Snow Tunnelling Project at the South Pole (남극 극지점 기지에서의 얼음 터널 프로젝트)

  • The United States Antarctic program (USAP) through its principal Support Contractor Raytheon polar Services Co. (RPSC), has recently finished a 3 years projects, almost 936m length of underground utility tunnels at Amundsen-Scott station. It accommodates the piping that conveys fresh water from current well sites, as well as waste water to repositories in abandoned wells. The under snow tunnels allow year-round access for system operations and maintenance.

  • General contractors' overhead costs are increasing relative to direct costs. However, it is difficult to apply the traditional activity-based costing directly to the construction site overhead costing because the resource consumption rate per each activity is varied depending on the attributes of activities. The research develops a methodology of hybrid cost allocation system when resources are assigned to cost objects unlike the traditional activity-based costing. The study also develops a database program and demonstrates how it can be applied to the construction projects using a case study.

  • In this paper we present the development of CITIS(Contractor Integrated Technical Information Service) reference model system which can be utilized for electronic commerce among enterprises. For the physical analysis target model, we selected switching system businesses of Korea Telecom. From analysis of life-cycle business process and data, we derived CITIS reference model containing CITIS To-Be model and CITIS scenario. Derived CITIS reference model is generalized so that it can be used not only for switching system businesses but other business areas regarding CITIS implementation. On the base of the derived CITIS reference model, We also developed CITIS information management system and CITIS-support workflow system as CITIS reference model system. Developed CITIS reference model system supports information and business process sharing among enterprises on internet and it does make a contribution to expansion of CITIS which is moving from conceptual research towards real implementation phase.

  • KARI is developing Image Data Acquisition and Control System (IDACS) for pre-processing meteorological and ocean data acquired on geostationary orbit. This paper describes the functions and architecture of IDACS and gives its operation policy including backup operation to overcome limitation of single-configured antenna system. The COMS IDACS provides the capability to receive the raw sensor data and disseminate processed MI data to users via a satellite. From the processed image data, users can produce a set of meteorological and ocean products for a wide range of applications. Most of IDACS subsystems are being developed by Korean technologies and experience acquired from previous projects. In case of COMS geometric correction software module, as it is closely dependent on the characteristics of imagers and spacecraft bus system, it is being co-developed with overseas prime contractor who develops spacecraft bus system.

  • Cost estimate system Will be changed from the prime. cost calculation to the historical cost data because the present system has some problems. In this situation, each owner should prepare his own cost estimate system based on the historical cost data. In this study, the standard work items were classified and the criteria of their work amount computation were established for rural improvement projects. And also the historical cost data were collected in all range of rural improvement projects, and the database system, "HICOMS" (HIstorical COst data Management System) was built. In order to test the applicability of the HICOMS, standard work cost and contractor cost were compared. The results by HICOMS showed high significance and it was concluded that the HICOMS could be applicable for the cost estimate of the rural improvement projects. projects.

  • It is anticipated that quality assurance for the Ka band Communication Payload System(COPS) development program of the communication, Ocean & Meteorological Satellite(COMS) may be a core technical factor to be concerned in order to avoid any failure, and to assure its final performance during the mission lifetime in space. Those can be managed and verified and assessed by performing the Quality Assurance (QA) and risk management which helps to prevent and to reduce the critical fails. This paper introduces the Product Assurance (PA) system and procedures for controlling and monitoring sub-contractors which were participated in Ka band Communication Payload System (COPS) development. Also this paper shows Quality Assurance (QA) procedures and detailed their processes for assured the product performed by local companies from site survey for selecting companies to delivery of their equipment.

  • This paper deals with the collaborative procurement process in a two-echelon supply chain that a manufacturing company and a contractor are connected through the information system. The real time information about inventory and production processing becomes available through this information system. We raise two issues related to the collaborative procurement process. First, we propose a VMI(Vendor-Managed Inventory) type of the procurement policy which focuses on the cost minimization for the total supply chain rather than individual companies. Second, based on the simulation study, we demonstrate that a collaborative procurement process is more cost-effective over classical procurement processes such as (Q, r). The result obtained in this paper can be applied to the quantitative evaluation of the cost saving effect when companies build the information sharing based, collaborative procurement system.

  • Preconstruction process in a lean project delivery system was studied in one large healthcare project working for a general contractor. Researchers joined a new lean delivery project for approximately six weeks and participated in preconstruction process including design coordination, management coordination, and target costing while concurrently interviewing other project participants and employees, recording activity in meetings, and otherwise observing the process. The preconstruction process in lean project delivery system, called integrated project design, showed many benefits such as brining expertise of downstream players (i.e., mechanical and electrical contractors) into the design phase. However, lack of leadership and lack of design-integrator blocked the successful application of a new concept of design process.

  • When we compare CM system with Design Bid Build system, we can see two striking features in CM system. First, CMr participates in construction team along with Owner, Designer and Constructor. The newcomer can change boundaries of function and responsibility. Second, Compatibility through each phase and Objectivity of decision-making become more important, because relation among stakeholders changes from a rectilinear to a network. However, it is not clear how the risk of completion is reasonably treated. So we have to think about the relations between Owner and CMr, CMr and Specialist Contractor from a point of trade risk. This paper covers them.
