Directions and Suggestions for Consumer Safety Policy in Living (생활속의 소비자안전확보를 위한 소비자안전관리정책의 방향)

  • This study includes definitions and major issues relating to product safety, and reviews about product safety laws of Korea and of other countries. In addition, this study suggests several ideas for a future governmental policy concerning product safety and the government policies to guide in securing consumers' safety of products. First, we need to set up consumer safety policies and laws dealing with complex consumer safety issues and to integrate existing laws for the safety of products. Second, opening a consumer safety agency and training workers who have relation to the safety policy, as a profession, are necessary. Third, it is required to redefine the product safety guidelines, strengthen the safety policy and to minimize safety regulations by the government directly. Fourth, each product of the safety management policies must be regularly evaluated and given feedback for improving its effectiveness. Fifth, information gathering, disclosing, and having a feedback system related to product safety should be rebuilt for the effective management of unsafe products. In addition, laws and the aims of product safety management being changed to focus on the consumers, control on imported products, collaboration with network and mutual-assistance systems of product safety-related agencies including international organizations and major countries and taking leading roles in the world are essential.

Comparison of Hwangbek Dyeability for Cotton, Silk, and Wool from Different Tree Species and Origin (황백의 품종 및 산지에 따른 면, 견, 양모직물에 대한 염색성 비교)

  • This study examined hwangbek dyeability for cotton, silk, and wool from different tree species and origin as well as their berberine and palmatine content. A total of 12 different hwangbek were examined, six purchased directly from different locations of China and six purchased from the Seoul Medicine Market. Hwangbek purchased from China were 3 Kwanhwangbek (Phellodendron amurense Rupr.) from Jilin, Liaoning, Heilongjiang and 3 Chunhwangbek (Phellodendron chinense Schneid.) from Sichuan, Yunnan, and Guangxi. Hwangbek purchased from the Seoul Medicine Market included 3 hwangbek that originated from Korea and 3 hwangbek imported from China. We extracted 2.5g of each hwangbek into 500mL of water for 60 min at $80^{\circ}C$. Dyeing was conducted using the IR dyeing machine for 30min at $55^{\circ}C$ using a 1:100 liquor ratio. Cotton was mordanted using tannic acid followed by potassium antimonyl tartrate trihydrate treatment before dyeing. Berberine and palmatine pigments in hwangbek were identified with the HPLC-DAD-MS instrument and the amount of pigment was quantified using an ion chromatogram. The results indicated that the K/S values of dyed fabrics were highly related to the amount of pigment in hwangbek used for dyeing.

An Image-Based Annotation for DICOM Standard Image (DICOM 표준 영샹을 위한 이미지 기반의 주석)

  • In this article, we present a new DICOM object able to create image-based annotations in DICOM image. Since the proposed image-based annotation uses images themselves of annotation, various types like character, sketch, and scanning image, etc., can be imported into annotation easily. The proposed annotation is inserted into DICOM image directly but they do not influence original DICOM image quality by using independent data channel. The proposed annotation is expected to be very useful to medium and small clinics that cannot afford picture archiving and communication systems or electronic medical record.

  • Web offset newspaper prints is the most widely used printing process in domestic printing industry, but there are no industry-wide specifications for press control to assure consistent quality across newspaper printing plants. As newspaper printing becomes more of a commodity and less of an art, it is necessary to develop the print quality specification standard suitable for Korea web offset newspaper printing field. There are a few commonly employed printing standards such as, SNAP(Specification for Non-Heatset Publication) of the US, IFRA(INCA-FIEJ Research Association), J-color (Japan printing machinery association). And there exists KS for domestic standards, however, since it has been directly imported from ISO standards, there are discrepancies in printing materials and media. This paper aims to examine the color reproduction quality of domestic web offset newspaper prints by comparing with foreign standards. Printing experiments on this study have been performed at one of the domestic newspaper printing companies. The color reproduction properties of the web offset newspaper prints are measured by means of densitometry and colorimetry. These measures are evaluated comapratively with the international standards by means of analyzing, the major factors that determine the color reproduction quality of web offset newspapar prints.

  • The structural modification to install a heavy sensor was made at the front extremities of the foreign-produced helicopter operated in the Korea Navy Mounting the sensor directly to the nose structure is unlikely to be practical because it lowers a dynamic mode of the airframe close to rotor blade passing frequencies, leading to increased helicopter vibration. Unfortunately we have no information on dynamic characteristics of the imported helicopter. So the experimental modal model derived from shake testing on the overall airframe of a working helicopter was used to solve the sensor Installation problems. The sensitivity analysis was done to evaluate what the best of modification woo)d be. Simple ID model and experimental modal data for mount system with sensor were Incorporated into overall dynamic model to assess the effects of the sensor installation on helicopter. Modal testing for the modified helicopter shows that the airframe modes are sufficiently displaced from rotor passing frequencies. The mount system has been proven fight to be sufficiently stable to meet vibration-level requirement for all required operational profiles.

Port Privatisation and its Application to the Korean case (항만민영화와 우리나라의 추진 현황)

  • Privatisation has emerged within the past few decades as one of the most significant challenges to public ports and their governments throughout the world. More than forty countries have committed to some form of port privatisation thus far and they will quite likely be joined by dozens more by the turn of the century. A decision to privatise ports can be driven by a variety of forces. The most obvious is to relieve a financially strapped government by turning to the private sector for an infusion of capital required to modernise and sustain port operations, or to bolster the national treasury. Inefficient and costly port operations can seriously impair the competitiveness of a nation’s export industries and artificially raise the cost and thus constrain the availability of imported goods. Privatisation in certain circumstances therefore holds the promise of stimulating economic growth particularly for those whose livelihood depends directly upon port activity and trade. The main objective of this paper is first of all, to introduce a variety of methods of port privatisation after reviewing the reason why port facilities should be privatised. This paper also aims to make some proposals with which a port privatisation process in Korea can be improved after summarising the present Terminal Operating Company(TOC) system propelled by Ministry of Maritime Affairs and Fisheries.

Time Domain Analysis on Deck Wetness of a Caisson Wet-towed in Irregular Waves (불규칙 파랑 중 직접 예인하는 케이슨의 상판침수에 대한 시간 영역 해석)

  • A numerical analysis on deck wetness is carried out for a large caisson directly wet-towed by tugs in irregular waves. A constant panel method is used for linear analysis in frequency domain and a statistical post-processing for the deck wetness is presented. Hydrodynamic coefficients obtained from the frequency domain computation are imported for time domain analysis which enables complete modeling for towing equipment, environment, etc. Both frequency and time domain computations over two sea states are performed and comparison is made. In the time domain analysis, towing systems of various arrangements of tugs are investigated from short-term prediction for the largest deck wetness and the number of occurrences of deck wetness.

  • Human fungal infections are uncommon in normally healthy persons, being confined to conditions such as candidiasis (thrush) and dermatophyte skin infections such as athlete's foot. However, in the immunocompromised host, a variety of normally mild or nonpathogenic fungi can cause potentially fatal infections. Furthermore, the relativeease with which people can now visit 'exotic' countries provides the means for unusual fungal infections to be imported into this country. Mycoses appear in many different forms and areas. Fungal infections or mycoses are classified depending on the degree of tissue involvement and mode of entry into the host. These are Cutaneous, Subcutaneous, Systemic, and Opportunistic. Cutaneous mycoses specially appears symptoms on the skin. They are treated by amphotericinB, nystatin, grycelfulvin, micronazole and ketaconazole, etc, but these medicines are been careful about using, because most of them have serious side effects and toxicities. So, on the purpose of finding safe novel medicines, we have researched oriental medicines and search them to treat mycoses. In oriental medicines treating mycoses, we pay attention to orient applications that directly have an effect on disorder lesions. Oriental applications consists of various herbs and have a lot of forms, so we try to classify them as herbs and forms

Korean Countermeasures against the Anti-Evasion, Anti-Circumvention in US (미국의 우회덤핑방지제도와 회피방지제도에 대한 우리나라의 대응방안)

  • Circumvention refers to the situation in which exporters try to circumvent import restrictions by setting up factories in third countries and assembling and producing parts locally. Circumvention dumping eliminates the impacts of existing anti-dumping measures, and major countries are introducing anti-circumvention dumping laws to address this problem. If the act of the exporting country is recognized as a circumvention dumping activity, anti-dumping duties are applied retroactively to the imported goods or components. Evasion is an act of importation that results in the reduction or non-application of cash deposits, securities, or anti-dumping or countervailing duties, in a manner that is substantive or false, substantive or omission. In this article, we reviewed the contents and examples of the anti-circumvention measures by the US Department of Commerce (DOC), the International Trade Commission (ITC), and the Anti-Evasion measures by the CBP. The CBP examples show how much inference can be made about which parts of the CBP's investigations, and in what ways. The enactment of the EAPA created an environment in which the role of the CBP was directly guaranteed, and it was possible to apply adverse inferences to those who did not respond to requests for information, resulting in stronger CBP's authority. Therefore, it is advisable for Korea to examine the introduction of domestic laws, such as the bypass anti-dumping system, in order to cope with unfair trade practices that undermine and neutralize the effects of anti-dumping measures.
