  • Construction accidents occur due to a number of reasons-worker carelessness, non-adoption of safety equipment, and failure to comply with safety rules are some examples. Because much construction work is done outdoors, weather conditions can also be a factor in accidents. Past construction accident data are useful for accident prevention, but since construction accident data are often in a text format consisting of natural language, extracting construction hazards from construction accident data can take a lot of time and that entails extra cost. Therefore, in this study, we extracted construction hazards from 2,026 domestic construction accident reports using text mining and performed a seasonal analysis of construction hazards through frequency analysis and centrality analysis. Of the 254 construction hazards defined by Korea's Ministry of Land, Infrastructure, and Transport, we extracted 51 risk factors from the construction accident data. The results showed that a significant hazard was "Formwork" in spring and autumn, "Scaffold" in summer, and "Crane" in winter. The proposed method would enable construction safety managers to prepare better safety measures against outdoor construction accidents according to weather, season, and climate.

  • A total of 97,623 ships were registered in Korea in 2019. Among these, 65,835 vessels, accounting for approximately 67 % of the total number of ships, were registered as fishing vessels. As with the proportion of fishing vessels, the frequency of marine accidents is also high. In 2020, 2,331 of 3,535 accidents occurred on fishing vessels. Hence, various institutional arrangements are required for improving the safety of domestic fishing vessels. In this study, we examined domestic and international regulations on domestic and foreign control performance related to fishing boats for improving the safety of fishing boats. Additionally, the ratio of the rudder area of 153 fishing boats operating in Korea was investigated to examine the current status of the rudder area design of fishing boats whose design standards have not been clearly established compared to fishing boats. Resultantly, we statistically confirmed that most fishing boats were designing rudder areas because they did not meet international standards. In the future, these analysis results can be used as basic data to prepare rudder area design standards for improving the maneuvering performance of domestic fishing boats.

  • In order to reconstruct vehicle-pedestrian collision accidents, this paper presents a fuzzy tool to estimate accurately the impact velocity of the vehicle using parameters which could be easily collectable at the accident scene. The fuzzy rules and membership functions were set up using number of over 200 domestic and foreign data from accidents and empirical tests and 700 data from multibody simulation experiments. The developed fuzzy tool deduces the category of pedestrian trajectory and impact speed of the vehicle using 4 membership functions and 2 logic rules. The membership function of throw distance was differently set according to the deduced category of trajectories. The implemented fuzzy program was validated through comparing with the domestic and foreign empirical data. The output results agree very well in impact velocities of vehicle resulting the accuracy and usefulness of the developed tool in the reconstruction analysis of vehicle-pedestrian collision accidents.

  • In order to prevent major and chemical accidents, some of the plants which would like to install and operate hazard chemicals handling facilities must submit Off-site Consequence Analysis due to recent arisen leak accidents since 2015. A lot of chemical industrials choose gas detectors as mitigation equipment to early detect gas vapor. The way of placement of gas detectors has two methods; Code-based Design(CBD) and Performance-based Design. The CBD has principles for gas detectors to be installed with consideration for the place that is expected to accumulate gas, and the leak locations according to legal standards and technical guidelines, and has a possibility to be unable to detect by these rules to locate gas detectors by vapor density information. The PBD has two methods; a Geographic Method and Scenario based Method. The Scenario-based Method has been suggested to make up for the Geographic Coverage Method. This Scenario-based Method draw the best optimum placement of gas detectors by considering leak locations, leak speed information, leak directions and etc. However, the domestic placement guidelines just refers to the CBD. Therefore, this study is to compare existing placement location of gas detectors by the domestic CBD with placement locations, coverages and the number of gas detectors in accordance with the Scenario-based Method. Also this study has measures for early detecting interest of Vapor Cloud and suitable placement of gas detectors to prevent chemical accidents. The Phast software was selected to simulate vapor cloud dispersion to predict the consequence. There are two cases; an accident hole size of leak(8 mm) from API which is the highst accident hole size less than 24.5 mm, and a normal leak hole size from KOSHA Guide (1.8 mm). Detect3D was also selected to locate gas detectors efficiently and compare CBD results and PBD results. Currently, domestic methods of gas detectors do not consider any risk, but just depend on domestic code methods which lead to placement of gas detectors not to make personnels recognize tolerable or intolerable risks. The results of the Scenario-based Method, however, analyze the leak estimated range by simulating leak dispersion, and then it is able to tell tolerable risks. Thus it is considered that individuals will be able to place gas detectors reasonably by making objectives and roles flexibly according to situations in a specific plant.

  • Since the number and the amount of toxic substances handled by domestic companies have been increased, the possibility of serious chemical accidents has become severe. According to Chemistry Safety Clearing-house (CSC), the number of chemical accidents for the last five years has been rapidly raised. A representative example which shows the serious impact of a chemical accident is HF (Hydrogen Fluoride) accident generated in Gumi in 2012. In order to make effective responses for mitigating losses of accidents, the most suitable consequence model has to be selected and implemented throughout the considerations of chemical properties and environments. Even if each consequence model has been verified by the results of experiments, it is necessary to analyze and compare the usability of them according to various scenarios. In this study, the Gumi HF accident is simulated by HGSYSTEM, which is the most specialized model for the release and dispersion of HF. It is found that the ending point of ERPG-2 is about 1 km from the accident point. In order to investigate the usability of the most representative consequence models (ALOHA and CARIS), the results of them are compared with one of HGSYSTEM.
