A Study on the Economic Assessment Through Case Study of Remodeling (건축물 리모델링 사례 분석을 통한 경제성 평가에 관한 연구)

  • This research is aiming to specify the requirement of the investment such as intial cost, running cost earning rate to make effective investment considering the purpose of remodeling and economical value of store building enough to meet the initial purpose of remodeling. The review of earning for economical evaluation was performed by the on-site auditing on the structure and function of the building and applying the assessment simulation program, which is to find the possible business model to identify the requirement of building owner through case study. After the research, the following results are obtained. First, it is important that many aspects should be carefully analysis and the best method should be selected as characteristics of remodeling can be defer each other in their implementations. Second, though the remodeling of exist building to promote the functions has been applied, no suitable assessment tool has bee developed for deciding the level of remodeling in the view of economical efficiency so far. Third, the economical benefit was evaluated by analysing annual earning rate which is applied by investment items and recovery period for the investment. More specific date base should be established to apply the suggested economic acessments in business enough ti forecast the future circumstances. More researches should be promoted on the area continuously as well as the integrated economic evaluation of remodeling on existing building.

Study on Cost of Energy(COE) Reduction Scenario of Korean Offshore Wind Power (해상풍력발전의 에너지단가(COE)절감 시나리오 연구)

  • The purpose of this study is to derive COE reduction targets of offshore wind power in Korea. In addition, innovation factors for achieving the COE reduction targets were derived. Also the COE reduction targets of offshore wind power was to improve that national policy, technology, industry and improving regulations would like to help. The results of this study has been created based on the various assumptions, scenarios and experts' discussions. Currently, offshore wind power generation price is 229.72won/kWh in 2012. According to the study, COE of offshore wind power has been proposed 88.8won/kWh at third scenario by 2030. This result has shown competitiveness with fossil fuel power generation.

  • The cross-section area of cable in the Offshore Wind Farm (OWF) is smaller than that in the onshore wind farm. Because the power loss in OWF is large relatively, the power loss is a key element for the economic evaluation of OWF design. The availability of wind turbine in OWF and the size of OWF are larger than those of onshore wind farm. If the economic evaluation of OWF ignores the availability of wind turbines, the power loss cost of OWF is overpriced. Since there are so many wind turbines, also, the calculation of power loss should be more accurate. In this paper, a method to calculate power loss is proposed for the design of big and complex inner-grid in OWF. The 99.5MW OWF is used for case study to see what effect the proposed method have on the power loss cost.

Comparison of Benefit Estimation Models in Cost-Benefit Analysis: A Case of Chronic Hypertension Management Programs

  • Purpose: Cost-benefit analysis is one of the most commonly used economic evaluation methods, which helps to inform the economic value of a program to decision makers. However, the selection of a correct benefit estimation method remains critical for accurate cost-benefit analysis. This paper compared benefit estimations among three different benefit estimation models. Methods: Data from community-based chronic hypertension management programs in a city in South Korea were used. Three different benefit estimation methods were compared. The first was a standard deterministic estimation model; second, a repeated-measures deterministic estimation model; and third, a transitional probability estimation model. Results: The estimated net benefit of the three different methods were $1,273.01, $-3,749.42, and $-5,122.55 respectively. Conclusion: The transitional probability estimation model showed the most correct and realistic benefit estimation, as it traced possible paths of changing status between time points and it accounted for both positive and negative benefits.

  • The demand for solar electric power systems, namely, photovoltaic system has grown steadily in our country over the last 10 years. However, the main obstacle against using photovoltaic system is the financial viability especially concerned with initial cost. The other factors affecting the economic viability of photovoltaic system are cost of electric energy, amount of electric energy produced by the photovoltaic system, discount rate, energy cost escalation rate, inflation rate, project life, and so on. Therefore, this thesis studies on the effect of various relating factors on economic evaluation of photovoltaic system in residential building by calculating payback period.

Economic Evaluation of Visitng Nurse Services for the Low.;.income Elderly with Long-term Care Needs (도시 저소득층 만성질환노인을 위한 보건소 방문간호서비스의 경제성 분석)

  • Purpose: This study aimed to evaluate economic viability of public health center visiting nurse services for the low-income elderly with long-term care needs. Method: The sample consisted of 252 community dwelling elderly who enrolled in public health center visiting nurse services for three months or more. Data was collected on physical (ADL and IADL) and cognitive impairments of the elderly, contents and frequency of visiting nurse services, cost per visit, and costs of alternative services for long-term care. Result: The mean score of ADL and IADL levels of the elderly was 2.80.4904, which indicated these patients were mostly independent. Eighty four percent of the elderly subjects were cognitively intact. Among visiting nurse services supplied, providing assessment was 34%, followed by education and counseling 26%, medication 22%, and referral. The mean cost per visit was 17,824.1 won, which transformed into a total cost per person per year of 161,130.2 won. Comparing the cost of a visiting nurse service with those of other long-term care alternatives, the visiting nurse service was the least costly alternative, followed by an outpatient clinic, hospital based home care, and nursing home. Conclusion: Overall, the results of the study provide evidence of the economic viability of visiting nurse services for the low-income elderly among long-term care alternatives.

  • The importance and necessity of conducting studies on area outage cost assessment have been increasingly important in recent years due to the competitive electricity market environment. The objective of operational issues would be to minimize the total area cost while satisfying all associated system constrains of each area[2]. This paper presents a methodology of the Area annual outage cost assessment by probabilistic reliability evaluation using TRELSS program for KEPCO system. The interrupted energy assessment rate (IEAR) is evaluated by macro approach that is using relations between GRDP and the electrical energy demand. The Expected Energy Not Supplied (EENS) of each area was evaluated using the Transmission Reliability Evaluation for Large-Scale Systems (TRELSS) Version 6_2, a program developed by EPRI are introduced in this paper.

Investigation of Hydrate Inhibition System for Shallow Water Gas Field: Experimental Evaluation of KHI and Simulation of MEG Regeneration Process

  • In this study, a hydrate inhibition system is investigated for shallow water gas fields. Mono-ethylene glycol (MEG) injection has been used as a typical method for inhibiting hydrate formation in gas fields; therefore, most offshore platforms are equipped with MEG injection and regeneration processes. A recent application of a kinetic hydrate inhibitor (KHI) has reduced the total volume of MEG injection and hence reduce the operating cost. Experiments are designed and performed to evaluate and verify the KHI performance for inhibiting hydrate formation under shallow water conditions. However, the shut-in and restart operation may require the injection and regeneration of MEG. For this operation, the MEG concentration must be optimized while considering the cost of MEG regeneration. The obtained results suggest that decreasing MEG concentration from 80 wt% to 70 wt% can reduce the life cycle cost (LCC) of MEG regeneration process by approximately 5.98 million USD owing to reduced distillation column cost. These results suggest that the hydrate inhibition system must be evaluated through well-designed experiments and process simulations involving LCC analysis.

Policy Suggestions to Improve Patient Access to New Drugs in Korea (환자의 신약 접근성 강화 정책 제안)

  • Objective: This study aimed to overview and assess the effectiveness of the policies and regulations that have governed new drug access in Korea, and to propose policies to enhance patient access to drugs, particularly for new innovative medicines. Methods: We approached drug access issues in two perspectives: approval lag (or availability) and reimbursement lag (or affordability). The issues were identified and evaluated through the review of literature, public documents, reports published by the government agencies and private organizations, and news articles. Results: To shorten approval lag, it is recommended to hire and train more reviewers at the Ministry of Food and Drug Safety. Increasing user fees to a realistic level can facilitate this process. To reduce reimbursement lag, flexible incremental cost-effectiveness ratio threshold, alternative cost-effectiveness evaluation, and establishment of funding source other than the national health insurance are identified as the areas to be improved. Conclusion: The current policies and regulations had to be supplemented by new systems to drastically promote patient accessibility to new drugs, consequently in order to promote national public health.

A Study on the Outage Cost Assessment by using Macro Approach (거시적인 접근방법을 통한 공급지장비 추정에 관한 연구)

  • Electric power utilities are facing increasing uncertainties regarding the economic, political, societal, environmental constraints under they operate and plan their future systems. The utilities have to integrate consumers' interruption cost representing reliability worth of electricity into the process of determining the optimum investment level. In order to do so, the estimated outage cost must be included into quantitative index corresponding to system capital and operation investment cost to establish an optimal expansion plan. This paper is a study on the outage cost assessment by using macro approach for calculating IEAR(Interrupted Energy Assessment Rates) and the TRELSS(Transmission Reliability Evaluation for Large-Scale Systems) program was used to calculate EENS(Expected Energy Not Served).
