문화도시의 충족조건: 인천 남구의 문화환경정책을 중심으로 (Requirement of Cultural City : Focusing on the Cultural Environmental Policy of Nam-gu, Incheon)

  • 현대사회에서 문화는 도시민들의 삶의 질 향상과 도시의 활성화를 위한 필수불가결한 요소이다. 새로운 도시패러다임으로 '문화도시'가 급부상하는 것도 이러한 맥락에서 이해할 수 있다. 세계적인 도시들이 문화도시를 표방하고 있으며, 국내 지자체 역시 문화적 요소를 가미한 도시정책을 추진하고 있다. 특히, 인천 남구는 문화도시의 성공적인 사례로 소개되면서, 타 지자체의 본이 되고 있다. 남구의 문화환경정책은 문화를 향유할 수 있는 기반시설, 문화적인 도시경관 및 생활공간 조성, 그리고 풍부한 컨텐츠를 갖추고 있다고 평가할 만하다. 문화도시는 문화친화적인 도시로 '지속가능한 도시발전'을 추구하는 것에 진정한 의의가 있다. 이를 위해 문화환경정책의 방향성을 확립하고, 관련 법 및 제도를 강화해야 할 것이다. 또한 도시계획 시, 문화계획을 고려해 문화지향적인 도시개발을 추진해야 한다. 무엇보다도 시민들의 역할과 방향을 제시, 파트너십을 제고하고 인간이 중심인 문화도시를 만들어가는 것이 중요하다.

습지보호지역을 대상으로 한 문화서비스 평가 연구 (A study of Ecosystem Cultural Services Assessment: case of Wetland Protection Areas)

  • There is often confliction between conservation for protected ecosystem assets and development for various stakeholders at wetland protection areas. The concept of Ecosystem Services can be an alternative solution for the conflicts. This paper attempted to measure and evaluate cultural ecosystem services according to the index evaluation approach. For the evaluation, the paper suggested five indicators of ecosystem cultural services including: inspiration, landscape aesthetics, education, eco-tourism, and heritage. The developed indices of cultural services in this study can be also utilized as a policy support tool for conservation of the wetland protected areas. The result illustrates the ranking and correlation of each indicator of ecosystem cultural services and suggestions for useful means of management policy in wetland protected areas.

A Study on the Positioning Strategy of Wood Cultural Experience Center

  • The increase in atmospheric carbon dioxide concentrations is known to be closely associated with climate change and global warming. In this sense, considering that facilities for appropriate education and experience on wood, which is a carbon pool, have been required, this study targets the Wood Cultural Experience Centers, which are in current operation, examines and evaluates their operation status and policy changes, and ultimately derives a successful positioning plan. To this end, it conducts a survey, and the results are as follows. First, as a result of the similarity analysis (KYST: Kruskal-Young-Shepard-Torgerson program) with facilities with leisure activities and educational functions, the Wood Cultural Experience Center have competition with natural recreation forests in terms of naturalness, and it has competition with the career experience center and youth training center in terms of experiential observation. Second, the result of positioning analysis of the attribute space map indicates that the Wood Cultural Experience Center is positively perceived in terms of such attributes as naturalness, experiential learning or recreation, and preservation of natural environment, but is negatively recognized in terms of accessibility, escape from daily life, and things to see.

하천복원사업 평가기준의 과제 (The Stream Restoration Program Evaluation Issue)

  • The Korean government adopted the integrated stream water management policy recently with growing perception that natural disasters and pollution in Korea have been due not only to such human factors as urbanization and industrialization, but also to the policy of functionally separated management of irrigation, flood control and ecological management. Contrary to its good intention, research result shows that it is not realistic to expect that this new integrated policy in Korea will work well. In order to be an effective policy and program evaluation, this paper suggests that evaluation indicator on related programs and projects should be made through bottom-up process. For example, environmental benefit should be taken into account rather than just economic benefit, and cultural and social characteristics in the project region should be also considered seriously.

대학생집단의 도시 공원녹지에 대한 의식에 관한 연구 -대구시 달성공원을 중심으로- (Study on the Values for Urban Green Space in terms of University Students -The Case of Talsong Park in Taegu-)

  • The aim of this paper is to suggest basic guidelines for the urban park development policy in Taegu. This research is mainly based on university students' essay on <private inquiry of urban park in Taegu>. Talsong Park, the most popular site for the students' essay, was selected for the purpose of the study. The research focused on the general images of the park, negative images of the park and aspirations and demands for the park in relation with Talsong Park redevelopment policy. The research of this result suggested that the renovation of Talsong Park from zoo-oriented park to the historic & cultural park status. The other main suggestion was consideration of public participation from the planning stage for the betterment of park management. In addition, the importance of environmental education for the local people was stressed in order to enhance public awareness of environment for the solution of our common environmental problems in relation with Local Agenda 21.

Importance-Performance Analysis of Mountain Village Promotion Projects in the Forest Sector by Upper-Level Local Governments

  • Background and objective: Due to the recent crisis of extinction in local areas, the mountain village promotion policy is recognized as an important task. This study examined the priorities of major policy projects in the forest sector that affect mountain village promotion. Methods: For research methods, literature search, expert advisory meetings, and a survey were conducted. The survey was conducted on 42 policy stakeholders from June 1 to August 13, 2021. The literature search was based on policy projects in the forest sector by 8 upper-level local governments including mountain villages. For questionnaire items, 173 forest policy projects were classified into 27 types through expert review, and the importance and performance of each type were rated on a 5-point Likert scale. Paired t-test, IPA, Locus for Focus model, and Borich needs assessment were used as the analysis methods, and the statistical program SPSS 21.0 was used as the analytical tool. Results: The results showed that 'creating forest-related jobs' and 'supporting cultivation of professional forestry workers' both showed high importance and performance, implying that they would show an effect in mountain village promotion. 'Creating forests for environmental improvement', 'discovering forest cultural assets' 'establishing and boosting forest tourism', 'providing forest therapy services', 'creating forest-related jobs', 'supporting community revitalization', and 'urban-rural exchanges' were found to be the types that needed improvement and concentration for mountain village promotion. In particular, 'creating forests for environmental improvement' and 'discovering forest cultural assets' were derived as priority considerations for mountain village promotion policies. Conclusion: In summary, it was found that in order to promote mountain villages, various content projects must be improved and carried out to enhance the physical environment and revitalize mountain villages.

A Study on North Korea's Residential Environment in the Kim Jong-un

  • Purpose: The purpose of this study is to present policy implications by analyzing the residential environment in North Korea under the Kim Jong-un regime. Research design, data, and methodology: Residential environment analysis was reviewed by dividing it into physical, socio-cultural, economic, environmental, and policy aspects. Results: Pyongyang are considerably superior due to it being the residence of the country's leadership and middle class. Secondly, there is a concerning problem with the provision of substandard housing. Construction materials are in short supply, and unreasonable timelines often lead to uninhabitable houses, signaling a need for assistance in housing construction. Thirdly, there is a severe lack of essential residential infrastructure, such as reliable electricity and clean water supply, which significantly impacts the quality of life. Lastly, due to the country's economic hardships, basic housing rights are not guaranteed, leading to deplorable living conditions for many North Koreans. The report suggests that these issues should be addressed through international aid to guarantee the basic human rights of North Koreans. Conclusions: In North Korea, the poor living environment deteriorates the health and quality of life of citizens and adversely affects social and economic development. Therefore, international support and cooperation to improve the living environment of North Koreans is important.

A Factor Analysis on Tourism Satisfaction through Expected Effects on Tourism Resources Development and Tourism Development Policy

  • By November 2017, the number of overseas travelers of the Korean nationals reached a cumulative total of 2,409,155, bringing about 26 million overseas travelers. For Korea's future growth and development, it is necessary to make the country much more attractive than now, and to enhance the competitiveness of the domestic tourism field and attract the people of the world. The purpose of this study is to analyze the satisfaction of tourism policy and to utilize it in the development of tourism policy through the empirical analysis of the satisfaction of the tourism resource development and the tourism development policy in Korea. The policy that can achieve the policy purpose pursued by the regional tourism resource development and the future regional tourism resource development and development policy plan were suggested. It is necessary to consider factors related to development of tourism resources such as policy factors, development factors, management factors, and environmental factors. Local tourism development policies should be made considering the factors related to tourism policy expectation, regional characteristics, cultural characteristics and environmental characteristics. In addition, the global competitiveness of the tourism industry and enterprises should be strengthened through the protection of companies and rationalization of tourism related regulations in relation to the opening and expansion of the global tourism market scale.

돈의문의 디지털 복원 정책집행 과정에 관한 연구 (A Study on the Digital Restoration Policy Implementation Process of Donuimun Gate)

  • 본 연구는 사라진 문화재인 돈의문이 어떻게 디지털로 복원이 되었는지, 돈의문 복원이라는 정책집행 과정에 초점을 맞추어 정책집행 요인을 분석하였다. 이를 통하여 민관 다자간 협업으로 추진된 디지털 돈의문 복원 정책의 집행과정에 있어서 특성을 살펴 보고 이해관계가 다른 기관이 어떻게 집행 과정 속에서 문제를 해결하고 협업을 이루었는지 시사점을 얻고자 하였다. 연구방법은 정책 집행과정을 정책집행자 요인, 정책집행 내용 요인, 정책집행 자원 요인, 정책집행환경 요인으로 나누어 각각의 세부 구성요인별로 분석하였다. 이를 위하여 정책집행 참여자들의 심층인터뷰, 문헌 분석을 조사 하였다. 연구결과 정책집행자 요인에서 정책책임자의 신속한 의사결정 리더십과 정부기관 담당자의 유연한 태도는 각기 다른 이해집단의 갈등을 방지하는데 긍정 영향을 준 것으로 나타났다. 둘째, 정책집행 내용에서는 모두가 수긍할 수 있는 공동목표를 정립하여 일관성 있게 나아간 것이 신뢰를 주었고 시너지를 내게 하였다. 셋째, 정책집행 자원요인에서는 무엇보다 물적 자원인 예산의 중요성이 강조되었다. 마지막으로 정책집행의 환경 요인으로는 정책 추진 당시 4차산업혁명 부각과 함께 5G 이동통신이 세계 최초로 국내에서 개통된 부분이 시기적절한 요소로 작용하였다. 다만, 현재의 디지털 복원 기술이 곧 과거의 기술이 되는 것은 앞으로의 과제라고 할 수 있다. 디지털 돈의문은 사라진 문화재를 AR, VR로 복원한 최초의 사례로 대중매체의 관심과 지지를 받았고 대중의 관심을 끌었다. 이는 또한 디지털 복원이 문화재가 위치한 지역주민과의 갈등이나 실물의 보존과 복원에 있어 이해관계자들의 갈등 없이도 해결 방안이 될 수 있는 모범 사례가 될 수 있음을 보여준다 하겠다.

AHP를 활용한 생태문화도시 평가지표 개발 연구 (A Study on the Development of Eco-cultural City Evaluation Indicator Using AHP(Analytic Hierarchy Process))

  • This study was conducted to develop detailed evaluation indicator as a way for evaluating sustainable urban ecosystem health focused on ecological urban elements from an eco-cultural point of view after the appearance of Eco-cultural City to meet various needs. And this study was also conducted to search for ways to utilize the detailed evaluation indicator like institutionalization. Eco-cultural City was defined as a city where ecological environment and cultural environment coexist and was aimed to derive applicable planning indicators in Korea. For this, FGI was executed, planning indicators were derived, and suitability was examined. The weights were calculated based on the selected indicators through AHP expert survey. After getting the result of FGI, experts reviewed the adequacy of definition from Eco-cultural City and its necessity, and the applicability of planning indicators was examined with evaluation of suitability. As a result of evaluating suitability, it was judged that 41 indicators based on an overall average of 4 areas were relatively high on suitability and also important among sectors. As for the analysis result, the priority order in multistage classification was as followed : harmony between human and environment(B) 0.349, environmental resources(A) 0.266, city environment and quality of culture(C) 0.208, and role division and citizen participation(D) 0.177. In the second level of relative importance, environment protection and infra in the role and citizen participation section was the highest, 0.449, harmonization policy and system in calculating weights was the highest.
