  • Owing to the rapid growth of hypermarket/discount store formats since 1996, Korean retailing has suddenly attracted the significant attention from researchers. Before the emergence of large scale retailers such as E-Mart, Lotte Mart and Tesco Korea, there were the two retail formats who led the Korean retailing in the modern retailing history: department store and supermarket formats. Nevertheless, there has been little literature concerned about the two retail formats as a case study, while some authors have paid their attention to hypermarket/discount store formats. In addition, when mentioning the development process of retailing history, it is less likely that authors have made an effort to illustrate supermarket retailing history. In order to regard supermarket retailing as part of the Korean retailing, it is interesting to look at a representative supermarket retailer, Haitai, who was one of the subsidiaries of Haitai chaebol. Based on supermarket retailing, the company which was established as a joint venture in 1974 led a supermarket retailing in the Korean modernised retailing history. Before analysing whether Haitai failed or not, the definition of failure should be illustrated. With regard to the term, failure, in the academic world, authors have interchangeably used the following terms: failure, divestment, closure, organisational restructuring, and exit. To collect research data as a case study, the author adopted an in-depth interview method. The research is based on research interviews with 13 ex-staff who left after Haitai went bankruptcy, from store management department to merchandise department. By investigating Haitai's experiences through field interviews, the research found that Haitai restructured organisational decision-making process at the early stage when companies started to modernise organisational charts, benchmarking sophisticated retailing knowledge through the strategic alliance with a Japanese retailer. In respect of buying system, the company established firmly buying functions by adopting central buying system, and further, outstandingly allocated considerable marketing resources to the development of retailer brands with the dedicated team of retailer brand development. In the grocery retailing, abandoning a 'no-frill' packaging concept, the introduction of retailer brand packaging equal to, or better than national brand packaging design, encouraged other retailers to change their retailer brand development strategies. In product sourcing ways, Haitai organised for the first time the overseas sourcing team with the aim of improving the profit margins of foreign products and providing exotic products for customers, followed by other retailers. Regarding distribution system, the company introduced the innovative idea which delivered products ordered by stores directly to each store withboth its own vehicles and its own warehouse in which could deal with dry foods, chilly foods, frozen food, and non-foods, and even, process produce. In addition, Haitai developed many promotional methods to attract more customers like 'the guarantee of the lowest price', and expanded its own business to US in 1996, although withdrew, because of bankruptcy in 1997. Together with POS introduction in 1994, Haitai made a significant contribution to the development of the Korean retailing, influencing other retailers in many aspects. As a case study, the study has provided a number of lessons from Haitai's experiences for academicians and practitioners, suggesting that its history should be involved in the Korean modernised retailing.
