Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.
The study examines the U.S. Small Business Innovation Research (SBIR) program, with a focus on the recent Reauthorization, and compares, in the political context, the U.S. and East Asian countries-Japan, Korea and Taiwan-that adopted the U.S. SBIR program. For the systematic analysis and cross-country comparison, the study employs Kingdon (2003)'s framework-his political theory and Garbage Can Model-to identify political participants and processes underlying the SBIR Reauthorization and to analyze the differences in problem, policy, and politics streams between the U.S. and East Asian countries. For the cross-country comparison, specifically, the study uses various data sources such as OECD, Global Entrepreneurship Monitor, Hofstede's Cultural Dimensions, and World Value Survey. Based on the analysis outcomes, implications of U.S. practices on East Asian countries are extracted as follows. East Asian countries tend to: Have higher entrepreneurial aspiration while lower entrepreneurial activity and attitude than the U.S.; bear higher long term orientation and uncertainty avoidance while lower individualism than the U.S.; and have greater expectations of technology development and higher confidence in political parties while participating less in political action than the U.S. Drawing on the differences, the following policy recommendations are suggested. East Asian countries should: Improve entrepreneurs' access to resources (in particular, financial resource) in order to link their high entrepreneurial aspiration to actual entrepreneurial activities; cultivate failure-tolerating culture and risk-taking entrepreneurs, for instance, by providing a second chance to SBIR-participating businesses that failed to materialize their innovative ideas; and leverage their high expectations of new technology in order to take bold actions regarding their SBIR programs, and update the programs by drawing out constructive dialogues between SBIR stakeholders.
Various researches on the effects of fertilization levels on functional metabolites in crop have been conducted. This review summarizes the previous studies on the relation between fertilization supply and accumulation of metabolites (phenolics, carotenoids, ascorbic acid and glucosinolates) which function as antioxidants in crop. The accumulation of phenolic compounds is related to the activation of phenylalanine ammonia lyase (PAL) in phenylpropanoid pathway. Most of the previous studies discuss that low nitrogen (N) supply activates PAL, thereby increasing the synthesis of phenolics. Similarly, high N supply leads to a decrease in ascorbic acid because of the shading effect derived from the accelerated vegetative growth under high N level. Unlike the phenolics and ascorbic acid, carotenoids are accumulated with increasing N supply. In this regard, the previous studies explain that N is a main element closely associated with formation of key enzyme for the synthesis of carotenoids. Glucosinolates are generally increased under decreasing N supply and increasing S supply. Although the previous studies show similar trends about the accumulation of metabolites by nutrient level, they also suggest that many other factors including crop types, cultivars, cultural environment (water, temperature, light, etc.) influence the accumulation of functional metabolites in crop.
This study was objected to provide suggestions for best management practices to restore the cultural and historical values of the wells in Palaces as well as their water qualities. Water resources in the five Palaces in Seoul Metropolitan, including Gyeongbokgung, Changdeokgung, Changgyeonggung, Jongmyo Shrine, and Deoksugung, were surveyed for their physical flows and chemical compositions from April to July in 2010. Ground waters in most wells were found at depths within 5 m from the ground surface, showing typical water-table aquifer systems. Hydraulic gradients indicate water resources in Gyeongbokgung, Changdeokgung, and Changgyeonggung flowing toward south, and toward east in Deoksugung area. Especially, water-level fluctuation data at S-10 in Deoksugung implied the influence of groundwater discharge facility. In Jongmyo Shrine, water was not detected in wells, indicating the water level was lower than the well depth. Based on the water chemistry and stable isotope analyses, water resources and their qualities appeared to be formed by the water-rock interaction along the groundwater paths. S-10 (Deoksugung) and S-14 (Changgyeonggung) samples were contaminated with nitrate ($NO_3$) in levels of higher than Korean drinking water standard, 10 mg/L as $NO_3$-N, but once in four sampling campaigns. In the situation that water resources in Palaces still maintain natural characteristics, the materials that will be used for the restoration and improvement of the Palace water supplies should be carefully selected not to disturb the natural integrity. In addition, because the wells are located in the center of metropolitan area, a systematic monitoring should be applied to detect and to manage the potential impacts of underground construction and various pollution sources.

This study attempts to identify the structure of class conflict in Korea and to suggest an alternative framework for a empathetic society. The objective and subjective level of satisfaction with life and class consciousness are in direct proportion, and status consistency signifies polarization. Distorted distribution structures and cultural values make income disparity and property disputes widen, which in turn lead to educational divides and status fixations, refracting or blocking the possibility of social mobility. By overcoming the COVID-19 crisis, it is not appropriate to go back to the past but to correct wrong consciousness and practices in the past, and the consistency between the state and members of society must be re-established. Through the process of innovation at the economic, global, and digital level, a major transformation is required in the new normal era, which prioritizes social development for human values. The conflict resolution depends on the solidarity of the community as a social foundation, since an empathetic society needs the trust and communication of the members of the society.
The purpose of this research was to develop labor-saving cultural practices of cherry tomatoes in the deep flow technique (DFT) by omitting the process of raising seedling. Three cultivars, ‘Pepe’, ‘Pico’ and ‘Koko’ were propagated by the immediate setting of cuttings(lateral shoots) to the culture bed and by setting seedlings obtained by raising cuttings for 15 days, and grown in the standard and half - strength solution. 1. The immediate setting resulted in higher plants, larger number of leaves and larger leaf area during the early growth stage. And the harvest time was hastened by six days in the direct setting than that in the seedling setting. It was also earlier in ‘Pepe’, but not significant by different between two strengths of nutrient solution. 2. The average fruit weight was affected only by cultivars, but not by the type of cutting and the strength of nutrient solution. The highest yields were obtained from the immediate setting of ‘Pepe’ in other cultivars grown in the nutrient solution of standard strength. 3. Brix degree of treated cherry tomato juice was higher in ‘Pepe’ tomato cultured by immediate setting than others.
Nowadays, we are standing in front of the $4^{th}$ Industrial Revolution that is featured by a great range of new and advanced technologies that influences all the domains of economies and industries. The great question that this revolution raises is how it can lead to a future that reflects the peoples' common objectives and values on how these advanced technologies can affect the life and transform the economic, social, cultural, and human environment. It is commonly agreed that to be adapted to these changes and needs and shape a society with competitive economies with highly-skilled individuals, we need to encourage innovation, entrepreneurship, new knowledge generation and exchange and true and effective collaboration and communication. In this complex scene, education seems to have a central and critical role on finding new ways of developing expertise and innovation within the existing knowledge procedures, with more and better cooperation between the key players. This paper argues the concepts, opportunities and challenges that are related to the learning ecosystem towards the needs raised by the $4^{th}$ Industrial Revolution. The education is discussed as catalyst but also as carrier of innovation and innovation practices and the basis of a relevant framework is presented that takes into account all the aspects, domains and key players of educational world and interacting domains. Having introduced the ideas of innovation, collaboration and technology advancement in this environment, this paper also presents a real case of practice, focusing on how more than 5.000 schools around Europe succeeded the last four (4) years to implement innovation activities in a collaborative way and under a unique but also flexible pedagogical innovation framework.
Germination and emergence habits of Chinese milk vetch (CMV) were examined to obtain the basic information for the effect of environmental conditions and cultural practices on the seedling density. Seed germination tests with different water potentials, temperatures, and soil and water depths showed the environmental effects on the characters related to seed germination in CMV. Imbibition under different temperatures reflects that initial velocity was rapid at higher temperature, however, the times to full imbibition were not different between 15 and $25^{\circ}$. The optimal germination temperature for CMV germination was ranged from 15 to 20 and the germination was highly affected by water potential of media at relatively high temperature above $20^{\circ}$. When the seeds were sown in flooded condition the germination was not proportionally affected by water depth. In addition, there was no correlation between water depth and oxygen concentration. The germination of seeds flooded by 2cm water depth were poorly germinated compared to other depths. Results indicated that the germination of submerged seeds was more highly influenced by flooding depth than the temperature, it was also affected more strongly at 10 than $20^{\circ}$. Emergence of CMV depending on the thickness of covered soil was poor when the soil layer was greater than 5cm. In the experiment with seeds collected between 22 days after flowering (OAF) and 52 DAF, the highest germination ability of CMV seeds was observed at 39 DAF and germinability was decreased subsequently as seeds became mature. The lower germinability may be due to the enhanced seed dormancy.

This study proposes the O P E N Triad framework as a future set of tools and perspectives for individual members and institutes to further their professional and academic potential as well as prospect and vitalize the future of the Korean Clothing and Textiles discipline through a global perspective. The millennial generation desires On-demand, Personal, Engaging, and Networked (O P E N) experiences effecting cultural change for creative and influential interaction in transactions, communication, and education. O P E N Individuals offers a WebSphere model as a holistic learning system that has a synergizing value of education across academic courses, industries, and cultures. Through a digitalized and virtualized class, it complements relevant technologies already familiar to the student population. By employing environmental scanning approaches, the most influential and viable future global issues related to the clothing and textiles discipline are identified and dialogued within O P E N Institutes. For future clothing and textiles institutes, this scanning allows them to be open to new ideas, to focus on inter-engagements, to collaborate among individuals, to associate as a part of web of people, organizations, and ideas, to personalize an institutes curricula, and to dialogue generative knowledge. O P E N Industries reveals three dominant future issues that cross academia and industry, sustainability, supply chain management, and social networking. In-depth interviews with U.S. industry experts identified interdependent gaps in global consumer experience practices and suggested the following gaps as future research areas: a standardized business model to the entrepreneurial model, strategic management to a sustainable competitive advantage, standardized to differentiated products, services and operations, market segmentation to global consumer clusters, business-driven marketplaces to consumer-engaged marketspaces, and excellent services to optimal experience. This O P E N Triad framework empowers millennial students, universities, and industries to anticipate and prepare for a radically changing world.

Rice ratooning is the cultural practices to produce easily second rice from the stubble left behind after the main-crop harvest. The main advantage of rice ratooning is that in areas where rice is the main crop, double crop of rice can be grown for additional returns. Three early ripened rice cultivars were tested for estimation their milled rice quality and starch characteristics from main and ratoon rice. The main crop was harvested at mass maturity, after which the tillers were mowed to stubbles of about 10 cm tall. And then it left without any further input until the ratooned plant was ready for harvest. Highly significant variations were detected in the milled rice quality between main and ratoon rice. Protein and amylose contents of ratoon rice were more increased than those of main rice. The Toyo value (gloss) of cooked rice of ratoon crop was measured also higher than that of main crop. It resulted from higher air temperature during grain ripening compared with that of ratoon crop. The mean temperature during ripened period of ratoon rice was favorable for optimal maturation for early ripened rice cultivars. Normalized chromatograms of branch chain length distribution of amylopectin are demonstrated a distinct difference between main and ratoon rice flour. Ratoon rice had higher amount of short chains than that of main crop rice starches. Microscopic examination of rice flours with scanning electron microscopy shows starch granule shapes affected by the cropping types, main and ratoon rice. It showed significant differences among rice starch granule shapes and in granule size between main and ratoon rice. Starch of ratoon rice had more neat and smaller granules than that of main rice.
