A Critical Review on Platform Business and Government Regulation Alignment (디지털경제 시대의 플랫폼비즈니스와 정부규제에 관한 리뷰: 디지털플랫폼 속성과 정부규제 유형을 중심으로)

  • This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.

  • This paper intends to provide a more effective understanding of the management performance (survival and growth) of startups and to suggest methods that can be applied to empirical research related to startups in the future. Therefore, in this study, the effect of entrepreneurship, trend analysis, and government support on business performance (non-financial and financial) is studied. A total of 220 questionnaires were received, and 215 were adopted except for 5 insincere questionnaires. Therefore, it was evaluated based on statistical data of 215 companies surveyed by startup officials. The questionnaire was analyzed using the SPSS 28.0 statistical program. The results of the study confirmed that all three items of the hypothesis, government support, entrepreneurship, and trend analysis of start-ups all play a positive role regardless of the difference in financial and non-financial management performance.

  • This study analyzes the construction status of digital employment services in Korea and presents the direction of continuous advancement and development of digital employment services based on overseas cases and the latest digital technology development trends. Find out the specific digitalization promotion strategies and current status of major countries such as Belgium, Australia, the United Kingdom, Germany, France, and the United States. In addition, in order to present a plan for the development of digital employment services in Korea, we will propose a plan to expand digital employment services to online employment centers through individual and customized employment services, data openness, and expansion of public-private collaboration through digital employment services using AI and big data.

A Study on the Korean CALS Conception and Introduction Policy Trend (한국적CALS의 개념 정립과 도입정책방향에 대한 연구)

  • This paper aims to present a prospective trend to establish a proper CALS conception and an efficient CALS environment in Korea.. It is crucial at this point for Korea to develop a comprehensive CALS conception which considers our present economic and social situation, national security, and our national emotion. Korean CALS has been developed and led mainly by the government and private industry. It is now necessary to improve CALS conception in Korea by making CALS standard more interchangeable among international as well as domestic business fields through EDI and the automation of the industries along with the government. In this regard, this paper proposes three potential methods to accomplish this goal and discuss each of them in detail. First, we suggest to establish a proper CALS introduction policy on the government level. We propose an introduction policy with three phases such as introduction, spreading and target which will cover through the year 1996 to 2007. Second. we suggest to establish a proper CALS standardization policy by improving the acquisition of digital data and process, and modernizing infrastructure. Third, we suggest that the government should amend and enforce the necessary laws and acts for more efficient CALS implementation in Korea. Government should arrange for these acts to be applied not optionally but obligatorily to Korean enterprises so that they survive the harsh and competitive world market in the upcoming 21th century.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister?in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to?build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity.?It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400?million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

  • Our country is constructed the digital map in the first NGIS plan. Through digital map construction, it was had the potentiality that can more easily activate GIS. But these data included numerous problems from user's view. In the second NGIS plan, our government try to construct the framework data for the maximization of GIS utilization. This paper is showed a step of update that considered relationship between the national framework data themes, suggested the structure of maintenance activity for national framework data.

  • With the advent of Ubiquitous era, Korean government understood its strategic importance and formulated 'IT839 Strategies' with various action plans not to miss the great opportunities which it may allow and eventually to realize u-Korea. As a result, m-Commerce is actualized and new types of Ubiquitous services such as digital multimedia broadcasting(DMB) and wireless broadband Internet(WiBro) are now on their commercial stages. Digital contents are the key success factors of these new services. Digital contents industry is regarded as next generation of growth engine in the digital economy, because it is knowledge-based and high value-added global industry affecting positively on the whole private and public sectors. This paper reviewed the characteristics, business models, technical and market trend of digital contents to be compatible with Ubiquitous environment. Also, it reviewed the development strategies of DMB and WiBro services, which are newly introduced and commercialized in Korea to make it as world leader in these fields. It may be concluded that Korea should make more efforts to development market-oriented digital contents for Ubiquitous era and to realize the sustained economic growth.
