According to the United Nations Convention on the Law of the Sea (Article 94), the flag state must fulfill its overall role to ensure maritime safety and operate the ship inspection system as a related measure. The Korean government (Ministry of Ocean and Fisheries) has implemented policies for reducing marine accidents to promote maritime safety; however, the target goal has not been achieved. The ship inspection system is a measure to prevent marine accidents, and for the effective operation of the system, a sufficient understanding of the origin of the ship inspection system is required. In this study, the trend of the international ship inspection system was identified by analyzing ship inspection system origins and the history of the system's paradigm shift. The recent international ship inspection system paradigm confirms international standardization and the active safety management of ship companies are becoming increasingly prominent. Based on this, the introduction of the 'PDCA cycle-based self-inspection system' is presented to the current domestic ship inspection system. This is a new type of inspection system that establishes the roles of interested parties based on the basic philosophy of the ISO 9000 series to improve the ef ectiveness of maritime safety. Additionally, the necessity for a non-face-to-face ship inspection system has emerged because of the COVID-19 pandemic. Hence, the transition to a 'mobile application-based ship inspection system' is proposed to accommodate the rapid development of information communications technology.
About 21% of domestic chemical accidents are caused by transport vehicles for the past 10 years in Korea. Also, ammonia is a chemical substance with the largest number of accidents, 82 out of 672. In this study, supposed seasonal alternative scenario and worst scenario in case of releasing ammonia during bunkering it from tank lorry to fishing vessel and interpreted seasonal impact and range through Python, ALOHA, Probit analysis. Radiation impact range of possibility for 2nd burn and for maximum radiation in winter scenario, which is one of the alternative scenarios, was the highest(range: 41m, radiation: 5.01kW/m2) while overpressure impact was less than minimum standard of impact. And toxicity impact range(EPRG-2) of the summer scenario was the widest(5.0km) and took a very high death rate near accident area(port area, tourist area) according to Probit analysis. the wort scenario had a similar impact and range of summer scenario.

A vehicle crash occurs due to various factors such as the geometry of the road section, traffic, and driver characteristics. A safety performance function has been used in many studies to estimate the relationship between vehicle crash and road factors statistically. And depends on the purpose of the analysis, various characteristic variables have been used. And various characteristic variables have been used in the studies depending on the purpose of analysis. The existing domestic studies generally reflect the average characteristics of the sections by quantifying the traffic volume in macro aggregate units such as the ADT, but this has a limitation that it cannot reflect the real-time changing traffic characteristics. Therefore, the need for research on effective aggregation units that can flexibly reflect the characteristics of the traffic environment arises. In this paper, we develop a safety performance function that can reflect the traffic characteristics in detail with an aggregate unit for one hour in addition to the daily model used in the previous studies. As part of the present study, we also perform a comparison and evaluation between models. The safety performance function for daily and hourly units is developed using a negative binomial regression model with the number of accidents as a dependent variable. In addition, the optimal negative binomial regression model for each of the hourly and daily models was selected, and their prediction performances were compared. The model and evaluation results presented in this paper can be used to determine the risk factors for accidents in the highway section considering the dynamic characteristics. In addition, the model and evaluation results can also be used as the basis for evaluating the availability and transferability of the hourly model.

Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.

As the volume of marine hazardous and noxious substances (HNSs) transported in domestic and overseas seas increases, the risk of HNS spill accidents is gradually increasing. HNS leaked into the sea causes destruction of marine ecosystems, pollution of the marine environment, and human casualties. Secondary accidents accompanied by fire and explosion are possible. Therefore, various types of HNSs must be rapidly detected, and a control strategy suitable for the characteristics of each substance must be established. In this study, the ground HNS spill experiment process and application result of detection algorithms were presented based on hyperspectral remote sensing. For this, styrene was spilled in an outdoor pool in Brest, France, and simultaneous observation was performed through a hyperspectral sensor. Pure styrene and seawater spectra were extracted by applying principal component analysis (PCA) and the N-Findr method. In addition, pixels in hyperspectral image were classified with styrene and seawater by applying spectral matching techniques such as spectral distance similarity (SDS), spectral correlation similarity (SCS), spectral similarity value (SSV), and spectral angle mapper (SAM). As a result, the SDS and SSV techniques showed good styrene detection results, and the total extent of styrene was estimated to be approximately 1.03 m2. The study is expected to play a major role in marine HNS monitoring.
According to own investigation conducted by Korea Gas Safety Corporation Gas Safety Research Institute in 2017, the length of underground pipes in domestic high-pressure gas pipelines is approximately 770km, of which 84% is buried in Ulsan and Yeosu industrial complexes. In particular, 56% of underground pipelines have been in operation for more than 20 years. This suggests urgent management of buried high pressure gas pipelines. PHMSA in US and EGIG in Europe, major causes of accidents in buried gas pipelines are reported as third party damage, external corrosion and loss of pipe wall thickness. Therefore, it is important to evaluate whether the defects affect the remaining life of the pipe when defects occur in the pipe. DNV and ASME have evaluated the residual strength of pipelines through the hydraulic rupture test using pipe specimens with artifact flaws. Once the operating pressure is known through the residual strength of the pipe, the wall thickness at the point at which the pipe ruptures is calculated. If we know the accurate rate of corrosion growth, we can predict the remaining life of pipe. In the study, we carried out experiments with A53 Grade.B and A106 Grade.B, which account for 80% of domestic buried pipes. In order to modify the existing model equation, specimens with a defect depth of 80% to 90% was tested, and a formula expressing the relationship between defect and residual strength was made.
Against major release of radioactive material in nuclear power plant, Emergency Planning Zone(EPZ)s are typically established around nuclear power plants to effectively perform the public protective measures. The domestic methodology to determine the size of the EPZ is similar to that of Japan established in 1980, where calculations were based on the conservative accident source term. The objective of this study is to re-evaluate the validity of established EPZ, the area within the radius of $8{\sim}10km$ around domestic nuclear power plants, using the source terms covering full spectrum of accidents obtained from PSA study of ULJIN 3&4. To evaluate the risks of health effects, the computer code MACCS2(MELCOR Accident Consequence Code System2) was used. The result shows that the existing EPZ can reduce the probability of early fatality adequately for most of the source term categories(STCs) except for STC-14 and STC-19. In case of STC-14 and 19, the evacuation distance of 16km and 13km, respectively, are required. These distances can be reduced by improving emergency preparedness since the sensitivity studies for the public protective actions show that the magnitude of early fatality is largely affected by the time delays in notification and evacuation.

A huge marine accident causes a loss of valuable lives, property and the serious marine environment pollution. IMO adopted resolution A.949(23) to provide Places of Refuge(PoR) to 'Ship in need of assistance', which is to minimize the secondary environmental pollution caused by marine accidents. If the level of risk exceeds a certain range, it is necessary to be designated as Places of Refuge(PoR) after evaluation of potential risk, which is based on the database of several marine environmental factors. Also, it is necessary to develop skills about quantification/standardization of vessel traffic safety, complexity and risk. Because there is the close relation between the problem of designating Places of Refuge(PoR) and the policy of nation for protecting the natural environment of coastal state, it is important to prepare related legislation. In this paper, introduction of Places of Refuge(PoR) in domestic areas have been suggested based on the analysis of several foreign designating cases.

The purpose of this study is to check the priority control status of the current operation process alarm by comparing the priority of the alarm set up in PV high trip point, which is being installed and operated in the domestic petrochemical industry, with the criteria presented in ISA 18.2 International Standard or EEMUA 191 Guidelines. In the event of a process problem, excessively set high alarm is provided to the driver in a short period of time, making it difficult to identify the alarm that needs to be handled first. As a result, it is likely that the operator will not be able to carry out appropriate actions within the specified time frame, and many cases have been reported leading to unexpected process shutdowns or process accidents. Therefore, this study aims to introduce international standards related to alarm management and identify the level of alarm control used at the domestic petrochemical industry site to inform potential risks that may occur in the petrochemical process of the national industrial complex in the future and suggest ways to reduce risk factors. The automobile industry has developed Advanced Driver Assistance Systems (ADASs) to prevent traffic accidents and reduce the burden for drivers. One example is the Lane Keeping Assistance System (LKAS), which was developed for automotive vehicle systems for safety and better driving. The main system of the LKAS supports the driver while maintaining the vehicle within a lane. LKAS uses a radar sensor and camera sensor to collect information about the vehicle's position in the lane and send commands to the actuator to influence the lateral movement of the vehicle if necessary. Recently, vehicles equipped with LKAS have become commercially available. Test procedures for international LKAS evaluation are being discussed and developed by international committees, such as the International Organization for Standardization and United Nations Economic Commission for Europe. In Korea, an evaluation of LKASs for car safety is being planned by the Korean New Car Assessment Program. Therefore, test procedures should be developed for LKASs that are suitable for the domestic road environment while accommodating international standards. We developed a test scenario for LKASs and propose a formula for obtaining the target relative distance. To validate the methods, a series of experiments were conducted using commercially available vehicles equipped with LKAS.
