Comparative analysis of informationattributes inchemical accident response systems through Unstructured Data: Spotlighting on the OECD Guidelines for Chemical Accident Prevention, Preparedness, and Response (비정형 데이터를 이용한 화학물질 사고 대응 체계 정보속성 비교 분석 : 화학사고 예방, 대비 및 대응을 위한 OECD 지침서를 중심으로)

  • The importance of manuals is emphasized because chemical accidents require swift response and recovery, and often result in environmental pollution and casualties. In this regard, the OECD revised OECD Guidelines for the Prevention, Preparedness, and Response to Chemical Accidents (referred to as the OECD Guidelines), in June 2023. Moreover, while existing research primarily raises awareness about chemical accidents, highlighting the need for a system-wide response including laws, regulations, and manuals, it was difficult to find comparative research on the attributes of manuals. So, this paper aims to compare and analyze the second and third editions of the OECD Guidelines, in order to uncover the information attributes and implications of the revised version. Specifically, TF-IDF (Term Frequency-Inverse Document Frequency) was applied to understand which keywords have become more important, and Word2Vec was applied to identify keywords that were used similarly and those that were differentiated. Lastly, a 2×2 matrix was proposed, identifying the topics within each quadrant to provide a deeper comparison of the information attributes of the OECD Guidelines. This study offers a framework to help researchers understand information attributes. From a practical perspective, it appears valuable for the revision of standard manuals by domestic government agencies and corporations related to chemistry.

  • Human error is one of the major contributors to the railway accidents or incidents. In order to develop an effective countermeasure to remove or reduce human errors, a systematic analysis should be preferentially performed to identify their causes, characteristics, and types of human error induced in accidents or incidents. This paper introduces a case study for human error analysis of the railway accidents and incidents. For the case study, more than 1,000 domestic railway accidents or incidents that happened during the year of 2004 have been investigated and a detailed error analysis was performed on the selected 90 cases, which were obviously caused by human error. This paper presents a classification structure for human error analysis, and summarizes the analysis results such as causes of the events, error modes and types, related worker, and task type.

  • The periodic technical vehicle inspection is to prevent the accident through the finding and fixing the defects of the vehicle. The periodic technical vehicle inspection in Korea was studied for assessing the adequacy of the inspection frequency. The inspection frequencies of many countries including EU, USA and Japan were compared. The average mileages by the vehicle usage and type were represented. The warranty period and recommended replacement period of parts of the domestic auto makers was studied. Currently, the inspection frequency for the periodic technical vehicle inspection in Korea is appropriate. The pass-fail rate and the cost-benefit analysis for the periodic technical inspection in Korea will be needed in the decision making process for the inspection frequency.

  • 유리강화섬유(FRP,Fiber Reinforced Plastic)은 가볍고 내구성등이 우수하여 가공하기 쉬워 선박건조, 특히 어선의 건조재료로 많이 활용되고 있으나, FRP의 재료인 매트와 로빙이 인화성을 가진 수지와 접합되어 화재에는 매우 취약한 특성을 가지는 특성을 가진다. 최근 10년간의 중앙해양안전심판원의 어선화재 재결서 분석결과 전체의 약80%에 해당하는 화재사고가 기관실에서 발생하였다. 이에 새로 출범한 해양수산부는 FRP선박의 구조기준을 개정하여 총톤수10톤 이상 선박의 기관실에 대한 방화조치를 그 이하선박까지로 적용 확대하였으며, 어선구조기준 역시 행정규칙 행정예고를 통해 강화하려는 움직임을 보이고 있다. 본 지에서는 국내외 화재사고 발생현황 및 관련 규제 내용을 비교 분석하여 제시하였으며 분석결과, 일반선박의 방화조치에 대한 규제는 거의 유사하였으나 어선관련 규제의 경우, 영국의 규제가 가장 강화되어 있었으며 관련 화재사고 발생현황도 국내 및 일본과 비교해 보았을때 같은 기간 발생한 일반선의 화재발생척수 대비 어선의 화재발생척수가 적은것을 확인할 수 있었다.

  • Recently, many auto makers and OEM are now developing various telematics control units(TCU). TCU has an embedded OS and many user-friendly services inherently and frequently the driver operates the TCU on driving a car. Although the TCU has some accident resistive functions, secondhand accidental problem arose. Current Korean domestic TCUs have some interfaces such as push-button, touch screen, voice recognition and etc. But, because of operational complexity, technical limitation, it has not sufficient user-friendly interface. In this paper, to overcome this problem, haptic devices are considered. We present haptic devices and applications on the basis of that of U.S. Immersion co. and also BMW's iDrive technology.

  • Korean construction companies are now in very difficult situation due to the recent construction accident, opening of domestic market, the advent of boundless competition period in WTO, etc .Introduction of quality management system is quite urgent in order to strengthen our international competitiveness through the superiority of quality and foster the long term growth of organization. Substantially, many companies are proceeding with or completed the introduction of quality management system but small and medium sized construction companies have difficulties due to lack of money and man power. In this paper, five stage procedures, which can be efficiently applied to introduction and operation of qualify management system, have been suggested to help the minor construction companies which want to adopt the quality management system. This study is considered to be helpful for the companies which will introduce quality management system.

  • Recently, Fire-proof performance of buildings becomes important to ensure safety. As a result, fire-proof paint is required for 3 hours. However, Experiments are only performed by standard KS F 2271 for estimation of fire-proof paint. Because there is no domestic estimation standard for performance of fire-proof paint as well. So estimation standard of fire-proof paint is needed to guarantee their performance for establishing quality system and to assure same performance for safety of people in the building from unpredicted fire accident. Owing to these reasons, we studied comparative estimation for quality performance of two kinds of fire-proof paint and bond performance.

  • While traditional benefit plan offers the same benefits to employees regardless of their needs, cafeteria benefit plan or flexible benefit plan allows staff to choose from a variety of benefits to formulate a plan that best suits their needs. Cafeteria plan options may include health and accident insurance, cash benefits, tax advantages and/or retirement plan contributions. In this paper, we analyzed conditions and problems of domestic firms' current benefit plans and draw a resolution by introducing cafeteria plan by investigating related previous studies, Specially we focused on A airline which is typical service firm and is regarded as one that benefit plan can be very influential to employees compared to other firms.

  • To keep enterprise's competitiveness on condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously in not only production and maintenance but also related industrial safety. As we analyze in the surveys for the maintenance management of domestic enterprises and the causes of Industrial accident, there will be necessity of drawing up countermeasures for prevention of industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, this study studied the safety information system, maintenance management information system, and the machinery condition diagnosis technique by using of the knowledge-based system under the internet environment. This web based knowledge-based diagnosis system can easily provide not only the knowledge of expert about deterioration phenomenon of industrial robot, but also the knowledge of relating safety and facility on everywhere, everytime. Therefore, when we use this system, it is expected to improve the efficiency of business processes in the production and safety.

  • The hydraulic excavators are mainly applied for excavating, public works, quarrying, etc. In some of the construction site, however, they are used for crane works of relatively light materials, although the crane works by the hydraulic excavators are forbidden by law due to the safety reasons. The major construction equipment companies in forward countries have been developing the new systems, e.g. crane works by the hydraulic excavators, and they are working in the construction site. Therefore, the new system of crane works by the hydraulic excavators should be developed for the domestic construction site in order to prevent the accident. In this paper, the fundamental study and experiment are accomplished for the crane system application on the hydraulic excavators.
