Analysis of the Apparent Specific Gravity for Type-3 Dry Chemical Powder with the Changes in the Internal Pressure of Dry Chemical Extinguisher (분말소화기의 내부압력 변화에 따른 제3종 분말소화약제의 겉보기비중 실험 분석)

  • This study aims to analyze whether the performance of the fire extinguisher meets the criteria for the apparent specific gravity property test by calculating the change in internal pressure and the use period of the fire extinguisher as a new one with 5 years, recycled one with 5 years, a new one with 10 years, and a new one with 13 years, respectively. As a result of the experiment, when the internal pressure of the fire extinguisher was 0%, the first, second, and third arithmetic mean analysis of the dry chemical extinguisher according to the use period was found to be condemned. When the internal pressure of the fire extinguisher was 50%, it was measured as 130 ml in sample 12-08-new and analyzed as unsuitable. Also, sample 09-09-new of a new dry chemical extinguisher with 13 elapsed years measured 145ml, which was found inappropriate. All other dry chemical extinguishers were analyzed to be suitable. All were noted suitable when having normal internal pressure of the fire extinguisher, except for sample 09-06 of a new dry chemical extinguisher with 13 elapsed years, which was determined to be unsuitable caused by measuring as 131 ml for experimental value. As a result of experiments, some of the apparent specific gravity tests of dry chemical extinguishers from 10 years to 13 years have found that they are unsuitable for the performance of the fire extinguishers due to the massive phenomenon. Accordingly, it is necessary to reduce the endurance period of dry chemical extinguishers from 10 years to 7 years.

Evaluation of Levee Reliability by Applying Monte Carlo Simulation (Monte Carlo 기법에 의한 하천제방의 안정성 평가)

  • The safety of levee that depends on the river flood elevation has been regarded as very important keys to build up various flood prevention systems. However, deterministic methods for computation of water surface profile cannot reflect the effect of possible inaccuracies in the input parameters. The purpose of this study is to develop a methodology of uncertainty computation of design flood level based on steady flow analysis and Monte Carlo simulation. This study addresses the uncertainty of water surface elevation by Manning's coefficients, design discharges, river cross sections and boundary condition. Monte Carlo simulation with the variations of these parameters is performed to quantify the variations of water surface elevations in a river. The proposed model has been applied to the Kumho-river. The reliability analysis was performed within 38.5 km (95 sections) reach considered the variations of the above-mentioned parameters. Overtopping risks were evaluated by comparing the elevations of the flood condition with the those of the levees. The results show that there is a necessity which will raise the levee elevation between 1 cm and 56 cm at 7 sections. The model can be used for preparing flood risk maps, flood forecasting systems and establishing flood disaster mitigation plans as well as complement of conventional levee design.

GIS Based Distributed Flood Damage Assessment (GIS기반의 분포형 홍수피해산정 기법)

  • Typically, we needs enormous national budget for the flood control project and so the project usually has big influence on the national economy. Therefore, the reliable estimation of flood damage is the key issue for the economic analysis of the flood control project. This study aims to provide a GIS based technique for distributed flood damage estimation. We consider two aspects of engineering and economic sides, which are the inundation analysis and MD-FDA (Multi-Dimensional Flood Damage Analysis), for the flood damage assessment. We propose the analysis framework and data processing using GIS for assessing flood damages. The proposed methodology is applied to the flood control channel project for flood disaster prevention in Mokgamcheon/Dorimcheon streams and this study presents the detailed GIS database and the assessment results of flood damages. This study may have the worth in improving practical usability of MD-FDA and also providing research direction for combining economic side with the engineering aspect. Also this distributed technique will help decision-making in evaluating the feasibility of flood damage reduction programs for structural and nonstructural measures.

항만하역업 안전관리 개선방안에 관한 연구

  • Recently, Recently, the increase in international trade volume and the explosive increase in cargo volume due to the non-face-to-face society are leading to an increase in risk exposure and safety accidents in the port industry. In addition, as the Serious Disaster Punishment Act came into effect on January 27, 2021, various guidelines and laws to protect safety and life in port terminals are being enacted. However, despite these efforts, medium-to-large safety accidents in the port terminal industry continue to occur. According to the Korea Occupational Safety and Health Agency, from 2016 to 2019, the number of casualties in the port handling industry increased by 4.2%. For effective follow-up management of port accidents or the preparation of related safety laws/systems, a risk analysis in consideration of the cause and damage of the accident must be conducted first, so that realistic accident reduction and prevention measures can be established. Therefore, in this study, major risk factors and preventive measures were derived by conducting risk assessment based on 1,039 cases of port terminal accidents collected by the Korea Occupational Safety and Health Agency for 5 years from 2016 to 2022. After that, the priorities for preventive measures were determined through IPA analysis, Borich needs analysis, and The Locus For Focus analysis.

Analysis on Wettability of Soil Composed of Sand and Fine-Grained Soil with Hydrophobic Surface (모래와 세립토로 구성된 소수성 흙의 습윤성 분석)

  • This study described the test results to evaluate the effect of fines content on the wettability of sandy soil composed of hydrophobic soil particles. Wettability was evaluated using the contact angle obtained from the water drop test results for Jumunjin standard sand and sandy soil containing fines content. The test results showed that the wettability of sandy soil composed of sand and fine-grained soil changed depending on the hydrophobic level and fines content. The influence of fines content on the wettability of sandy soil was analyzed. It was found that 1% and 3% hydrophobic sandy soil with 5% fines content decreased by 94.4% and 32.4%, respectively, compared to the contact angle of standard sand. In addition, the contact angle reduction ratio for sandy soil with a 5% hydrophobic level and a fines content of 5% and 10% were 24.4% and 37.3%, respectively. In other words, the wettability of the soils should be evaluated considering the fines content to predict the behavior of contaminants, because the fines content has a significant impact on the value and increase/decrease ratio of the contact angle of sandy soil

Changes in Public Consciousness and Policy Suggestions on Korean Forest Policy (우리나라 산림정책에 대한 국민의식 변화와 정책적 제언)

  • Societal value of the benefits forests provide has grown significantly, given their pivotal role in mitigating climate change and fostering the shift toward a carbon-neutral society. Due to the economic and public value of forests, which extends far beyond landowners and foresters, the forestry sector mutually interacts with society as a whole. Thus, understanding public perceptions and preferences concerning forests and forest policies from the societal viewpoint is vital for shaping future forest policy decisions. This research delved into evolving perceptions over the past 32 years, using a time-series analysis of data gathered from the 'Public awareness survey on forests'. This survey, conducted seven times between 1991 and 2023 by opinion poll agents, provides insights into changing sentiments. The findings reveal a notable increase in public satisfaction with overall forest policies. Specifically, positive sentiments were observed regarding forest rehabilitation, forest trails, education initiatives, and the establishment and functioning of forest recreation facilities. Conversely, the study highlights areas where public satisfaction remained relatively low, notably in matters concerning the use and conversion of mountainous regions, forest disaster prevention, and international forest cooperation. Additionally, the respondents emphasized the need for heightened attention to forest management, the development of forest roads, and increased efforts in overseas afforestation compared to current initiatives.

Study on the Occurrence of Tunnel Damage when a Large-scale Fault Zone Exists at the Top and Bottom of a Tunnel (대규모 단층대가 터널 상하부에 존재하는 조건에서 터널 변상 사례 연구)

  • Recently, along with the improvement of high-speed rail and road design speed, the proportion of tunnel construction work is increasing proportionally. In particular, the construction of long tunnels is rapidly increasing due to the mountainous terrain of our country. In this way, due to the trend of tunnels becoming longer, it is difficult to design and construct tunnels by avoiding fault zones. In the case of tunnel construction in mountainous areas, ground investigation is often difficult even during design due to the topographical conditions, making precise ground investigation difficult, and as a result, the upper part of the tunnel is damaged during tunnel construction. When fault zones, which are vulnerable to weathering, exist, the stability of the tunnel during excavation is directly affected by the fault zone distribution, strength characteristics, and groundwater distribution range. In particular, when a fault zone is distributed in the upper part of a tunnel, damage such as tunnel collapse and excessive displacement may occur, and in order to prevent this in advance, countermeasures must be established through analysis of similar cases. Therefore, in this study, when a large-scale fault zone exists in the upper part of a tunnel, the relationship and characteristics of damage to the tunnel structure were analyzed.

Research on Farmer's Response to the Farm-customized Early Warning Service for Weather Risk Management in Korea (농장맞춤형 기상재해 조기경보서비스의 농업인 반응조사)

  • This study analyzed farmer's responses to the pilot project in advance of the nationwide expansion of the farm-customized early warning service for weather risk management by conducting a survey among all farmers who received text messages of this service. We analyzed not only the satisfaction of farmers with the early warning service, but also the effectiveness of the service in preventing agrometeorological disasters through cross-tabulation analysis of survey results. More than 330 farmers participated in the survey, and more than 60% of the respondents said that they had prevented or mitigated crop disasters by using the early warning service. The cross-tabulation analysis showed that farmers who perceived the field-specific weather information of the early warning service to be more accurate than the weather forecast were statistically significantly more likely to prevent crop disasters than those who did not. According to our case study, farmers who grew open field fruit crops were particularly sensitive to weather information and confirmed that early warning services, along with disaster prevention facilities, were effective in preparing for freezing and frost injury that had been occurring frequently under the influence of climate change. This study is significant in that it is the first to systematically analyze the effectiveness of the farm-customized early warning service for weather risk management based on extensive surveys. It is expected to contribute to exploring ways to develop the service ahead of the nationwide expansion of the early warning service in the near future.

A Research on Applicability of Drone Photogrammetry for Dam Safety Inspection (드론 Photogrammetry 기반 댐 시설물 안전점검 적용성 연구)

  • Large dams, which are critical infrastructures for disaster prevention, are exposed to various risks such as aging, floods, and earthquakes. Better dam safety inspection and diagnosis using digital transformation technologies are needed. Traditional visual inspection methods by human inspectors have several limitations, including many inaccessible areas, danger of working at heights, and know-how based subjective inspections. In this study, drone photogrammetry was performed on two large dams to evaluate the applicability of digital data-based dam safety inspection and propose a data management methodology for continuous use. High-quality 3D digital models with GSD (ground sampling distance) within 2.5 cm/pixel were generated by flat double grid missions and manual photography methods, despite reservoir water surface and electromagnetic interferences, and severe altitude differences ranging from 42 m to 99.9 m of dam heights. Geometry profiles of the as-built conditions were easily extracted from the generated 3D mesh models, orthomosaic images, and digital surface models. The effectiveness of monitoring dam deformation by photogrammetry was confirmed. Cracks and deterioration of dam concrete structures, such as spillways and intake towers, were detected and visualized efficiently using the digital 3D models. This can be used for safe inspection of inaccessible areas and avoiding risky tasks at heights. Furthermore, a methodology for mapping the inspection result onto the 3D digital model and structuring a relational database for managing deterioration information history was proposed. As a result of measuring the labor and time required for safety inspection at the SYG Dam spillway, the drone photogrammetry method was found to have a 48% productivity improvement effect compared to the conventional manpower visual inspection method. The drone photogrammetry-based dam safety inspection is considered very effective in improving work productivity and data reliability.

Exploring the power of physics-informed neural networks for accurate and efficient solutions to 1D shallow water equations (물리 정보 신경망을 이용한 1차원 천수방정식의 해석)

  • Shallow water equations (SWE) serve as fundamental equations governing the movement of the water. Traditional numerical approaches for solving these equations generally face various challenges, such as sensitivity to mesh generation, and numerical oscillation, or become more computationally unstable around shock and discontinuities regions. In this study, we present a novel approach that leverages the power of physics-informed neural networks (PINNs) to approximate the solution of the SWE. PINNs integrate physical law directly into the neural network architecture, enabling the accurate approximation of solutions to the SWE. We provide a comprehensive methodology for formulating the SWE within the PINNs framework, encompassing network architecture, training strategy, and data generation techniques. Through the results obtained from experiments, we found that PINNs could be an accurate output solution of SWE when its results were compared with the analytical method. In addition, PINNs also present better performance over the Artificial Neural Network. This study highlights the transformative potential of PINNs in revolutionizing water resources research, offering a new paradigm for accurate and efficient solutions to the SVE.
