This paper attempts to find a desirable way to effectively integrate the roles of the central government of Korea and the Seoul Metropolitan Government in terms of e-government environments. Electronic intergovernmental relations(e-IGR) are analyzed from the multiple perspectives such as technological, institutional, and behavioral aspect. Among these. this paper found that the behavioral aspect deserves more academic and policy interests. Both the horizontal and vertical integration among departments and agencies will enable the e-government to serve people better.

The UK is a service superpower with solid and well-developed financial and insurance services, including FinTech. Much of the UK's service industry is digital and becoming increasingly so. Primary sources constituting the UK's comparative advantage in services could be factored in business conditions driving innovation in the digital age and world-leading digital competitiveness. Therefore, this study examined the UK's digital policies. This research's focal strands were the UK's digital strategy, national artificial intelligence strategy, and digital trade objectives. As an essential insight for policymakers and other stakeholders, this study proposes that government policies in response to the digital economy are inextricably linked, leading to a critical driver for the UK's digital competitiveness.

This article explored the status of E-Government initiative in developing countries by taking the case of Ethiopia. The study had analyzed the practice, challenges and the future prospect of the E-Government initiative in the country. The paper had used both secondary and primary sources of data. In identifying the practice and future prospects of the E-Government imitative, related works in the area were reviewed and appraised. In ascertaining the major challenges, structured and semi-structured interviews were carried out with selected stakeholders from the government office and the private sector. The result of the study had shown that the country had registered a promising progress in E-Government index in the past four years ranking at 157th in the year 2014, which was standing at 172nd in the year 2012. Above all, high- level political commitment and the design of specific actions plans that are linked to the national sustainable development priorities were the key success factors. Nevertheless, there are still enormous challenges that have to be tackled for citizens to drive the benefits arising from the implementation of E-Government initiative. The study had identified limited cross-sectoral connectivity, lack of intra-organizational connectivity, low human resource capacity, language barrier, lack of awareness and absence of appropriate legal and regulatory framework as major challenges. Finally, the study forwarded constructive suggestion that can be adopted in the way forward of the E-Government initiative.

The Ministry of Construction and local governments have spent lots of money to construct 1: 1,000 scale digital topographic map. However the digital map is used only in facility management departments and the department in charge of GIS. In local governments, almost 70 ∼ 80 % of data are related with maps, which represents GIS technique and the digital maps could be used 70 ∼ 80 % of local government tasks. In this circumstances, it is necessary to spread out GIS usage through GIS education. However, there are lots of limits in GIS education such as number of people which can take classes at one time, physical location and size of classroom, and curriculums etc. To overcome these limits, cyber GIS education is becoming more important. This study presents how the cyber GIS education should be composed for the local government officers. For this purpose, this study accomplished followings ; grasp current GIS education status, analyze the needs of GIS education for local government officers, propose cyber GIS courses and curriculums according to the level of officers.

This study investigates the problems resulting from the Internet addiction policy management in South Korea and discusses a direction for rational policies by developing a system that facilitates interactive discussions among interest individuals and groups. The Korean society has experienced conflicts of interests among the government, the private sector and civil society in the policy. In addition, heightened competition among government ministries has led the Internet addiction policy management to be susceptible to how citizens respond to the claims of interested parties, thereby having the rationality of the policy management less count. To address these issues, this study investigates the current Internet addiction policy and explores the potential of new governance from a perspective of new institutionalism. This study suggests that the system of the Internet addiction policy should be restructured to transfer control over the policy from the central to local government and develop governance centered on the consensus of the government, the private sector, and civil society.

Public policy responses to the digital/information revolution and the micro-economic reforms that it facilitates have inspired exploration of the scope for local government implementation of digital spatial data handling(DSDH) of information relating to, among other things, asset inventory, environmental and utility management, address management, and planning. The results from these explorations are such that few doubt the value of bringing the public policies to practice, but diffusion rate and pattern of the approaches demonstrated by the scoping experiments will reflect institutional/cultural matters, indicators of the relative significance of which might be at least partly predicted from appraisal of case studies. This argument is exemplified by reference to case studies in adoption of DSDH by local government organizations in Korea and in Australia.

This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

Increasing concern of urban community environment with acceleration of economic growth in modern generation, forcing us to recognize city's environment composition causes important factor for city's spirit. This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.
