크레인 사망 재해 실태와 안전 대책 (Status of Fatal Crane Accidents and Their Safety Measures)

  • This study aims to survey the fatal industrial accidents attributed to crane, and to present their preventive measures based on the results of the survey. The survey was on the basis of 60 fatal accidents caused by crane from January 1998 to July 2003. The results showed that 1) of varying types of crane, fatal accidents were most frequently caused by mobile no: 2) more crane accidents occurred on weekend of Friday and Saturday by a day of the week; 3) experienced crane operators with long length of work or the age of over 40 were more frequently subjected to fatal accidents compared to novice operators; and 4) crane accidents were more attributable to unsafe acts such as poor working method, non-observance for safe working rules, etc. than hardware aspects of crane itself. It is recommended that for reducing crane accidents, more practical education and training for crane operation be reinforced.

  • Since cranes are a kind of complex human-machine systems, it is almost impossible to completely secure safety with current technologies. Therefore, managerial interventions to prevent human errors are needed for safely operating a crane. The Occupational Safety and Health law states that cabin-type crane operators should have crane drivers' licence and crane-related operators (e.g., pendent-type crane operators, slinging workers) should take a special safety training. However, statistics on industrial accidents showed that fatalities due to crane accidents (185 accidents occurred during 2013~2017) were the highest among hazardous machinery and equipment. To effectively control the crane-related accidents, voices of crane workers need to be analyzed to investigate the current status. This study surveyed perceived causes of crane accidents and status of special safety training for crane workers of 387. The survey revealed that 24.3% of the respondents experienced crane accidents and 31.4% eye-witnessed crane accidents. 79% of the respondents pointed human errors such as improper crane operation and improper slinging as the first cause. Lastly, only 16.7% of the respondents took a professional special safety training; but the rest took lecture-based or incomplete education. The findings of the present study can be applied to improve crane-related policies and special safety training systems.

인간-기계 시스템 모델에 의한 크레인 사망재해 분석 (Analysis of Crane Accidents by Using a Man-Machine System Model)

  • As the need of handling heavy materials increases, various cranes are used in industries. However, the effectiveness of crane also entails industrial accidents such as falling, constriction etc. In fact, the number of fatal accidents caused by crane is still high in Korea. To find out the causes of the accidents in terms of human error, we developed a man-machine system model that consists of two axes; human information processing and crane life cycle. In the human information processing dimension, we simplified it as five functions; sensing and perception, decision making and memory, response etc. In the crane life cycle dimension, we divided it into nine phases; design, production, operation etc. For the 152 fatal accident records during 1999-2006 years, we classified them into 45 cells made by two axes. Then we identified the preceding causes of the classified crane accident based on performance shaping factors. As the results of statistical analysis, the overall trend of crane fatal accidents was described. For the cause analysis, wrong decision making in work plan phase shows the highest frequency. Next, the poor information input in crane operation followed in accident frequency. In ergonomics view, the problems of interface design in displays and controls made 11.8% of fatal accidents. Following the analysis, several ergonomic design guidelines to prevent crane accidents were suggested.

신호체계와 신호수 교육 개선을 통한 양중 작업 중 타워 크레인 사고 저감 대책 (Measures to Reduce Tower Crane Accidents During Operation by Improving Signal System and Education for Signalmen)

  • As the tower crane accident emerged as a social issue in 2017, various government measures were prepared. Most of the measures are focused on erecting, climbing, and dismantling phases. Analyzes of 84 serious accidents related to tower cranes from 2000 to 2018 and 104 near misses accidents from 2016 to 2018 revealed that 50% of the serious accidents occurred during the operating phase. The main occupation influencing operating phase accidents was signalman(81.6% of serious accidents), whose communication and competency were governing causes. This result was the same in 294 questionnaires to signalmen. Signal systems and education policies for tower crane signalman in Korea and foreign countries were analyzed, and standardization of wireless signal system and improvement of education system were propose.

FMEA 기법을 활용한 크레인 관련 중대 재해의 정량적 분석에 관한 연구 (A Quantitative Analysis of Fatal Accidents Related to Cranes Using the FMEA Method)

  • As buildings become higher, larger, and more complex, safety issues for construction workers working at such environments become more important. We analyzed 83 critical accident cases reported to the KOSHA(Korea Occupational Safety & Health Agency) for construction cranes by types of cranes and by patterns of accidents and causes. There are more number of accidents related to mobile cranes than that related to tower cranes, but the numbers of dead were similar in both cases. The most dominant cause of crane accidents was "fall of materials". We also analyzed the cases of crane accidents using the FMEA(Failure Mode and Effect Analysis) in order to set up a priority for safety management and also to prioritize research and development items relating tower cranes. In the process, we tried to eliminate subjective indexes such as an expert group survey and use objective and quantitative indexes. As a result, it was found that critical crane accidents occurs most during the "lifting and translating" activity.

산업현장의 천장크레인 조작장치 사용 현황과 인간공학적 문제점 (Overhead Crane Controllers and Ergonomic Problems in Industrial Field)

  • Overhead cranes are the most widely used and have been identified as one of the main causes of fatal accidents. Although structural, mechanical and electrical safety standards for overhead cranes have been established to some extent, ergonomic standards related to crane controllers are rarely established. As a result, many crane accidents are reported to be caused by operator's error. To investigate the actual use of crane controllers in the industrial field, we surveyed 82 overhead cranes in 15 workplace and interviewed workers operating them. This study has presented the ergonomic problems related to the crane controllers in the field. As a result of investigation, it was found that the direction control signs, the sign language, and the button layout on the pendant switches and remote controllers are not standardized, which can cause a human error. To reduce human errors in overhead crane operation, ergonomic standards for controllers should be reflected on the government legislation or standards.

  • 국내 건설 현장 타워크레인의 사용량 증가에 따른 재해 감소를 위한 연구가 진행되고 있지만 무인타워크레인에 대한 연구는 미비한 실정이다. 따라서 본 연구에서는 타워크레인 유형별 사고 요인의 중요도 순위를 AHP 분석을 통해 도출하여 제시하고자 한다. 분석 결과 무인타워크레인에서 인양 작업이 가장 높은 중요도를 보였다. 본 연구 결과를 바탕으로 중요도가 높은 요인을 우선적으로 관리하여 타워크레인 사고 저감을 위한 조치가 필요할 것으로 사료된다.

  • As recent construction projects are bigger and higher, the importance of lifting is increasing. In construction sites tower cranes are an essential lifting equipment covering were than 50% of all construction activities. But due to neglect of safety supervision, tower crane-related accidents are frequently taking place. Since most of construction activities is done in heights, the accidents are more likely to be catastrophic. According to an analysis of the causes of tower crane-related accidents, 49% of all accidents claimed for certain periods($1999{\sim}2003$) occurred in the process of telescoping work. Therefore, this research is conducted with the object of analyzing telescoping work of tower cranes and presenting solutions against safety risk. It is expected that the results of this study can be used as useful basic data or material when preparing for effective safety management for tower cranes.

이동식 크레인 사고사망재해 심층분석 연구 (A study on Cause Analyses of Fatal injuries by the Mobile Cranes)

  • In this study, the current regulations to be adequate in industrial site have to be renew in order to prevent the fatal injuries by mobile cranes. Fatal injury analyses were conducted with several accident cases by the mobile cranes. For each accident, the causes of the injuries were examined and proper safety measures were proposed. This study proposed a revision of the standard guideline as an accident prevention measures through in-depth analysis of fatal accidents. First, fatality rate per 10,000 persons by the mobiles cranes was 0.57 in 2011. Second, the in-depth analysis of the mobile crane accidents showed that the main factors of the accidents were the overturn of mobile crane, the fracture of connection part between mobile crane boom and rope, the breaking of rope and the misunderstanding over the signal between a mobile crane driver and workers around a mobile crane. Third, the order of high defection of connecting parts was bucket bolt, bracket and extension parts. Fourth, since there were several cases of overturn of mobile crane by itself in the in-depth analysis of the mobile crane, the over slop-proof device was proposed as the main alternative in this study. Fifth, the revision of standards of safety factor that shall be more than 10, of connecting parts of mobile crane was proposed.

국내 건설현장 타워크레인 안전진단 관리시스템 모델에 관한 연구 (A Study on the Safety Inspection System Model of The Tower Crane a Construction Site in Korea)

  • The tower cranes are widely used in very useful construction machine the sites of constructing high-structure and have a structural sensitiveness. Therefore, the accidents have often happened due to the deficiency of laborer's understanding and lack of safety of structure. Till now, as we have research and studied above, we can properly protect accidents by construction equipments particularly crane as well as most disasters which occur frequently in construction site. The goal of this study is the safety inspection model of the tower crane a construction site, which preventible the collapse accident of tower crane which is constructed by using the correcting frame. In order to accomplish the goal of this study, the field survey, the reference investigation and the structure analysis were performed for the collapse accident of tower crane using the correcting data. This study will be proposed a build-up solutions about operating and release of safety constructions and researched about software safety estimation. Also, preventing safety problems of Tower Crane Construction site as applying safety estimation program and laws and regulations. As a result, The real time control of tower crane inspection system is implemented by to illustrate the application of the adopted optimal design model.
