A Study on the Safe Transportation of a Non-Standardized Cargo (Steel Box) for General Cargo Ships (일반화물선에서 비표준화물(철재상자)의 안전한 운송을 위한 고찰)

  • The "Standard on Cargo Stowage and Securing" implemented to safely stow and secure the cargo of international shipping vessels and domestic car ferries, has also been applied to general cargo ships transported between domestic ports since J anuary 2018. As a result, a new type of cargo, such as a non-standardized steel box transported by general cargo ships to major ports in Korea from Jeju Island in Korea, must be factored as the method of safe stowage and securing according to the legal classification of cargo. This study analyzed the legal status of a steel box by analyzing the actual size, shape of steel box through field verification, collection of data from relevant agencies and finally proposed the methods of safe stowage and securing for a steel box in the cargo holds of general cargo ships. According to the relevant domestic laws and international regulations, steel boxes could be classified as pallette boxes with protective outer packing, a type of non-standardized cargo. Additionally, when a steel box is loaded into the cargo hold of general cargo ships, a method of loading and transporting them must be factored so that there is no gap in the cargo hold of ships. Verification of the safety of the tightly loading and transportation measures in the reviewed cargo hold was verified through safety of the hull structure and securing of the ship's stability. As a result of verification of the safety of the hull structure, the value of the structural strength on both sides and the floor of the cargo hold for the total weight of cargo that can be loaded in the cargo hold was satisfied, and the value of the ship's stability was satisfied with the value of GoM and the restoration of the three cross-sectional stability curve areas.

Study on Analysis of Difference in Preference of Stakeholders in Port Gyeongin Using Conjoint Analysis (컨조인트 분석을 활용한 경인항 이해관계자의 선호도 차이분석에 관한 연구)

  • Port Gyeongin was developed as a multi-functional port equipped with container and general port facilities and could be linked with nearby tourist attractions. However, it has experienced difficulties from the limitation of being a small port, duplicating functions, and lacking an interlink with nearby ports. Nonetheless, resident companies that need logistics facilities in Port Gyeongin or nearby ports process specific import and export goods such as wood, steel, and industrial products through Port Gyeongin because of the characteristics of the port. From this perspective, it is critical to establish a measure to promote Port Gyeongin through utility analysis of the stakeholders in Port Gyeongin. In this regard, the purpose of this study was to analyze the preference of stakeholders in Port Gyeongin using conjoint analysis and propose a difference in the preference of the stakeholders. Study results show that the terminal group, shippers, and tenant companies considered the berthing capacity, incentive scale, and port logistics cost as the most critical matters, respectively. The stakeholders in Port Gyeongin should recognize the difference in critical matters, and be equipped with shipper discovery and institutional arrangement according to the characteristics of Port Gyeongin such as cooperation with related institutions and inter-collaboration between operating companies to promote Port Gyeongin.

A Study on the Model Development and Empirical Application for Predicting the Efficiency and Optimum Size of Investment in Domestic Seaports (국내항만투자의 효율성 및 적정 투자규모 예측을 위한 모형개발 및 실증적 적용에 관한 연구)

  • The purpose of this paper is to show the empirical measurement way for predicting the seaport efficiency by using Super SBM(Slack-based Measure) with Wilcoxson signed-rank test under CRS(constant returns to scale) condition for 20 Korean ports during 11 years(1997-2007) for 3 inputs(port investment amount, birthing capacity, and cargo handling capacity) and 5 outputs(Export and Import Quantity, Number of Ship Calls, Port Revenue, Customer Satisfaction Point for Port Service and Container Cargo Throughput). The main empirical results of this paper are as follows. First, Super SBM model has well reflected the real data according to the Wilcoxon signed rank test, because p values have exceeded the significance level. Second,Super-SBM has shown about 87% of predicting ratio for the ports efficiency and the optimal size of investment in domestic seaport. The policy implication to the Korean seaports and planner is that Korean seaports should introduce the new methods like Super-SBM method with Wilcoxon signed rank test for predicting the efficiency of port performance and the optimal size of investment as indicated by Panayides et al.(2009, pp.203-204).

A Study on the Cargo Throughout of Yeosu·Gawangyang Port by Concentration Index (집중지수로 본 여수·광양항의 화물처리현황 분석)

  • This study suggests a development direction by comparing the cargo throughput of the port of Yeosu-Gwangyang during 2007-2015 with that of domestic ports. It derived a concentration index (HHI) of cargo throughput in domestic ports by Yeosu-Gwangyang port docks, shipping companies, and abroad regions. The main results were as follows. First, in terms of total cargo handled, the port of Yeosu-Gwangyang was second only to the port of Busan, and the HHIs for the past nine years were relatively low. Second, the port of Yeosu-Gwangyang ranked first for total import and export cargo throughput, showing relatively stable HHIs from 2007 to 2015. Third, the HHIs of container handling performance by national shipping companies showed stable levels below 1,800. Fourth, there were no regions where cargo volume was noticeably concentrated in the port of Yeosu-Gwangyang, and it showed cargo throughput across various abroad regions. While changes in national shipping companies are expected after the Hanjin Shipping Crisis, there should be no serious concern regarding the dependence of the port of Yeosu-Gwangyang. It is expected to develop further by realizing the full use of all its facilities, diversifying the tenants in the Yeosu-Gwangyang area, and improving the demurrage rate.

A Study on Analysis of Maritime Industry Structure on Chungnam Province (충남지역 해양산업 구조 분석 연구)

  • Maritime industry is recognized as a new value-adding and growth engine industry. It provides high value by creating clusters centering on ports. Advanced international ports are also clashing ahead to create clusters, boost profits, and strengthen competitiveness. The Korean government enacted policies for the establishment and upbringing of maritime industrial clusters in 2015. It is very important to understand which maritime industry has a comparative advantage in each region and to establish an integration strategy through maritime industrial clusters. This study analyzes the structure of the maritime industry in the Chungnam province, which is expected to deal with raw materials(mainly oil products), container throughput, and opening of ferry route with China's port. The study analyzed the existing literature on the maritime industry and classified the industry into 5 major categories, 21 sub-categories, and 84 sub-categories in shipping and logistics, shipbuilding, fishery, marine tourism industry, and other industries. Based on the reclassified maritime industry, the structure of the maritime industry in the Chungnam province was analyzed by using location quotient(LQ) and Shift-Share analysis. The study found that the fisheries industry showed the highest value(1.718) in the analysis of LQ, followed by the marine tourism industry(1.092), shipbuilding industry(0.823) and shipping and logistics industry(0.789). The total effect of the maritime industry in Chungnam province was 36,315 and the net growth effect, excluding the national growth effect, was estimated to be 21,321. Based on these results, we classify the maritime industry in the Chungnam province as comparative advantage and comparative disadvantage. The results of this study can be used as basic data for formulating strategies for the construction of the maritime industry cluster in the Chungnam province in the future.

On the Evaluation of Physical Distribution Service in Ports (항만물류서비스의 평가에 관하여)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1.   • Generally Container can be seperated from FCL and LCL. The LCL cargo can be evaluated as a cargo that makes it possible to attract a relatively stable volume and create added value. The aim of this study is to suggest improvement plan for atrracting LCL cargo in Pyeongtaek Port. In order to achieve the object of the study, The research structure is following. 1) analyzing a movement path of the LCL cargo occurring in Pan Yellow-Sea. 2) analyzing the problems to handle LCL cargoes in Pyeongtaek Port. The basic data for analyzing the movement path of LCL Cargoes utilize the data of the Customs Service. and the problems of LCL freight handled suggested from forwarder, carferry liners, and bonded warehouse companies by interview. In this study, We use Fuzzy-AHP as the methodology to analyze the importance of attracting major improvement for LCL shipments in Pyeongtaek Port. As the result, The expansion of inspection equipment and personnel was presented as the most important improvement too solve the clearance problems that is the most serious problems in Pyeongtaek Port. and The realization of incentive payments that local government pay for Profitability of related companies are needed.

  • Nowadays, vessel's size is tending to bigger, Therefore port facilities are developed according to this trend, which has been shown in the competition of Hub-Port among the main ports such as Port of Busan and Port of Shanghai. However there are the limited number of large containerships more specifically so 70% of the total ships calling at Busan Port are small and medium sized ships which are less than 20,000 ton As a result, it is necessary to consider the handling facilities of these ships which had been disregarded The big size of facilities increases handling cost bemuse of high investment so it is possible for small and medium sized ships to have disadvantages financially and avoid calling. In this paper, we estimate the propriety of utilization of crane and labor according to the size of vessels after analyzing time value cost, reflecting the size of vessels, size and number of crane and labor structure, and container handling cost value.

  • In recent years, the hub and spoke strategy has been strengthened in accordance with the enlargement of ships. As the needs of the port users change, the ports are also becoming larger and modernized. Under these circumstances, changes in existing port operations are expected. One example is the movement to promote economic and operational effectiveness through the joint operation of small and medium-sized operators. This study analyzed the effect of the association of small and medium-sized operators on Busan New Port in terms of economy. Additionally, the issue of cost allocation within the association of operators was presented through the game theory. As a result, in the case of operating jointly rather than divided into five operating companies as of the present, it has been shown to have a cost reduction effect in terms of operating companies. Considering the use of the Proportional method, the Shapley Value, and the Nucleus method in allocating the costs among the operators participating in the coalition, the Shapley Value method was the most suitable method in this study.

  • Currently, the shipping and port industries are implementing strategies to improve port processing capabilities through the expansion and efficient operation of port logistics resources to survive fierce competition with rapidly changing trends. The calculation of the port's processing capacity is determined by the loading and unloading equipment installed at the dock, and the port's processing capacity can be improved through various methods, such as additional deployment of logistics resources or efficient operation of resources in use. However, it is difficult to expect an improvement effect in a short period of time because the additional deployment of logistics resources is clearly limited in time is clear. Therefore, it is a feasible way to find an efficient operation method for resources being used to improve processing capacity. Domestic ports are also actively promoting informatization and digitalization with the development of the 4th industrial revolution technology. However, the calculation of the number of Y/T (Yard Tractor) assignments in the current unloading process depends on expert experience, and related previous studies also focus on the allocations of Y/T or Calculation of the total number of Y/T required. Therefore, this study analyzed the factors affecting the number of Y/T allocations using the loading and unloading information of incoming ships, and based on this, cluster analysis, regression analysis, and deep neural network(DNN) model were used.
