『재난대응 안전한국훈련』시 군(軍)의 '워-게임(War-Game)' 과정을 적용한 효과적인 '토론기반훈련' 에 관한 연구 (A Study on Effective Discussion Based Training Applying to Army War-game Process in 『Disaster Response Safety Korea Training』)

  • 연구목적: 재난대응안전한국훈련시 토론기반훈련을 효과적으로 실시하기위한 방법을 제시하기 위함이다. 연구방법: 이를위해 선진국의 재난대응훈련을 분석하고, 현재 우리 군에서 작전계획 수립시 적용하고 있는 워-게임(War-Game) 과정을 적용하여 훈련 시나리오를 제시하였다. 연구결과: 한가지 형태의 재난 상황에서 수개의 우발상황을 염출할 수 있었고, 매뉴얼에 대한 보완소요를 도출해 낼 수 있었다. 연구결론: 따라서, 결론적으로 군의 워-게임(War-Game) 과정을 재난대응안전한국훈련시 토론기반훈련에 적용한다면 효과적인 훈련이 진행될 수 있다.

  • 연구목적: 본 연구는 에너지산업현장에서 재난 발생에 대비하여 훈련하는 안전한국훈련 상황에서 훈련시 사용할 수 있는 재난훈련시스템을 필요한 곳에 적절하게 사용할 수 있는 방안을 모색하는 것을 목적으로 한다. 연구방법: 논문, 보고서, 통계자료 등을 조사하고 현장방문하여 훈련상황을 조사하였다. 연구결과: 재난훈련시스템을 활용한 토론기반 훈련과 실행기반 훈련이 계획수립부터 자체평가까지 가능하게 잘 이루어지고 있었다. 결론: 재난훈련시스템은 재난 발생에 대비하는 기관의 자체 훈련, 재난대응안전한국훈련시에는 평가활동까지 복합적으로 활용할 수 있는 시스템으로 그 사용성을 높여 평소 활용 범위를 넓혀야 한다.

AHP를 이용한 서울특별시소방학교 교육훈련프로그램 분석 (An Analysis for the Educational Training Program of Seoul Fire Academy through AHP)

  • In recent years, the surroundings of Fire have rapidly changed and citizens need for Fire have been demanding very high. Under these situations, in order for satisfaction to all these demands, Seoul Metropolitan Government Fire Academy(SFA) have only to improve its educational training program as the fire educational training center in Korea. The purpose of this study is to scrutinize current educational training program of SFA and measure the relative weight among the hierarchy of disaster management(prevention and mitigation-preparedness-response-recovery) by using the Analytic Hierarchy Process(AHP). The result of this study presents that how many hours must be allocated and set the educational training program with scientific and systematic way of AHP compared the current program of SFA in 2013. And This study is applied to increase access and comprehension about the AHP and will be able to present guideline for the selection of optimal the educational training of SFA to serve Seoul citizens the best Fire services.

  • Disadvantaged from disaster response training and disaster safety education who people are vulnerable to disasters when faced with disasters. The vulnerability of these disaster response will be linked to the desire for disaster information. Therefore, using smartphone to provide timely disaster information will be an effective disaster response service that enables disaster vulnerable people to avoid disaster efficiently. In particular, the importance of using smartphone as a part of the body will become more and more important in everyday situations when information is acquired through smartphone. In this study, Through a survey of traditional market traders, I can find out that the desire of elderly women, who are weak in disaster, to receive disaster information through smartphone text service is relatively strong. Based on the results of this study, I expect that the opportunity to improve disaster response capability through smartphone text service will be provided to elderly women who are weak in disaster.

  • 기후 위기가 대두되며 최근 한국에서도 기후 재난이 선명하게 체감되고 있다. 특히 2022년 여름에 발생한 태풍 '힌남노'는 가공할만한 위력으로 많은 사람이 위기감을 느끼게 했다. 이러한 상황에서 아동들은 재난 상황에 대한 경험과 대처 능력이 부족하여 작은 위기에도 큰 피해를 받을 가능성이 높다. 본 논문에서는 아동들의 재난 대처 훈련을 지원하는 재난 상황 대처법 학습 애플리케이션을 소개한다. 상황학습이론과 아동 재난안전교육에 대한 연구 결과를 바탕으로 설계된 본 시스템에서는 다양한 에피소드를 제작하여 재난 상황을 접하도록 교육한다. 아동은 에피소드 진행 중 선택지를 고르며 에피소드에 참여할 수 있고, 이는 에피소드 완료후 그림일기에 반영된다. 그림일기 속에 자연스럽게 정보를 제공하여 아동은 재난 상황에서의 대처법에 대해 접할 수있다. 본 시스템을 통해 아동은 본인이 접할 수 있는 재난 상황에서 판단력을 기르고, 성인의 도움 밖에서 기본적인 안전을 확보하는 능력을 지닐 수 있을 것으로 기대된다.

  • Firefighters receive extreme stress and suffer from PTSD in disaster. But we have not been paid attention to them. The purpose of this study is to analyze the problems of previous PTSD education programs in fire academy and to present the practical educational programs for firefighters to use in the disaster field. In the empirical analysis of this practical educational programs(EFT program), this program is more effective than existing theory-focused education training program.

한국과 주요 외국의 안전보건교육제도에 관한 비교 연구 (A Comparative Study on the Safety and Health Education System between Korea and other Countries)

  • After the Se-wol ferry disaster in Korea, the safety issue was highly spotlighted in a number of media, and consequently the ministry of public safety and security was newly established under the public attention. In addition to this, a recent earthquake in Gyeonju suggested the training issues for public such as evacuation and public safety. Regarding the industry, one of significant reasons causing the accidents were inadequate training, in execution of safety manual or inexperienced first response. Although the engineering or scientific study provided a basis of the industry safety and health in Korea a study focusing on the safety and health education system should be highlighted in that the law is the only way to execute the policy. In this manner, the goal of current study was to compare the safety and health education system in Korea to other countries including America, England and Germany. Especially, the law for training method, contents, supervision and punishment was analyzed. Result showed (1) lack of a structured training course for educating safety and health education trainer, (2) no training system of safety and health education to public or workers, and (3) less specific law for supervision and punishment as compared to the America, England and Germany.

한·일 공항비상계획 비교 및 체크인카운터의 항공사 직원 비상대응 실태조사 (Comparison of Airport Emergency Plans in Korea and Japan and Survey of Emergency Response of Airline Employees at Check-in Counter)

  • 본 연구는 공항여객터미널 일반구역에서 재난상황 발생에 대한 대응능력을 향상하기 위한 기초적인 연구로서, 공항비상계획과 재난 발생 시 항공사 지상직원의 비상대응 실태를 조사하였다. 첫째, 공항비상계획은 한국의 김포공항과 일본의 국토교통성의 공항피난계획을 조사하여, 국내 공항비상계획이 구체적이지 않음을 확인하였다. 둘째, 체크인카운터에서 근무하는 항공사 지상직원 100명을 대상으로 설문조사를 실시한 결과 응답자의 69%가 재난상황에서 본인의 역할을 인지하지 못하고 있었으며, 90%가 비상대응에 관한 교육을 받지 않았고, 98%가 일반구역에서의 재난훈련을 받지 않았다. 교차분석을 통해 근속연수가 근무하고 있는 공항의 체감안전도와 재난발생 시 역할인지에 유의미한 결과가 확인되었다. 따라서 향후 공항여객터미널 일반구역의 재난현장 대응능력 향상을 위한 공항 비상대응계획의 개선과 항공사 지상직원에 대한 재난대응 강화 교육 및 훈련을 진행할 것을 제언한다.

교육시설 안전 등급 인증과 학교 안전도 심사에 대한 연구 (A Study on Indoor Environment Safety Level Certification of Educational Facilities and School Safety Level Evaluation)

  • This study aimed to verify the validity of the evaluation items and weight determination of the indoor environmental safety area, which has the most frequent accidents, among the safety certification evaluations of educational facilities by the Ministry of Education of the Republic of Korea, which has been conducted since May 2021. As a preceding study, the evaluation items of the school safety evaluation checklist being implemented in the US state of Vermont were compared, and the causes of accidents judged by teachers in the accident experiences written by 200 Korean teachers were compared with the safety certification evaluation items belonged to the Ministry of Education. In addition, research literature using the AHP analysis technique on safety risks of elementary and secondary schools in China and safety evaluation index study cases of 539 elementary school children in Indonesia were analyzed. Through these preceding studies, measures to add and adjust evaluation items were derived and the validity and importance rankings of evaluation items were calculated through AHP questionnaires to teachers and safety experts. In addition, a survey was conducted on 104 ordinary people to verify the results of expert analysis. As a result of expert AHP analysis, 'safety education and disaster response training (.396)' was the highest priority for the relative importance of the first layer, followed by 'safety measures (.387)' and 'building materials'. Safety (.216)' was found to be the highest priority. In the overall importance ranking of the 13 second-tier screening items, safety accident prevention education had the highest priority and disaster preparedness training ranked second, proving that the Ministry of Education's review weight was underestimated. In addition, slip and collision accident countermeasures, which were not in the existing Ministry of Education review items, ranked 4th, laboratory practice room safety measures ranked 6th, and sanitation, cleanliness, hazardous substance management, and cafeteria/cooking room safety measures ranked 9th, indicating a significant level of importance. Referring to the importance ranking, which is the result of this study, it is suggested that it is necessary to review the weight of each review item again.
