Through this study on utilization of de facto standards for national standards, it is researched that major de facto standards bodies status and domestic industrial fields which need utilization of de facto standards for national standards. Through overseas Case, effective usage of de facto standards will be obtained.

Recently, the comparative gap of technology and product has been decreased in the global market, and the globalization has been extended rapidly. Industries try to get de facto standard as the global standard. De facto standard has become a standard not because it has been approved by a standards organization but because it is widely used and recognized by the industry as being standard. Advanced countries already have their own organizations under the government, and they cooperate tightly with companies. As a result, we also try to have the organization and build the good relationship between companies and the government to get de facto standard in the global market.

The paper investigates empirically the determinants of standardization activity at the industry level, focusing on market structure. The enactments or amendments of collective standards is used as the proxy variable for standardization activity. The independent variables, in addition to market structure, are technological opportunity, factor intensity, export ratio, and industry characteristics(assembly). We estimated the logistic regression model(so-called Logit), using the pooling data for 9 Korean industries, including foods, textiles, chemicals, nonmetallic minerals, metals, electronics and electrics, machinery, automobiles, and shipbuilding, over 2006-2009. The empirical finding shows that market structure has no any effects on the enactments or amendments of collective standards in Korea. This might infer that oligopolistic firms devote themselves to de facto standards determined by market rather than de jure standards such as collective standards and Korean Standards(KS). Besides market structure variable, whereas technological opportunity and assembly characteristics are likely to relate positively with the enactments or amendments of collective standards, capital intensity and export ratio have no any relationship with industrial standardization, respectively.

As more application programs have graphic functions, standards in the computer graphics are becoming important. To develop a computer aided design and production system for ships, which would be used by different shipyards, a graphic library should be chosen as a standard. Existing ISO graphic standards and de facto industrial standards are surveyed. They are, to name some of them, GKS, PHIGS, X-Window, PEX, PDES, and STEP. GKS and PHIGS concern about the application programmer's interface. Others handle the device interface. PDES and STEP are to standardize the graphical data transfer between heterogeneous systems. Their inter-relations are investigated. Some preliminary suggestions for the choice of graphic standards are included in this paper.

The purpose of this study is to identify in two aspects the relationship between standardization activities and technological development at the firm level. The first aspect is to analyze the relationship between the current Korean industrial standards system and the firm's technological development vis-a-vis quality standards. The analysis reveals that even if Korean firms recognize the importance of standards, the level of product quality of the KS mark is still lower compared to the average world level. The survey also reveals that the reasons for acquiring ISO and KS marks are mainly aimed at enforcing company image and increasing quality management mind, rather than to foster technological innovation. The second aspect explores how much Korean industrial standards (KS marks) affect the firm's technological development in the Process of standards acquisition activities. The survey results show that standardization activities have a less positive impact on technological innovation than on the maintenance of consistent production works.

ERC-20, the standard API for Ethereum token smart contracts, was introduced to ensure compatibility among applications such as wallets and decentralized exchanges. However, many compatibility vulnerability problems have existed because there is no rigorous functional specifications for each API nor conformance review tools for the standard. In this paper, we proposed a new review procedure and a tool to perform the procedure to review if ERC-20 token smart contract programs for the Ethereum blockchain conform to the de facto standards. Based on the knowledge from an analysis on the ERC-20 API functional behavior of the top 100 token smart contract programs in the existing Ethereum blockchain, a new specification for the de facto standard for ERC-20 API was explicitly defined. The new specification enabled us to design a systematic review method for Ethereum smart contract programs. We developed a tool to support this review method and we evaluated a few benchmark programs with the tool.

This paper proposes various measures of reliability, maintainability and availability in information technology service management(ISTM). Global ITSM standards such as ITIL(IT Infrastructure Library) and ISO/IEC 20000 are introduced. Especially availability management of De-facto and De-juire standards is concerned with users and customers of IT service. The study presents seven reliability measures, six maintainability measures and two availability measures. These results can be effectively used with a appropriate IT availability management tools such as CFIA(Component Failure Impact Analysis) and SOA(Service Outage Analysis), etc.

According to public and industrial interests on mobile graphics, a preliminary implementation regarding 3D feature visualization system on cell phone was performed using M3G API, one of the de-facto standards for mobile 3D graphic API. Through this experiment, it is revealed that scene graph structure and 3D mobile file format supported from this API is useful one for 3D geo-modeling and rendering in mobile environment. It is necessary that 3D mobile graphic standards can be considered as one component of current mobile GIS services standards to provide value-added 3D GIS contents.

DICOM (Digital Imaging and Communications in Medicine) standards are generally introduced as de facto and de jure standards in modern medical imaging devices to store and to transmit medical image information. DICOM Dose Structured Report (DICOM dose SR) is implemented to report radiation exposure information in image acquiring process. and DIOCM Modality Performed Procedure Step (DICOM MPPS) is also partly used to report this exposure with the information in its DICOM tag. This article is focused on three type of radiation exposure information of DICOM standards, 1) DICOM dose SR, 2) DICOM MPPS and 3) Radiation Exposure Monitoring(REM) profile by Integrating the Healthcare Enterprise(IHE), to study on radiation exposure reporting. Healthcare facility and its staff of medical imaging related to radiation exposure should have a deep understanding of radiation exposure, and it required a standards to enhance the quality control of medical imaging and the safety of patients and staffs. Staff member have to pay attention on radiation exposures and controling processes from the purchasing stage of X-ray devices.
