  • Uncertainty and insecurity is a serious issue in all aspects of our society today as the change in environmental and societal conditions became more apparent than ever before through various disasters. Thus, it is now an important point in time for the government and responsible firms to implement an innovative scientific disaster management method that can lead to establishing a more secure and stable future. Therefore, authors have developed ubiquitous- based disaster prevention automation system(DPAS). The system would follow up after sensors detecting fires, thefts, torrents, floods, and infrastructural leaks. It prevents disasters in advance by utilizing a wireless communications net or ethernet to conduct real-time monitoring from a remote place. The system also has an advantage as it is designed in a compact size that applies a precision-focused programmable logic controller(PLC) of one-chip type.

A Study of the Development and Utilization Plan of Volcanic Disaster Response System based on Spatial Information (공간정보기반 화산재해대응시스템 개발 및 활용방안 연구)

  • Korea had been known as safe region regarding volcanic disasters. On the other hand, Baekdu mountain experienced a large eruption one thousand years ago and the precursor phenomena for a volcanic eruption have been frequently reported these days. Therefore, a number of volcano experts, who warn of a volcanic eruption on the Korean peninsula, has increased. This paper describes the utilization plan and evolution of developing volcanic disaster response system based on spatial information and scientific modeling process for Baekdu mountain. First, the business processes for volcanic disaster response are derived based on an analysis of business system and related IT-based systems. Second, the design and development of a volcanic disaster response system are derived based on the business process. Third, a utilization plan is suggested to maximize the efficiency of the system. The application of the suggested volcanic disaster response system to NEMA, additional tests and system supplementation should be carried out. The complete volcanic disaster response system, which will be implemented based on this research, is expected to minimize the volcanic disaster damage in the area of Korea, China and Japan.

  • Natural hazards such as typhoon, flood, landslide affect both coastal and inland areas more often according to increasement of severe and unusual weather. To provide adequate coastal disaster mitigation strategies, coastal disaster prevention system using GIS is very useful. Application methods of digital map on this issue was discussed in this study. For developing of coastal disaster prevention system, the data structures related to disaster monitoring is needed to be revised for interdisciplinary framework. To improve the current coastal disaster mapping methods, GIS based new model for coastal disaster mapping was suggested. In this study, coastal GIS showed the attribute data and structures of coastal disaster mapping.

  • In recent years, our society, because of the arrival of a new paradigm according to the rapid changes in ICT has entered into future smart society and the ubiquitous era. So it can be a notable turning point in the marine disaster prevention system with big data, aspects of the era change. Therefore, this study was to derive a desirable vision for the big data marine disaster prevention informatization in terms of ICT maritime disaster prevention system development as preparedness for the maritime disaster by applying 'scenario planning' as a foresight method. Soon this study derived a successful marine disaster prevention informatization strategy as preparedness for the maritime disaster like Ferry Sewol Disaster. It proposed the big data marine disaster prevention informatization system with the use of the administrative aspects of information with spatial informatization as big data information. Also this study explored the future leadership strategy of the big data marine disaster prevention informatization in smart society. Eventually in 2030 to around, In order to still remain our marine disaster prevention informatization as a leading ICT nation, this study suggested the following strategy. It is important to ready the advanced Big Data administrative spatial informatization system In terms of prevention of incidents like Ferry Sewol Disaster.

A Study on the Preparation of Contents for Promoting the Establishment of a Disaster Safety Village in Rural Areas (농촌지역 재난안전마을 만들기 활성화를 위한 컨텐츠 마련에 관한 연구)

  • Purpose: The purpose of this study is to promote the disaster safety village establishment project that fits the characteristics of rural areas by investigating and analyzing the operation cases of contents with regard to disaster safety villages in Korea and Japan. Method: The contents of project related to disaster safety villages in Korea and Japan were classified into resident participation contents, structured contents and unstructured contents, for examining the characteristics of such contents through investigation and analysis, and the contents (draft) of disaster safety village that fitted the characteristics of rural areas were presented. Result: The contents of resident participation include basic safety education, CPR education, life experience training of evacuation shelter, evacuation training, concurrent training of farming activity and disaster activity and creating a village safety map in connection with competent authorities. The enactment of an act and an ordinance for the establishment of disaster safety village, expert dispatch system, storm and flood insurance system and funding system to raise the fund for establishing a village were presented as unstructured contents. In addition, the production of self supporting evacuation shelter, wireless evacuation announcement system, disaster prevention system for a river, emergency evacuation sign, village safety map sign and the establishment of disaster prevention park were presented as structured contents. Conclusion: The unstructured contents are the establishment of foundation for preparing laws and institutions and the structured contents should be installed by utilizing eco-friendly methods in consideration of the environments of rural areas along with securing the safety. Moreover, resident participation should utilize the contents by considering various items such as age, characteristics and environments of residents in rural villages.

How to utilize various Bluetooth devices when receiving Korean Public Alert System

  • In severe disaster situations, Emergency alert provide information for people to survive. However, the only device that can receive the Cell Broadcasting Service (CBS) of the Korean Public Alert System (KPAS), the Public Warning System (PWS), is Smart Phone and Receiving the disaster information is very limited. Therefore, this paper proposes a solution to the problem. First, we discover problems through the analysis of KPAS, and second, we propose Smart Watch and Navigation as devices to receive Emergency alert. The devices can receive disaster information through Bluetooth communication from Smart Phone and provide content such as disaster-related images and videos. Based on the proposed items, the application was developed, and as a result of the test, Smart Phone provided more disaster information like images and videos than current emergency alert, and the method of notification of emergency alert was varied. And Smart Watch and Navigation received disaster information successfully through Smart Phone, which also provided various disaster information like images and videos. The developed application has expanded functionally than the existing emergency alert and can benefit many people in emergency situations.

  • Forest fires generate many types of risk as well as a wide and varied range of damage. Various studies and systems have emerged in response to wildfire disasters. International wildfire disaster safety management systems apply advanced technologies such as utilizing big data, GIS-based systems, and decision-making systems. This study analyzes South Korea's and other countries' forest fire disaster safety management systems, and suggests alternatives for wildfire disaster safety management in Korea. First, a means of integrating information, including field information, obtained by domestic agencies is proposed. Second, a method of applying big data to the disaster response system is proposed. Third, a decision-making system is applied to an existing GIS-based system. When applying the above countermeasures to Korea's existing disaster safety management system, various information and data can be visualized and thus more easily identified, leading to more effective decision-making and reduced fire damage.

A Study on Implementation of a Disaster Crisis Alert System based on National Disaster Management System

  • In this paper, we propose a function and service of the Disaster Crisis Alert Management System that automatically analyzes the situation judgment criteria to issue a disaster crisis alert and a plan to operate in the National Disaster Management System(NDMS). In the event of a disaster, a crisis alert(interest-caution-alert-serious) is issued according to the crisis alert level. In order to automatically analyze and determine the crisis alert level, first, data collection, crisis alert level analysis, crisis alert level judgment, and disaster crisis alert management system that expresses the crisis alert level by spatial scale(province, city, district) were implemented. The crisis alert level was analyzed and expressed in two ways by applying the intelligent crisis alert level(determination of regional sensitivity, risk level, and crisis alert level) and the crisis alert standard of the crisis management manual(province-level standard setting). Second, standard metadata, linkage of situation information of target) and API standards for data provision are presented to jointly utilize data linkage and crisis alert data of the disaster and safety data sharing platform so that it can be operated within the NDMS.

  • Because the current disaster management task is being processed by using a separated operation system and an insufficient information system by each division, construction facilities suffer great damage by disaster. This research has classified the disaster management business phase and information by each phase through analyzing the existing disaster management information and business process. Then, it has built a disaster management information breakdown structure for integrating of individual disaster information, and also established a standard XML (eXtensible Markup Language) schema of disaster management electronic documents for a real-time utilization. The suggested methods in this research are verified by developing a manual system of electronic type. The disaster management IETM developed in this study provides the consistency for processing the disaster management tasks and the prevention of information omission. And it can be used as a electronic decision making tool for providing of integrated disaster management information.

A Study on the Spatial Analysis Model to Decide Medical Institutions/Mental Health Centers for Disaster Victims

  • The National Emergency Management Agency of South Korea has established a Disaster Victims Psychology Support Center. The Disaster Victims Psychology Support Center can enable victims who got psychological damage from disasters to return to their daily lives through healing activity, field visits and advice of experts. The previous Psychology Support Center System managed the information of disaster victims through an independent database. However, this paper proposes a system that is developed to identify medical institutions and mental health centers within a distance of radius, based on the potential Hot-Spot areas of disaster victims using the GIS Systems. The proposed system can efficiently support selection of appropriate institutions for disaster victims using their location and age, classification of damage, and damaged parts of the body. Also, this spatial analysis can assist to decide on a policy based on the location of disaster victims and the extent of damage. Therefore, this paper can provide the required information to support decision making based on the concentrated areas for disaster victims.
