  • The purpose of this study uses agricultural knowledge system theory to explore how the extension system in South Korea was developed and have worked well. By agricultural knowledge system we emphasized the dynamic networks of actors, processes of negotiation, and the diverse ways in which knowledge is constructed and performed. It was possible that individuals may participate in and utilize multiple knowledge systems. The knowledge systems reflected the idea that the boundaries between knowledge groups were not closed and that there could be considerable overlap between knowledge systems. The constructions of agricultural knowledge systems thus included social interactions, communication, and the diverse processes individuals employ to create, use, and evaluate multiple types and sources of information. As such, there were six priorities to development agricultural extension system; the linkage between agricultural colleges, Rural Development Administration(RDA), branch of RDA, establishing the research institution of research and extension linkage. exchange research agent with extension agent, developing information technology system, bottom-up approach, the linkage between national project and regional within extension projects, enforcement of informal learning.

  • Governments around the world invest in research and development (R&D) for different purposes : national economy, defence, environment, health, etc. as a means of national survival beyond the means of national competitiveness. These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for "Clean Appraisal System" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. Thus securing the information infrastructure and finally we drew the conceptual model of the system according to an open appraisal tasks by introducing an element of the OECD on open government typed appraisal tasks.

  • This paper presents a dynamic development of an ontology-based statistical information system supporting the collection, storage, processing, analysis, and the presentation of statistical knowledge at the national scale. To accomplish this, we propose a data mining technique to dynamically collect data relating to citizens from publicly available data sources; the collected data will then be structured, classified, categorized, and integrated into an ontology. Moreover, an intelligent platform is proposed in order to generate quantitative and qualitative statistical information based on the knowledge stored in the ontology. The main aims of our proposed system are to digitize administrative tasks and to provide reliable statistical information to governmental, economic, and social actors. The authorities will use the ontology-based statistical information system for strategic decision-making as it easily collects, produces, analyzes, and provides both quantitative and qualitative knowledge that will help to improve the administration and management of national political, social, and economic life.

  • The purpose of this paper is to analyze production and innovation networks of services in the long-live area of Gangwon and Jeju Provinces and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties in the Honam Region, the long-live belt of Korea and two cities (Jeonju, Gwangju) are surveyed for the purpose of comparison with the Gangwon and Jeju areas. Production and innovation networks of research and supporting activities and tourist services are analyzed based on intensive interview surveys of the regions. The result of the analysis suggests that the innovation networks among the economic actors have considerable impacts on the innovation processes of the service activities and the service functions in the rural area are somewhat developed with local industry after the practice of local autonomy. The processes of innovation networks are progressed differently by the hierarchy of the regions as well as by the function of services such as research and supporting activities and tourist services. The direction of the rural development in the knowledge-based information society seems to be intensifying the networks among the innovative actors and developing virtual innovation networks for the development of rural innovation systems.

  • The career management concept is changing rapidly in the career management field in recent years. It becomes very difficult to have a lifetime employment within the same firm. As there is career interruption that is pervasive phenomenon in the women's career management area, many academics and practitioners have been interested in it. The purpose of this study was to examine the influence of women's career-interruptions as the effective career strategy on career development actors and career success. To test the effects of the proactive career management of career-interrupted women, data were divided into two groups including proactive career management group and general career management group based on whether career-interruptions are voluntary or not. The results showed that the proactive development actors was significantly different depending on women's proactive career management and general career management group. First, proactive-career women were more self-directed to learn and have a significant impact on developing skills through training. Second, the career successes were not significantly different depending on and general career management group.

  • This paper aims at exploring the multi-scalar processes through which the Gumi Industrial Complex was developed in the late 1960s and the early 1970s. Existing studies, influenced by the "Developmental State Thesis", tend to see the industrialization processes of South Korea either by focusing on the socio-politico-economic processes at the national scale or in terms of the plan rationality of the national bureaucrats. This paper, however, denies this perspective on the basis of the strategic relational approach to the state and the multi-scalar perspective. In particular, it argues that the state actions for national industrialization have been the outcome of complex interactions, conflicts and negotiations among social forces, acting in and through the state, and at diverse geographical scales. This paper attempts to empirically prove this argument on the basis of a case study on the construction processes of Gumi Industrial Complex. The development of Gumi Industrial Complex cannot be solely explained in terms of either the plan rationality of the national bureaucrats or the political motivation related to the fact that Gumi was the hometown of President Park Jung-Hee. This paper argues that the development of Gumi Industrial Complex was heavily influenced by the role of the following actors; place-dependent local actors in Gumi and the multi-scalar agents, such as the Korean-Japanese businessmen and the national parliament members elected in the Gumi electoral district.

  • This paper aims at examining the role of university, industry and government, which constitute the triple-helix innovation system in hi-tech cluster, based on the case of the Research Triangle Park, North Carolina, USA. Firstly, the state government has played a catalytic role by building the horizontal governance of triple-helix actors. By doing so, the state government has made it possible for not only growing but also transforming the RTP as an high-tech cluster. Secondly, universities in the triangle area have played to some extent a limited role in sustaining the evolution of cluster. Thirdly, the RTP has long been dominated by a small group of large firms. However, the situation has been changed since 1990s, because new start-ups from universities and local large firms and the technology transfer activities between universities and firms have been increased in the RTP and its surrounding area. Finally, it argues that the continuous evolution of the RTP has been to some or large extent influenced by the transition from the exogenous development model to the endogenous development model.

Development of Industry-Wide IS Integration Model in the Agri-Industry

  • This paper presents a model explaining industrywide information systems (IS) integration in the agri-industry. Using a theoretical frame of value configuration analysis and IS integration extent we study 15 organizations. We find that product sensitivity, continuous production, value chain captains, and value creation logic explain the industry-wide IS integration. Incompatible value creation logic among stakeholders and the lack of presence of "value chain captains" - powerful actors dominating the entire industry - has and negative impact on industry-wide integration. On the other hand, product sensitivity and continuous production process led to higher levels of integration.

  • This paper examines the social development process of technological innovation for national emergency management. There are relatively few studies on how technological innovations are developed and deployed within social context. This paper investigates innovation processes within social contexts and the role of innovation actors such as citizens, government, and private sector. The the Real-time Disaster Management System (RDMS) is an innovation for citizens to transmit digital images and video clips on disaster toward professional organizations to respond to disasters. This case shows how an innovation in disaster management was developed by social interactions, how open innovation mechanism was deployed, and how end-users involved in innovation processes for disaster management. Finally this paper suggests implications to accelerate innovations for social welfare and social change.

A Study on the Sensitivity Analysis of the Deterministic Sediment Yield Formulas (결정론적 유사량 산정공식의 민감도 분석에 관한 연구)

  • This st at the development of the adequate sediment yield formulas in Wi-Stream basin ; IHP representative basin in Korea. As a result of applying outstanding sediment yield formulas among the existing formulas, it is analyzed that including the Engelund & Hansen formula, Yang formula is proper to the Wi-Stream basin. And as a result of sensitivity analysis to the sediment parameters it is analyzed that Rijn and Actors & White formula is more sensible than any other formulas which has been applied the velocity and depth among the parameters. Also, Engelund & Hansen and Yang formula is less sensible than any other formulas. In Wi-Stream basin, it is analyzed that Yang and Engelund & Hansen formula is the most suitable sediment yield formula in this study. But because the existing formulas had been developed in foreign countries and applied the foreign natural livers and reservoirs, it makes careful use of Korean alluvial river and hoped that it will be developed the most adequate formula in Wi-Stream basin.
