A Study on Improvement of Relief System in Disaster (재해구호시스템 개선에 관한 연구)

  • In modern society, the natural disaster damage is increasing by unusual weather conditions such as global warming. Many disaster victims in the disaster spot suffered from the heavy damages. In these conditions, this paper aims to improve of relief system in disaster. To achieve our aims, we analyzed the present disaster relief system in a legal, institutional aspect and disaster relief on the conceptual content, and look at the contents of the damage I have seen. And we are look at the issue of disaster relief, disaster relief measures to improve the present. In conclusion, this research suggests the improvements of the disaster relief system. First, Donations to secure transparency of the scheme passes. Second, the reality of actual expenses paid farmland. Third, recovery estimate by the reality. Fourth, when the disaster occurred, and the disaster of the itemized information. Finally, the degree of damage to the housing relief material support systems need improvement.

  • In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. As a result of the analysis, the central government has adjust and coordinate disaster relief activities of the local government, it has been found that you are managing director through the support of the administrative and financial. However, it was found that by weighting the administrative and financial burden on local government in disaster relief activities. In addition, the division of roles between the relief agencies and relief aid agencies of relief supplies transmission on disaster-related laws and regulations have not been specifically explicitly. It was found that has brought the waste of non-efficiency and resources by the duplication provision there is no mutual exchange of information relief supplies transmission situation.

  • Disaster relief goods are those that help disaster victims to carry on ordinary life in a disaster. Along with the improvement of national economic level and raise of people's standard of living and diversified lifestyles, demands for relief goods in a disaster are also being diversified. In step with frequent and rather large-scale occurrence of disasters, diversity of related goods for disaster relief is likely to be needed ever more in the future, while more assistance to disaster victims is required from the aspect of securing their normal daily lives. To this end, the study conducted comparative analysis of how Korea, the US and Japan managed disaster relief goods and also examined, analyzed the opinions regarding the betterment of relief goods among disaster victims and ordinary people and civil servants in charge. Based on this, the study suggested the improvement draft for disaster relief goods, the point of which was to minimize disaster relief goods commonly prepared by the central government with goods that may assist victims' lives in shelters, while local governments may prepare relief goods appropriately according to actual situation.

  • The aim of this study is to analyze the causes of the network system of the public and private sections that cannot be cooperated in implementation process of disaster relief. For this objective, this study selects the concepts of policy actors, their relationships, and their interactions which are useful in analyzing policy networks. It focuses on the interaction among concerned actors of disaster relief policy. This study suggests how to improve policy networks of disaster relief focusing on the interaction among policy actors. For more effective implementation to disaster relief, however, it is necessary to strengthen public-private partnership rather than central management system. Therefore, future research on disaster relief needs to focus in network management for leading cooperation between public and private sections.

  • There was heavy rains that happened for 23 days consecutively in 2006. Many regions have suffered because of rains and among them In-Je and Pyung-Chang area are the most suffered areas at that time. I conducted field survey at those two regions. The case of other damaged regions also reviewed in this paper and volunteer activity of volunteer groups is reviewed. I intended to make clear the volunteer activity system through analysing need capacity of volunteers. Main suggestions are as below. In management system, the nexts are discussed. Improving the ability of village headmen and volunteer groups that manage relief stuffs at the first level and cooperating method with companies are discussed. Supporting system for isolated regions and necessity about developing operating manual are suggested. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.

A Review of Relief Supply Chain Optimization

  • With a steep increase of the global disaster relief efforts around the world, the relief supply chain and humanitarian logistics play an important role to address this issue. A broad overview of operations research ranges from a principle or conceptual framework to analytical methodology and case study applied in this field. In this paper, we provide an overview of this challenging research area with emphasis on the corresponding optimization problems. The scope of this study begins with classification by the stage of the disaster lifecycle system. The characteristics of each optimization problem for the disaster supply chain are considered in detail as well as the logistics features. We found that the papers related to disaster relief can be grouped in three aspects in terms of logistics attributes: facility location, distribution model, and inventory model. Furthermore, the literature also analyzes objectives and solution algorithms proposed in each optimization model in order to discover insights, research gaps and findings. Finally, we offer future research directions based on our findings from the investigation of literature review.

  • The topic of this study is the field of humanitarian logistics for disaster response. Many existing studies have revealed that compliance with the golden time in response to a disaster determines the success or failure of relief activities, and logistics costs account for 80% of the disaster response cost. Besides, the agility, responsiveness, and effectiveness of the humanitarian logistics system are emphasized in consideration of the disaster situation's characteristics, such as the urgency of life-saving and rapid environmental changes. In other words, they emphasize the importance of logistics activities in disaster response, which includes the effective and efficient distribution of relief supplies. This study proposes a mathematical model for establishing a transport plan to distribute relief supplies in a disaster situation. To determine vehicles' route and the amount of relief for cities suffering a disaster, it mainly considers the urgency, effectiveness (restoration rate), and uncertainty in the logistics system. The model is initially developed as a mixed-integer nonlinear programming (MINLP) model containing some nonlinear functions and transform into a Mixed-integer linear programming (MILP) model using a logarithmic transformation and piecewise linear approximation method. Furthermore, a minimax problem is suggested to search for breakpoints and slopes to define a piecewise linear function that minimizes the linear approximation error. A numerical experiment is performed to verify the MILP model, and linear approximation error is also analyzed in the experiment.

Development of Earthquake Damage Estimation System and its Result Transmission by Engineering Test Satellite for Supporting Emergency

  • Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

  • Recently, 'Government 3.0' has become the topic since the inauguration of the new government. According to Government 3.0 Promotion Master Plan, this means providing bilateral customized administrative service based on the values of opening-up, sharing, and cooperation for the individuals of the people. Currently, if disaster victims, who have private property damaged by natural disasters such as typhoon and torrential rain, want to receive disaster relief service supports such as financial support, tax cut, reduction in electric and communication charges, they have to visit each of applicable organizations and apply for the relief service supports. The application forms and procedures are so diverse and complex that disaster victims undergo many discomforts. So this thesis established the solution of residents' discomforts and the providing of practical benefits through disaster victims' one stop application for service as the research objective. Accordingly, the solution plan was concretely presented through preparing the relief service promotion strategies comprising the establishment of administrative service supporting system and the preparation of legal and institutional device, the establishment of computing system for one stop service and the reinforcement of general publicity for successful promotion of cooperation projects.
