The emerging technologies at the industrial level have deployed rapidly within the energy transition process innovations. The nuclear industry incorporates several technologies like Artificial Intelligence (AI), Machine Learning (ML), Digital Twins, High-Performance-Computing (HPC) and Quantum Computing (QC), among others. Factors identifications are explained to set up a regulatory framework in the digitalization era, providing new capabilities paths for nuclear technologies in the forthcoming years. The Analytical Network Process (ANP) integrates the quantitative-qualitative decision-making analysis to assess the implementation of different aspects in the digital transformation for the New-Energy Transition Era (NETE) with a Nuclear Power Infrastructure Development (NPID).

The Wairarapa Valley occupies a predominantly rural area in the lower North Island of New Zealand. It supports a mix of intensive farming (dairy), dry stock farming (sheep and beef cattle) and horticulture (including wine grapes). The valley floor is traversed by the Ruamahanga River, the largest river in the Wellington region with a total catchment area of 3,430 km2. Environmental, cultural and recreational values associated with this Ruamahanga River are very high. The alluvial gravel and sand aquifers of the Wairarapa Valley, support productive groundwater aquifers at depths of up to 100 metres below ground while the Ruamahanga River and its tributaries present a further source of water for users. Water is allocated to users via resource consents by Greater Wellington Regional Council (GWRC). With intensifying land use, demand from the surface and groundwater resources of the Wairarapa Valley has increased substantially in recent times and careful management is needed to ensure values are maintained. This paper describes the approach being taken to manage water resources in the Wairarapa Valley and redefine appropriate limits of sustainable water use. There are three key parts: Quantifying the groundwater resource. A FEFLOW numerical groundwater flow model was developed by GWRC. This modelling phase provided a much improved understanding of aquifer recharge and abstraction processes. It also began to reveal the extent of hydraulic connection between aquifer and river systems and the importance of moving towards an integrated (conjunctive) approach to allocating water. Development of a conjunctive management framework. The FEFLOW model was used to quantify the stream flow depletion impacts of a range of groundwater abstraction scenarios. From this, three abstraction categories (A, B and C) that describe diminishing degrees of hydraulic connection between ground and surface water resources were mapped in 3 dimensions across the Valley. Interim allocation limits have been defined for each of 17 discrete management units within the valley based on both local scale aquifer recharge and stream flow depletion criteria but also cumulative impacts at the valley-wide scale. These allocation limits are to be further refined into agreed final limits through a community-led decision making process. Community involvement in the limit setting process. Historically in New Zealand, limits for sustainable resource use have been established primarily on the basis of 'hard science' and the decision making process has been driven by regional councils. Community involvement in limit setting processes has been through consultation rather than active participation. Recent legislation in the form of a National Policy Statement on Freshwater Management (2011) is reforming this approach. In particular, collaborative consensus-based decision making with active engagement from stakeholders is now expected. With this in mind, a committee of Wairarapa local people with a wide range of backgrounds was established in 2014. The role of this committee is to make final recommendations about resource use limits (including allocation of water) that reflect the aspirations of the communities they represent. To assist the committee in taking a holistic view it is intended that the existing numerical groundwater flow models will be coupled with with surface flow, contaminant transport, biological and economic models. This will provide the basis for assessing the likely outcomes of a range of future land use and resource limit scenarios.

This research purposes to design a methodological framework to suggest the optimal method to resolve the conflicts of stakeholders surrounding the water use charge of the Han River region, and to use the analysis results to provide the direction of policy. For this, it was preceded that the process of understanding the mechanisms of the multifaceted conflict between decision makers taking different positions over water use charge of the Han River region, and an optimal method to resolve the conflict of water use charge of the Han River region was derived by using a graph model for conflict resolution(GMCR). According to the analysis results, the optimal state to find a solution to the water use charge of the Han River is that the Seoul-Incheon-Gyeonggi region pays the charge according to the original rate while Seoul-Incheon requesting discount the water use rate. In addition, the Han River management committee should establish policies desired by Seoul-Incheon-Gyeonggi region including rationalization of the decision-making structure to determine the rate of water use charge, making the basis to support the Han River management fund system for the Seoul-Incheon region, and transparent management of the Han River management fund system considering the characteristics of beneficiary regions and residents. This study is expected to provide objective decision-making information in establishing environmental policy directions related to conflict resolution in the water use charge of the Han River region and to offer a methodological basis for similar follow-up studies related to conflicts derived from sharing nature environment.

The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.
With regard to the development of new drugs, what is most important for a Korean Biotech, where no global sales network has been established, is decision-making related to out-licensing of new drugs. The probability of success for each clinical phase is different, and the licensing amount and its royalty vary depending on which clinical phase the licensing contract is made. Due to the nature of such a licensing contract and Biotech's weak financial status, it is a very important decision-making issue for a Biotech to determine when to license out to a Big Pharma. This study defined a model called 'optimal timing for out-licensing of new drugs' and the results were derived from the decision tree analysis. As a case study, we applied to a Biotech in Korea, which is conducting FDA global clinical trials for a first-in-class new drug. Assuming that the market size and expected market penetration rate of the target disease are known, it has been shown that out-licensing after phase 1 or phase 2 of clinical trials is a best alternative that maximizes Biotech's profits. This study can provide a conceptual framework for the use of management science methodologies in pharmaceutical fields, thus laying the foundation for knowledge and research on out-licensing of new drugs.

This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.
In this paper, various definitions of IT Governance and its elements are reviewed. It seems that generally, there is no big difference in definitions and the elements of IT Governance among researchers. However, it is found that some variables which are not appropriate for its definition were used in many IT Governance research. It is also found that IT Governance research in foreign countries have been focused on structure, process, and relational mechanism. I think that the primary goal of IT Governance should be building an effective IT management system. If desirable structure and principles for IT management are established and observed strictly, we can expect desirable behavior in IT management. As a result, expected outcomes and benefits through IT investment could be possibly realized. Therefore, IT Governance research should be focused on building IT Governance systems. This paper suggests a framework for the future IT Governance research.
Commercial properties are gaining importance in the national economy, drawing more and more interests from agencies and individuals. Therefore, objective and accurate investment information needs to be supplied in order to support rational decision making and market transparency. To contribute to guiding the Korean commercial property market to become as transparent and competitive as the markets of developed countries, this study aims to seek for ways to establish a Korean commercial property information framework. As part of the activities to achieve the goal, the Korean commercial property market information was first evaluated in terms of data collection, production and operation. Then, US NCREIF, which is operated by the private sector, and Singapore's URA, managed by the public sector, were considered as the examples of well-managed foreign commercial property market information frameworks. Efficient management of the system requires establishing a monitoring scheme, and users' accessibility and information availability will be enhanced through phased expansion of the information.
Business analytics is a management tool for achieving significant business performance improvements. Many organizations fail to or only partially achieve their business objectives and goals from business analytics. Business analytics adoption is a multi-stage complex activity consisting of evaluation, adoption, and assimilation stages. Several research papers have been published in the field of business analytics, but the research on multi-stage BA adoption is fewer in number. This study contributes to the scant literature on the multi-stage adoption model by identifying the critical themes for evaluation, adoption, and assimilation stages of business analytics. This study uses the thematic content analysis of peer-reviewed published academic papers as a research technique to explore the key themes of business analytics adoption. This study links the critical themes with the popular theoretical foundations: Resource-Based View (RBV), Dynamic Capabilities, Diffusion of Innovations, and Technology-Organizational-Environmental (TOE) framework. The study identifies twelve major factors categorized into three key themes: organizational characteristics, innovation characteristics, and environmental characteristics. The main organizational factors are top management support, organization data environment, centralized analytics structure, perceived cost, employee skills, and data-based decision making culture. The major innovation characteristics are perceived benefits, complexity, and compatibility, and information technology assets. The environmental factors influencing BA adoption stages are competition and industry pressure. A conceptual framework for the multi-stage BA adoption model is proposed in this study. The findings of this study can assist the practicing managers in developing a stage-wise operational strategy for business analytics adoption. Future research can also attempt to validate the conceptual model proposed in this study.
After the hydrogen fluoride leak in Gumi in 2012, the government has been systemizing the disaster management system, such as responding to and managing chemical accidents. In particular, the Ministry of the Interior and Safety (MOIS) is in charge of evacuation of residents following chemical accidents based on the Framework Act on Management of Disaster and Safety. In this study, an application plan was presented to support and utilize the decision-making support for evacuation of residents after a chemical accident using the chemical accident investigation equipment of the National Disaster Management Research Institute (NDMI). In the equipment operation system for scientific information collection due to chemical accidents, the roles and purpose of use of long/short distance measurement equipment were presented according to regular and emergency situations. Using the data acquired through long/short distance measurement equipment, it can be used as basic data for resident evacuation decision-making by monitoring whether chemicals are detected in an emergency and managing data on detected substances by company in a regular situation. As a result of measuring chemical substances in order to verify on-site usability by equipment only for the regular operation system, it was confirmed that real-time detection of chemical substances is possible with long distance measuring equipment. In addition, it was confirmed that it was necessary to check the measurable distance and range of the equipment in the future. In the case of short distance measurement equipment, hydrocarbon-based substances were mainly detected, and it was confirmed that it was measured at a higher level in Ulsan-Mipo National Industrial Complex than in Onsan National Industrial Complex. It is expected that it can be used as basic data to support decision-making in the event of chemical accidents through continuous data construction in the future.
