A Study on the legal system in Korea satellite industry (한국 위성산업관련 법제도 고찰)

  • This study focuses on the satellite licenses and the requirements for satellite spectrum management (i.e. frequency allocation) in Korean satellite industry via comparative analyses against those cases in other developed countries, in order to provide complementary measures to the domestic satellite policies. The satellite industry is one of the main pursuits of a nation's efforts, and it shows distinct characteristics depending on various factors such as national defense and security. In addition, the industry is determined by the nation's market size as well as its international relationship. Consequently, the present study considers examples from various organizations and nations - including U.S.A, Japan, and ITU - and provides a hybrid policy that is well customized for the domestic market. This study looks at similarities between policies of other countries, and finds any supplements for domestic polices by specifying similar cases in others and analyzing their results. The main purpose of this study, therefore, is to find the best agreement for domestic policy with internal interpretation, rather accepting others. While the licensing method for domestic satellites need not be distinct from that of other nations, the case of using non-Korean licensed satellites must be complemented by the conditions in the domestic market. Furthermore, the spectrum management is essential to the nation's satellite industry since the spectrum is a scarce resource. As such, spectrum management that is carefully designed to incorporate the rapidly changing international market demand is crucial to provide a sufficient supply for domestic space industry. In the present study, we find that auction-like market based approaches together with measures to avoid exclusive uses of the scarce resource (e.g. share, leas and reallocation) would provide an excellent method for the domestic satellite industry.

Applicability of Water Resource Specialized Satellites for Observing Disasters on the Korean Peninsula (한반도 수재해 관측을 위한 수자원 위성의 적용성)

  • In recent years, the damage scales of water disasters such as typhoons, tsunamis, and heavy snow have been increasing globally as a result of global warming and climate changes. In particular, the economic loss caused by typhoons has been increasing for overpopulated areas that have undergone economic development and urbanization since the 1960s. In this study, we investigated and analyzed satellite images captured before and after typhoons on the Korean peninsula, including Typhoon Chaba (2016), Typhoon Rusa ('02), and Typhoon Maemi ('03). There was a limitation in utilizing existing satellites. Domestic satellites have mostly been developed and operated for the observation of the weather, ocean, and topography, as well as for use in communication. There are therefore insufficient temporal and spatial observations for water management and disaster response. In this work, we expanded the scope to overseas satellites and collected data from GMS, TRMM, COMS, and GPM. In the future, it will be necessary to develop and launch water resources satellites that can provide sufficient temporal and spatial data analysis units to obtain rapid and accurate water hazard information for the Korean peninsula.

Network Configuration Study for Multi-Satellite Operations (다중위성운영을 위한 네트워크 구성 방안 연구)

  • Integration of satellites with diverse missions, such as broadcast-communication, earth, meteorologicaland marine observations, and navigation, is vulnerable. The problems of the currently constructed ground station network were analyzed by constructing the test environment. Based on this, we designed a network that was capable of operating multiple satellites by one ground station. In addition, we proposed an interface and network configuration method with domestic and foreign ground stations. The network linking the domestic and foreign ground stations was composed of KREONET (Korea Research Environment Open Network) and GLORIAD (Global Ring Network for Advanced Application Development) of the KISTI(Korea Institute of Science and Technology Information). The internal network consists of VPN (Virtual Private Network), DMZ(De-Militarized Zone), and 1-way USB and so forth. By constructing the network by using the proposed method, harmful data, such as virus inflow and infection, can be blocked.

  • In this paper, the New Space characteristics and response of micro & small satellite, and space industrialization strategy using domestic technologies are described. Recently, micro & small satellites are developed worldwide, including Starlink, having the characteristics of low-cost, light-weight and satellite constellation. Therefore, it is necessary to prepare for the constellation operation by considering the use of Commercial Off-The-Shelf (COTS) parts, satellite weight, shape and mass production. In particular, it is necessary to develop Multi Input Multi Output (MIMO) technology in consideration of the frequency interference during constellation operation, and to prepare and make efforts to secure frequencies in the government. Among the commercial-grade memories of Samsung Electronics and SK Hynix, the space-grade memory field using radiation tolerant memory and the high reliable packaging and space environment test technology has potential as a space industrialization strategy.

  • Net neutrality, which has not been a problem, has recently become a problem for ISPs (Internet Service Providers), and their complaints have been paid by domestic platform companies, but overseas global IT companies such as Google and YouTube, generate huge revenues from domestic markets. In this situation, domestic IT companies claim that it is natural to impose more expensive charges or restrict speed on users who generate huge traffic. On the other side, however, the telecommunication network has become an essential public good that is essential to our everyday life, and because it has been given a monopoly position by a private company to efficiently respond to the explosive demand for telecommunication services, It is necessary to provide equal and universal service and fulfill public duty. In this paper, we deal with the network neutrality problem, focusing on the price elasticity between the CP (Contents Provider) and the ISP, rather than the user who is one side of the two-sided market for the already saturated satellites communication market. We present a game model that determines the optimal price for each platform by Nash equilibrium and analyze how the net neutrality affects CP according to the change of exogenous variables through the proposed game model.

  • Over the past half century, satellites have continuously expanded their roles in remote sensing applications. As the number of satellites to be launched are expected to continuously increase in coming years, the research on satellite payloads will be in high demands. Earth Observation (EO) satellites are nowadays widely utilized for various purposes. Especially, Agriculture and forestry applications are considered as their major application areas. Since about 85% of domestic land cover is classified as forest or cropland areas, it would be reasonable to suggest that the demand for these satellites should be of high priority. In this paper, a comprehensive analysis is performed on the technical specifications of satellite payloads that may be applicable to agricultural applications. We attempted to build a solid database on payload specifications by collecting relevant information available from various related institutes and academic research works. A number of experts involved in national agricultural research and satellite development programs have been invited to investigate required payload design. Based on the current technology development status and future plan, multiple options for future satellite payload designs have been suggested bearing in mind that the results may be applicable to the future agriculture and forestry satellite payload design. The proposed payload specifications are analyzed in depth through satellite operation simulations under the mission of observing the national agriculture areas. The proposed design scheme and simulation results may be used as technical references to satellite payload design for future space missions.

  • The increasing demands and utilization of the multi-purpose satellites have led to diverse research activities with regards to satellite image processing and applications. In the domestic development project for the Compact Advanced Satellite, it is a goal to develop the satellite with the domestic individual technique performing a various tasks such as the earth observation, the monitoring of the weather, climate and environment. In particular, the Compact Advanced Satellite is expect to be widely used in the agricultural sector, which account for a substantial part of public demand. This paper aims at establishing the way to utilize the satellite imagery in the domestic institution and the strategy for securing the specialized satellite payload in the agriculture sector. The technical element of satellite has a high value, so that it is hard to be transferred technology. For this reason, it is required to establish the domestic development planning. Furthermore, this paper can be utilized to identify and support the incoming Compact Advanced Satellite development plan utilizing satellite images capabilities specially in agricultural sector.

Ka Band Rain Attenuation Analysis of Domestic Regional Rainfall-Rate Distribution by Crane Prediction Model (Crane 예측 모델을 활용하여 국내 지역별 강우강도 분포에 따른 Ka대역 강우감쇠 분석)

  • In this paper of ka band satellite communication using geostationary satellite is very weak to rainfall. So the rain attenuation reflect the values calculated using the satellite communication links vulnerable when designing a more reliable rainfall area distribution of rain attenuation and accurate predictive models must analyze the link budget. In this paper, by utilizing domestic distribution analysis in the recent local rainfall Crane and regional rainfall in the model and compared with the country of the regional distribution of rainfall in your area to fit the rain attenuation in Ka band frequency characteristics Crane rain attenuation prediction models were analyzed to between geostationary satellites and ground station position, distance and year time percentage(%).

Trend of Domestic and International Development of Multi-Purpose Satellites of Geosynchronous Orbit (정지궤도 복합위성 국내외 개발 동향)

  • Korea Aerospace Research Institute(KARI) is developing COMS (Communication, Ocean and Meteorological Satellite) which is scheduled to take off in June, 2009. COMS is the first geosynchronous satellite developed in Korea which is able to perform three missions 24 hours a day. The oceanic payload was transferred from France to Korea in November, 2008 and made it possible to integrate all three payload together. After the integration COMS is planned to be transferred to Guiana Space Center (on French territory) to be launched. In this paper the trend of domestic and international development of the multi-purpose geosynchronous satellite considering the COMS is the first operational geosynchronous multipurpose satellite in the world.

Foreign Development Status and Applications of Infrared Imaging Satellite (해외 적외선 관측위성 현황 및 영상활용)

  • While the infrared imaging satellites with the several type were developed and operated in the foreign countries, we do not have the domestic infrared imaging satellite up to now. In the paper, the general characteristics of infrared and the applications of infrared image were introduced. Also the oversea development status of the infrared imaging satellite was surveyed and introduced to this paper. According to foreign status, the infrared image is utilized in various application including the forest fire monitoring, the volcano activity research, sea surface temperature measurement, land surface temperature calculation, the climate change research, and the environment monitoring. According to these trend the development of the domestic infrared imaging satellite in low earth orbit was required.
