The need for an effective disaster management system has grown these days to protect public safety as the number of disasters causing massive damage increases. Since disaster-induced damage can develop in various ways, rapid and accurate countermeasures must be prepared soon after disasters occur. Numerous studies have continuously developed remote sensing and GIS (Geographic Information System)-based techniques for disaster monitoring and damage analysis. This special issue presents the research results on disaster prediction and monitoring based on various remote sensors on different platforms from ground to space and disaster management using GIS techniques. The developed techniques help manage various disasters such as storms, floods, and forest fires and can be combined to achieve an integrated and effective disaster management system.
Once assessment of material failure characteristics is captured precisely in a unified way, it can bedirectly incorporated into the structural failure assessment under various loading environments, based on the theoretical backgrounds so called Local Approach to Fracture. The aim of this study is to develop a numerical fatigue test method by continuum damage mechanics applicable for the assessment of structural integrity throughout crack initiation and structural failure based on the Local Approach to Fracture. The generalized elasto-visco-plastic constitutive equation, which can consider the internal damage evolution behavior, is developed and employed in the 3-D FEA code in order to numerically evaluate the material and/or structural responses. Explicit information of the relationships between the mechanical properties and material constants, which are required for the mechanical constitutive and damage evolution equations for each material, are implemented in numerical fatigue test method. The material constants selected from constitutive equations are used directly in the failure assessment of material and/or structures. The performance of the developed system has been evaluated with assessing the S-N diagram of stainless steel materials.
These days hair perm and dye is a modern trend that women prefer to create their own image and personality. However, chemicals for hair perm and dye are easy to damage hair. This study, then, is to find out some effective skills to minimize hair damage when hair perm and dye is done in a same time. The subjects were 200 hairs picked from five healthy women in their twenties which have not been permed and dyed since one year and more ago. The experimental group was divided into two groups: 1)the perm- nutritional treatment- dye (PNT) group 2)the dye- perm- nutritional treatment(DPN) group. After experiments, the states of "hair scale", "hair damage", and "color tone in dyed hair" were compared between two groups. The results are as follows: to lessen hair damage when hair perm and dye is done in a same time, nutritional treatments must be necessarily used on hair. To make hair colored more clearly when hair dye is done, it is more desirable to use nutritional treatments on hair.
This investigation presents reviews of many research results on lightning damage to wind turbines and lightning protection strategies from IEC Standard, Europe, USA, Japan and Korea. There have been few studies on lightning protection of wind turbines in Korea, while various investigations have been performed in the other countries. It is necessary to apply some good lightning protection strategies of IEC Standard and the other countries to Korea. Those are as follows: The guideline for lightning protection of wind turbines should be established based on IEC Standards. It needs to be carried out both development of software and experimental studies for understanding the types of lightning damage to wind turbines and compiling the database. In order to minimize the lightning damage to wind turbines, it is a key factor for wind farm owners and researchers to provide the information about the damage cases and wind farm operation technique.

In this study, an FRF-based structural damage identification method (SDIM) is proposed for plate structures. The present SDIM is derived from the partial differential equation of motion of the damaged plate, in with damages we characterized by using a damage distribution function. The appealing features of the present SDIM include the followings. First, the modal data of the damaged structure are not required. Secondly, a sufficient number of information can be generated from the measured FRFs by simply varying excitation frequencies and response measurement points. The feasibility of the present SDIM is verified through some numerically simulated damage identification tests.
This research is inquired to the residents in Kimcheon, Kyongsang-Boukdo and in Kangnung, Yangyang, Kangwon-Do. The residents were damaged by typhoon ${\ulcorner}RUSA{\lrcorner}$ in 2002, which occurred the biggest damage in our country's natural disaster. The result of inquiry is arranged in this research. Inquiry contents arrange a current events points through the inquiry. which is about the resident's demand and confrontation caused by a big disaster occurrence; the damage present condition which is caused by typhoon ${\ulcorner}RUSA{\lrcorner},$ the countermeasure condition on damage occurrence, the necessity content of area disaster information, the difficulty factor of damage restoration, the evaluation of the government and relation group's countermeasure which is about typhoon ${\ulcorner}RUSA{\lrcorner},$ the mental and body problem after disaster occurrence. And inquiry contents present the fundamental data for establishing the area prevention of disaster plan hereafter.

Electro-micromechanical techniques were applied using four-probe method for carbon nanotube (CNT) or nanofiber (CNF)/epoxy composites with their content. Carbon black (CB) was used to compare with CNT and CNF. The fracture of carbon fiber was detected by nondestructive acoustic emission (AE) relating to electrical resistivity for double-matrix composites test. Sensing for fiber tension was performed by electro-pullout test under uniform cyclic strain. The sensitivity for fiber damage such as fiber fracture and fiber tension was the highest for CNT/epoxy composites, and in CB case they were the lowest compared with CNT and CNF. Reinforcing effect of CNT obtained from apparent modulus measurement was the highest in the same content. The results obtained from sensing fiber damage were correlated with the morphological observation of nano-scale structure using FE-SEM. The information on fiber damage and matrix deformation and reinforcing effect of carbon nanocomposites could be obtained from electrical resistivity measurement as a new concept of nondestructive evaluation.

Damage induced by Si ion implantation and its annealing behavior during rapid thermal annealing were investigated by cross-sectional TEM (transmission electron microscopy) and RB ( Rutherford backscattering) spectrum. 150keV and 50keV Si ions were implanted in Si (100) at room temperature with doses of 2${\times}10^{15}cm^{-2}$. And 100keV Si ions were implanted in Si with doses from 1${\times}10^{14}cm^{-2}$. A variety of damage structures were generated by Si ion implantation such as continuous amorphous layer extending to the surface buried amorphous layer and damage clusters. Damage clusters are annealed out at the lower annealing temperature of 550 $^{\circ}C$. However, event at the temperature of 110$0^{\circ}C$ end of range loops remain in the original lower amorphous/crystal interface in the case of continuous and buried amorphous layer formation. Extended defects in the shape of zipper dislocations are also observed at the middle of the recrystallized region in the buried amorphous layer.
